SOC민간투자사업의 투자수익률에 관한 연구 (A Study on The Rate of Return of Private Infrastructure Investment Project)

  • 정부는 재정 부담을 완화하면서 인프라를 구축할 수 있는 SOC민간투자사업제도를 도입하여 적극 장려하고 있다. 민간투자사업의 비중은 2003년을 기준으로 전체 SOC투자 중 $11\%$에 이를 만큼 비중이 크게 성장 하였으며 이와 같은 성장세는 당분간 지속될 것으로 판단된다. 하지만 민간투자사업에 참여하고 있는 사업자를 살펴보면 시공수익을 기대하는 시공사들이 전체 투자자의 $80\%$이상을 차지하고 있고, 은행, 보험, 연 $\cdot$ 기금 등의 재무적 투자자는 $3\%$ 수준에 그치고 있는 실정으로 민간투자사업의 효율적인 운영에 장애가 되고 있다. 그러므로 향후 지속적인 민간투자사업의 발전을 위해서는 투자재원을 다변화해야 할 것으로 판단되며, 이를 위해서는 사회적으로 합의된 적정 수준의 투자수익률이 우선적으로 제시 되어야 할 것이다. 따라서 본 연구에서는 재무적 투자자의 참여 활성화를 위한 적정 수준의 투자수익률을 제시하기 위하여 민간투자사업의 수익률과 관련한 이론을 살펴보고, 다양한 분석 방법을 통하여 국내 상황에 맞는 SOC민간투자사업의 투자수익률 수준을 제시하였다.

전자상거래 인프라를 활용한 글로벌 SCM(Supply Chain Management) 모델 구현에 관한 연구 (A Study on the Implementation of Global SCM(Supply Chain Management) Model using Electronic Commerce Infrastructure)

  • SCM(Supply Chain Management) have been introduced in many companies for integrated management and improvement of business process. Recently, as internet and e-business concept are spread globally, the SCM concept is expanded from one internal company process to inter-company process, it makes a Global SCM concept. In this paper, we discuss the implementation of the Global SCM concept using e-business infrastructure, and propose SCM portal models. Four types of the SCM portal model are discussed, which are forecasting information sharing model, e-Marketplace-typed model, collaboration model and logistics information sharing model. The major concept of the SCM portal is to share information of supply chain process, it provide merits of scale to company. The result of this paper can be summarized as follows : First, the information sharing is very useful in the Global SCM. Second, the e-business infrastructure, especially e-Marketplace can be usefully used for implementation of SCM portal. Third, the M2M(Market to Market) function of e-Marketplace is a major function for implementing SCM portal.

The Impact of Technology Adoption on Organizational Productivity

  • Purpose: This research investigates the impact of technology adoption on organisation productivity. The framework has three independent variables viz. technological change, information technology (IT) infrastructure, and IT knowledge management and one dependent variable as organisational productivity. Research design, data and methodology: An explanatory research design with a quantitative research method was employed, and data was collected using a self-administered questionnaire using online as well as an offline survey. The sample consisted of 300 IT managers and senior-level executives (production as well as service team) in leading IT companies in Malaysia selected using snowball sampling. Normality and reliability assessment was performed in the first stage utilising SPSS 22, and Confirmatory Factory Analysis (CFA) was performed with maximum likelihood estimation to assess the internal consistency, convergent validity, and discriminant validity. Finally, Structural Equation Model (SEM) and path analysis are conducted using AMOS 22. Results: The research findings demonstrated that technological change and IT infrastructure positively and significantly impact the organisation's productivity while IT knowledge management has significant but negative impact on organizational productivity of IT companies in Malaysia. Conclusion: The research concludes that all three factors plays important role in deciding organizational producvity. Recommendations, implications, limitations and future research avenues are discussed.

Construction Projects Productivity in West African country of Benin: Case of Ground Earthworks

  • In this paper, a survey related to excavation construction activities among national and international construction companies was conducted to evaluate site productivity in construction industry. To analyze the respective productivity levels of each construction company, a benchmarking measures analysis that featured calculations of the performance ratio (PR) and performance management index (PMI) was performed. As a result of these analyses, it has been found that the work performed by local companies was marked by lower productivity and that of international companies was characterized by good productivity. Further analysis of construction workforce resources P% revealed that a construction company's productivity is largely dependent on production capacity and consumption resources, which means that the retention of skilled workers and utilization of high-quality resources yields the highest level of productivity. These results suggest that for a local construction company to be competitive in the construction work market, it must retrain skilled craftspeople, foremen, engineers, and project managers, and strengthen its building capability by leveraging new equipment and technologies.

Comparison of Asset Management Approaches to Optimize Navigable Waterway Infrastructure

  • An estimated investment gap of $176 billion needs to be filled over the next ten years to improve America's inland waterway transportation systems. Many of these infrastructure systems are now beyond their original 50-year design life and are often behind in maintenance due to funding constraints. Therefore, long-term maintenance strategies (i.e., asset management (AM) strategies) are needed to optimize investments across these waterway systems to improve their condition. Two common AM strategies include policy-driven maintenance and performance-driven maintenance. Currently, limited research exists on selecting the optimal AM approach for managing inland waterway transportation assets. Therefore, the goal of this study is to provide a decision model that can be used to select the optimal alternative between the two AM approaches by considering key uncertainties such as asset condition, asset test results, and asset failure. We achieve this goal by addressing the decision problem as a single-criterion problem, which calculates each alternative's expected value and certain equivalence using allocated monetary values to determine the recommended alternative for optimally maintaining navigable waterways. The decision model considers estimated and predicted values based on the current state of the infrastructure. This research concludes that the performance-based approach is the optimal alternative based on the expected value obtained from the analysis. This research sets the stage for further studies on fiscal constraints that will effectively optimize these assets condition.

