Internet related crimes are a crime which is inter-related with high specialization ${\cdot}$ technicality ${\cdot}$ leakage of information ${\cdot}$ intellectual-offence and deviant behavior. Without the accurate countermeasure, we can't achieve the desired end. So we should find out multilateral and general measure. Always crimes go in advance of the measure, so the counter measures against, computer crime can not be final. Nevertheless, we can't be careless in making the measure, but we should always consider a counter measure. 1995. 12. 29. our country revised criminal law and consolidated direct provisions, especially on the computer-hacking. But, inspite of the revision, especially on the computer-hacking. But, inspite of the revision, we have many problems'. So, first of all, through the positive and empirical study, we should revise criminal law and computer crime related provisions systematically. As the aspects and techniques of internet related crimes are always changing with the development of computer technology, there will be many problems with principle of legality, when we apply the existing abstract provisions to the new crime. We can not be lazy in studying the emerging internet related crimes and taking concrete shape of the provision. And it will be a big help to that desirable to import the foreign provision without consideration of our reality. Without the positive and empirical study on internet related crimes, sometimes important crime will be out of reach of the punishment. Due to these day's development of computer and technology of communication, the personal computers are widely supplied and especially PC communication and exchange of the informations became the most important function. With the advent of internet, new aspects of crimes are appearing. Up to now, the fraud by using the computer or the interference in the execution of duty by the illegal operation of computer was the leading aspects of computer crime, but nowadays with the advent of internet, database crime or network crime like the computer hacking became the important aspects of internet related crimes. These new aspects of internet related crimes are defusing into domains of traditional crimes. Nevertheless to follow and punish the acts on the internet is not technically easy, and as it is emerging international shape, to settle it by international law is not that easy. Harmful acts in the information-oriented society are very diverse in kinds and aspects, and it is difficult to enumerate. The point is that among the new acts in the information-oriented society we should decide which acts are to be punished and which acts are not to be punished. It is needless to say that the criminal law should be the last resort. But owing to the characters of the characteristics of the information-oriented society, when the traditional standards can be applied, the question of what is the basis and how it can be applied in a concrete way is not settled. And if it cannot be applied, how can we make new standard is also an unsettled question.

Recognizing the contemporary critical situation of local newspapers in Korea, the present study purposed to consider plans to overcome such a crisis from various aspects and examine the possibility to implement the plans. Specific research question was plans to promote local newspapers on political and legislative dimension. The result of this study proved that the issue of activating local press must be discussed basically in conjunction with the implications and functions of power decentralization. This study also considered the opinion that so-called structural problems, which cannot be tackled by local newspaper, must be intervened in by the government on the dimension of promoting local newspapers politically and legislatively. In particular, the meaning of this study lies in that it was focused on supporting methods to prepare a bill for the special law of local newspaper promotion support, and proposed specific and practical plans.

Filipino language is an Austronesian language based on numerous native languages with influences from other major languages such as English and Spanish. The Filipino alphabet is consists of 26 English alphabets, with the addition of two letters, "$\tilde{n}$" and "ng", a total of 28 letters. Filipino language expressions and sentences are still incomparable to English and Spanish even though there are numerous borrowed words from these languages. This study aims to discover the uniqueness in the Filipino language by identifying the frequencies of the letters in common words used and be able to introduce a revolutionary keypad for the Filipinos which is scientifically efficient. To compare the efficiency of the revised and the original keypad, computations using Fitts' Law, Hick-Hyman Law and KSPC were done. Results showed that the new keypad layout was more effective than the original keypad. Introducing a improvised keypad to the Filipinos is one step closer in achieving customized services and features to Filipinos in mobile computing.

This article aims to introduce German discussion on the approval of the non-invasive prenatal diagnosis (NIPD), which started with the development of PrenaTest^® by LifeCodexx AG. The discussion started with the concern that the non-invasive nature of NIPD, such as PrenaTest^®, may rapidly expand the use and scope of similar tests, thus leading to a new era of eugenics. Based on this concern, the need for clear clinical guidelines on specific indications for NIPD has been suggested. Along the same line, it was discussed whether PrenaTest^® is against the Basic Law prohibiting discrimination on grounds of disability and whether the test is outside the scope of the purpose of gene testing limited by Genetic Diagnosis Act. Through such discussion, the Federal Ministry of Health of Germany established the preconditions for inclusion of NIPD in the German public health insurance system. For this, the German motherhood guideline was amended and the information for the insured persons provided to pregnant women was included in the amended guideline. Such discussion made in Germany provides insight on which points should be considered when various gene testings are accepted in Korea, in which genetic communication has not been systematized yet. In particular, German counseling system for pregnant women will provide valuable insights for Korea where the direction for regulations on abortion has not been established even after the ruling by the Constitutional Court that charges for abortion are against the constitution.

