This paper deals with subcarrier allocation strategies for soft hand-over in OFDMA-based cellular systems. Two possible subcarrier allocation methods are considered for soft hand-over. One method is to use an identical subcarrier set between the two cells participating in the hand-over. The other is to use different subcarrier sets between the two cells. As expected, the different subcarrier strategy is better in terms of diversity order and BER than the identical subcarrier strategy. It will be shown that the BER performance difference between the two strategies is more noticeable with contiguous subcarrier allocation. But the different subcarrier strategy consumes twice more frequency resources than the other, and there is a trade-off between the two strategies in terms of BER and frequency resources. By considering the trade-off, we also propose a subcarrier allocation strategy for soft hand-over.

In North Korea, there has been the considerable loss of human lives every yew due to the deficiency of foods. Thus, in order to reduce such damages, a research project should be launched to provide various information for cooperation with North Korean government, and to develop proper agricultural management system. Furthermore, based on the water resources information map generated by KOWACO (Korea Water Resources Corporation) and the environmental information system developed by MOE (Ministry of Environment), an agricultural information infrastructure of North Korea and a management system need to be effectively performed. Therefore, this research is mainly to develop the Agricultural Information Management System of North Korea (NKAIMS), which can collect, manage and analyze agricultural information and water resources utilization status of North Korea, and further support to make relevant decisions and establish the agricultural land-use plans. This research has three phases. The major outcome of the first phase is collecting the agricultural and water resources utilization data such as soils, rivers, streams, collective farms, etc., designing and building database, and developing integrated management system considering the users' requirements. The main work of the second phase is improving and reinforcing database such as adding the information of dams, land-over data, bridges, tunnels, satellite images, etc., inspecting and renewing such as importing detail attribute information of reservoirs, and improving system for more conveniently using. The third phase will be to supplement more useful functions such as statistic analysis, continually inspecting and improving database, and developing web-based system. The product of this research supports collecting and analyzing relevant data to facilitate easier agricultural activities and support effective decision making for food production in the preparation of unification. Moreover, through designing database considering sharing information and system expendability, it can support systematic data usability of agricultural information and save cost for data management.

Nowadays Climate disasters are frequently happening due to occasional occurrences of EI Nino and La Nina events and among them, water shortage is one of the serious problems. To cope with this problem, climate model simulations can give very helpful information. To utilize the climate model for enhancing the water resources planning techniques, probabilistic measures of the effectiveness of global climate model (GCM) simulations of an indicator variable for discriminating high versus low regional observations of a target variable are proposed in this study. The objective of this study is to present the various analysis methods to find the suitable application methods of GCM information for Korean water resources planning. The basic formulation uses the significance probability of the Kolmogorov-Smirnov test for detecting differences between two variables. The various methods for adopting correct association, changing the window size, discrimination condition, and the use of temporally down scaled data were proposed to find out the suitable way for Korean water resources planning.

Nigeria's non-government organization (NGO) libraries for the visually impaired has over the years been at the forefront of information services provision to persons with visual impairment. This study adopted a survey research design to investigate use of alternative formats and perceptions of information services to the visually impaired, focusing on two purposively chosen NGO libraries for the visually impaired in Nigeria. Using a complete enumeration approach, data were gathered from 180 users of the libraries through the use of a structured questionnaire with a reliability score (${\alpha}=0.74$). Data from 112 (62.2%) of the 180 administered copies of a questionnaire that were retrieved were analysed. The study found that Braille materials had a high level of utilization ($\bar{x}=4.46$) and were the most frequently utilized (90.9%). Perception of information services by the visually impaired was positive while use of alternative formats was significantly and positively related to users' perception of information services (r = .041; p < 0.05). The study recommends improved transcription and investment in alternative formats and in e-resources. It also recommends collaborations to widen access as well as constant evaluation of services.

