An emperical study on a cause of the gap between technological success rate and commercialization success rate on the government-funded R&D projects of SMEs (정부지원 중소기업 R&D과제의 기술적 성공률과 사업화 성공률 간 격차요인에 관한 실증연구)

  • In this study, we analyzed causal relationships between technology orientation and technological performance, between technological performance and commercialization speed on the government -funded R&D projects in 2009 for searching the cause of the big gap between technological success rate and commercialization success rate. In the result, technology orientation affected negatively on the technological performance, but the technological performance affected positively on the commercialization speed. These results mean that low technology oriented projects are easy to reach the selling step of products faster but they are not easy to attain a balanced income and outgo in contrast to the firms' own R&D. we found it was caused by a defect in the government's R&D support and management system.

A Study on the Influencing Factors of Globalization of Chinese Public Enterprises (중국 공기업의 세계화 영향 요인에 관한 연구)

  • This study is an empirical analysis of the major factors influencing the globalization level of Chinese public enterprises. Based on previous research, we conducted a regression analysis using the transnational index as a dependent variable and export tax refund, exchange rate, human resources, innovation ability, asset management ability, loan ability, corporate development stage, global deployment ability, etc. as independent variables. As a result of the empirical analysis of this study, it was found that export refund (E_tax) and exchange rate (E_rate) have a statistically significant effect on the external influencing factors of globalization. Human resource capabilities (Edu, O_hunan), innovation capability (R&D), and financing capability (Finance) were found to be important internal influencing factors for the globalization of public enterprises. The role of the government in establishing the strategy of SOEs should be maintained at the level of guidance and it should provide guidance so that the autonomy of SOEs is not restricted as the role of the government is separated from the government's compulsory management and supervisory functions, leading to excessively compulsory management.

  • This Paper analyses characteristics of the numerical controller industry in market formation and the flow of information between users and producers and the characteristic of knowledge base of the industry and discusses the difficulties derived, from the characteristics, in accumulation of technological capability In market formation between users and producers, the multi-layered market is not favorable to domestic producers in that lower end market is not large enough to provide cradle market to them which produce inferior quality and lower price than imported products. The credibility of the performance of a product is difficult to prove until a critical mass of products are sold. Therefore gaining market share is deterred by unproven credibility of the performance of the product. The flow of information between users and producers is limited. The flow of information on users environment through mass market to producers is essential for improving credibility of a product. The nature of knowledge base is tacit and the means of knowledge transmission is limited. Technological licensing and reverse engineering, which have been conventional means of knowledge transmission, are not useful in the numerical controller industry. These characteristics provide conditions of vicious circle in accumulation of technological capability of the numerical controller industry. It is conjectured that these characteristics are derived from the fact that the numerical controller is the result of IT based technological convergence in controlling machining process. This paper argues that these characteristics of the industry challenges existing approach to R&D management and framework of science and technology Policy.

A Case Study on Kakao's Resilience: Based on Five Levers of Resilience Theory

  • The purpose of this study is to prove the Korean Internet company, Kakao's resilience capacity. For it, this paper reviews the previous literatures regarding Kakao's business models and discusses 'resilience' theory. Then, it organizes the research questions based on the theoretical background and explains the research methodology. It investigates the case of Kakao's business and organization. The case analysis shows that five levers of resilience are a good indicator for a successful platform business evolution. The five levers are composed of coordination, cooperation, clout, capability, and connection: First lever, coordination that makes the company to restructure its silo governance in order to respond to actual business flow starting from the basic asset like game and music content; second lever, cooperation where the firm provides creative people with playground for startups such as KakaoPage; third lever, clout where the company shares its data by opening its API of AI and chatbot to $3^{rd}$ party developers; fourth lever, capability where the firm establishes AI R&D center, KakaoBrain as the function of multi-domain generalist for developing diverse platforms tackling customer needs; and the last fifth lever, connection where the firm continues to expand its platform business to the peripheries, O2O businesses such as KakaoTaxi, KakaoOrder, KakaoPay, and KakaoBank. In conclusion, this study proposes Internet companies to be a resilient platform utilizing those five levers of resilience in order to form successful platform. This study contributes to the agile innovation of Internet platform with ecological sense.

Open Innovation Models in SMEs (중소기업의 오픈 이노베이션 모형)

  • Recently, although many firms conduct open innovation through collaboration with other innovation actors, little attention has been paid to research and case study with regard to SMEs. However, since the capability of SMEs is too insufficient to access external resources and collaborate with other firms, SMEs have practical needs for active open innovation. In addition, although a lot of SMEs depend on external resources in terms of distribution, services and sales, most of open innovation-related research concentrate on R&D and production. Therefore, this research aims at presenting various types, methods and policy to stimulate the open innovation of SMEs. Typical types of open innovation which SMEs can take will be identified and then a relevant open innovation type will be matched on the basis of the characteristics of sectors. The results of this research will be helpful for policy makers to promote open innovation in SMEs.

