중소기업의 기술능력 제고를 위한 기술하부구조정책: 미국의 MEP와 한국의 중진공을 중심으로 한 사례 비교

  • This study analyzes the development of technological infrastructure(TI) and technological infrastructure policy(TIP) to enhance the technological capabilities of small and mid-sized manufacturing enterprises(SMEs) in the U.S. and Korea in terms of the technological system(TS) concept, which is composed of technological infrastructure, industrial organization, and institutional infrastructure. In order to analyze the internal dynamics of the system, such as incentive mechanisms, the interaction among economic actors, and the policy implementation process, we compare the MEP(Manufacturing Extension Partnership) system of the U.S. and the Joong-Jin-Gong system of Korea. Among many similarities, contrasts, and insights from each country's effort to construct TI and TS, the main findings are as follows. (1) Both the MEP system and the Joong-Jin-Cong system are TI-led or government-led type TS. However, the nation-wide picture is different: in the U.S., most TSs including the MEP system., are classified as TI-led type; in Korea, many TI-assisted or private sector-led TSs have been developed since the early 1960s. (2) the MEP system, as a representative case of the U.S., is less stable than the Joong-Jin-Gong system of Korea in terms of financing and political cycle. (3) The MEP system is a more complex and cooperative network than the Joong-Jin-Gong system. NIST, as a critical mass, generates the system, bridges various institutions, and influences the development of the system by providing funding. (4) Regarding TI components, TSs in both countries focus on utilizing off-the-shelf technologies rather than advanced technologies. However, the direction of movement is different: in the U.S., TSs have come to emphasize existing technologies to counterbalance an innovation system that has been highly focused toward new technologies; in Korea, TSs have been moving from focusing on a higher diffusion rate of imported process technologies to stressing new technology development. (5) Personnel and staffing, embodying technological capability, is an important concern in both countries. But the human capital infrastructure of the U.S. system is more efficient and industry-oriented than that of the Korean system due to a more flexible labor market. (6) While the U.S. has a strong tradition of state and local autonomy in constructing TI and TS to fit SMEs's specific need, Korea has a centralized and bureaucratically-led policy implementation process.

  • Since technological innovation is such an important factor that it can determine a company's economic growth and competitive enhancement, all the companies make lots of investments and efforts for technological innovation. As outcomes of technological innovation, there are patents, trademark and copyrights, etc. and they are mostly approved as a legal right called 'Intellectual Property Right'. To activate such an intellectual property right, financing techniques are needed for enterprises to raise funds through collaterals, such as technological and intellectual patents. In reality, however, any IP-related financial system is not really activated due to the lack of surety-related regulations in Korea. Thus, on the premise that it is important to carry out an objective and reliable valuation on IP as a collateral for the activation of IP finance, this study intends to investigate various different methods of patent valuation needed for IP finance.

  • The study aims to build a model for evaluating the effectiveness of activities and the effectiveness of financial investments in high-tech industries in Kazakhstan. The development of high-tech industries plays an important role in the economic growth of a country. In this regard, it is relevant to study the effectiveness of financing the most important industry in Kazakhstan. The development of the high-tech sector ensures the efficient functioning of the national innovation system. High-tech enterprises are one of the competitive sectors that allow us to develop and implement leading-edge innovations with the goal of their subsequent commercialization domestically and abroad. The author defines the multicriteria of efficiency in a knowledge-based economy associated with achieving an economic effect with multivariate correlation of results with costs. A multivariate dynamic model, an integral indicator of performance, an integral indicator of cost-effectiveness is proposed. The assessment of the effectiveness of financial costs and performance indicators in all regions of Kazakhstan have the positive dynamics of indicators, as well as a high economic effect. The results of the study can be applied in regional management to adequately assess the effectiveness of high-tech organizations and the effectiveness of financial investments, contribution to ensuring the economic security of the region.

A study on the Effect of the Venture Identification System on Productivity and Technical Inefficiency (벤처 인증의 생산 및 기술적 비효율성에 대한 영향 분석)

  • The government is working out the development of a venture enterprise through a venture certification system. The broad effects of its policies are anticipated by the government and revealed in the 'The Survey on Actual Condition of Venture Enterprises 2010'. These benefits include the revitalization of start-up, promotion of technological innovation, progress in marketing ability, improvement in corporate image, financing and investment, and benefit from tax reduction & exemption. However, with the estimation of production function and sales function, which both uses capital and labor as a basic elements, it was found that only 'financing and ease of investment' produces a statistically significant effect on production and sales. An addition, this study looks into whether venture-supporting system are helpful to the eradication of technical inefficiency. The policies brought about positive changes in reduction of technical inefficiencies except with regard to the ease of start-up where it was found that an increase in inefficiencies was the result.

