Review on the Protected Areas Issues within Mid-Long Term National Plans for Territory and Environment of Korea; Focus on the "Biodiversity 2011-2020 Strategic Targets" and "Protected Areas Decision" (우리나라 국토 및 환경 분야 중장기 국가계획의 보호지역 관련 내용 고찰 - "생물다양성협약 2011~2020 전략목표" 및 "보호지역 결정문" 내용을 중심으로-)

  • In perspective of biodiversity conservation and protected areas (PAs), the aims of the study are to review the mid-long term national plans, which deal with national territory and environment in Korea, and to find out the way to improve this issue. Key issues were drawn by referring "Biodiversity 2011-2020 Strategic Targets" and "Protected Area Decision" in CBD CoP-10 and 7 National comprehensive or basic Plans were reviewed. Quoting Biodiversity 2011-2020 Strategic Target 5, "By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced", most of national plans included various methods such as "No Net Loss of Green", "No Net Loss of Wetlands", and so on. Regarding the target 11, "By 2020, at least 17% of terrestrial and inland water, and 10% of coastal and marine areas, ecologically representative and well connected systems of PAs and other effective area-based conservation measures, and integrated into the wider landscape and seascapes", 15% by 2015 was set up as a target of total PAs in Korea and 13% by 2015 or 2020 was set up as a target of coastal and marine PAs. CBD CoP-10 Decision X/31 (Protected Areas) invites parties to develop a national long-term action plan for the implementation of PoWPA and describes 10 issues that need greater attention. National action plan for the implementation of PoWPA doesn't be mentioned at any national plans even PoWPA. Regarding the 10 issues, most of issues were well reflected within various national plans, however there is still a need to improve the details and corelation between plans. Particularly, in terms of management effectiveness evaluation (MEE), there was no national plan to directly deal with MEE even though CBD invites parties to work towards assessing 60% of the total PAs by 2015. Based on the review results, below 4 items were suggested; (1)"The Comprehensive Plan of the National Territory" needs more attention on the Biodiversity Conservation and PAs, (2)Consider to establish "National PA System Plan" embedded into "the Comprehensive Plan of National Environment", (3)Establish a "National Action Plan for the implementation of PoWPA", (4)Improve the National Plans through linking with Biodiversity 2011-2020 Strategic Targets and relevant PA key issues.

Changes of Periodic Markets by Transportation Facilities Development in the Middle Stream Region of Han-River during the Late Chosun dynasty and Japanese Colony Period (구한말${\sim}$일제강점기 한강 중류지역에 있어서 교통기관의 발달에 따른 유통구조의 변화)

  • Periodic markets of the later Choson dynasty had undergone fundamental changes during the late Chosun dynasty and Japanese colony period. This paper aims to analyse the spatial distributions and changes of the periodic markets in the middle stream of Han-River in this era in the use of the survey of documentary records and fieldwork. Before the early 1910s, long distance transportation was made by riverboats, short distance transportation was done by porters and pack animals. Because goods such as rice, soybean and salt were very heavy and needed long distance transport, they were mainly transported by riverboats. Accordingly, riverports on the shore of river played important roles in exporting and importing goods as nodes of long distance transportation. The opening of railroad Seoul-Busan, the construction of new roads(Sinjakno) of 1910s and the use of oxcarts produced striking changes in the spatial distribution and hierarchy structure of periodic markets. These changes also had influence on the outflow and inflow of goods in the middle stream of Han-River. In the parr of outflow of goods, it seems that the line linking Icheon city-Yongin city-Anseong city played a role in making the boundaries of the marketing areas between goods trams ported by the rail road Seoul-Busan and goods done by Han River river boats. Anseong, Osan and Suwon periodic markets located around railroad stations occupied the higher positions than those of other regions in the hierarchial structure of periodic markets. Their marketing areas could nearly overwhelm those of riverports located in the middle stream region of Han River and extend to the middle stream region of Han River as a result of decrease of transport cost through using of oxcarts and railroads. the opening of railroad Suwon-Yeoju(Suryoson) and railroad Cheonan-Janghawon(Cheonjangson) brought about changes of the structure of long distance trade again. In a part of outflow of goods, it seems that as a result of the new opening of their railroads periodic markets around railroads seized a large portion of the marketing area of the southern part of Yoju and Ichon area and therefore made extreme change in rivershipping of Han River. In the inflow part of goods, goods transported by riverboats from the downstream of Han River before the opening of railroad were imported directly from railroad stations. Accordingly, rivershipping and riverports declined. And because goods were imported by way of great periodic markets and supplied to small periodic markets and consumers before the opening of railroad, but supplied from railroad stations to small periodic markets and consumers after the opening of railroad. The volume of turnover of such great periodic markets as Anseong, Osan and Suwon periodic markets therefore declined. On the other hand, because Yangpyong area had not been yet included within the sphere of influence of railroad until 1930s, it heavily depended on rivershipping of Han River as before. But the opening of railroad Seoul-Wonju(jungangson) brought about decline of rivershipping in Yangpyong and Wonju area.

