Network Construction Method of Oceanographic Research Vessel for an Efficient Investigation (과학적 탐사를 위한 해양조사선 네트워크 구축방안)

  • This paper deals with the network interface of research and observation instruments in the oceanographic research vessel with an establishment of related database for measured information. The system is implemented to integrated communication network system which allows to effective survey by using real time observation and GUI(Graphic User Interface). The system also consists of the LAN systems and serial interface to link chemical, physical, biological and environmental relations. And, other network service and vessel data service for data communication between vessel and earth station such as INMARSAT-B, WWW service, BBS, E-Mail etc. are needed for integrated communication network system.

  • In this paper, a low noise amplifier has been developed, which is operating at L-band i.e., 1525-1575 MHz. By using resistive decoupling circuits, the resistor dissipates undesired signal in low frequency band. By adopting this design method the stability of the LNA is increased and the input impedance matching is improved. The LNA consists of the low noise GaAs FET ATF-10136 and the internally matched VNA-25. The low LNA is fabricated by both the RP circuit and the self-bias circuits in an aluminum housing. As a result, the characteristics of the LNA implemented show more than 32 dB in gain, lower than 0.5 dB in noise figure, 18.6 dBm output gain in 1 dB gain compression point.

  • Since early times, captain have been sailing to select the optimum route considering the weather, ship loading status condition and operational scheduling empirically. However, it is rare to find digitalized onboard route support system whereas weather facsimile or wave and swell chart are utilized for the officer, based on captain's experience. In this paper, optimal route safety assessment system which is composed of voyage efficiency and safety component is introduced. Optimum route minimizea ETA(estimated time of arrival) and fuel consumption that shipping company and captain are requiring to evaluate for efficient voyage considering speed loss and power increase based on wave added resistance of ship. In the view point of safety, seakeeping prediction is performed based on 3 dimensional panel method. Finally, It is assistance measure for ship's optimum navigation route safety planning & assessment.

  • In terrestrial communications, high data rate transmission can be achieved by splitting the coverage area into small cells through base stations and reusing the resource efficiently. However, the geographical features of maritime communications require the long transmission range, and it is not practical to install base station on the sea to set up the similar deployment as the terrestrial communications, so MF/HF band modem with low data rate are currently utilized for maritime communications. And the expensive satellite communication via Inmarsat is the conventional solution for the high data rate transmission on the sea. To reduce the cost, Ad-hoc network is proposed to apply on the sea, which requires no base station for the peer-to-peer communications. In this paper, we denominate this maritime environment specific Ad-hoc network as Nautical Ad-hoc Network (NANET). Furthermore, the deployment scenario for the NANET, and the analysis on multiple access and duplexing schemes for the NANET are discussed in this paper, which serves as the cornerstone for the further NANET research and development.

A Comparative Study of Air Law and Space Law in International Law (국제법상 항공법과 우주법의 비교연구)

  • According to 1944 Chicago Convention aircraft are classified into public aircraft(or state aircraft) and private aircraft(or civil aircraft). However even if public aircraft owned by government are used as commercial flights, those are classified into private aircraft. But as far as space activities are concerned in the 1967 Outer Space Treaty, those are related to all activities and all space objects, thus there being no differentiation between the public spacecraft and private spacecraft. As for the institutions of air law there are ICAO, IATA, ECAC, AFCAC, ACAC, LACAC in the world. However in the field of space law there is no International Civil Space Organization like ICAO. There is only COPUOS in the United Nations. The particular institutions such as INTELSAT, INMARSAT, ITU, WIPO, ESA, ARABSAT would be helpful to space law field. In the near future there is a need to establish International Civil Space Organization to cover problems rising from all space activities. According to article 1 of the 1944 Chicago Convention the contracting States recognize that every State has complete and exclusive sovereignty over the airspace above its territory. It means that absolute airspace sovereignty is recognized by not only the treaty law and but also customary law which regulates non-contracting States to the treaty. However as for the space law in the article n of the 1967 Space Treaty outer space, including the moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means. It creates res extra commercium like the legal status of high seas in the law of the sea. However the 1979 Moon Agreement proclaimed Common Heritage of Mankind as far as the legal status of the outer space is concerned which is like the legal status of deep sea-bed in the 1982 United Nations Law of the Sea. As far as the liabilities of air transport system are concerned there are two kinds. One is the liabilities to passenger on board aircraft and the other is the liabilities to the third person or thing on the ground by the aircraft. The former is regulated by the Warsaw System, the latter by the Rome Convention. As for the liabilities of space law the 1972 Liability Convention applies. The Rome Convention and 1972 Liability Convention stipulate absolute liability. In the field of space transportation there would be new liability system to regulate the space passengers on board spacecraft like Warsaw System in the air transportation.
