Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.
Purpose: The purpose of this study was to provide basic data to establish effective clinical training programs by identifying various factors that influence the satisfaction of physical therapy students with those programs. Methods: The study subjects were 205 students from six colleges (two 4-year and four 3-year colleges) who participated in clinical training programs. The colleges have physical therapy departments and are located in Busan, Ulsan, and Gyeognam. A survey consisting of 75 questions was conducted between March and December, 2003. Survey responses were analyzed through a frequency analysis, descriptive statistics, and the multiple responses approach, and correlations among the questions were analyzed using a chi-square test. Results: The level of satisfaction with clinical training programs did not differ according to the school system or the size of the clinical training institution. However, several factors led to a higher level of satisfaction, including more active participation of students in the clinical training, more intensive instruction from school professors, a larger number of subjects to complete before the clinical training, and a higher level of student perception that their institution's clinical training program was systematic Conclusion: This study surveyed physical therapy students located in Busan, Ulsan, and Gyeongnam who attended selected schools and training institutions that have their own individual characteristics; therefore, this study may have limitations for comparative analysis. However, if more extensive studies are per formed regionally in the future using the approach taken here, clinical training programs could be developed that can satisfy both schools and the industry.

Building Ukraine as an independent, sovereign state requires the education of a citizen-patriot, able to live and work in a democracy, ensure the unity of Ukraine, feel constant responsibility for themselves, their people, country, seek to make a real contribution to the reform process. Modern modernization of the education system requires the search for new information and communication technologies that can ensure the formation of a citizen with an active civic position, which involves not only students mastering the rights and responsibilities of citizens, convincing them of the feasibility of democratic transformation of society, patriotic qualities and feelings, but also the identification of motivated civic actions. The pandemic and hostilities have led to significant changes in the field of education around the world, they have caused educational problems in Ukraine. At the beginning of the quarantine in the spring of 2020, all educational institutions in the emergency mode switched to distance learning. Intensive use of information and communication technologies in the life of modern society has led to a rethinking of the content of education and training of future professionals: the main role is played not so much by the information itself as the ability to work with it, critically comprehend and produce new knowledge; the main thing is not the amount of information, but its quality; information is needed for further practical application and transformation into knowledge, and the ability to work with information becomes one of the important competencies of the modern specialist in the new transformation of society: from information to the knowledge society. In this context, one of the main forms of training is distance learning, which is able to respond to the challenges of society. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civic responsibility of the individual during the use of information and communication technologies are highlighted. The structure of civil responsibility as a holistic system of information and communication technologies is outlined, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically.The constituent elements of the structural part of the model of civic culture of the individual are analyzed.

Planning and designing training facilities has been developed from educational facilities, and increasingly diversified society has raised a need for facilities dedicated to training and education in a differentiated space separate from the one for regular works. This particular need of our times has led to the expansion of training facilities nationwide although they have something to be desired when it comes to planning and designing with sustainability associated with the locational characteristics of urban space as well as the unique types of facilities taken into account. Against this backdrop, this study will examined a variety of training facilities that have been established since 2000 through theoretical review and conduct intensive analysis on the characteristics of the planning aspects to suggest their significance and implications and to present the overall meanings and ramifications of planning approaches in consideration of new challenges modern training facilities are faced with, which have been revealed through architectural design competitions in recent years. The relevant implications are as follows. First, one of the locational advantages of training facilities, which is commanding beautiful scenery of the surrounding area, can be considered as intent to stress the aspect of a resort, one of the functions of any training facilities. As this study has demonstrated, many training facilities are located near around a beach or a lake. Second, training facilities can be classified into three different types in terms of their location: urban, suburban and resort and such locational characteristics are directly related to intended programs and differentiated links with target users. Third, the architectural styles of training institutes are differentiated in terms of harmonious arrangement between beautiful natural scenery and buildings in consideration of the layout characteristics of major facilities and the distance of ramps in and out of the facilities along with architectural features, including the transparency of building elevation and the type of slopes of roof structure. Fourth, the individual lodging buildings feature a variety of types depending on the design concept with different roles depending on the directional aspects such as the connection of ramps and the relations with the outside. Fifth, outdoor space plans are differentiated according to the intended purpose of training facilities. When it comes to gym facilities, for example, different outdoor space plans are found to be made depending on the original design concept such as outdoor playground-centered planning or golf facilities.
Fablab is a global network of digital fabrication facilities. Fablab is a digital workshop for individual manufacturing. In addition, Fablab is a next-generation digital infrastructure that connects education, training, R&D and production. The Fablab is a facility lab that makes the products you want, and it is a space where users-led products or services are discovered for the community. Furthermore, through various citizen-led projects, it is playing the role of innovation that changes the region and society. In this study, we examine the operating conditions of Fablabs in Korea and Japan (Fablab Seoul, Fablab Busan, Fablab Kamakura and Fablab Kitakagaya). It also explores the business model and sustainable development potential of each fablab. To this end, first, we compare and analyze the use of fablabs in both countries. Second, the purpose of the fablabs of both countries is analyzed. Third, we analyze the business models that the fablabs of both countries are taking for sustainable development through Lean Canvas. Based on the results obtained through case analysis of both countries, we make suggestions for the development of fablabs in Korea.

