The First Global Management Plan for the Urban Landscape Restructure in Tokyo

  • The case for study in this paper is the Main Plan and Management for the Fukutoshin; the restructure of Nishi Shinjuku, This plan was first outlines in 1960, and includes a vast area of 96 ha for redevelopment. It aims to create a totally new center in the city. This was the first case in Japan, and in the world of a plan of these magnitudes. involving urban landscape restructuring from three points: Landscape (open spaces for public use: the Shinjuku Central Park and the surrounding area of the buildings), transport and commercial building developments. The Landscape plan for the green areas was decided in a way to compensate the population of the area and the visitors. As a rule, high-rise building constructions are placed each one in single lots and are surrounded by open spaces and greenery. Pedestrain areas are widened and also connected by bridges in a way to allow free circulation, and interconnection between the constructions and the green areas. Another important factor is the role that Private Corporation, and public interest plays. Joining these two forces has allowed the concretization of this project. This interpolation between public and private roles was an innovation in Japan, and it also the key for the concretion of the project. The historical review of the process and management of this project help us to put into perspective the introduction of new concepts and ideas, which were not related at that time to traditional Japanese Landscaping. Furthermore we are better able to understand the substantial increase in the percentage of land dedicated to green areas in contrast to the typical standards of Japanese cities.

국가 에너지안보 추진전략 분석에 관한 연구 - 혁신시스템 관점에서의 분석 및 추진전략을 중심으로 - (Study on the Energy Security Strategy of South Korea - Focused on the Innovation System Perspective -)

  • 에너지자원의 안정적인 확보는 국가발전을 위한 가장 중요한 요소 중 하나이다. 본 연구는 혁신시스템 관점에서 우리나라의 에너지관련 정책결정시스템을 분석하고 그 문제점을 도출하였다. 혁신시스템의 구성요소 중 혁신주체 측면에서는 에너지의 안정적인 수송을 위한 전략적인 강화방안이 미흡하다는 한계를 가지고 있었으며, 연계측면에서는 국방영역을 제외한 혁신주체들 간의 연계는 비교적 양호하였으나 안보적 관점에서 중요한 역할을 담당하는 국방영역과 타 혁신주체들 간의 연계는 미흡한 것으로 분석되었다. 하부구조 측면에서는 에너지안보 관점에서 국방영역의 하부구조인 전력건설 논의가 미흡한 것으로 나타났으며, 마지막으로 제도적 측면에서는 에너지안보에 관한 국방영역의 역할에 대한 제도적 정립이 미흡하여 향후 국가 에너지안보와 관련된 거버넌스에서 국방영역의 참여가 제도적으로 명시될 필요가 있는 것으로 분석되었다.

2017~2020년 기록관리 혁신 평가 국가기록원을 중심으로 (Evaluation of Records and Archives Management Innovation in 2017~2020)

  • 2017년 5월 문재인 정부 출범 후, 기록공동체는 지난 정부 9년간의 기록관리의 지체와 정체를 극복하고 기록관리 혁신이 추진되기를 기대했다. 이 글은 국가기록원이 공공기록관리 부문에서 추진해온 기록관리 혁신을 중심으로 하여, 그 경과와 주요 내용을 추진 주체, 혁신 계획, 법령 개정, 주요 사건 등을 중심으로 검토하고 평가했다. 2020년 상반기까지 약 3년간의 기록관리 혁신을 평가하면, 첫째, 국가기록관리 폐단에 대한 조사 결과를 이어받아 혁신의 방향과 인적 동력을 마련하는 데 실패했다. 둘째, 2017년까지 진행된 국가기록관리혁신TF, 차세대 기록관리 모델 재설계 연구 등 여러 혁신적인 노력의 성과를 국가기록원이 스스로 종합하여 취사선택하지 못하고 기계적·실무적 수준에서 처리해왔다. 셋째, 2018년 혁신추진단의 '공공기록관리 혁신과제'와 2019년 '국가기록관리 중장기 발전계획'은 국가의 한 영역의 전략과 계획의 수준에는 많이 미달했다. 넷째, 2018~2020년의 법령 개정은 애초부터 "이견이 적은" 사안을 중심으로 한 것이어서 "기록관리제도 전면 개편"에는 전혀 미치지 못하는 것이었다. 다섯째, 소통, 특히 각급 기록관의 기록연구직과의 소통을 중시했으나, 현재에 이르러서는 기록공동체 저변과 소통하고 그로부터 지지를 끌어내기 어려운 상태에 이르렀다. 여섯째, 문재인 정부는 "민간 기록전문가 출신 국가기록원장"을 임명했으나, '신임 국가기록원장을 중심으로 기록공동체'는 또는 '신임 국가기록 원장은 기록공동체와 함께' "기록관리제도 전면 개편"과 "국가기록원 독립성 강화 및 대통령기록물 관리체계 혁신"이라는 약속을 지키기 어려운 상태이다. 그 책임의 소재를 명확히 해야 한다면 권한과 책임 모두를 가지고 있는 국가기록원장일 수밖에 없다.