상관계수가 변수간의 선형 상관관계를 나타내듯이 mutual information은 변수간의비선형 상관관계를 나타내준다. 본 논문에서는 mutual information 추정법으로 다변수 핵 미도함수(multivariate kernel density estimator)를 이용한 방법이 여러 time lags값에 대하여 산정 되었다. 많은 수문자료에서 보여지는 비선형 관계를 Mutual Information으로 확인하여 보았고, 또한 Mutual Information값이 거의 0인 점에서 optimal delay time을 구하여, 하나의 자료로부터 다변수 회귀분석 모델을 만들 때 이용할 수 있다.

There are 109 A class rivers in Japan. One purpose of river management is to reduce the flooding. For this purpose, government provides the information to public, as flood forecasting, rainfall forecasting and estimate the runoff magnitude to avoid the flood and inundation. In this paper, we introduce current situation of flood forecasting and rainfall forecasting in Japan, and we describe how to use the information of flood forecasting and rainfall forecasting in conjunction with current strategy for river management.

인터넷이 제공하는 학술정보자원은 풍부하지만 그 중에서 이용자들이 자신에게 필요한, 좋은 정보를 찾기는 쉽지 않다. 체계적으로 정리되어 있지 않기 때문이다. 본 연구에서는 도서관에서 오랫동안 이용해온 분류체계인 DDC(Dewey Decimal Classification)을 이용하여 학술분야 인터넷정보자원을 검색할 주제별 디렉토리 검색엔진을 설계하였다. 이 검색엔진을 설계함에 있어서 대개념에서 소개념으로 특정주제를 세분해가는 DDC의 '체계적 배열'에 따라 분류코드를 설계하였고, DDC의 '상관색인'을 이용하여 자동 문서분류사전을 작성하였다.

This paper sought to provide information regarding the water resources in the Philippines, focusing on the issues of water quality, status of water use and water scarcity, and other threats to water availability. Although the country has sufficient amount of water resources, it was found out that water availability is still threatened by some major water resources problems: increasing water demand due to drastic growth in population, water resources pollution, droughts and flooding and weak institutional framework to address these problems. Water quality problems include increasing groundwater and surface water pollution. Moreover, drought and flooding have also increased damages in recent years due to deteriorating watersheds and high economic and population growth. In relation to these, the Government enacted national laws to define and deal with water control and quality management. The objective of this research was to present and evaluate current conditions and issues on Philippine water resources.

산림자원을 기존의 육성 및 관리적인 측면에서 대외적으로는 대국민을 대상으로 이용과 대내적으로는 지속적인 산림자원의 효율적이고 체계적인 육성과 관리를 위하여 국가산림정보화를 추진하게 되었다. 특히 산림정보화는 산림이라는 특수성이라는 한계를 가지고 있는 상황에서 그간 많은 시도에도 불구하고 효과적인 측면에 있어서는 매우 미비한 상황이다. 일례로 산림청의 많은 내부 업무 시스템들이 현업보다는 본청에서 하향식 자료 취합을 목적으로 구축되었으며, 또한 대국민 이용측면에 있어서도 다양한 콘텐츠들이 이해당사자별로 제공됨으로써 유익한 정보들이 체계적으로 전달되지 않고 있는 실정이다. 이에 산림청은 전사차원의 문제 해결 방안으로써 IT Governance 개념과 EA기반의 정보화를 추진하고 더불어 기존 시스템 측면에서 업무와 서비스 측면을 강화하여 국가 산림정보화 기반조성 사업을 추진하였으며, 이에 따른 주요 추진 내용과 시사점 등에 대하여 제언하였다.

최근 정보자원의 효율적인 관리 및 활용을 위해 국내외적으로 디지털 도서관 시스템 구축작업이 활발히 진행중이다. 이러한 시스템 개발자 관련 표준을 적용함으로써 상호운용성을 확보하여 시간과 노력, 비용을 획기적으로 줄일 수 있다. 따라서 본 고에서는 표준의 의의 및 개발과정과 표준의 종류, 주요 표준화기구에 대해 언급을 한 후, 디지털 도서관 시스템 구축을 위한 주요 표준에 대해 설명하고자 한다.