  • Korean Government has supplied small-medium enterprises with various technology financing programs such as R&D grant." loans, equities, guarantees since 1980's. The purpose of this study is to render policy suggestions for policy makers by analysing problems with regard to regulations. The suggestions of this study are such as the following. First, the current three months of the fund formation period should be extended within six months for general partners to have enough time to raise funds in the current tough capital market situation. Second, the government's non priority loss devotion system should keep going to prevent general partner's moral hazard. Third, in order to fulfill the policy purpose that is to create globally well-known companies, the government investment ratio should scale up from the current 20% to 30% of the total fund size in that the stable capital supply for core technology commercialization, industrialization and globalization of companies is achieved. Finally, general partners of the New Growth Engine Fund should showoff their investment abilities to the potential investors such as institutional investors by accumulating all track records and know-hows that prove their specialities and implementing action plans to achieve the best result of their investment. This study provides general considerations of the selection procedure, the government investment ratio, the government priority loss devotion system and so on when formating the public funds.

R&D Financing through Cash and Cash Equivalents in Firms under Financial Distress (재정적으로 어려움에 처한 기업의 현금성 자산을 이용한 R&D 자금 조달에 대한 실증 분석)

  • This study examine the firms fund R&D expenditures through cash and cash equivalents under financial distress in order to avoid huge adjustment costs that can be brought after R&D expenditures cut-down. Other study divided the firms' financial condition by only firms' year. This study identifies the firms' financial condition not only by a firm's year but also by firm size and Altman's Z-Score and K-Score. The results show that there are statistically negative relationship between R&D expenditures and cash and cash equivalents when firms are under financial distress. The results are same regardless of criteria of classification of firms' financial condition, which is consistent to the hypothesis. Young and small firms and firms with moderate possibility of bankruptcy fund R&D expenditures through cash and cash equivalent compared to the other firms. We can find the new evidence when we classify the firm by Z-Score and K-Score of Altman. The firms with high possibility of bankruptcy can not fund for R&D activities from cash, but only the firms with moderate possibility of bankruptcy fund R&D expenditures through cash and cash equivalent in the condition of financial distress. The evidence suggests that firms fund R&D expenditures by cash and cash equivalent when they are under financial distress. Findings provide an implication on the management of R&D expenditures and liquidity in the firms.

  • This paper empirically examines the effects of green technology patent on the financial performance of SMEs and venture specialized green enterprises. In particular, this paper is focused on analysing the financial performance difference by comparing the financial condition of 1st year before and 1st year after the application of green technology patent, and the one of 1st year before and 2nd year after it using sales, operating profit, net income, ratio of operating profit to net sales, and ratio of net profit to net sales. The statistical significances were accepted on sales after 1st and 2nd year, operating profit and ratio of net profit to net sales after 1st year, and ratio of operating profit to net sales after 2nd year. This paper proposes the vitalization of green consumption market, the reinforcement of green financial policy, the installation of financing windows, the improvement of unfair business conducts of large enterprises, and the reinforcement of win-win partnership between large enterpsises and SMEs as policy issues of Korean government in order to promote SMEs and venture specialized green enterprises.

  • This paper presents the results of a meta-regression analysis on econometric evidence concerning the relationship between public funding of R&D and private R&D expenditure by reviewing literature and synthesizing existing results. The analysis on the effects of public financing on private investments in R&D has been the object of numerous studies, none of which having arrived at definite conclusion. A meta-analysis based upon a data-base including all relevant studies was carried out to examine whether the characteristics of the applied analysis influence the results. Three different empirical results are presented.

  • In this study, the effects of Venture Start-up's Technological Capabilities on Financial Stability and Possibility of Insolvency was investigated by use of SEM(Structural Equation Model). Technological Business Capabilities include CEO's Technological Capability, Management Specialization and the Feasibility of the Investment plan. The empirical data for this study were taken from the technology assessment data of Korea Technology Guarantee Fund(KTGF) on 1,419 Venture Start-ups from 2011 until 2012 and the financial data of the following 2 years of the sample. Venture Start-ups established within 7 years, were selected for this study's sample from viewpoint of their 'High-Risk High-Return' characteristic. The results are as follows : Manpower including CEO's Technology-related Knowledge and Experience, Management Organization's Technological Specialization and Cooperativeness, Reasonable Investment and Financing Planning etc. were proved to improve Financial Stability, and therefore reduce Possibility of Insolvency.

Analysis of Difference in Effect of Venture Certification and Innobiz Certification of Manufacturing Venture Enterprise (제조 벤처기업에 대한 벤처인증과 이노비즈 인증의 효과 차이 분석)

  • The government adopts mainly three venture-supporting systems such as Venture Certification, InnoBiz Certification, and MainBiz Certification. This study compares the policy effects of productive aspects and technical inefficiency aspects of Venture Certification and InnoBiz Certification using the data on 'The 2010 Actual Conditions of Venture Enterprise.' With the estimation of production functions, it is found that only 'financing and ease of investment' produces a statistically significant effects on productivity. On the other hands, the other effects of 'the venture certification' do not produce positive effects. However, it is revealed that 'the venture certification policy' primarily reduces technical inefficiencies. The InnoBiz certification policy shows primarily insignificant effects in both sides of the production aspects and technical inefficiency aspects. However, the 'marketing ability effect' produces a positive effect on production and reduces the technical inefficiencies as well.
