The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.

This article reviews the current infrastructure of multi-media network which has significant implications to digital library development and the networked information service. Network information service which is based on the digital technology has become quite popular in recent post-Web environment. In these days, providing flexible and personalized network services subject to customers' requirements becomes an interesting issue for network service providers. Moreover, because each network service provider own finite network resources and infrastructure, dynamic network provisioning is essential to leverage the limited network resources efficiently and effectively for supporting personalized network services. Recently, as the population of mobile devices increases, the location-awareness becomes as important as the QoS-awareness to provision a network service dynamically. In this paper, we propose a framework for providing location-aware dynamic network services. This framework includes the web user interface for obtaining customers' requirements such as locations and QoS, the network generator for mapping the requested locations and network infrastructure, the network path calculator for selecting routes to meet the requested QoS and the network controller for deploying a prepared network services into SDN(Software-Defined Networking) enabled network infrastructure.

Recently BIM technology has been expanded for using in construction project. However its spread has been delayed than the initial expectations, due to the high-cost of BIM infrastructure development, the lack of regulations, the lack of process and so forth. In construction site phase, especially the analysis of current research trend about IT technologies, virtualization and BIM service, data exchange such as drawing, 3D model, object data, properties using cloud computing and virtual server system is defined as a most successful solution. The purpose of this study is enable the cloud computing BIM server to provide several main function such as edit a model, 3D model viewer and checker, mark-up, snapshot in high-performance quality by proper design of VDI system. Concurrent client connection performance is a main technical index of VDI. Through test-bed server client, developed VDI system's multi-connect control will be evaluated. The performance-test result of BIM server VDI will effect to development direction of cloud computing BIM service for commercialization.

Recently, the platforms for open science are being developed for helping researchers and scientists who are interested in convergence studies. This paper is focused on deriving a design method for an integrated architecture for knowledge infrastructure in science and technology and to set up the integration level of details and association between data and services in the integrated architecture. To facilitate the open science in research lifecycle, reconstructing individual services into modular and independent function blocks needs to be reusable and interoperable. The proposed design methodology is used for manipulating a service integration for the convergence service of S&T(Science and Technology) knowledge infrastructure. It can support to seamlessly access computing resources and the research results including artifacts digitally enabled scholars, researchers, and engineers participating in multidisciplinary collaborations.
