This paper describes the sound insulation and structural safety of the shelter which may be used for shooters. The noise level of the shelter should be less than 100 dB on the basis of the Industrial Safety and Act, the World Health Organization and the MIL-STD. The sound insulation design was designed for the shelter structure. The designed shelter performance was verified by the real measurement after completing the construction of the shelter. The system was also designed using the finite element method with data of sound pressure measured in the test. Its response was obtained numerically. It is proved that the shelter structure is sufficiently safe considering the calculated maximum stress level with the allowable stress of structural property.

This document was prepared to review and summarize the analytical methods for airborne and bulk asbestos. Basic principles, shortcomings and advantages for asbestos analytical instruments using phase contrast microscopy(PCM), polarized light microscopy(PLM), X-ray diffractometer (XRD), transmission electron microscopy(TEM), scanning electron microscopy(SEM) were reviewed. Both PCM and PLM are principal instrument for airborne and bulk asbestos analysis, respectively. If needed, analytical electron microscopy is employed to confirm asbestos identification. PCM is used originally for workplace airborne asbestos fiber and its application has been expanded to measure airborne fiber. Shortcoming of PCM is that it cannot differentiate true asbestos from non asbestos fiber form and its low resolution limit ($0.2{\sim}0.25{\mu}m$). The measurement of airborne asbestos fiber can be performed by EPA's Asbestos Hazard Emergency Response Act (AHERA) method, World Health Organization (WHO) method, International Standard Organization (ISO) 10312 method, Japan's Environmental Asbestos Monitoring method, and Standard method of Indoor Air Quality of Korea. The measurement of airborne asbestos fiber in workplace can be performed by National Institute for Occupational Safety and Health (NIOSH) 7400 method, NIOSH 7402 method, Occupational Safety and Health Administration (OSHA) ID-160 method, UK's Health and Safety Executive(HSE) Methods for the determination of hazardous substances (MDHS) 39/4 method and Korea Occupational Safety and Health Agency (KOSHA) CODE-A-1-2004 method of Korea. To analyze the bulk asbestos, stereo microscope (SM) and PLM is required by EPA -600/R-93/116 method. Most bulk asbestos can be identified by SM and PLM but one limitation of PLM is that it can not see very thin fiber (i.e., < $0.25{\mu}m$). Bulk asbestos analytical methods, including EPA-600/M4-82-020, EPA-600/R-93/116, OSHA ID-191, Laboratory approval program of New York were reviewed. Also, analytical methods for asbestos in soil, dust, water were briefly discussed. Analytical electron microscope, a transmission electron microscope equipped with selected area electron diffraction (SAED) and energy dispersive X-ray analyser(EDXA), has been known to be better to identify asbestiform than scanning electron microscope(SEM). Though there is no standard SEM procedures, SEM is known to be more suitable to analyze long, thin fiber and more cost-effective. Field emission scanning electron microscope (FE-SEM) imaging protocol was developed to identify asbestos fiber. Although many asbestos analytical methods are available, there is no method that can be applied to all type of samples. In order to detect asbestos with confidence, all advantages and disadvantages of each instrument and method for given sample should be considered.

Recently, as the collaborative robot has been introduced into the domestic industrial robot market, it is installed mainly in the manufacturing industry. Collaborative robots are subject to the safety regulations of industrial robots by Article 93 of the Safety Inspection of the Industrial Safety and Health Act. The sites where collaborative robots are to be installed must perform risk assessments for robots-humans, work environments, and work methods and reduce the risks according to ISO 10218-2 and ISO 12100. On the other hand, because it is early in the introduction of collaborative robots, new risks for collaborative robots have not been issued, and risk assessments are unfamiliar and difficult to apply in the workplace. The risk assessment of collaborative robots aims to identify and reduce the risk of a high probability of occurrence by focusing on the abnormal behavior of humans, human errors, equipment defects, and interlock functions. In this study, a risk assessment was applied to a domestic automobile parts production plant, and improvement measures were drawn. This risk assessment is expected to be useful for improving the safety of small businesses by continuously discovering risk assessment examples of collaborative robots.

Objective: The aim of this study is to analyze an excess trend for domestic permissible exposure limit of trichloroethylene based on previous literature review. Materials and Methods: The research object is a trichloroethylene among 13 chemical substances regulated with PEL(Permissible Exposure Limit) in Occupational Safety and Health Act. The information utilized from this study is the work environment measurement data from 2004 to 2013. The highest level among concentration data measured at various workplaces was selected as a representative value through data process. N.D. (Not Detected) data was considered as 1/2 of LOD(Limit Of Detection). Results: Among work environment measurement data between 2004 and 2013, the highest number of excess workplace and excess rate(24 sites & 1.15%) was observed in 2008's data when applying the PEL(50 ppm) of trichloroethylene. When they are compared with the ACGIH's TLV-TWA(10 ppm), 2008's data showed the highest number of excess workplace and excess rate(175 sites & 8.37%). The number of excess workplace and excess rate related to PEL of trichloroethylene showed increase trend in 2005 but tended to decrease after 2008. Conclusions: Based on the results obtained from this study, the exposure level of trichloroethylene in case of domestic workers is not considered as a safe phase regardless of the year of work environment measurement year. Thus, a strictly preventive management in workplace should be provided for reducing exposure level of trichloroethylene.
The purpose of this paper was to review the problems relating to Korea's occupational health services and suggest ways to improve them. Korea can be classified as a welfare state type of conservative corporatism partially interwoven with liberalism. While experiencing compressed economic growth, the economic sectors of developed (excess areas) and developing (deficient areas) countries are interwoven. Therefore, it is necessary to perfect conservative corporatism along with a complementary reinforcement of liberal contents and to apply a multilayered approach focusing on complementing the deficient areas. It is essential to form a national representative indicator related to occupational health, and a strategy for selection and concentration is needed. The proposed central indicator is the occupational health coverage rate (OHCR), which is the number of workers who have applied for mandatory occupational health services under the Occupational Safety and Health Act in the numerator with the total working population in the denominator. This paper proposes ways to raise the OHCR, which is currently at the level of 25%-40%, to 70%-80%, which is the level of Japan, Germany, and France. To achieve this target, it is necessary to focus on small businesses and vulnerable workers. This is an area of market failure and requires the active input of community-oriented public resources. For access to larger workplaces, the marketability of services should be strengthened and personal intervention using digital health resources should be actively attempted. Taking a national perspective, work environment improvement committees with tripartite (labor, management, and government) participation for improvement of the working environment need to be established at the center and in the regions. Through this, prevention funds linked to industrial accident compensation and prevention could be used efficiently. A national chemical substance management system must be established to monitor the health of workers and the general public.

