Ethical Foundations of Knowledge as a Commons

  • We consider information ethics the reflection on beliefs, rules and values in electronic environments, in particular with respect to producing, exchanging, sharing and using knowledge and information. This paper will provide an overview of information ethics in the context of the UNESCO from the first INFOethics conference in Monte Carlo 1998, to the UNESCO contribution to the two United Nations WSIS conferences(World Summit on the Information Society) in Geneva and Tunis and to the information ethical aspects of the UNESCO Information for All Programme. As a result of this debate we conclude that there is need for a new approach to achieve the goal of people-centered, inclusive and sustainable knowledge societies. We propose to consider knowledge a commons. Commons is thus the central concept of knowledge ecology and the centerpiece of information ethics. In the commons paradigm, a new consensus needs to be achieved concerning traditional concepts such as freedom of information and science, intellectual property, authorship and the nature of knowledge objects in general. Information ethics can contribute to this discussion by providing an open discourse about these transformation processes.

A Study on the Researchers' Needs for Open Research Commons (개방형 연구 커먼즈에 대한 연구자 요구 분석에 관한 연구)

  • In order to embrace open research commons, this study looked at the requirements that researchers have for research data platforms. A survey questionnaire was developed using the results of Australian ARDC and European EOSC case studies. The questionnaire addressed five main areas: the need for research data commons, analysis tools, computing resources, consumption of research data, and general respondent characteristics. To determine the requirements for research data platforms, an analysis was conducted on the responses provided by 550 potential platform users. The findings demonstrated that more than 85% of participants concurred on the significance of open research commons. Additionally, there was a high willingness to use research data (77%), analysis tools (84%), share research data (92%), analysis tools (93%), and computing resources (93%) if commons services were provided. The results of this study show that there is a significant demand for open research commons among researchers. Discussions on research data commons are still hard to come by in Korea's research data services sector, though. Research on a range of subjects, such as subject areas, stakeholder characteristics, and real users of commons platforms, need be conducted in the future.

  • This study is to suggest IC(Information Commons) as an alternative to solve the digital divide in the Information Age. The value of IC is based on the OA(Open Acess) and the essential elements of democracy. On the basis of previous studies, physical space was divided into six parts to realize the value of the IC. This study investigated and analyzed the use patterns and made several suggestions for applying IC in the Public Library.

A Case Study on the Librarian's Perception of Information Commons (정보광장에 대한 사서의 인식 사례연구)

  • This study examined librarians' perceptions of Information Commons(I.C.), user's information seeking behaviors, and new role of library in the digital ages. Interviews with 28 librarians found that the perceptions of the librarians were widely differed depending on their understandings of the nature of the space. The interview results were divided into three different categories of librarians: the librarians; 1) understanding library as a place only with academic functions, 2) library as academic place along with multi-cultural functions, and 3) library as open learning space with focus on creativity and discovery of users. The findings also indicated that all these perceptions are closely related to understanding of the role of library and its future development.

Study on the Application of the Concept of Information Commons in School Libraries (학교도서관의 Information Commons 도입에 관한 연구)

  • This study focuses on how to introduce the concept of Information Commons(IC) into school libraries in order to help them Perform their roles required to satisfy new types of their users' demands. It intends to examine the concept of IC to draw the IC elements applicable to school libraries and propose a feasible model for them. The main objects of this study are school libraries and Information Commons. In particular, this study brings the derivation of IC elements and the construction of an IC model for school libraries into focus. This study sorted the three factors by peculiarities of school libraries. Each classification is as follows: physical elements were divided into learning space, creation space, community space, and service counters; human resources were divided into teacher-librarian. IT engineers, and student assistants; and services were divided into information literacy training and integrated, collaborative services. Based upon the derived IC constituents, it proposed a diagram that outlines the IC services concept for school libraries, an IC model and an IC floor plan for them.

Influencing Factors for the Information Commons User Satisfaction: An Analysis of School Libraries (Information Commons 이용자 만족의 영향요인: 학교도서관 분석)

  • The purpose of this study is to analyze influencing factors for the user satisfaction of information commons(IC) in school libraries. Relevant previous studies inform four candidate factors that could affect the user satisfaction. Based upon these factors and user interviews, a questionnaire are constructed to form 29 items in total. As the main data, 412 samples are collected from the IC users from 3 high schools in Seoul. Analyses lead to these findings: factors affecting the user satisfaction are identified. They are IC facilities, human services, and achievement level of self-directed learning. It seems that, in ICs, users prefer using space and facilities by themselves to accessing contents. This study suggests ways to improve user satisfaction. It would be essential to introduce IC facilities to current and potential users, to install instruments to enhance achievement level of self-directed learning, and to train users through library education programs.

  • With the advent of uniquitous life, changes of users' demands make a public library accomplish roles and functions of a complex service center providing information, education and culture service. As a multi-function center, a public library provides various services based on physical and digital space in ubiquitous environment. Information commons is a basement of physical space in an u-Library. Especially, with the advent of ubiquitous environment, design and use of physical space will be a critical issue for a public library to perform its role and function as a multiple complicated space. This study derives facilities and components for designing and implementing information commons in a public library as a physical space. To perform the goals, this study focuses on the newest trends and requirements through literature study, case study and survey. As a result, this study proposes components of facility and principles of design to implement information commons as a physical space in a public library.

A Study on the Utilization of School Library Space by the Introduction of Information Commons (정보공유공간(Information Commons)의 도입을 통한 학교도서관 공간 활용 방안에 관한 연구)

  • The implication of space in school libraries more important than the other types of libraries because their main user is students who are affected by service environment. Let me consider the reality of our circumstance, the space is not enough in the school library, Therefore, it is essential to utilize of library space effectively. So, this study intends to suggest effective organization model of school library space, through introduced by the notion of information commons. The results show that they are integrated within school library, which, in addition to other functions, may include recreation center, and interactive community, circulation space, administrative offices and so on and suggest the library space design and management need to reflect the flexibility and inter-activeness of the space. Also, in order to acquiring human-centered aspect and openness, school library appropriate space planning for present needs and future expansion is imperative within school community.

Deriving the Properties of Object Types for Research Data Relation Model

  • In this study, the properties of the object types required to describe the relationship among research data resources, which may be generated during the life cycle of the research, are derived. The properties of Fedora Commons and DSpace, which are open source software used for resource management, and schema properties published in DataCite were analyzed. Based on relation names of Fedora Commons, nine new relation names were derived. Thirty-eight object type properties consolidating the target properties of the analysis were derived. The result of this study can be used as basic material for crosswalk research studies of object type relation terms to ensure interoperability among the systems.

Computing Resource Sharing and Utilization System for Efficient Research Data Utilization (연구데이터 활용성 극대화 위한 컴퓨팅 리소스 공유활용 체계)

  • With the recent increase in interest in the open science movement in science and technology fields such as open access, open data, and open source, the movement to share and utilize publicly funded research products is materializing and revitalizing. In line with this trend, many efforts are being made to establish and revitalize a system for sharing and utilizing research data, which is a key resource for research in Korea. These efforts are mainly focused on collecting research data by field and institution, and linking it with DataON, a national research data platform, to search and utilize it. However, developed countries are building a system that can share and utilize not only such research data but also various types of R&D-related computing resources such as IaaS, PaaS, SaaS, and MLaaS. EOSC (European Open Science Cloud), ARDC (Australian Research Data Commons), and CSTCloud (China S&T Cloud) are representative examples. In Korea, the Korea Research Data Commons (KRDC) is designed and a core framework is being developed to facilitate the sharing of these computing resources. In this study, the necessity, concept, composition, and future plans of KRDC are introduced.
