  • The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. It develops the theoretical framework for this paper, examining the existing literature on proposing an approach to the key concepts of the economic impact analysis methods. It examines the actual conditions of performance evaluation focusing on the It-based Government Innovation project. It considers how the simulation model is applied to the performance management in the public innovation project focusing on the framework, process and procedure of performance management.

Ex-ante Evaluation Process for Public R&D: Korean Case and its Implications for Indonesian R&D System

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

  • Certification about management innovation business (Mainbiz) was added in 2006 newly along with existent technical innovation business certification (Innobiz) and venture business certification with government's policy connected with reform style small and medium enterprises 30 thousand upbringings. Drew dividing management innovation business evaluation figure by manufacturing industry and service industry through leading study, gives weight by industry about drawn evaluation figure and must give estimation point of suitable level. This studies judge importance about evaluation figure by industry and consider priority order by evaluation figure using AHP (Analytic Hierarchy Process) that use expert group and gave point.

  • Public institutions guaranteed exclusive position of core business are likely to be inefficient in management. Past governments made various efforts to innovate public institutions. Participatory government drove innovation of public institutions through Ministry of Planning and Budget, and this innovation policy had problems as followings: shortage of common sense of innovation, lack of understanding of innovation, gradual execution of innovation instead of system innovation for business innovation, lack of consideration of characteristics of various public innovation, overlapping of evaluation system, and nonobjective design of evaluation indicator. MB government has diverse assignments for improvement of these problems as followings: transformation of business mind, voluntary participation of employee, improvement of management system of public institutions, reform of business evaluation system, promotion of internal competition, and construction of performance based business system. What is the most important point for successful reform of public institution is to achieve the support of general public with effective action plan and substantial programs.

  • Regional innovation and cluster policies are the new agenda of regional policy, an agenda that began to spread over recent years throughout different countries and regions. In this context, our main question arises: how are we going to evaluate regional innovation and cluster policies? What models and methods are we going to use? Since 1990, regional and national governments have put more emphasis on evaluation as a tool directed to produce knowledge to design better policies. The objective of this article is to summarise the main challenges arising from the evaluation of regional innovation and cluster policies and make some methodological proposals that can contribute to produce better evaluations. In the first section, there is a brief presentation of regional innovation and cluster policies, followed by a more detailed analysis, in the second section, of their principal characteristics and of the main challenges posed by their evaluation. In the third section, some evaluation proposals that can help to improve current evaluation practice are presented. The paper concludes with a short number of general recommendations that we should bear in mind when designing an evaluation of regional innovation and cluster policies.

Evaluation of Regional Knowledge Innovation System in China: An Economic Framework Based on Dynamic Slacks-based Approach

  • The paper proposes a knowledge innovation performance model by the dynamic data envelopment analysis with slacks-based measure approach for evaluating the effectiveness of 30 regional knowledge innovation activities in China from 2010 to 2016. In recent years, China has paid more attention to knowledge innovation activities, as central and local governments have pushed on with their innovation projects by lots of investment whatever the difficulties may be. Decision-maker is usually interested in judge its knowledge innovation performance relative to target benchmark by exploring whether one provincial administration region performs better among others and/or if the growth of economy will be benefited greatly by the knowledge innovation activities. To acquire the managerial insight about this issue from a comprehensively designed performance evaluation model, knowledge innovation activity is conceptualized as an intertemporal production process. Invention patent and regional gross product are imposed on desirable outputs, highlighting the need for knowledge economy. The empirical result shows that knowledge innovation has a positive effect on economic development. At the same time, decision-maker should be interest in the economic effect of patents' type and quality. The government should then encourage new technical applications with greater commercial value from a market-oriented perspective, in order to benefit the most from the innovation process in the short-run.

Developing Technology Innovation Capability Evaluation Model for Small and Medium Enterprises (중소기업 육성을 위한 기술혁신역량 평가모형개발)

  • In this research, technology innovation capability evaluation model for small and medium enterprises was developed. To develop technology innovation capability evaluation model, two analytic technic was used. First one is AHP (Analytic Hierarchy Process) to give weight to each main index. Second one is fuzzy set theory to represent ambiguous index to numerical value. Finally, technology innovation capability evaluation model was achieved in combination with the same weight to AHP analysis and fuzzy set theory. With these results, small and medium enterprises can know important point in terms of strengthening the innovation capability evaluation.

Discovery, semisynthesis, biological activities, and metabolism of ocotillol-type saponins

  • Ocotillol-type saponins are one kind of tetracyclic triterpenoids, sharing a tetrahydrofuran ring. Natural ocotillol-type saponins have been discovered in Panax quinquefolius L., Panax japonicus, Hana mina, and Vietnamese ginseng. In recent years, the semisynthesis of 20(S/R)-ocotillol-type saponins has been reported. The biological activities of ocotillol-type saponins include neuroprotective effect, antimyocardial ischemia, antiinflammatory, antibacterial, and antitumor activities. Owing to their chemical structure, pharmacological actions, and the stereoselective activity on antimyocardial ischemia, ocotillol-type saponins are subjected to extensive consideration. In this review, we sum up the discovery, semisynthesis, biological activities, and metabolism of ocotillol-type saponins.

A Study on the Evaluation Indicators of the Environmental Technology : Public Funded R&D Projects of the $CO_2$Reduction and Sequestration Technology (지속가능한 발전을 고려한 환경기술의 평가지표 연구 - 이산화탄소 저감기술을 중심으로)

  • As the sustaindble development becomes the main goal of the global world in the 21st century, it is important that technological innovations should be realized ecologically sound based on co-evolutionalry approach. From this perspective, the trans-disciplinary research method is gaining importance in the evaluation process of public funded R&D, especially in the environmental technology. In our evaluation research on the R&D projects of the $CO_2$reduction and sequestration technology in Korea, we attempt to apply a trans-disciplinary integrated method on the concept of the eco-innovation, the technology push and the market pull. Also, we try to develop the trans-disciplinary indicators of the environmental technology evaluation. This research confirms the necessity of trans-disciplinary research among the three academic perspectives, engineering, social sciences and public policy.

The Evaluation of the Korean Science, Technology, Innovation Policy: A Viewpoint of an Individual Firm, Viromed(Ltd) (기업사례를 통한 과학기술혁신정책의 평가 및 시사점: (주)바이로메드)

  • The paper evaluates the Korean science, technology, and innovation policy(STIP) in terms of an individual firm. The firm is Viromed(Ltd), a new technology-based venture company in the field of biotechnology. The case is compared with the 'Hwang Project', which is known as a typical failure case in Korea. In order to evaluate the Korean STIP, we establish 6 areas, which are technological infrastructure, institutional infrastructure, human capital infrastructure, technology market, industrial base, and innovation networks. The study shows that the policy schemes relating with technological infrastructure, institutional infrastructure, human capital infrastructure, and industrial base play a positive role in the start-up, development and innovation of Viromed(Ltd). However, we can hardly find the role of Korean government in fostering the technology market, transferring the technological output to economic performance. Although the international networks with the British, American, and Japanese firms or investors were a key success factor of the growth of Viromed(Ltd), the role of the government in this policy area was not enough. As for the 'Hwang Project', we suggest that the government should consider the possibility of commercialization in choosing R&D projects and determining the size of financial aids. Since the evaluation of the Korean STIP is based on an individual firm, the results of the paper need to be confirmed by a systematic comparison with other cases or industries.
