The Importance of International Transport and Logistics Infrastructure in the Economic Development of the Country: The Case of the EU for Ukraine

  • For twenty years, in the EU there has been a trend of a lack of maritime infrastructure and a redundance of the road one, which has a negative impact on the economy. The intermodal transport market structure in the EU has not changed over the past ten years. The stability of transport systems due to the lack of changes in the transport market remains under threat, affecting supply chains and networks through the optimization of warehousing and transportation costs. The research methodology is based on a quantitative assessment of cause-and-effect relations between economic growth and transport and logistics in the EU. A statistical analysis of security indicators, intermodal and modal transport, international trade in goods within the EU and in the world trade in goods, the dynamics of GDP of the EU countries, the level of openness of the EU economy, investment and maintenance costs of different modes of transport and infrastructure has been carried out. The results show that in 2000- 2010 there were positive changes in the transport and logistics infrastructure of the EU, which had a positive effect on trade, openness of the economy of the EU, GDP growth. However, at that time, negative effects of environmental impact and the load on road and rail transport were accumulating. Investment in different modes of transport is limited, and technical maintenance and infrastructure maintenance costs form a significant part of GDP of the EU. A slowdown in economic growth leads to budget constraints and infrastructure financing gap. As a result, the freight and passenger intermodal and modal transport market structure remains virtually unchanged. The load on rail and road transport remains stable, despite the reduced level of transport hazards. Transport productivity has declined over the past ten years. Herewith, the intensification of trade and the openness of the EU economies require constant modernization and innovative renewal. The EU policy in this direction remains normative, uncontrolled, which is reflected in investment differences within the EU and maintenance costs.

  • For the successful performance of a private infrastructure project, an effective project financing is indispensable through various domestic/overseas sources. This study explains the concept of the private infrastructure development and investigates its current status in Korea. In addition, the details of the changed environment for the project finance under the newly enacted 'Private Investment Act' are compared in an analytical manner to those under the previous law. Finally, it discusses the problems that still remain and recommends the remedies available for the better financing environment.

  • The presented scientific research substantiates the principles of the mechanism of the investment resources involvement in order to introduce innovations at enterprises in the context of digitalization using a resource-functional approach. The importance of attracting investment resources, which contributes to the modernization of production systems, the creation of a stable economic field of development of economic entities, is justified. The expediency of application of the resource-functional approach on research of the mechanism of attraction of investment resources for introduction of innovations at the enterprises in the conditions of digitalization is proved. The investment process is presented in the form of a chain of interdependent processes which include: attraction of investment resources, investments, increase of investment value, profit. It is proved that the mechanism of attracting investment resources for the introduction of innovations in enterprises in the context of digitalization cannot be considered in isolation from the process, due to the fact that the mechanism is aimed at performing specific functions. The functions of the mechanism include management, complex, coordination, monitoring, performance and control functions. Functions of the mechanism of attraction of investment resources for introduction of innovations at the enterprises in the conditions of digitalization are caused by the purposes of attraction of investment resources for innovative development; the presence of an objective nature; relative independence and homogeneity; implementation of functions in the process of investing in innovative activities of the enterprise.

  • Civil infrastructure, in both its construction and maintenance, represents the largest societal investment in this country, outside of the health care industry. Despite being the lifeline of US commerce, civil infrastructure has scarcely benefited from the latest sensor technological advances. Our future should focus on harnessing these technologies to enhance the robustness, longevity and economic viability of this vast, societal investment, in light of inherent uncertainties and their exposure to service and even extreme loadings. One of the principal means of insuring the robustness and longevity of infrastructure is to strategically deploy smart sensors in them. Therefore, the objective is to develop novel, durable, smart sensors that are especially applicable to major infrastructure and the facilities to validate their reliability and long-term functionality. In some cases, this implies the development of new sensing elements themselves, while in other cases involves innovative packaging and use of existing sensor technologies. In either case, a parallel focus will be the integration and networking of these smart sensing elements for reliable data acquisition, transmission, and fusion, within a decision-making framework targeting efficient management and maintenance of infrastructure systems. In this paper, prudent and viable sensor and health monitoring technologies have been developed and used in several large structural systems. Discussion will also include several practical bridge health monitoring applications including their design, construction, and operation of the systems.

  • Present PII(Private Infrastructure Investment) in Korea has increased up to 11% compared to the year 2003 and is expected to increase in the future. In spite of its rapid increase, we don't have any definite standard or system which distinctly presents the rate of return for domestic PII yet, and practical and scientific research is not sufficient compared to its necessity and importance. Hence, in this study we suggests methods to estimate the rate of return of PII to promote SOC PII to last successfully and present the proper level of rate of return of PII which is appropriate for domestic situations through diverse analysis. Therefore, to present reasonable rate of return, we have used 5 methods: previous research analysis, case study, financial index analysis, analysis of investor's rate of return, and analysis of rate of return in a real estate market. After comparing and analyzing these methods, at the end, we have presented the appropriate level of rate of return of PII, which can be applied in the domestic market.

  • This paper studied the improvement of software process of the software firms. Software process infrastructure level of software process is very important. This study provided that software process infrastructure have an significant influence on the process level, process infrastructure management level, and software process performance. The result showed that software process high level is elevated through management activity of organization infrastructure and technical infrastructure. And organization performance is elevated through fit between process level and quality culture of software process. Problem factors of software process infrastructure improvement is lack of process improvement mind, leadership and investment. Therefore software firms must construct process improvement through supporting of process quality mind and investment with process infrastructure improvement.

  • Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.

Applying a New Approach to Estimate the Net Capital Stock of Transport Infrastructure by Region in South Korea

  • Given the limited availability of data in South Korea, this study proposes a method by which to estimate regional capital stock by modifying the benchmark year method (BYM) and applies it to estimate regional net capital stock by sector in transport infrastructure. First, it estimates time-varying sectoral depreciation rates using the sectoral net capital stock and the investment amount for each period. Second, it estimates the net capital stock of each period using the net capital stock in the base year and the investment in each period. Third, in order to ensure that the sum of net capital stocks by region is equal to the nationwide estimate, the national estimates are allocated to each region according to the proportion of the values derived from the previous stage. The proposed method can alleviate well-known problems associated with conventional BYMs, specifically the upward bias and arbitrary choice of the depreciation rate.

  • We analyse benefits and costs of investment on the assurance of aircraft design and development of related infrastructure. Although the discounted cash flow from the sales of aircrafts is found to be smaller than the amount of required investment, the net present value considering the effects of export increase, import substitution, and the accident cost reduction is very high. This justifies governmental investment, for the effects are not easily appropriated by private investors.
