A Case Study on Redesigning the Retention Schedule of Common Functions in National Research Institutes of Science and Technology (과학기술분야 연구기관의 공통기능 보존기간기준표 설계 사례)

  • This study is a record of the process of jointly designing the records classification scheme and the retention schedule for archival appraisal, which are vital in records management. A total of 8 institutes participated voluntarily and redesigned the retention schedule, which consists of 16 common functions, 66 tasks, and 381 files for about 4 months. The process consists of reviewing the regulations related to the records management of the participating organizations, determining the hierarchy and scope of the retention schedule, deriving 16 common functions as well as the unit task for each function, and constructing the file of each task. In situations wherein it is difficult to expect the government-led policy and strategy specific to the research institute and the research records management, the retention schedule designed jointly by the records managers of the scientific and technological field serves as a useful records management tool. This collaborative effort between records managers of similar agency records will also be significant in jointly coping with the new policy and innovation plans in the future.

  • Purpose - This study is to propose a creative idea for constant business growth and development by examining characteristics of business outcomes by phase, which are "growth" and "erosion and stagnation," respectively. Research design, data, methodology - It is necessary to identify an occurrence of crisis and its diffusion with a dynamic model in order to identify a success and failure of businesses in an organic way, not on a binary structure. The static perspective is to understand a crisis as a simply one-time event or as a linear causation. Thus, it has a limited understanding of the overall situation and has limits to investigating a foundational cause and developing long-term countermeasures. On the contrary, the dynamic perspective is to understand the crisis as circulation process of the overall system. Thus, it divides elements of the crisis as external and internal ones to understand it as the causal relationship of each element. Results - During the growth period of Burger King, the company promoted its brand very successfully with aggressive and creative marketing activities. However, due to the founder's disposal of management rights and the following changes in the management, the company had no choice but to lose focus on its business philosophy and brand management, and eventually it had to face the big crisis (resonance) which was delisting from the stock market because of the external threat; well-being trend. However, Burger King resumed lifting on the stock exchange by making great efforts to clearly identify the current issues and seek solutions. Under the spirit of "perseverance" and its slogan "Have it your way" the company is now going head to head with McDonald's in the North American region and emerging countries. Conclusions - Then, what is the most crucial factor in the success and failure of businesses? Answers may vary, however, as learned from the case study of Burger King, corporations should inspect the present and focus on developing a long-term strategy for the future and actively fulfill the actions. McDonald's may not be able to innovate by itself in the future as it may become routinized to the growth. There will be chances of winning if we change conditions of individuals or organizations to an organic system in terms of being creative. There is a hopeful message here that an individual or small business may have more advantages in the era of the idea and innovation.

  • This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

  • COVID-19 is hitting the world. In order to bring about new ways of innovation in the space sector, we need to analyze changes in the space sector and design new challenge strategies. COVID-19 exposes inherent vulnerabilities in the space sector. In particular, COVID-19 is causing supply chain shocks in the space industry, resulting in delays in the supply of systems, subsystems and parts due to a complete or partial interruption of a manufacturing unit. As the overall impact of New Normal on the industry is overall, we continue to look at it in the space sector. COVID is causing supply chain shock in the space industry. It causes a delay in the supply of systems, subsystems and parts due to a complete or partial interruption of a manufacturing unit. In the supply of launch services, the launch schedule is being delayed, but the main launch is still taking place. Demand for major applications such as environmental monitoring is soaring in the earth observation utilization sector. Analyzing the impact on manufacturing, the vendor-based contraction is bringing delays in the supply of systems, subsystems and components, and launch service providers are trying to minimize delays in the launch schedule.

  • This study estimates the productivity change of pharmaceutical industry and decompose the change into technical efficiency change and technological change to explore ways to improve the productive efficiency. Unlike most previous studies, this study employs the non-radial and non-oriented slacks-based Malmquist productivity index which can deals directly with the input excesses and output shortfalls. In addition a smoothed bootstrap method is applied to estimate statistical confidence intervals for the Malmquist Index and its components. For the empirical analysis a balanced panel data set is constructed covering ten years over the period from 2005 to 2014. The input variables used in this study are number of workers, tangible assets and major production cost. The gross production is selected as a main output variable. The empirical results suggest that the productivity of pharmaceutical industry has decreased due mainly to decline in the technological progress rather than improvements in technical efficiency. An analysis result shows that the scale efficiency outweighs the pure efficiency in determining the technical efficiency of pharmaceutical industry. Therefore, in order to enhance the competitiveness of domestic pharmaceutical industry, it is important to continue supporting policies to promote the technology innovation capability through efficient R&D investment and industry reform strategy.