  • The facility diagnosis technique of past subjective judged the technical expert and interpreted stably mainly. The facility the periodical civil official becomes indispensability consequently with the law and the system and objectivity inspection which relates with a this and development of diagnosis technique were necessary. Currently the evaluation elements which relate with an inspection and diagnosis technique depended to the subjectivity of each facility quality, data statistics, diagnosis know-how, various circumstance and the technical expert and the evaluation item came to decide. But the evaluation score distribution of marks of each item depended plentifully in data analysis result and experience. The past method is weak in logically because the objection theoretical background and basis are insufficiency. Consequently in order to apply a data analysis result and an experience logically, it used AHP(Analytic Hierarchy Process) method from this research. It is visible with the fact that the application result reconfirmation and complement process will be necessary the technique which is suitable in the multi facility management. Also it is expected with the fact that the application characteristic from the next relation technique will be excellent.

  • 최근 사물인터넷(IoT) 기술의 발전과 함께 수많은 센서와 소형 구동장치들로 구성된 새로운 컴퓨팅 환경이 도래했다. 본 논문은 이와 같은 IoT 기반 컴퓨팅 환경에서 데이터 제공자들과 소비자들 사이에 센싱 데이터를 쉽게 공유하고 접근하도록 지원하는 공유 플랫폼으로서, 확장성있는 데이터 전송 기반구조를 제안한다. 확장성과 효율성을 제공하기 위해, 이 논문은 특히 소비자들 간의 서로 다른 QoS 요구사항을 활용하여 전송 대역폭을 효과적으로 활용한 전송 경로를 구성하는 방법을 제시한다. 전송경로 구성과 재구성 과정이 제안하는 구조의 가장 큰 오버헤드로 판단되므로, 본 논문에서는 그 비용을 산정하는 기본적인 실험을 수행하였는데, 결과는 제안된 구조의 우수한 확장성에 비해 오버헤드는 비교적 적은 것으로 확인되었다.

A MULTI-OBJECTIVE OPTIMIZATION FOR CAPITAL STRUCTURE IN PRIVATELY-FINANCED INFRASTRUCTURE PROJECTS

  • Private financing is playing an increasing role in public infrastructure construction projects worldwide. However, private investors/operators are exposed to the financial risk of low profitability due to the inaccurate estimation of facility demand, operation income, maintenance costs, etc. From the operator's perspective, a sound and thorough financial feasibility study is required to establish the appropriate capital structure of a project. Operators tend to reduce the equity amount to minimize the level of risk exposure, while creditors persist to raise it, in an attempt to secure a sufficient level of financial involvement from the operators. Therefore, it is important for creditors and operators to reach an agreement for a balanced capital structure that synthetically considers both profitability and repayment capacity. This paper presents an optimal capital structure model for successful private infrastructure investment. This model finds the optimized point where the profitability is balanced with the repayment capacity, with the use of the concept of utility function and multi-objective GA (Generic Algorithm)-based optimization. A case study is presented to show the validity of the model and its verification. The research conclusions provide a proper capital structure for privately-financed infrastructure projects through a proposed multi-objective model.

  • The infrastructure in korea has been improved drastically since July 7th, 1970 which was the first highway completed date in Korea (Seoul-Pusan). This is one of the major factors for the competitiveness of a country. Now the total length of highway in Korea is more than 2000km. However Korea is 11th in the trade volume in the world, the SOC level of Korea is around 20th at most in the world (IMD 2004). The infrastructure in Korea comparing other developed countries is far below, which gives the impact of cost of goods, even twice expensive in transporting goods through highways, railways and ports etc. Now the government budget is gradually spending more for welfare and health care side. The most of additional expense of welfare is increasing rather than SOC budget is decreasing or staying as it is as 2003. The government may think that the level of SOC is enough in point of view of preference input of budget such as welfare and health care etc. However the SOC level in Korea is far form the competitiveness of the country. The main points of this paper is to show that where Korea is in point of SOC level to go for developed country, and what to do to facilitate BOT, BTO and BTL projects. Korean government has tried to improve the practice of PPI (Private Participation of Infrastructure) with the Act on Private Capital Inducement in 1994 and the Act on Private Investment in 1997.

Analysis of a Decentralized Mobility Management Support for u-City Wireless Network Infrastructure

  • The number of mobile devices roaming into a ubiquitous city (u-city) continues to rise as wireless systems have been widely deployed. The number of mobile devices also varies with time, and they tend to frequently change their locations. In addition, the available wireless access networks may belong to different domains, administrations, management, and internet service providers (ISPs). A fusion of overlapping heterogeneous wireless access networks (e.g., WiMax, Wi-Fi, LTE, etc.) serves the u-city in order to reach different coverage. In this context, technical challenges arise in mobility management for heterogeneous networks to realize their potential coverage and capacity benefits. This paper deals with the analysis of a decentralized mobility management support for u-City wireless network infrastructure. This scheme takes advantage of the features of the fully-distributed model of networked-based mobility management protocol to alleviate and realize the ubiquitous requirements of a u-City.