관리혁신으로서의 정보시스템 전략계획 프로세스에 관한 탐색적 연구 : 프로세스의 각 단계별 문제점 분석 - 한국 은행산업을 중심으로 - (An Exploratory Study on the Process of SISP as an Administratibe Innovation : Managerial Problems by Stages)

  • Recently, strategic information systems planning (SISP) has emerged as one of the necessities in 15 activities and organizational operations as a whole. Although various SISP researches have been done, in few studies have attention been given to the process employed in organizations to plan and implement SISP. To address SISP problems in terms of the process-oriented view, this paper employs a dynamic viewpoint on the basis of innovation-process model As a result of in-depth interviews with IS managers of nine Korean banks, this research found slightly different problems appear in each stage of the process. While problems cited in prior researches were observed, new ones are also appeared such as "finding out relative outsourcers" "political problems between functions which lead the process and others which alienated," the "necessity of steering committees, etc. Meanwhile, problems such as "top management concerns" or "cost," which suggested as significant problems in prior researches, appeared relatively insignificant This study has limitations as a qualitative and exploratory one. However, in view of further studies, the linkage between SISP practices and innovation process theory will allow researches linking characteristics of both fields. Furthermore, researches which view the SISP process as a comprehensive knowledge transfer process will be possible.

Clustering Patterns in the Manufacturing Sectors of Japan

  • Japan's economic clusters are characterized by their high level of diversity. In essence, Japanese economic clusters are not limited to single industries; they comprise numerous manufacturing industries and firms which cluster in specific heterogeneous economic zones, vice political boundaries. Japanese manufacturing sectors are showing an increased level of diversity, resulting in the spread of experience and knowledge among clusters, and sustained growth at the point of industrial structural transformation. Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) proposed the creation of intellectual clusters for the purpose of promoting research and development(R&D) activities resulting in the stimulation and development of new technologies. The Ministry of Economy Trade and Industry (METI) is also proposing the industrial cluster plan with the aim to promote the local rebirth and revitalization of the Japanese industrial sector. This paper proposes a methodological analysis which will result in the integration of the two policies currently implemented by the Japanese government. If the current policies are not coordinated and integrated, artificial firms and sectors will continue to hamper innovation and discourage competitiveness, which will ultimately result in Japan's loss of economic opportunities within Asia. In the worst case, failure to act on current economic deficiencies illuminated in this paper could cost Japan its position as an Asian economic leader.

Strengthening Risk Evaluation in Existing Risk Diagnosis Method

  • An existing risk diagnosing methodology (RDM) diagnoses corporate risk for product-innovation projects. However, it cannot evaluate and compare the risk levels of multiple alternatives in the product development stage. This paper proposes a modified risk diagnosis method to fill the gap of risk evaluation in selections of innovative product alternatives and the application of the method will be also illustrated by a case problem on alternative selections in electrical dimmer designs. With RDM as the foundation, a modified RDM (MRDM) is proposed to deal with the problem of selecting innovative project alternatives during the early stages of product development. The Bayesian network; a probabilistic graphical model, is adopted to support the risk pre-assessment stage in the MRDM. The MRDM is proposed by incorporating the risk pre-assessment stage into the foundation. By evaluating the engineering design risks in two electrical dimmer switches, an application of the MRDM in product innovation development is successfully exemplified. This paper strengthens the existing methodology for RDM in innovative product development projects to accommodate innovative alternatives. It is advantageous for companies to identify and measure the risks associated in product development so as to plan for appropriate risk mitigation strategies.

청정생산기술 방향과 지역에코혁신 추진 전략 (The Future of Cleaner Production Technologies and Regional Eco-Innovation Strategy)

  • 국내에 청정생산기술에 대한 개념이 도입된지 16년이 되었지만 아직도 청정생산기술에 대한 정의와 의미가 중소기업들에 확산이 되지 않은 상황이다. 본 연구에서는 청정생산기술에 대한 개념과 구분을 살펴보고, 환경기술과 녹색기술과의 관계 그리고 국내외에서 구분하고 있는 기술 종류 등을 비교분석하였다. 그리고 국내 중소기업들에 청정생산기술이 확산되기 위한 방안으로 현재 정부에서 지원하고 있는 지역에코혁신사업을 확대하는 정책 제안을 하였다.

드론 안전비행맵 구축 및 비행경로 탐색 알고리즘 연구 (A Study on the Construction of a Drone Safety Flight Map and The Flight Path Search Algorithm)

  • The current drone flight plan creation creates a flight path point of two-dimensional coordinates on the map and sets an arbitrary altitude value considering the altitude of the terrain and the possible flight altitude. If the created flight path is a simple terrain such as a mountain or field, or if the user is familiar with the terrain, setting the flight altitude will not be difficult. However, for drone flight in a city where buildings are dense, a safer and more precise flight path generation method is needed. In this study, using high-precision spatial information, we construct a drone safety flight map with a 3D grid map structure and propose a flight path search algorithm based on it. The safety of the flight path is checked through the virtual drone flight simulation extracted by searching for the flight path based on the 3D grid map created by setting weights on the properties of obstacles and terrain such as buildings.

스마트 국방혁신을 위한 미래 작전환경 분석의 이해와 군 적용방안에 대한 고찰 (A Study on the Understanding of the Analysis of the Future Operational Environment for Smart Defense Innovation and the Application of the ROK MND)

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

비즈니스 성과극대화를 위한 TDR 몰입도 향상 (The Immersing Improvement of TDR for the Greatest Results in Business)

  • TDR(Tear Down & Redesign)means that renounce the past resolutely, from a white paper condition, let's change directions. That is, let's redesign from the basic of the establishment of the construction process. Through the switchover the conception, innovate totally the whole existing processes. TDR is the best core innovation activity. The ultimate aim of the TDR activity induces the employees to do more productive business and obtain excellent results in the future by solving the problems, which are the nonproductive business in the business process on the objective view, the business that customers don't recognize the value, the same old practice of business, and the unsettled business from the restriction of resources. By organizing the related to workers of those business, they can solve the problems for 3-4months by full time working This paper inquires what are the obstruction factors on the process of executing TDR activity. Through the search of the reformation plan for the improvement of immersion degree, it presents some methods to be successful business.
