A Model to Identify Expeditiously During Storm to Enable Effective Responses to Flood Threat

  • In recent years, hazardous flash flooding has caused deaths and damage to infrastructure in Saudi Arabia. In this paper, our aim is to assess patterns and trends in climate means and extremes affecting flash flood hazards and water resources in Saudi Arabia for the purpose to improve risk assessment for forecast capacity. We would like to examine temperature, precipitation climatology and trend magnitudes at surface stations in Saudi Arabia. Based on the assessment climate patterns maps and trends are accurately used to identify synoptic situations and tele-connections associated with flash flood risk. We also study local and regional changes in hydro-meteorological extremes over recent decades through new applications of statistical methods to weather station data and remote sensing based precipitation products; and develop remote sensing based high-resolution precipitation products that can aid to develop flash flood guidance system for the flood-prone areas. A dataset of extreme events has been developed using the multi-decadal station data, the statistical analysis has been performed to identify tele-connection indices, pressure and sea surface temperature patterns most predictive to heavy rainfall. It has been combined with time trends in extreme value occurrence to improve the potential for predicting and rapidly detecting storms. A methodology and algorithms has been developed for providing a well-calibrated precipitation product that can be used in the early warning systems for elevated risk of floods.

  • Flood disasters on the metropolis where population and facilities were densely concentrated cause an enormous damage, therefore it is important to find risk and vulnerable area for floods, and then mid-long term disaster reduction plan should be established by the results. However, there is no rational method which reflects urban characteristics to estimate the regional safety for flood. so it is necessary to develop the standardized method of regional safety assesment due to urban flood. The proposed regional safety assesment model in this study was combined risk and mitigation score which consisted of three and two element, and 12 assesment factors which effect flood disasters were selected. And then the integrated regional safety was estimated by subtracting mitigation score from risk score. GIS tool was used to estimate the factor assesment and integrated regional safety. Developed regional safety assesment model was applied in Seoul to evaluate the suitability.

  • The increase of impervious surface and development along the river due to urbanization not only causes an increase in the number of associated flood risk factors but also exacerbates flood damage, leading to difficulties in flood management. Flood control measures should be prioritized based on various geographical information in urban areas. In this study, a probabilistic flood hazard assessment was applied to flood-prone areas near an urban river. Flood hazard maps were alternatively considered and used to describe the expected inundation areas for a given set of predictors such as elevation, slope, runoff curve number, and distance to river. This study proposes a Bayesian logistic regression-based flood risk model that aims to provide a probabilistic risk metric such as population-at-risk (PAR). Finally, the logistic regression model demonstrates the probabilistic flood hazard maps for the entire area.

  • 최근 홍수에 의한 피해가 늘어나면서 재해관리에 대한 문제점이 제기되고 있다. 따라서 홍수위험도를 바탕으로 한 과학적이고 체계적인 방재대책의 수립이 요구되어 진다. 본 연구에서는 대상자의 과거 홍수피해를 데이터베이스로 구축하고, 이를 활용한 홍수위해성과 홍수위험성을 분석하여 홍수위해도(Flood Hazard Map)와 홍수위험도(Flood Risk Map)로 도출하였다. 분석결과를 이용하여 현 방재계획에서 설정되어 있는 구호시설물의 서비스 지역을 분석하고, 구호시설물의 최적의 입지를 제시하였다.

Nutritional Risk Factors, Perceptions on Nutrition and Health, Nutritional Knowledge, Food Habits and Their Correlation to Supplement Use in Middle-Aged and Elderly Koreans (중년 및 노년의 특수영양 및 건강보조 식품의 섭취와 영양 및 건강관련 요인들의 상호관련성에 관한 연구)

  • The purpose of this study was to investigate nutritional risk factors, perceptions on nutrition and health, nutritional knowledge, flood habits and their correlation to supplement use in middle-aged and elderly Koreans. A nationwide survey was conducted in the metropolitan areas (6 cities) and middle-sized cities (8 cities) of Korea from October to December, 2000. Subjects were randomly selected based on population, and 2,188 non-institutionalized adults aged over 50, and elderly (male 765, female 1,423) were studied. Data were collected using a standardized questionnaire administered in personal interviews. Nutrition and health-related scores of nutritional risk factors, perceptions on nutrition and health, nutritional knowledge, and flood habits were significantly higher in supplement users as compared to non-users. There was a negative correlation between nutritional risk factors and other nutrition and health-related scores on perceptions on nutrition and health, nutritional knowledge, flood habits, and pocket money. Also there was a positive correlation between nutritional risk factors and age. Therefore, these results may provide basic information for proper supplement use by middle-aged and elderly koreans.