Soil Salinity and Vegetation Distribution at Four Tidal Reclamation Project Areas (4개 간척 지구에 분포하는 식생과 토양 염류농도)

  • This research was conducted to present reference data to be used as newly reclaimed tidal land management. We investigated vegetation succession at 4 reclaimed/reclaiming project areas and discussed relationship with soil and vegetation trhrough investigation and analysis soil chemical characteristics at 2 areas. 14 families 58 kinds were investigated. Vegetation were variou at Dea-Ho conservation polt and Seok-Mun National Industrial Area which are maintaining naturally. Vegetation were simple at Hong-Bo and Dongjin and MinKyong river areas which effected sea water. Common species that were investigated at 9 sites were Suaeda asparagoides, Aster tripolium, Phragmites australis, Suaeda maritima, Suaeda japonica, Carex scabrifolis. As soil desalinization progressing, soil classified at first saline-soidc soil, the nest saline soil and then normal soil. Chenopodiaceae revealed at about 30 dS/m of soil ECe and existed to 10 dS/m of soil ECe. At about 20 dS/m of soil ECe. Aster tripolium, Calamagrostis epigeios, and Sonchus brachyotus revealed and then non-halophytes and common plants at inland revealed at low soil ECe of about 10 dS/m. However it was not to progress vegetation sucdession and soil desalinization at the same time, owing to input of seeds or plants ect from out-ecosystem. So for promotion of vegetation at newly reclaimed tidal land, we proposed that it was very effective to plant artificially halophytes or suitable species through soil test.

Calibration of Hargreaves Equation Coefficient for Estimating Reference Evapotranspiration in Korea (우리나라 기준증발산량 추정을 위한 Hargreaves 공식의 계수 보정)

  • The evapotranspiration is estimated based on weather factors such as temperature, wind speed and humidity, and the Hargreaves equation is a simple equation for calculating evapotranspiration using temperature data. However, the Hargreaves equation tends to be underestimated in areas with wind speeds above 3 m s-1 and overestimated in areas with high relative humidity. The study was conducted to determine Hargreaves equation coefficient in 82 regions in Korea by comparing evapotranspiration determined by modified Hargreaves equation and the Penman-Monteith equation for the time period of 2008~2018. The modified Hargreaves coefficients for 50 inland areas were estimated to be 0.00173~0.00232(average 0.00196), which is similar to or lower than the default value 0.0023. On the other hand, there are 32 coastal areas, and the modified coefficients ranged from 0.00185 to 0.00303(average 0.00234). The east coastal area was estimated to be similar to or higher than the default value, while the west and south coastal areas showed large deviations by area. As results of estimating the evapotranspiration by the modified Hargreaves coefficient, root mean square error(RMSE) is reduced from 0.634~1.394(average 0.857) to 0.466~1.328(average 0.701), and Nash-Sutcliffe Coefficient(NSC) increased from -0.159~0.837(average 0.647) to -0.053~0.910(average 0.755) compared with original Hargreaves equation. Therefore, we confirmed that the Hargreaves equation can be overestimated or underestimated compared to the Penman-Monteith equation, and expected that it will be able to calculate the high accuracy evapotranspiration using the modified Hargreaves equation. This study will contribute to water resources planning, irrigation schedule, and environmental management.

