Research on the Health Protection and Characteristics of Working Conditions and Occupational Safety & Health in the Film and Television Artist (영화방송예술분야 종사자의 직업안전보건 특성 및 건강 보호방안 연구)

  • The purpose of this study is to identify the overall occupational safety and health status and the characteristics of the workers engaged in the field of the film and television artists, and to take appropriate measures to prevent industrial accidents, profession and working environment, safety recognition and education, safety activities, accident experience, and job stress survey. Survey using a structured questionnaire is to be used for 302 worker directly interview research. Safety awareness level of himself or herself was "middle level" of 3.1 points. Those of colleagues and the general public were evaluated to be low as 2.8 points and 2.5 points, respectively. During the last 12 months, 4.6% of total workers have received an industrial safety health education for work-related accident or disease. Regarding cases of having experienced work-related accident or having been exposed to work-related disease over the past 1 year, 20.2% of total respondents have experienced accident. 16.2% of total respondents have experienced work-related disease. And the workers are approximately one's own subjective feeling of physical symptoms that have appeared. In addition, the film sector workers in particular occupations men than women have higher job stress. Preventive education for industrial safety is required to be expanded and strengthened. Safety education is urgently required in order to prevent, and to reduce accident. Safety and health guideline is required to be developed and disseminated in order to prevent accident in advance. Finally, the actor and their staff members to reduce the stress, mental health care and education carefully needs to be in parallel. Also, when taking measures to reinforce safe work environment, it needs to be protected.

Free Flap Transplantation for the Injured Lower Extremities (손상된 하지에 시행한 유리조직 이식술)

  • The ability for tissue transfer based on microvascular anastomosis has created a revolution in microsurgical free tissue transplantation. The advantages of cutaneous flaps are that they are soft, durable and provide a good cosmetic reconstruction and muscle flaps have a more vigorous blood supply and a longer, larger vascular pedicle than cutaneous flaps. From June 1992 through May 1997, 68 patients had received reconstructive microsurgery in the lower extremity at Department of Orthopedic Surgery, Chonbuk National University Hospital. The results were as follows. 1. The age distribution was from 15 years of age to 67 and male were 59 cases and female 9 cases. 2. The most common cause was traffic accident(54 cases, 79.4%) and followed chronic osteomyelitis(9 cases, 13.2%), industrial accident(3 cases, 4.4%), burn(1 case, 1.5%) and farm injury(1 case, 1.5%). 3. Latissimus dorsi myocutaneous flap were 25 cases(36.8%), rectus abdominis muscle flap 21 cases(30.9%), gracilis muscle flap 10 cases(14.7%), dorsalis pedis flap 9 cases(13.2%), groin 2(2.9%) and vascularized iliac osteocutaneous flap 1(1.5%). 4. 61 cases(89.7%) of 68 cases were survived and the exposed vital tissues and bones were covered and revealed good cosmetic results.

Cause Analysis and Reduction of Safety Accident in Modular Construction - Focusing on Manufacturing and Construction Process - (모듈러 건축에서의 안전사고 원인 분석 및 저감방안 - 제작 및 시공단계 작업을 중심으로 -)

  • Modular Construction is regarded as having enhanced safety compared to traditional construction since most of modular manufacturing process in plants. Unlike general consideration for safety in modular construction, several industrial accident data and studies have pointed out that the accident rate of modular construction is not enough less as much as the practitioners have expected. It means that there is a clear need for improvement of safety management in modular construction. To enhance safety, it is necessary to identify the type and cause of accident through accident cases in order to prevent safety accident in advance. In this consideration, this study analyzed the types and causes of accidents through root cause analysis procedure with accident cases of U.S. OSHA. The classification was carried out in the order of process type, accident type and cause of accident. By following the classification criteria in this study, the causal factor was derived and the root cause map was created. Based on the analysis results, cross-analysis was conducted and it is shown that activity characteristics of modular construction are related to safety accidents. In addition, prevention methods to reduce safety accident by major activity are presented in terms of organizational, educational and technical aspects. This study contributes that the result can be used as the basic safety management in the manufacturing and construction process of modular construction.

Research on the Characteristics of Working Conditions and Occupational Safety and Health in the Special form Workers (특수형태근로 종사자의 작업조건 및 안전보건 특성에 관한 연구 - 퀵서비스 등 5개 직종을 중심으로 -)

  • The purpose of this study, the overall occupational safety and health status and identify the characteristics of the workers engaged in the field of quick services, substitute driving services, home delivery, caregiver, film and television arts, to take appropriate measures to prevent industrial accidents, profession and working environment, safety recognition and education, and safety activities, accident experience and job stress survey. Survey using a structured questionnaire, 846 people directly interview research. Safety consciousness level of himself or herself was "fair level" of 3.19 points and those of colleagues and the general public were evaluated to be low as 2.84 points and 2.54 points, respectively. During the last 12 months, 21.3% of total workers in 5 job categories have received an industrial safety health education for job-related accident or disease and 87.6% of workers engaged in caregiver have received an industrial safety health education for job-related accident or disease. The proportions for delivery worker, substitute driving service and quick service/cultural art were 26.4%, 12.1% and below 10%, respectively. Frequency of having received an education was 5.7 days on average and education hour was 9.2. Regarding cases of having experienced job-related accident or having been exposed to job-related disease over the past 1 year, 17.0% of total respondents have experienced accident and 21.3% have experienced job-related disease. Preventive education for occupational safety is required to be expanded and strengthened. Except caregiver, the proportion of having received an information and education for safety rules and hazardous factors. Safety education is urgently required in order to prevent and reduce accident. Safety and health guideline is required to be developed and disseminated in order to prevent accident in advance.