Objectives: The purpose of this study is to analyze the trend for exceedance of the domestic permissible exposure limit of benzene based on a review of the previous literature. Materials and methods: From among 13 chemical substances regulated through a PEL (Permissible Exposure Limit) in the Occupational Safety and Health Act, the research object of this study is benzene. The information utilized is work environment measurement data from 2004 to 2013. The highest level among the concentration data measured at various workplaces was selected as a representative value through the data process. N.D. (Not Detected) data was considered as 1/2 of the LOD (limit of detection). Results: Among the work environment measurement data between 2004 and 2013, the highest number of exceeding workplaces and the excess rate (12 sites and 5.4%) was observed in the 2006 data when applying the current PEL for benzene. When compared with the action level, which means a level one-half of the PEL, 2005's data showed the highest number of exceeding workplaces and greatest excess rate (89 sites & 13.3%). The number of exceeding workplaces and excess rate relative to the PEL for benzene showed an increasing trend in 2004, but tended to decrease after 2007. Conclusions: Based on the results obtained from this study, the exposure level for benzene among domestic workers is not considered to be in a safe phase regardless of the year of work environment measurement. Thus, strict preventive management in workplaces should be provided for reducing exposure to benzene.
Over the last 10 years, the fight against occupational diseases of semiconductor workers led by SHARPS(the Supporters for the Health And Rights of People in the Semiconductor industry, NGO) has accomplished considerable achievements, especially in the legal and institutional aspects. First, the court and the government accepted the claims that 24 injured workers respectively filed, recognizing their 10 types of diseases as occupational illness. The court not only expanded the list of work places and diseases that it recognized, but also presented more progressive logic of recognition. The most remarkable achievement among them is the case ruled by the Supreme court in July, 2017. In terms of 'worker's right to know', which is the most important factor in preventing occupational diseases, there have been significant legislative bills, court rulings and government guidelines. The revised bill of the Industrial Safety and Health Act to strengthen workers' rights to know and to introduce the pre-review system on trade secret is currently under review by the National Assembly. The court recently ruled that the government should disclose its inspection results on safety and health management at semiconductor factories. The ministry of labor has drawn up internal guidelines to more actively open its safety and health data to public. This study looks over recent developments in such rulings, bills and guidelines and then, analyzes their implications, laying the groundwork for future actions for worker health in the electronic industry.
The occupational safety and health act defines how to evaluate the explosion hazardous areas according to KS (Korean Industrial Standards). Current KS have to follow IEC (International Electrotechnical Commission) 60079-10-1 1st edition and there has been no change since 2008. And its 2nd edition has been revised in 2015. In this study, IEC 1st Ed. (IEC 60079-10-1 1st edition) is compared with IEC 2nd edition. Total 112 case studies including four materials (methane, propane, benzene, methanol) are selected to test and explosion hazardous ranges evaluated by IEC 1st and 2nd Ed. are analyzed according to various leakage pressures and hole sizes. In order to verify the results calculated by them, PHAST, which is one of the most representative consequence analysis programs, is employed. As a result, it can be concluded that there are many differences between IEC 1st and 2nd Ed. due to the discharge and the ventilation parameters. As comparing with PHAST, it is confirmed that IEC 1st provides more conservative values than PHAST. Even if IEC 2nd Ed. provides more conservative for gases, this fails to provide more conservative values for liquids. Therefore, it is worth to note that a large value between the explosion hazardous ranges value calculated by the IEC 1st Ed. and 2nd Ed. should be selected until further investigation and analysis is made. Morevover, the full consideration for IEC 2nd Ed. have to be needed.

Since 2017, the Occupational Safety and Health Act has been fully applied to school food services, and risk assessments have been implemented since 2019. The introduction was slow compared to other industries and was evaluated by non-professional nutritionists, so there was a limit to establishing the system. All schools under the Seoul Metropolitan Office of Education apply the KRAS every year in accordance with the OSH Act for school foodservice and a notice from the Ministry of Employment and Labor. A risk assessment is applied according to legal regulations. On the other hand, the effectiveness of risk assessment has been questioned because the frequency and intensity criteria of the risk are qualitative and subjective. Based on the accident statistics of catering workers, the frequency and intensity criteria of risk were presented quantitatively and objectively, and a risk assessment was conducted by applying a new calculation standard for some work during the catering service and compared with current risk assessment results. The risk was increased, and the improved effectiveness was confirmed by the specific suggestions for improvement. Thus, the pilot evaluation for the entire food service should be expanded, and the feasibility confirmed. The pilot evaluation should be applied to all schools to enhance the effectiveness and operability of the risk assessment.