A Study of Technical Development of Mariculture in the Coastal Water (천해양식어업발달과정에 관한 연구 - 기술개발활동을 중심으로 -)

  • Mariculture is contrasted with inland aqua-culturing fisheries. It is defind as the Industry of rearing Aquaorganism in limited coastal area relatively shallow in depth. Then, It's coming into being realization of Mariculture in it is long in history that Mariculture was realized in Korea. But it is from the early part of 1960s, that this industry has normally developed. Owing to 200 miles economy-zone problems of coastal countries, the development of deep sea fishing was limited, so the Korean Government has now appreciated the importance of cultured industries in the field of coastal fisheries. And the Korean Mariculture the output of which was only 18, 000 M/T in '60s attained 540, 000M/T in 1980s, has now occupied its relative importance in Korean Fisheries Industry. So the purpose of this report is to suggest the prospect of technical development of mariculture in the future of Korea, through the analysis of the various problems that affect upon the individual management '||'&'||' fishing ground utilization, along with the appreciation of "how to extend of those technical innovation" and "how the fishermen's technique level is extended at this stage. According to this study, the result is summarized as follows. First, Maricultural technique is classified into 8 sub-techniques as follows, as shown in fig. 1.Fig. 1. The Formation structure of mariculture technique Second, the change of technical method of mariculture in coastal area of Korea has made as 5 stages; 1) Scattering of culturing organism 2) Culturing by putting stone and installing bamboo 3) Culturing by installing rope and seeding 4) Culturing of putting objectives in cages 5) Culturing fish by feed Third, the maricultural fisheries of Korea has about 70 years long in history. It began from 1910s. But at that time there was no special technique in aquaculture and its technique was confined in searching out the object of species. The species was laver, oyster ect.Forth, although realization of mariculture in Korea has been long time, it is of late from 1960s that this has been industrial with normal development, and its technique of mariculture has mainly has developed from 1970s. Its result not only contributed to the high growth in Korean ecconomy along with the well balanced development between industires, but also it played a great role for the resolution of nation's food problem. Especially maricultural production has shown its sustained annual increase of 13.8% during the last 20 years. So the portion of mariculture among total fisheries stucture was extended from 4.1% in the early 1960s to 22.4% in 1980s.Fifth, it could be safely said that such development in maricultural field is resulted from the activity of aquacultural institutes such as Fisheries Reseach '||'&'||' Development production of major kinds such as Oyster, Sea-mustard, and Laver etc. As well as in the innovation of aquaculturing method with synthetic fiber utilization. FRDA has played important role in the efficient propargation of new aquacultural technique.Sixth, as for the change in aquaculture structure and its during period between 1970s and 1980s, the private management participation shown 25% increase from household number of 45, 173 to 56, 268 in total number. And in the respect of the management scale, of their management decreased, while it showed an increase in relative large scale management, the increase over 3 employees compared with other fisheries field between '70s and 80s. Ecological Characteristics and Management Program for Buffer Greens at Sinhyeon-Eup, Geoje-Si (거제시 신현읍 완충녹지의 생태적 특성 및 관리방안)

