An Integrative Literature Review on The Oral Health Sector of Korea National Health Promotion Plan

  • Background: The establishment of a strategy for the reduction and prevention of oral disease, a global pervasive disease, is considered one of the important national health policy strategies. In Korea, the 5th Comprehensive National Health Promotion Plan is currently in progress, but there is insufficient research on the transition process or improvement direction in the field of oral health. Methods: Changes in Comprehensive National Health Promotion Plan's Oral health sector in three countries were compared, and the direction of the three countries (Korea, the United States, and Canada) in accordance with the recent Oral health paradigm was confirmed. In this study, we reviewed the existing literature using the narrative review method to draw implications for strategies and directions for oral health promotion in Korea. Results: In Korea, the oral health promotion strategy is included in the 5th Comprehensive National Health Promotion Plan, and the project is being led by the government. The United States prepared a national-led oral health promotion strategy and suggested multi-disciplinary cooperation to improve overall oral health and reduce the oral health inequality. For more active intervention, Canada established an oral health-related department and assigned experts, while emphasizing cooperation between the government and the private sector. Conclusion: As a result of this study, Korea is also making efforts to improve oral health, but more active government intervention is needed to reduce the inequality in oral health by population group. To this end, it is necessary to establish a strong multi-sectoral cooperation system and prepare a strategy for implementation.

Development of an Optimization Algorithm based on the Taguchi method (다구찌법을 이용한 최적설계 알고리듬의 개발 및 구현)

  • As a method of structural optimization, a practical algorithm based on the Taguchi method is developed. The Taguchi method is applied iteratively updating the level values of design variables. The design region is translated or reduced during optimization and by appropriate choice of reduction factor and initial level intervals, a near-optimum solution can be found very efficiently. To treat inequality constraints, a variable penalty method is utilized. A software system named 'DS/Taguchi' is developed by integrating the proposed algorithm and commercial finite element analysis codes on the parametric CAD platform. Two examples are taken to examine the performance of the proposed algorithm and the developed software system.

Harriot's Symbolism and the Theory of Equation (해리엇의 기호주의와 방정식론)

  • Thomas Harriot has been introduced in middle school textbooks as a great mathematician who created the sign of inequality. This study is about Harriot's symbolism and the theory of equation. Harriot made symbols of mathematical concepts and operations and used the algebraic visual representation which were combinations of symbols. He also stated solving equations in numbers, canonical, and by reduction. His epoch-making inventions of algebraic equation using notation of operation and letters are similar to recent mathematical representation. This study which reveals Harriot's contribution to general and structural approach of mathematical solution shows many developments of algebra in 16th and 17th centuries from Viete to Harriot and from Harriot to Descartes.

Effect of Pad Surface Characteristics on Within Wafer Non-uniformity in CMP (연마불균일도에 영향을 미치는 패드 표면특성에 관한 연구)

  • Pad surface characteristics such as roughness, groove and wear rate of pad have a effect on the within wafer non-uniformity(WIWNU) in chemical mechanical polishing(CMP). Although WIWNU increases as the uniformity of roughness(Rpk: Reduced peak height) becomes worse in an early stage of polishing time, WIWNU decreases as non-uniformity of the Rpk value. Also, WIWNU decreases with the reduction of the pad stiffness, though original mechanical properties of pad are unchanged by the grooving process. In addition, conditioning process causes the inequality of pad wear during in CMP. The profile of pad wear generated by the conditioning process has a significant effect on the WIWNU. These experiments results could help to understand the effect of pad surface characteristics in CMP.

A Study for Torque Ripple Reduction with PWM Pattern on Brushless DC Motor During Commutation (BLDC 전동기에서 PWM 방식에 따른 토크리플 저감에 관한 연구)

  • This paper presents a current control strategy to reduce torque ripple of Brushless DC Motor in commutation period with PWM pattern. The torque ripple is mainly caused by the inequality in the rate of change between rising current and decaying one during commutation. And also it is influenced by the shape of real back EMF. Therefore, in the proposed control strategy, considering real back EMF a compensation voltage is generated to equalize the rate of change in these commutating currents. And then, by providing the compensation voltage in commutation period with PWM pattern, the torque ripple can be reduced. The simulation and experimental results verify that the proposed method can reduce the torque and the current ripples significantly.

  • This study examines the effect of trade union on the structure of wage determining and the variance of wage in manufacturing and non-manufacturing, 1993, in Korea It finds that the wage determining mechanism is significantly different between union and nonunion establishments, and that the wage inequality is too significantly lower among workers in establishments that are unionized than among those that are not. However, it is not clear whether the union wage policies designed to standardize rates have the effects of reduction in wage variance. that is mostly because of smaller variance within unionized workers having the same wage determining characteristics.