  • Damage of the road flooding has recently increased because of torrential rains. However, its prevention is in poor situation. In this study, we propose system expressing an information of flood risk for announcing to drivers to prevent damage of flooding or traffic jams. Our system implements on GUI enviroment that users can easily know the danger of road flooding using C# Language and ArcObjects API. If users use this system, they can know how dangerous of flooding.

  • The high density of population and building; can cause catastrophe in urban areas when natural or artificial disasters break out. The aim of this paper is to assess comprehensive disasters risk of urban areas by Geospatial Information System. For this purpose, we classified disasters risk of urban areas into low categories: flood, fire, building-collapse, and shelter, and then determined factors for hazard risk assessment respectively. The results of hazard assessment can be applied to minimize the demage of disasters in establishing the urban management planning. For more systematic and professional approach the further research is need to consider more disaster assessment factors and join with related experts.

Development of Urban Flood Risk Maps for Strengthening Urban Planning Toward Disaster Prevention (재해예방형 도시계획 지원을 위한 도시침수 위험도 공간정보 개발)

  • This study aims to propose the methods for urban flood risk maps which are useful in strengthening urban planning toward disaster prevention by climate change. Selecting the Gwangju city, Gyeonggi-do as study area, it analyzes urban flood at a RCP 8.5 scenario, and develops gridded information regarding risk components such as hazard, exposure, and vulnerability. It turns out that flooding would occur at a bend interval of the Mokhyun stream and also at the joint of the Gyungan and the Mokhyun streams, showing the similarity with the inundation trace map. In particular, the Songjeong dong is analyzed to be seriously exposed and to be highly vulnerable to flood inundation. With all results together, this study concludes that the proposed methods could be used as a basis for strengthening urban planning toward flood disaster prevention system.

  • Flood is one of the major natural disasters affecting millions of people. Thailand also, frequently faces with this type of disaster. Especially, 2011 mega flood in Central Thailand, inundated highway severely attributed to the failure of national economic and risk to life. Lesson learned from such an extreme event caused flood monitoring and warning becomes one of the sound mitigations. The highway flood hazard mapping accomplished in this research is one of the strategies. This is due to highway flood is the potential risk to life and limb, and potential damage to property. Monitoring and warning therefore help reducing live and property losses. In this study, degree of highway flood hazard was assessed by weighting factors for each cause of the highway flood using Multi Criteria Analysis (MCA) based Analytic Hierarchy Process (AHP). These weighting factors are the essential information to classify the degree of highway flood hazard to enable pinpoint on flood monitoring and flood warning in hazard areas. The highway flood causes were then investigated. It was found that three major factors influence to the highway flood are namely the highway characteristics, the hydrological characteristics and the land topography characteristics. The weight of importance for each cause of the highway flood in the whole country was assessed by weighting 3 major factors influence to the highway flood. According to the result of MCA analysis, the highway, the hydrological and the land topography characteristics were respectively weighted as 35, 35 and 30 percent influence to the cause of highway flood. These weighting factors were further utilized to classify the degree of highway flood hazard. The Weight Linear Combination (WLC) method was used to compute the total score of all highways according to each factor. This score was later used to categorize highway flood as high, moderate and low degree of hazard levels. Highway flood hazard map accomplished in this research study is applicable to serve as the handy tool for highway flood warning. However, to complete the whole warning process, flood water level monitoring system for example the camera gauge should be installed in the hazard highway. This is expected to serve as a simple flood monitor as part of the warning system during such extreme or critical event.

Distribution and Application of Community-based Disaster Risk Information : Lessons from Shiga Prefecture in Japan

  • Purpose - This paper aims to explore the distribution and application of community-based disaster risk information and employ a case study as a qualitative research method to make some implications and suggestions for disaster management in the future. Research design, data, and methodology - This research has basically adopted an idiographic approaches to examine the basic policy of integrated flood risk management of Shiga prefecture in Japan. The methodology is based on a retrospective analysis, which starts from critical events and traces backwards processes to find out what goes well or wrong. Results - The results of this paper support that the multiple stakeholders in a community have to share and distribute disaster risk information in the proper time. The distribution and application of community-based disaster risk information cannot be overemphasized in that the local communities are culturally rich in traditional flood management knowledge, have voluntary organizations and have enjoyed mutual support and human network to cope with floods. Conclusions - The study results also imply that local residents of the community will be abe to have an important role in coping with natural disasters, which involves more proactive actions than passive actions for the enhancement of disaster management.
