An Analysis on Dependence of Spectrum to Foresight on Future Wireless Industry (전파이용산업 전망 수단으로서 전파의존도 분석)

  • This paper has examined the concept of dependence of spectrum to foresight on future wireless industry. For this, we classified the wireless industry and had a survey on the dependence of spectrum of the wireless industry by experts interview. We had foresighted the trend and changes of future market of wireless industry using survey data. We also had analyzed on factors of growth and level of development of wireless industry.

Demands to Develop Marine Science Technology to Reduce Damage of Disasters Caused by Marine Accidents (선박기인 해양재난 피해축소를 위한 해양과학기술 개발수요 도출)

  • The purpose of this study is to ascertain the demands for developing marine science technology to reduce fatalities caused by marine accidents. For this purpose, we analyzed the contents of about 77,000 news articles posted for a month after the tragedy of the Sewol (April 16~May 15) to identify keywords and then we used the Social Network Analysis (SNA) for each keyword. The findings of the analysis show that there are five networks and that each one reveals different aspects about technology development to prepare for marine accidents. Based on these findings, we categorized three kinds of demands for technology development from the perspective of marine science technology: provision of the information about the marine environment, development of equipment and technology to overcome extreme environments, and the establishment of a field support system.

Analysis of Biotechnology Companies' Needs Related to Supporting Their Entry into the Marine Biotechnology Industry (바이오 기업의 해양바이오 분야 진입을 위한 기업수요 분석)

  • This study seeks to analyze the needs of biotechnology companies in relation to their entry into the marine biotechnology industry and to discuss the policy implications associated with empirical tasks based on issues raised from empirical results gathered from a survey data of 200 biotechnology companies in Korea. This study made a comparison between marine and non-marine biotechnology companies and analyzed non-marine biotechnology companies' needs related to their entry into the marine biotechnology companies by using Social Network Analysis (SNA). Empirical results indicate that 23.5% of biotechnology companies produce goods using marine bio-resources. Once the utility of marine bio-resources is established, 58.8% of non-marine biotechnology companies intend to enter the marine biotechnology industry. This study also shows that non-marine biotechnology companies need technical support, information sharing, and the acquisition of raw materials to enter the marine biotechnology industry. The findings in this study provide important pointers for the direction of policies and future research in the area of marine biotechnology industry.

Research Trend Analysis on International Research Collaboration in Regard to Antarctic Studies (남극연구에 대한 국가 간 협력연구 동향 분석)

  • The purpose of this study is to analyze research activities related to Antarctic science through a bibliographic study and to understand and evaluate the implications. This study is based on 78,445 articles which were retrieved from the Science Citation Index(SCI) database during the period 1998-2015. Through a quantitative analysis and a Social Network Analysis, we made several findings and drew out the implications. First, many countries, in general, have increased multi-national research cooperation in order to enhance research productivity. However, Korea's cooperative research activity is below the average level. Second, considering the 4 centrality indexes, which are derived from the SNA, Korea had a lower score in terms of centrality indexes. Based on these findings, Korea should formulate a more dynamic or proactive strategy in order to enhance its participation in international research cooperation efforts. Korea, the 10th country to build two or more research bases in Antarctica, should make greater efforts to bring the appropriate level of the phase.

A Foresight Study on Strategy of Semiconductor Memory Industry by Performance Analysis of Semiconductor Industry (반도체 산업의 성과 분석을 통한 메모리 산업의 미래 전략 도출)

  • This research analyzes the current state of the semiconductor industry delivering the prediction for the future development of the semiconductor industry along with some semiconductor memory's responsive strategies. In the 2014, top 10 semiconductor companies were targeted and studied its growth based on its profitability and growth indications in perspective during three years. The system semiconductor industry with the increase in Hyper-scale customers, proactive actions in the technology consortium, is polarizing caused by increased R&D expense to ensure process scaling limits and high performance, and some results have shown: PC and Mobile slowdown and growth recession phenomenon due to IoT's unclear direction. The leading company is to secure new growth engines through 'Acquiring'. While as the subordinated companies following this consecutive survival through the 'Acquired', the future of system semiconductor industry is to strengthen the market dominance and its techniques by concentrating on the reorganization of the market by few large companies. Accordingly, the semiconductor memory industry is expected to reach the limit of its expansion to domain of system semiconductor, and it is highly suggesting the need of the 'Memory Life Extension' growth strategy.

