Since most of studies for information efficiency measurement of healthcare organizations have mainly focused on searching a measuring standard used for performance of informatization and each researchers subjective standard having been used, they can not be easily measured and objective. This study showed a possibility that efficiency measurement of healthcare organization can be performed by solving a problem related to objectiveness, which may occur in measuring many organization with many measuring items, with DEA (data envelopment analysis). For proving this possibility, efficiency evaluation and analysis for information resources utilization of domestic tertiary healthcare organizations have been performed by using DEA model. As a result, DMU (decision making unit) having efficiency rate of 1 will be evaluated that output is higher than input and information resources are being used efficiently, but on the other hand, DMU having efficiency rate of below 1 will be evaluated that output is lower than input and information resources are being used inefficiently, which is required to be improved.

Purpose: Currently, port facility informatization technology is focused on the planning and design phases, so the necessity of research and technology development on the port facility maintenance system based on life cycle-level information is emphasized. Method: Based on the maintenance history data of port facilities and facility operation information, from the perspective of the life cycle of port facilities, the system is configured to enable maintenance decisions for port facilities through analysis of aging patterns, performance degradation prediction models, and risk analysis and proposed a method of expressing information. Result: A function was developed to simultaneously display the SOC performance evaluation and the comprehensive performance evaluation developed in this study, so that mid-to long-term maintenance and reinforcement and facility expansion can be applied and comparatively judged. Conclusion: The integrated port performance system developed in this study induces and supports the risk minimization of port facility management by proactively promoting appropriate repair and reinforcement measures through historical and operational information on port facilities.

Recently, introduction of Open Source Software into informatization of the government and public sector has been actively examined, however, Open Source Software is being rarely adopted due to the lack of verified and reliable data with regard to the criteria, process, performance and stability for introduction of Open Source Software. In this paper, the process, method and plan for performance verification for introduction of Open Source Software into mission critical systems of the government and public sector are suggested in order to solve the aforesaid problem Specially, a test system to judge whether or not to adopt Open Source Software in school affairs system of the NEIS(National Education Information System) of the Korean government was set up, and the method and process of performance verification by stage in addition to feasibility study were applied to the test system for verification. Based on the result of performance evaluation in the test system, the application of Linux to school affairs system of the NEIS is being successfully practiced. It is expected that this study will be a guideline to technical review process and performance verification method as necessary to introduce Open Source Software into the mission critical systems of government and public agencies.

Following the idea of "what you measure is what you get," this paper discusses the necessity to improve the plan and management of Application Service Provider (ASP) service based on performance evaluation. The Balanced Scorecard (BSC) has been used as a tool for suggesting the measures that can evaluate performance of a company by considering both financial and non-financial perspectives. The current BSC does not provide techniques to formally define, verify, implement and analyze the performance measures of ASP. Therefore, we developed a methodology for strategy development of ASP service by analyzing the BSC performance measures. This methodology provides a strategy for improving ASP service. The methodology proposed in this paper provide executives with core parts for achieving vision as well as the corresponding interpretation model for developing strategy. The methodology consists of the following two phases: BSC and Importance-Performance Analysis (IPA) phase. The methodology is illustrated through a case study in each phase. The case study shows practical deployment of our methodology.

It is important to verify the validity of indicators assessing PMIS(Public Management Information System) effectiveness in academic research as well as practical affairs. As people invest in the field of Information Technology(IT) or IT system, private corporations are interested in investment in IT and it's business value. Moreover, the need of evaluating effectiveness on the investment in IT with the limited national budget are on the increase in public sector. Therefore, it is necessary to define the construct of PMIS(Public Management Information System) effectiveness so that we systematically compare and measure performance of public informatization project processed by each public organizations. It needs to develop indicators and verify the construct validity of them. we verified the construct validity of indicators assessing PMIS(Public Management Information System) effectiveness on the Administration DB Construction Projects.

In this study, we developed a comprehensive model to measure the National Information Security Level based on PRM framework. The proposed model reflected a rapidly changing technology environments such as social network service, mobile devices, and etc. This new model consists of three layers:Infrastructure Layer, the Action Layer and the Performance Layer, and there are 16 sub-indexes under the 3 layers. To develop new model and sub-indexes for measuring the National Information Security Level, much amounts of documents related to security indexes or deliberation criteria and security guidelines from international organization were reviewed and then most probable index pool were composed. The Index pool were verified by expert group consisting of professors and specialists. Through five times of screening and having an evaluation review, 16 sub-indexes were deduced and then Delphi and AHP have been conducted to obtain validity and objectiveness of the indexes. Thus the new proposed national information security index will show more exact national information security level and we expect that the indexes give much implications for establishing information protection policy.

From the mid 1990's, the scale of IS had been growing, which resulted in increasing number of failure projects. As a result, the measurement of IS performance was a growing concern. Moreover, the need for research on the relation between IT investment and performance that isfd the concern of CEOs has been raised. In this study, the correlation between the IS functionality and investment was discovered based on the IS success model suggested by DeLone & McLean(1992), a business information system evaluation model by Lee Kuk Hie(1992), a balanced score card by Kaplan & Norton(1992). As a result of the LISREL analysis, the investment in the IS has a positive impact on the quality of both information systems and information. In turn, the quality of both information systems and information have a positive impact on the end-user satisfaction, the end-user satisfaction on the financial performance, customer satisfaction, and internal business processes. This study showed that sufficient investment in IS improved business performance

The Firewall is needed in order to protect communication networks from ill effects of informatization such as information leakage, destruction, forgery and virus. To take an advantage of the firewall, the security manager must understand the effects that it can have on the network. There airs, however, no tools available to evaluate the performance of the firewall. In this paper, we study the effect of the firewall by putting various kinds of traffic into the actual network. Also, using COMNET- III, we model two networks with and without the firewall. And we analyze the effects under the various network envion-ments.

Today, a corporate and the government is making significant investments in informatization in order to enhance competitiveness however, question on the outcome of information-oriented investment has continuously been posed and in order to resolve such problems, the technique of Enterprise Architecture (EA) Despite such fact, in the case of the central administrative institute, even if the EA maturity standard has continuously improved through continuous investment when compared to the past without deviation between institutes, the establishment of EA and the work utilization of EA compared to the management competence still is analyzed to be relatively weak. This study completed the preliminary feasibility study in 2012 for Korea Customs Service which has been appointed as the representative institute that best utilizes EA in the field of information operation and evaluation field in the 2010 EA Maturity Evaluation and it can become a case study that can contribute to more continuous development and improvement of other public institute EA by introducing the performance of EA-based 4th Korean National Customs Information Network which has entered into total reconstruction in 2013 and by identifying the implications of EA performance arising from such.

Business performance measurement is used as an important tool to evaluate management performance, control human resources, and implement strategies. It can be measured simply in terms of finance including net profit, return on investment, and return on equity, but this is not sufficient because the performance outside of finance such as internal business process and informatization cannot be examined. Therefore this study defined a KPI(Key Performance Indicators) applicable to local construction companies ranked in the top 30 in construction capability, and also introduced differentiated results from the earlier studies by reflecting more realistic corporate management based on the existing studies and interviews with business experts.