Consumer Innovativeness and Consumption Behavior of New Sauce Products for the Japanese Consumer (일본 소비자의 혁신성과 신제품 소스에 대한 소비 행동 분석)

  • Objectives: This study analyzed Japanese consumers on their sauce consumption, and assessed the relationship between consumer innovativeness and consumption behavior for new sauce products. Methods: The survey was completed by local consumers visiting Korean restaurants in Osaka, Japan, in September 2018. The demographic characteristics, consumption of sauce, consumer innovativeness, and factors of theory of planned behavior were evaluated. Totally, 150 collected data were analyzed using the IBM SPSS Statistics 25.0 Program (IBM SPSS INC, Armonk, NY, USA). Results: Results of the survey indicate that Japanese consumers purchase a sauce by considering the taste and food utilization. Sauce purchases were maximum at mega markets and supermarkets. The consumer innovativeness for Japanese consumers was based on 3 factors: 'Purchasing adventurous products (3.51 ± 0.96)', 'Active information seeking (4.36 ± 1.11)', and 'Interactive information seeking (4.33 ± 1.02)', where the tendency of 'Active information seeking' was the highest innovativeness factor. Furthermore, higher values of perceived behavior control (4.68 ± 1.21), attitude (4.66 ± 1.41) and subjective norm (4.39 ± 1.28) were revealed, when assessing for theory of planned behavior factors. Correlating the variables of consumer innovation and factors of planning behavior theory, 'Active information seeking' is a positive attribute for attitude (p<0.016), subjective norm (p<0.001), and perceived behavior control (p<0.002). These 3 factors also had significantly positive effects on purchase intention for new sauce product (p<0.000, p<0.000, and p<0.002, respectively). Attitude was determined to be another very influential variable for purchase intention of a new sauce product (B=0.484, t=6.881). Conclusions: The results of this study determine the consumption patterns of sauce for the Japanese consumer, and the relationship between consumer innovativeness and consumption behavior for Korean traditional sauces. We believe the data generated from this study will help determine a marketing strategy to enter the Japanese market.

  • The purpose of this study is to take a look at the cases on managing the senior human resources of business enterprises following the significant number of retirement of baby-boom generation and obligatory retirement age of 60 years of age and present the implication points in policies. With respect to the implication of the company, it would urgently require the introduction of programs with long-term point of view for career management strategy from the time of employment to the resignation, settlement of company leave system called chulhyang, expansion of wage peak system, full-time job transfer support center within the enterprise for retirement management, expansion of various consulting, conversion of paradigm on senior human resource management of top management in the enterprise level. In the government level, it is considered as required for systematic supplementation of the chulhyang system, improvement of support system for employment encouragement fund, expansion of national work capability standard-based senior employment field as well as task development, support for innovation of personnel management system, supply of management manual and implementation of job transfer education for life-time conversion period in the government level.

  • Due to the constant expansion of overseas public IT market, exportation market mainly based on e-government is expanding and platform needs to be introduced urgently to systematically support it. Thus, this study was carried on to draw evaluation items and weighted value of tools to support decision-making out of services of public IT platform. In this study, the tools supporting decision-making were defined as concept that draws exportation customers by wholly considering 2 aspects of enterprise capabilities and national environment. To develop tools supporting decision-making, the items to evaluate the aspect of enterprise capabilities and national environment were drawn through study on literature and open question and evaluation items were eliminated and AHP analysis was done through question given to experts. As a result, the significance was found in the order of Export Competitive Advantage > Export Marketing Strategy > Export Human Resources > Export-Related Organizational Resources > Export-Related Organizational Capabilities in the aspect of enterprise capabilities. The significance of evaluation was found in the order of Service Market Efficiency > Technical innovation and Maturity > Institutions > Market Efficiency > Macroeconomic Environment > Infrastructure in the aspect of national environment.

Importance Analysis of SCM Adoption Factors (SCM 도입 요인 중요도 분석)

  • This study aims to analyze the importances of various SCM adoption factors suggested in precedent researches with AHP. SCM adoption factors were categorized by four types: organization factor, transaction factor, relation factor, and information factor. Each factor has sub-factors. Organization factor has five sub-factors: adoption strategy, support of CEO, maturity of information technology, development of assessment system, and innovation leadership. Transaction factor has three sub-factors: transaction period, delivery/quality, and shared goal. Relation factor has five sub-factors: trust, collaboration, inter-dependence, conflict, and immersion. Information factor has three sub-factors: information quality, information share, and information exchange. There are sixteen sub-factors altogether. Analyzing the importances of SCM adoption factors with AHP, the importance of organization factor(.387) ranked the highest. Relation factor(.291), information factor(.167), and transaction factor(.155) followed. Putting the analysis results of primary hierarchy factors and secondary hierarchy factors together, support of CEO(.169) ranked the highest and trust(.124), adoption strateg (.089), share goal(.081), information exchange(.069), collaboration(.064), and information share (.057) followed.

Comparative analysis of R&D programs for societal challenges (한일 사회문제 해결형 연구개발사업 비교 분석)

  • The supply-driven innovation system is encountering its limitation. At the same time, the needs for solving societal challenges occurring in people's lives are growing. Social problem-solving R&D programs have been attracting attention as a countermeasure to satisfy these needs. It is important to understand the social context of the occurring problems as well as the users facing the social challenges. Therefore, social problem-solving R&D programs have to explore the social challenge and users' needs, with emphasis on the collaboration with researchers and users in the development and implementation process. This study carries out comparative analysis between 'Korean Citizen-driven R&D project' and 'Japanese Research institute of Science and Technology for Society (RISTEX)' concerning goals, construction of program, and promotion processes. The two cases are similar regarding the objectives of social problem-solving and the strategy for user participation. However, there are differences between the characteristics of the projects and promotion processes. The RISTEX is performing social problem-solving R&D with a much wider perspectives than the Korean project. This is because the Korean project maintained the existing R&D system with the lens of the supply-driven system, even when approaching social problem-solving. Therefore, this limitation should be overcome by adopting support systems discarding the supply-driven perspective, through substantiality of user participation, maintenance of legal system, and commercialization of technologies.