  • The purpose of this paper is aimed at identifying the planting condition of greenbelt axis covering forests located at Sinhyeon-eup, Geoje-si and also establishing improvement plans for the ecological organization. The study was executed with buffer green space designed to mitigate noise, which is located at a halfway point linking Mt. Yukkyo(altitude of 50m) and Mt. Jungmae(altitude of 131m). The number of the biotope patterns was classified into 17 in total: the two are urbanized districts such as a townified district and streets and another 15 are greenbelts and open space such as forest biotope, inland water biotope, and landscaping tree plantations biotope. According to the analysis of biotope types, it was estimated that the making use of already established buffer greens as a linking medium with a foothold of Mt. Yukkyo and Jungmae, whose natural eco-system is well suited for habitation of living organism, is the one and only way to the influx of living organism into the downtown area. The green coverage rate of the base green area, sub-base green area and linkage green area was 160.29%, 128.37% and 44.37% respectively; the green capacity coefficient(i.e. GVZ[$Gr{\ddot{u}}nvolumezahl$]) for base green area, sub-base green area and linkage green area was $4.04m^3/m^2,\;3.95m^3/m^2\;and\;0.65m^3/m^2$ respectively. The base green area has constituted multi-layered vegetation structure and thus played a role as habitats for living organism and supply centre of species, whereas the sub-base green area has destroyed lower layer vegetation, and the linkage green area was in bad shape due to the lack of planting volume and damage of the shrub layer. Accordingly, this research paper intended to suggest detailed implementation plans for the improvement in landscape for city dwellers' use and relaxation; in other words, this paper focused on ecological build-up for the Influx of wild birds into the downtown area for the promotion of bio-diversity of species through the linkage of base green areas and the fostering of nature observing trails for citizens as well as the connecting of green areas through the build-up of roadside greens to make these green areas to be efficiently used as corridors for the influx of wild birds and bio-organism habitation and for citizens' using space.

Study on Morphological Characteristics of Rice Soils in Mangeong-Dongjin and Yeongsan Watersheds (영산강(榮山江)과 만경(萬頃)·동율강유역(東律江流域)의 답토양분포(畓土壤分布)에 관(關)하여)

  • To obtain the basic date for the improvement of cultural and managemental problems caused by soil characteristics and soil productivity in rice cultivation of Honam area, morphological characteristics of rice soils were investigated in Mangeng-Dongjin and Yeongsan Water-sheds, and compaired differences between two major Watersheds. The results obtained are summarized as follows: 1. According to U.S.D.A. Soil Taxonomy Classification System, eight great groups are distributed in rice soils of two major Watersheds. More than 50% of rice paddy soils are classified as Haplaquepts. 2. Two Watersheds are quite different in soil parent materials. In Mangeong-Dongjin Watershed, most soils (55.1%) are derived from fluvic-marine deposits. Remainders are derived from local alluvium (24.7%) and alluvium (14.2%). But in Yeongsan Watershed, the order is local alluvium>alluvium>fluvio-marine deposits. 3. Rice soils occur mostly in coastal and inland flat-site with the slope of less than 2% (57.8%) in Mangeong-Dongjin Watersheds. However, in Yeongsan Watershed, flat-site and low undulating terrace are mostly distributed (52.9%). 4. About 81.9, 61.4 and 53.3% of rice soils are classified as fine textured in Yeongsan, Dongjin, and Mangeong Watersheds, respectively. 5. More normal paddy soils and less sandy paddy soils are distributed in Yeongsan Watershed. The results indicate that more rice soils are classified as productivity classes of I and II in Yeongsan Watershed than in Mangeong-Dongjin Watersheds.

In vitro Multiplication through Single-Node Culture of Sea-Milkwort (Glaux maritima L.) (갯봄맞이(Glaux maritima L.) 실생의 단마디배양을 통한 기내증식)

  • This study was conducted to establish an in vitro propagation system for sea-milkwort (Glaux maritima L.), which is an endangered coastal plant species with high horticultural value. Two phenotypes, 'Red type (RT)' and 'Pistachio type (PT)' based on the colors of stem and flower, were obtained from a personal horticulturist in 2009 and used for this study as plant materials. The stock plants showed typical morphologies in flower, capsule, and seed appearances as previously reported. Low temperature treatment at $4^{\circ}C$ for four or more weeks after in vitro sowing maximized seed germination percentage, indicating that imbibition of seed and subsequent low temperature treatment are crucial for its germination. The in vitro seedlings had phenotypic variation, falling into 'RT' and 'PT' classes like the stock plants. Although slight differences depending on genotype and medium were recognized, the fourth or fifth nodes detached from the in vitro seedlings revealed the best multiplication efficacy when estimated on the basis of total number of nodes of newly developed axillary shoots. In addition, the nodes from 'RT' and 'PT' regenerated the most shoots on medium supplemented with $0.5mg{\cdot}L^{-1}$ BA alone and $0.5mg{\cdot}L^{-1}$ BA plus $0.5mg{\cdot}L^{-1}$ IAA, respectively. The node culture-derived plantlets were well acclimatized in a culture room ex vitro and completed the pseudo-annual life cycle coincident with that in the natural salt march habitat with the current cultivation method of applying fresh water-irrigation under an inland environment. This work represents the first report of in vitro propagation of sea-milkwort. Thus, our study will contribute to exo-habitat conservation and natural habitat restoration of this endangered species in addition to development of a horticultural product.