Why did non-oral occupational methanol poisoning occur in South Korea in the 21st century? (왜 21세기 한국 사업장에서 메탄올 중독 실명 사고가 발생했을까?)

  • Objectives: Six cases of non-oral occupational methanol poisoning were found in mobile phone parts manufacturers in South Korea during the period from 22 January 2016 to 5 October 2016. We conducted this study to determine the cause of the accident including social environment factor. Methods: We interviewed the cases. Based on that, we described this poisoning accident narratively and arranged the evolution of the accident in chronological order. We used the Haddon matrix method to investigate the cause of the accident. Results: It was found that six cases were all dispatched workers who were under poor working condition including working time exceeded 12 hours a day, not given basic occupational health and safety information etc. Occupational disease associated with dispatched work was difficult to be reported. 2 cases were not able to identify the cause of the disease within one year. Conclusions: In short, the direct cause of the poisoning accident was that workers were exposed to high concentration of methanol(over 1,000 ppm). One of the main fundamental cause is that dispatched worker is rampant in the supply chain of mobile phone production. To protect dispatched workers, appropriate occupational safety health measures are needed urgently.

Forecasting and Deciding When to Shutdown a Nuclear Power Plant to Prevent a Severe Accident (원자력 발전소 사고 예측 및 발전소 운행중지 정책 결정에 관한 연구)

  • To make a better decision about when to shutdown a nuclear power plant, we build a decision model using influence diagrams. We proceed the analysis adopting a bayesian approach. Firstly, an accident arrival rate is assumed to be known and this assumption is relaxed later. We perform our analysis on the cases of exponential time to accidents, and gamma distribution for the arrival rate. An optimal shutdown time is obtained considering the trade-off between the costs incurred by an accident due to late shutdown and the possible loss of revenues due to the early shutdown. We also derive the upper bound of the failure rate where we may operate the plant.

The Role of Safety Management Professional Organizations through Industrial Accident Analysis (산업재해분석을 통한 안전관리전문기관의 역할)

  • Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by "A" safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to "A" specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.

A Study on Statistics for Accidents in Confined Space in Korea (밀폐공간 질식재해 통계현황 분석)

  • The total number of confined space accident cases from 1999 to 2007 in Korea were 220, causing 353 injuries and 212 casualties. Out of 220 cases, 44(20.0%) occurred in sewage treatment facilities and 40(18.2%) occurred in both manholes and containers. When the main causes of confined space accidents were classified, oxygen deficiency accounted for 69 cases(31.4%), carbon monoxide, 48(21.8%), hydrogen sulfide, 40(18.2%), and organic solvent, 32(14.5%). Improvement of occupational accident statistics is necessary in order to report accurate and precise data for confined space accidents. The structure of confined space must be considered when selecting gas to be measured.

An Analysis of Trends and Characteristics of Work-Related Mental Disorders in Korean Workers (업무상 정신질환과 자살 산업재해 신청자 추이 및 특성 분석)

  • Purpose: This study was conducted to analyze the annual trends and characteristics of work-related mental disorders including suicide among Korean workers. Methods: Employing the Industrial Accident Compensation Insurance (IACI) data collected by the Korea Worker's Compensation & Welfare Service, we analyzed total work-related mental disorders and suicide cases (n=455) claimed to IACI from 2008 to 2012. We paid a special attention to workers' socioeconomic status and occupational characteristics. Results: The number of injured workers and industrial accident rate decreased during the study period, whereas the case of work-related mental disorders showed significant increase. Mental disorders cases were more prevalent in workers who were male, aged the 40s, and engaged in finance, as well as with 1-5 years of working duration than their respective counterparts. Increasing trend of suicide cases was statistically significant by the Cochran-Mantel-Haenszel test (p=.002). Conclusion: This study suggests that work-related mental disorder management strategy and system should be established.

Study on the Standards for Acknowledgement of Cerebral and Cardiovascular Diseases due to Occupational Cases (업무상 뇌.심혈관질환의 인정기준에 관한 고찰)

  • Judgment of cerebral and cardiovascular diseases arising out of duty follows the legal judgment method for the purpose of investigation of medical causes based on the Industrial Accident Compensation Insurance Act, with the characteristics of the occurrence as personal factors etc. act as risk factors while work-related ones as triggers, in the case of disease due to occupational cases, as whether it arose out of duty must be judged including even the individual's personal risk factors, there are limitations securing fairness even with existing laws, regulations and guidelines. This study was carried out to suggest basic data for the preparation of standardized guidances for diseases arising out of duty by reviewing the standards for the acknowledgment of cerebral and cardiovascular diseases due to occupational cases, and it has a significance in that it suggests target diseases that may be judged as cerebral and cardiovascular diseases, legal criteria for the acknowledgment and standards for the judgment of cerebral and cardiovascular diseases arising out of duty.
