컨테이너 화물의 물동량이 증가함에 따라 공컨테이너의 처리 요구량도 함께 증가하여 왔으며 이에 따른 공컨테이너의 재배치 문제에 관한 연구가 꾸준히 이루어져 왔다. 하지만 컨테이너화물의 처리가 공컨테이너의 처리와 함께 이루어지지는 않는다. 더욱이 우리나라 같이 ICD(Inland Container Depot)와 ODCY(Off-Dock Container Yard) 와 같은 내륙 거점이 많은 환경에서는 그 거점에서 필요로 하는 공컨테이너의 수요에 따른 재배치 연구가 필요하나 이와 같은 연구는 많이 이루어지지는 않았다. 이 논문에서는 컨테이너 터미널과 ICD, ODCY와 같은 거점에서 필요로 하는 공컨테이너의 수요량에 따른 합리적인 재배치 모형을 수립하고 분석하도록 한다. 또한 과거와 동일하게 시행되고 있는 현재의 재배치 방식을 개선하여 비용 절감 효과를 높이는데 도움이 되도록 한다.

Today, about 95% of totoal import import and export container cargo in Korea is being transported through the Busan Port. The 59% of these cargos is being handled at BCTOC and the rest is at the existing piers. As the Off-Dock Container Yards(ODCY) within Busna City are located at 33 different places, it causes serious problems in the container cargo transport and inland traffic near Busan district. The container carriers to the inland market or other terminals cause heavy traffics to the Busan Traffic System. Hence, this impacts to the cost of the cargo handling equipment and cargo storage, the usage of labor resources, the control of natural environment etc. To solve those problems, it is required to build Inland Container Depot(ICD) in the Southeastern Economic Area. In this study therefore, we try to calculate the required area of Inland Container Depot(ICD) for Busan Port which deals which deals with the container cargo. We also investigate the sites for ICD being suggested outside of Busan City. We use the Analytic Hierarchy Process(AHP) Method to decide the best one. The result shows that the best is the Site B(Dong Myen, Yangsan Kun).

Inland Container Depot is regarded as an important link in the multimodal transport, contributing to reduce transportation costs, reduce the time saved at the port, with the main function of clearing domestic goods, empty containers and refrigerated containers, super cargo. Inland Container Depot has just used in the South of Vietnam in recent years which are starting in the business. In this paper, i want to research on the potential of dry ports including the development and effective for economic of Vietnam.

Honam area is one of the under-industrial areas in Korea and because of this it has low weight in the total container transportation in Korea. Also the railway distance from honam area to the main container ports like Busan port and Gwangyang port is so short that the portion of rail container transportation occupies about 10 percent in total container transportation amount in Honam area. But on the contrary of those situations, 1st step Jangsung inland container depot (ICD) was finished as one of the main logistics facilities in Korea and 2nd Jangsung inland container depot is under construction. To promote rail container transportation in Honam area which has shortage of container transportation demand, it is necessary to give adequate transport service to the client. So, this research studied some methods for promoting rail container transportation in Honam area. The subject of survey is freight agent and survey items are selected to find the present situation of rail container transportation in Honam area. And from the survey results various strategies will be suggested to promote rail container transportation in Honam area.

In 1991, Korean government decided to establish the Inland Container Depot for activating transportation of rail freight container and encourage the effectiveness of intermodal transport system. Therefore, the Ui-Wang ICD has been built in Kyonggi province and began to operate in 1993. However, Despite of original purpose of the Inland Container Depot, rail freight volume at public CY(Container Yard) in Ui-Wang ICD has been recorded very low. This paper deals with the promotion strategy for rail transport in Ui-Wang ICD. The relationship of conflicts between the rail-oriented transporters and road-oriented transporters in Ui-Wang ICD have been found through the TOC thinking process and some solutions are suggested. Some undesirable effects in operation of Ui-Wang ICD are listed and current reality tree(CRT) has been established and future reality tree(FRT) which includes some injections to active the rail transport in ICD has been recommended based on CRT. In order to make good solutions the situation in Busan-jin station ICD known as similar to Ui-Wang ICD has been analyzed.

In the container transportation of inland depots the empty container is an important issue. The truck dispatching problem in this paper is considered under restriction about empty containers. When a full container arrives in a depot by truck, after unloading operation the full container is changed to an empty container. After loading operation an empty container is changed to a full container. We suggest an integrated approach to the problem of simultaneously managing empty truck and container movements. We would like to find the truck dispatching method minimizing empty truck movements and empty container movements. In this paper, a mixed integer programming model is developed to obtain the optimal truck dispatching in container transportation and heuristic is developed to give a good solution in much shorter time. The numerical examples are studied and the proposed heuristic is also compared with the result of numerical examples.