The Convention of International Telecommunication, and original law and code on radio communication clearly regulates that the radio communication is a syntheic science compounded organically with various aspects of the humanities, social and natural science respectively. In addition, The Union of International Telecommunication has put into effect legal ideas and legal regulations on the basis of those principles and science for international cooperation. The goal of these international regulations is to pursuit world-wide peace and human welfare. In this regards, these regulations are very similar with the ideal of the charter of United Nations and Universal Declaration of Human Rights. Considering the established history in a sense, we can safely say that the former has a preceding idea than the latter. Accordingly, the principle of science and wide-ranging Caracteristics of the radio communication must be applied to the problems of scientific research and educational training, not to speak of the concerned fields of legislation, executive administration and industry.

The purpose of this paper is to analyze the performance requirements of wireless systems on ultra wide band, which is set by FCC(Federal Communications Commission). Normally the calculation of performance requirements is used in the standard form of each communication systems, but there is no standard in the wireless systems on Ultra WideBand. Therefore, I derive each system parameters through the analysis of new system performance on the basis of the method of Indoor Communication Systems. Additionally, I compare the conditions that are given by FCC with resolution of the performance by domestic law.

This paper aim at producing a Digital Modeling of the science of divination using a study of a new method with a mathematical function on "Lak-seo nine palace". For that goal, we must study a new law of moving forward and a new common difference on 'Lak-seo nine place'. We call this "the method of HLMF and NCD". Therefore, When drawing up 'a plan of Lak-seo nine palace', we will provide convenience in the field, so we don't make it by handwrite, but will produce it by a digital mode.

A Genetic algorithm is a searching algorithm that based on the law of the survival of the fittest. Multi-population Genetic Algorithms are a modified form of genetic algorithm. Therefore, experience with fuzzy logic and genetic algorithm has proven to be that a combination of them can efficiently make up for their own deficiency. The Multi-population Genetic Algorithms independently evolve subpopulations. In this paper, we suggest a new coding method that independently evolves subpopulations using the fuzzy logic controller. The fuzzy logic controller has applied two fuzzy logic controllers that are implemented to adaptively adjust the crossover rate and mutation rate during the optimization process. The migration scheme in the multi-population genetic algorithms using fuzzy logic controllers is tested for a function optimization problem, and compared with other group migration schemes, therefore the groups migration scheme is then performed. The results demonstrate that the migration scheme in the multi-population genetic algorithms using fuzzy logic controller has a much better performance.

With a view to meeting the change of new economic paradigm, they are efforting to build a infrastructure for information and communication, induce foreign capital, reconsider their conditions of location, draw the law concerned and reinforce education for experts etc. In consideration of these change, the KwangYang port have to introduce e-Business for the purpose of increasing the level of their competition. We - our government, the companies - concerned with port management should recognize and use efficiently our core competence and potentiality of our port management. To achieve it, firstly port industries are to handle not only international logistic system but also communication, finance and sightseeing. Secondly, the developed off-line system have to be harmonizing with the on-line. Therefore, this paper are focused to suggest the theoretic background by analyzing the strategic points of e-port which are divided in 6C - Contents, Community, Connection, Commerce, Communication and Customization.

To efficiently reduce on-grid energy consumption, the admission control algorithm in the hybrid energy powered cellular network (HybE-Net) with base stations (BSs) powered by on-grid energy and solar energy is studied. In HybE-Net, the fluctuation of solar energy harvesting and energy consumption may result in the imbalance of solar energy utilization among BSs, i.e., some BSs may be surplus in solar energy, while others may maintain operation with on-grid energy supply. Obviously, it makes solar energy not completely useable, and on-grid energy cannot be reduced at capacity. Thus, how to control user admission to improve solar energy utilization and to reduce on-grid energy consumption is a great challenge. Motivated by this, we first model the energy flow behavior by using stochastic queue model, and dynamic energy characteristics are analyzed mathematically. Then, fuzzy logic based admission control algorithm is proposed, which comprehensively considers admission judgment parameters, e.g., transmission rate, bandwidth, energy state of BSs. Moreover, the index of solar energy utilization balancing is proposed to improve the balance of energy utilization among different BSs in the proposed algorithm. Finally, simulation results demonstrate that the proposed algorithm performs excellently in improving solar energy utilization and reducing on-grid energy consumption of the HybE-Net.