The Effect Analysis of Vegetation Diversity on Rice-Fish Mixed Farming System in Paddy Wetland (벼-담수어 복합생태농업이 논습지 식생다양성에 미치는 영향 분석)

  • Organic farming practices including loach based ecosystem-farming have been demonstrated to be effective in conjunction with rice farming to increase yield and quality. This new form of farming combines agriculture and fishery and is quickly developing into a new industry. The current study investigated the effect of rice-fish mixed farming system on the vegetation-diversity function. Vegetation within the four study sites was surveyed and analyzed based on plant taxonomy. The vegetation survey demonstrated that 127 taxa of 38 families, 100 genera, 107 species, and 20 varieties occurred within the study sites. A total of 15 plant species taxa occurred in the rice-fish mixed paddy fields with a fish habitat and did not occur in the conventional paddy field lacking fish habitat. This difference is thought to arise from differences in moisture requirements for vegetation. Life form analysis demonstrated differences in hemicryptophytes, therophytes, and hydrophytes according to fish habitat. The naturalized plants identified were also determined to be species widely distributed throughout Korea. Frequency analysis demonstrated that the rice-fish mixed paddy fields with a fish habitat had a high ratio of both obligate and facultative wetland plants relative to the conventional paddy field. Based on the study results, it is likely that vegetation-diversity will increase with environment diversity. However, no statistical significance was observed according to paddy types. Future research should aim to identify additional environmental factors, including the existence of fish habitat, habitat area, depth of fish habitat, hydrological parameters, water quality, and paddy soil environment, to enhance vegetation-diversity and biocultural diversity.

Embryonic and Larval Development of Slender Catfish, Silurus microdorsalis Mori, 1936, Endemic to Korea (한국 고유종 미유기(Silurus microdorsalis Mori, 1936)의 난 발생 및 자치어 형태발달)

  • The early life history of Silurus microdorsalis living in Jahocheon Stream was studied by observing egg and morphological development. Live fish were captured in June 2018, then reared in a circulating filtration system under a 14L : 10D photoperiod with a water temperature of 18℃. To artificially induce spawning, females were injected with 0.5 mL of Ovaprim (Syndel, Nanaimo, BC, Canada) per kg of body weight, and males were injected with 10,000 IU/kg body weight of human chorionic gonadotropin. Approximately 15 h later, eggs were artificially inseminated by the dry method. Mature eggs were light pale yellow, which separated them from immature eggs. Fertilized eggs were 2.16±0.06 mm (n=8) in diameter and fully hatched at 181 h after fertilization. The fertilization rate was 63.1±2.2%, and 10.0±3.7% of the embryos were malformed at 18℃. The rates of development were 181 h at 18℃, 109 h at 21℃, and 76 h at 24℃. The larval size immediately after hatching was 4.64±0.22 mm (n=8), and the larvae displayed negative phototaxis at 1 day after hatching. The total larval length on 7 days after hatching was 12.47±0.53 mm, with 25~30 basal anal fin rays and 14~16 basal caudal fin rays observed. The total larval length was 14.13±0.51 mm on 9 days after hatching, and approximately 90% of the black endoplasmic reticulum was deposited on the head and body. The dorsal fin had formed, and a single basal body was observed. On 15 days after hatching, the total larval length was 16.69±0.31 mm; the number of basal caudal fin rays (18 poles) was an integer because 2 dorsal fin basal rays and 60~63 anal fin basal rays were observed. The total larval length was 28.96±1.10 mm on 50 days after hatching; the numbers of caudal fins (n=18), dorsal fins (n=3), pectoral fins (n=11), and anal fin basal rays (n=67~73) were integers.