  • This paper presents a method that can reduce the computational cost of the hierarchical quadratic programming (HQP)-based robot controller. Hierarchical controllers can effectively manage articulated robots with many degrees of freedom (DoFs) to perform multiple tasks. The HQP-based controller is one of the generic hierarchical controllers that can provide a control solution guaranteeing strict task priority while handling numerous equality and inequality constraints. However, according to a large amount of computation, it can be a burden to use it for real-time control. Therefore, for practical use of the HQP, we propose a method to reduce the computational cost by decreasing the size of the decision variable. The computation time and control performance of the proposed method are evaluated by real robot experiments with a 15 DoFs dual-arm manipulator.

  • Network expansion has been an inevitable method for most traffic equilibrium assignments to consider intersection movements such as intersection delays. The drawback of network expansion is that because it dramatically increases network sizes to emulate possible directional movements as corresponding links, not only is complexities for building network amplified, but computational performance is shrunk. This paper Proposes a new variational inequality formulation for a user-optimal traffic equilibrium assignment model to explicitly consider directional delays without building expanded network structures. In the formulation, directional delay functions are directly embedded into the objective function, thus any modification of networks is not required. By applying a vine-based shortest Path algorithm into the diagonalization algorithm to solve the problem, it is additionally demonstrated that various loop-related movements such as U-Turn, P-Turn, etc., which are frequently witnessed near urban intersections, can also be imitated by blocking some turning movements of intersections. The proposed formulation expects to augment computational performance through reduction of network-building complexities.

Continuity and Change in Korean Welfare Regime ; After 1990 (한국 사회복지정책의 변화와 지속;1990년 이후를 중심으로)

  • This article examines the continuity and change of Korean welfare regime during 1990s. Democracy, globalization and the financial crisis changed the landscape of Korean society as a whole and provided a catalyst for the change of the Korean welfare regime. In order to show how and what changed in Korean welfare regime, this study concentrates on the transformations of income maintenance programmes and social welfare services. The changed aspects are as follow: (1) The ratio of social expenditure to GDP has increased during 1990s and now stood at ten percent level. (2)Rather than backing up the company welfare, government strove to build and expand income maintenance devices for all citizens. (3) The poverty and inequality reduction effects of income maintenance programs are very weak in early 1990s, but they are gradually getting stronger impact on poverty and inequality. But, there are also continuance. (1) In spite of the relative development of income maintenance programs, social welfare services are still poorly designed as before. (2) The expenditure level of social welfare services shows sharp contrast to income maintenance programs and lagged behind the other OECD countries. (3) The expansion of social service sector employment are also not so salient. In 2002, social service employment is only at close to 2.5 per cent of the total employment. Accordingly, korean welfare regime is now characterized by a model which is to curb poverty and inequality by engaging in direct government provision of income maintenance programs, but refrain from expanding social service by relying on net welfare which encourage the provision of services within the family. A implication of our analysis is that the expansion of social welfare Korea saw after 1997 was not really an regime shift. According to the arguments of Peter Hall, first and second order changes in policy do not automatically lead to third order changes which imply regime shift. Policy changes which occurred during 1990s was not accompanied by a shift in policy paradigms. Family dependency in welfare is not yet changed.

A Regulationist Interpretation on the Changes of the Regional Inequality between Seoul Metropolitan Area(SMA) and Non-SMA after 1981 (1980년대 이후 수도권/비수도권 지역격차 변화의 조절이론적 해석)

  • This paper aims to interpret the changes of the regional inequality between Seoul Metropolitan Area(SMA) and Non-SMA after 1981 on the regulationist approaches that examine institution changes and power dynamics that motivate regional disparities in South Korea. Despite the restrict laws and aims that alms to reduce the concentration into SMA before 1988, the acts were not executed effectively due to the structural selectivity of the bureaucratic authoritarian state of those years. Thus, the regional concentration phenomena of SMA was intensified in the 1980s. However, the democratization in 1987 invoked Non-SMA regions to claim their regional development and it also forced the state to mediate the conflicting interests between the regional agents protesting the SMA concentration and the Capital agents supporting the SMA deregulation. From the early 1990s. the state launched a series of national strategies and policies to diminish regional inequality. They included execution of the existing acts mitigating SMA concentration and construction of industrial complexes in the underdeveloped areas of Non-SMA. Thus, the equalizing polities led the reduction of the concentration of SMA from 1989 to 1997. However, the financial crisis of Korea in 1997 intensified the claims of the Capital agents to deregulate the SMA control. The circumstance also forced the state towards the Capital side that request the deregulation of SMA control. As the result, the regional disparity between SMA and Non-SMA has been enlarged again since 1998.