The impact of technological innovation capacity on business performance - Focusing on the moderating effect of technical commercialization capacity - (기술혁신 역량이 경영성과에 미치는 영향 - 기술사업화 역량의 조절효과를 중심으로 -)

  • In order for a company to grow through technological innovation, technological innovation capacity to support technological innovation is more important than anything else. In addition, the technology commercialization process can not be ignored in order to lead to the improvement of the business performance. In this context, this study analyzed the impact of firm's technological innovation capacity on business performance and tried to analyze whether technological innovation capacity has a moderating effect on technological innovation capacity. To analyze the purpose of this study, we collect data through questionnaires of small and medium venture companies located in the southeast region of korea. The results of multiple regression analysis based on 132 collected company survey data are summarized as follows. First, Technology innovation capacity has a positive effect on business performance. Specifically, companies with well-equipped R&D capabilities, technology accumulation capabilities, and technology innovation systems showed higher business performance(market competitiveness, business growth potential, and business profitability). Second, technology commercialization capacity has a positive effect on the effect of technological innovation capacity on business performance. This result implies that a company with a good technical commercialization capability increases the positive influence of technological innovation capacity on business performance. The results of this study suggest that it is important to systematically manage the technology commercialization capacity in order to generate business performance through technological innovation.

A Study on the Development of National Composite S&T Indices and Their Application (국가종합과학기술지수의 도출과 적용: 종합지수를 통한 주요 선진국과의 국가과학기술활동 비교)

  • We attempt to make three composite Science and Technology (S&T) indices for overall understanding of national S&T by aggregation of various S&T indicators using fuzzy set theory and then use these Indices to compare the S&T activities of Korea with those of five developed countries (France, Germany, Japan, the U.K., the U.S.). The overall results suggest that although the S&T indices of Korea still lag behind those of developed countries, they have grown rapidly and continuously and, as a result, the S&T gaps between Korea and developed countries have narrowed. However, the capability of Korea to transform its R&D input into final economic output has not yet matched that of developed countries.

Developing Country Firm's Technological Innovation in the Technology Generation Stage: Process Technology Development Case Study (개발도상국기업의 기술창출단계 기술혁신: 프로세스 기술개발 사례연구)

  • Many Korean companies wanted to improve technological competitiveness and business performance radically through technology leadership initiatives. In-depth case studies about successful Korean technological innovation in the technology generation stage have potential to minimize Korea and developing country firms' trial and error when they are pursuing new technological innovation in the technology generation stage. There are few studies about developing country firms' technological innovations in the technology generation stage and especially process innovation studies are far less performed compared to product innovation studies. This is an exploratory study of POSCO's FINEX process technology innovation in the technology generation stage. These are my findings from this study. Firstly, leadership innovation in the technology generation stage is not a continuous development of catch-up innovation in the technology internalization stage and only top managements can initiate highly risky leadership innovation. Secondly, developing country firms which lacked in technological capability overcomes difficulties in the early stage through complementary technological collaboration with R&D first-movers. Thirdly, this company become a technology leader in spite of late entry in technology development race with developed country firms through rapid scale-ups.

선도기술개발사업의 경제.사회적 평가방법연구

  • Korean government has planned a large scale multidepartment-participated national R&D program to advance and improve her science and technology and the quality of life In the level of advanced(especially G-7) countries in the forthcoming 21st century. It is called as "Highly Advanced National projects" or "G7 projects", which was initiated in 1991 with 18 sub-programs to date. It has planned to be continued until 2001 with its total fund of 4, 591 billion Won, comprised of 2, 033 billion Won from the public sector and 2, 558 billion Won from the private sector. Evaluation activities, the country has carried out to date, for national R&D programs including HAN projects are focused mainly on the assessment of scientific and technological results to decide that a specific program should be continued, terminated, or modified. Thus, it is necessary for national R&D programs to be evaluated socioeconomically for the purpose of assessing the nationwide economic and social impact from the program. Socioeconomic evaluation would be told how and where the program contributed to the society, and what the socioeconomic impacts are resulted from the program. It would be useful for the means of (ⅰ) fulfillment of public accountability to legitimate the program and to reveal the expenditure of pubic fund, and (ⅱ) managemental and strategical learning to give information necessary to improve the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects. Since the HAN projects consists of 18 subprograms, it is difficult In evaluate all the subprograms simultaneously. Despite, each program is being performed under the category of HAN projects, so the common socioeconomic issues are existing, The followings are main results of the study. First, the hierarchical structure of the socioeconomic evaluation are constructed; Evaluation Perspective, Evaluation Bounds, and Evaluation Aspect. Second, based on the goals of the HAN projects, the evaluation perspectives are established as (ⅰ) the strengthening of industrial competitiveness, (ⅱ) the enhancement of national scientific and technological capability, (ⅲ) the improvement of quality of life. Third, the evaluation bounds for each evaluation objective are defined to specify the affected area. Finally, the evaluation aspects for each evaluation bounds are formulated containing essential elements describing the evaluation bounds.