A Study on the Decision Making Method for Prospective Industry/Occupation and Qualification (미래 유망 산업/직업 그리고 자격 예측을 위한 의사결정 방법에 관한 연구)

  • Nowadays, many countries have strived to promote prospective industries and occupations at the national level under the global circumstances such as green growth, job creation and so on. For this reason, the decision making method for qualifications foresight which will be available for the mentioned category-prospective industry and occupation- is required for it's feasibility. Pilot surveys on future workforce demand and promotion policies on service industries which are selected as a prospective industry or occupation by government parties were conducted through this research. Based on them, available qualifications-including not only national(skill) qualification but also private qualification- which can be created for prospective industries and occupations related to green growth and job creation were predicted. On the other hand, observing the change of service industry, occupation and qualification abroad, this research attempts to present the decision making method for verifying the decision' validity on qualification in Korean service industry and related occupation. Applying multicriteria decision making, a preference was examined for checking the validity of the created qualifications by prospective service industries and occupations in both sides-experts and laypeople. Based on it's result, the research was conducted regarding a validity of new qualifications in prospective industries and occupations.

Agent-Based Modeling for Studying the Impact of Capacity Mechanisms on Generation Expansion in Liberalized Electricity Market

  • This paper presents an approach to solve the long-term generation expansion planning problem of the restructured electricity industry using an agent-based environment. The proposed model simulates the generation investment decisions taken by a particular agent (i.e. a generating company) in a market environment taking into account its competitors’ strategic investment. The investment decision of a particular company is modeled taking into account that such company has imperfect foresight on the future system development hence electricity prices. The delay in the construction of new plants is also explicitly modeled, in order to compute accurately the yearly revenues of each agent. On top of a conventional energy market, several capacity incentive mechanisms including capacity payment and capacity market are simulated, so as to assess their impact on the investment promotion for generation expansion. Results provide insight on the investment cycles as well as dynamic system behavior of long-term generation expansion planning in a competitive electricity industry.

Foresight study on the Overseas Export of Nuclear Power Plants (시나리오 기반 미래원전산업의 환경변화 전망 및 수출전략 도출)

  • This study conducted a qualitative analysis on the Korea's nuclear energy sector in 2030 through scenario-based strategic foresight method. Specifically, the relationships between environmental influencing factors of the future nuclear energy sector was examined from a multi-dimensional perspective on the basis of STEEP analysis and network analysis. In addition, scenario planning method was used with key uncertainty factors (KUF) to create three predictable strategic scenarios including optimistic, business as usual, and pessimistic. Common strategies that need to be urgently pursued as well as the maximum risk avoidance strategies for each scenario were also presented. This study further identified energy pricing, global economic trend, competitiveness in nuclear technology, and marketing capability as key uncertainty factors in the future nuclear energy industry sector. In order to furnish effective export strategy in the future nuclear energy sector, it was also suggested that government policy should adopt following measures as top priorities: securing nuclear safety technology, educating nuclear engineers, securing nuclear resources such as uranium, increasing nuclear capability and so on. The implications and limitations of this study were then discussed based on research findings.

  • This research focused on the strategy consulting of the 'Vertical Farm' for the blue ocean of Gyeonggi agricultural industry. The study was performed based on both theoretical study and related qualitative study approaches. particularly, 'scenario planning' as a foresight method was used for the strategy formulation of the Vertical Farm. The major determinants for the success of the formation of the Vertical Farm can be summarized as follows; the enhancement of research capability and the Relational Capability of the research institutions. In terms of the needs of times, this study regarding the strategy for the formation of the Vertical Farm is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

Analysis of National Basic Research System: The Case of South Korea

  • In this paper, we analyze the basic research system in South Korea. We propose a national basic research system consisting of value, openness, input, transformation, and output. Based on this framework, we set up interview questionnaires, and 15 key informants have been interviewed. According to our results, first, in terms of value, basic research is recognized as an activity for creating knowledge in the understanding of nature. Second, as for openness, scientists and policy experts agree that active interaction with the global community is an important value for the national research system. Third, in terms of sustainable research resources, scientists are strongly required to effectively allocate research funding, maximizing the creativity of researchers and the efficient sharing of research equipment. Fourth, in transformation, basic researchers maintain that the Korean research system has is extremly dependent on the government's external control, and its self-regulative system has been weak for over half century onw. Fifth, for global competitiveness, the interviewees agreed that the quality of basic research in Korea is approaching that of its global competitors. Finally, we put forward some policy implications on the basis of these findings.