양산 ICD(Inland Container Depot)는 2000년 3월 개장 이후 2005년 133만 TEU를 처리하여 국제물류경쟁력과 부산지역의 컨테이너화물 운송 경쟁력을 높여 부산항 및 우리나라 항만물류산업에서 중요한 역할을 담당하였다. 그러나 2006년 부산항 신항 개장과 신항배후부지의 조성에서 물동량이 급감하여 활성화를 위한 새로운 방안이 모색이 필요한 상황이다. 따라서 본 연구는 AHP(analytic hierarchy process)를 활용하여 평가모형을 설정하고, 양산 ICD 내 입주기업 및 관계자를 대상으로 설문조사를 실시하여 양산 ICD의 활성화 방안을 모색하였다. 연구의 결과, 양산 ICD 활성화 방안으로 입지와 시설의 장점을 고려한 물류시설(공동집배송센터, 물류창고)로의 기능전환이 필요하며, 이용기간 연장, 건폐율 확보를 통해 기존 및 신규 기업활동의 안정성을 보장하여야 할 것이다. 또한 ICD 내 철도역 등 시설을 활용하여 적극적인 철도활성화 정책을 통해 철도택배 등을 활용하여 신규 물동량을 창출하고, 공로 중심의 국가물류체계에서 철송 활성화를 통한 내륙물류기지로서의 그 역할을 제시하였다.

In this paper, we propose a row warehouse type container yard (WTCY) which deal with the excess of port´s container capacity in 2004 instead of using the Yangsan inland container depot (ICD) in Pusan container terminals. Because the off dock container yard (ODCY) which located in Pusan port around exceeds the port´s capacity in 2004, the Yansan ICD will be used for handling an overflowed amount of containers. But there are need an amount of extra expense includes social overhead capital (SOC) to transports containers to Yangsan ICD. 본 연구에서는 부산지역의 ICD의 역할과 기능을 활성화하기 위하여 제3자물류 방식인 TPL(Third Party Logistics) 서비스의 기능을 활용하고 이를 적극적으로 개발하기 위한 방안에 대하여 제시하고 관련 이슈를 논의하였다. Oum Park(2004)과 Lu(2003)의 연구를 통하여, 국제유통센터의 운영자들은 화주들의상이한 욕구를 정확하게 파악해야 하며, 이러한 욕구의 만족을 통해 이익을 창출해야한다고 주장하였다. 이러한 항만배후단지 입지 선정요인에 대한 문헌연구와 이를 바탕으로 시너지 효과를 발휘할 수 있는 TPL 서비스인 제3자 물류기업 유치방안을 전략적 차원에서 1) 항만배후단지의 경쟁우위 및 개선사항, 2) ICD 물류기업 유치전략, 3) 저렴한 항만배후단지 임대료, 4) 조세혜택 및 인센티브, 5) 부지확보 및 기반시설 확충, 6) 원활한 물류서비스 제공, 7) 물류기업의 연계방안 구축, 8) 차별화된 인센티브 전략 수립, 9) 장기적인 마케팅 활동 중심으로 제시하고 ICD에서 제3자 물류기업을 유치할 수있는 유치업종과 정부의 정책적 지원방안에 대하여 논의하였다. 본 연구는 부산지역의 ICD의 활로모색과 부산항의 항만배후지의 적극적 활용방법의 모색이라는 두 가지 탐색적 측면에서의 기여도를 제공한다. 특히, TPL 서비스인 제3자 물류기업 유치방안과 ICD에서 제3자 물류기업을 유치할 수 있는 유치업종 제시를 위한 기초토대를 제공하는데 연구의 목적이 있다. 본 연구의 한계점으로 첫째, TPL 서비스인 제3자 물류기업 유치방안을 통하여 ICD에서 제3자 물류기업을 유치할 수 있는 유치업종 제시를 위한 기초토대를 제공하는데 연구의 목적이 있음으로, 좀 더 분석적 시각에서 실증분석을 통하여 향후 연구를 위한 이론적 토대와 통계적 분석방법이 제시될 필요가 있다. 둘째, TPL 서비스인 제3자 물류기업 유치방안은 기업의 전략적 측면뿐만 아니라 정부의 정책적 측면도 성공의 중요한 요인이 됨으로 향후 연구에서는 정부의 정책적 측면에 관련된 자료와 균형적 감각의 분석이 요구된다.

남부 베트남 지역에는 내륙 컨테이너 기지의 경쟁에 따라 탈 집중화 경향 및 전이할당 현상이 일어나고 있다. 그러나 남부 베트남 지역을 대상으로 한 내륙컨테이너 기지 관련 연구는 극히 제한적이다. 이러한 측면에서 본 연구에서는 2010년에서 2017년 까지 남부 베트남 지역에 위치한 내륙컨테이너 기지에 대한 실증연구를 수행한다. 컨테이너 물동량 데이터를 사용하여 집중 및 탈 집중현상을 분석하며, 연구의 방법은 CR분석, 허핀달-허쉬먼(집중도) 분석, 지니계수 및 로렌츠 곡선 분석 및 전이할당 분석을 사용하였다. 연구 결과, 2010년에서 2017년 까지 남부 베트남 지역에 위치한 내륙컨테이너 기지는 뚜렷한 탈 집중화 현상을 보였다. 본 연구의 결과는 향후 컨테이너 터미널 개발 과정에서 유용한 참고자료로 사용될 수 있으며, 학문적·산업적 시사점을 제공한다. 베트남 컨테이너 항만과 내륙 컨테이너 기지의 경쟁력 강화는 더 많은 해운회사의 기항을 촉진함으로서 경쟁관계에 있는 동남아 주변국에 영향을 줄 수 있다.