This study identified the characteristic and meaning of flow experience through the experiences related to fashion models' role performance; subsequently, the following findings were obtained. First, fashion models' flow experience could be divided into characteristics such as temporality, spatiality, relationality, physicalness and pleasure. Second, the process of this flow experience ultimately led to the complete moment. The complete moment can be said to be the aesthetic experience that provides both the meaningful experience and the aesthetic pleasure; it is the experiential knowledge at the dimension of mysterious integration that their body and mind are integrated into one. The beauty that fashion models exercise at the aspect of this aesthetic experience is that of performance and is an individual physical movement where they perceive their role and exercise their inner ability to express their costume most beautifully. Accordingly, the beauty of performance can be said to mean that the fashion show was successfully held by inducing both the performer and the audience into an aesthetic response. The process of specialized planning and preparation is required for fashion models to exercise the beauty of performance at the complete movement reached through flow experience and a successful fashion show. Diverse elements of the fashion show should be more organically constituted through such a process. Fashion models should exert efforts to embody acts such as walking, posing and turning through the performance of their excellent role as well as develop a training program to complete it.
Curricula relevant to labor market needs are often designed with the goals of individual employment and regional development at the forefront. This study provided information on regional scope by investigating the extent and determinants of the geographic mobility of vocational high school graduates and the effects of that mobility on first-job wage rates. Geographic mobility was defined as being employed in other provinces in which vocational schools were located. About 38% of graduates were employed in other provinces. Geographic mobility was positively related to gender and human capital such as health, course of study, vocational certificate, and job training. Mobility led to higher wage rates even after controlling for sample selection bias. The implication is that vocational high school curricula which focus excessively on provincial concerns may weaken a workforce's effectiveness.

Revising the Occupational Safety and Health Act led to enacting and revising related laws and systems, such as placing fire observers in hot workplaces. However, the operating standards in such cases are still ambiguous. Although fire accidents occur through multiple and multi-step factors, the hazards of fire accidents have been identified in this study as individual rather than interrelated factors. The aim has been to identify multiple factors of accidents, outlining fire and explosion accidents that recently occurred in the domestic manufacturing industry. First, major keywords were extracted through text mining. Then representative accident types were derived by combining the main keywords through the co-word network analysis to identify the hazards and their relationships. The representative fire accidents were identified as six types, and their major hazards were then addressed for improving safety measures using the identification of hazards in the "Risk Assessment" tool. It is found that various safety measures, such as professional fire observers' training and clear placement standards, are needed. This study will provide useful basic data for revising practical laws and guidelines for fire accident prevention, system supplementation, safety policy establishment, and future related research.

Development of Computer science and internet technoloy have led changes all over the social area. Educational markets based on this circumstance are offering various services named remote education, cyber lecture, e-Learning, etc. Due to these products, systems for computer based teaching and evaluating student's achievement are wide spread. But in many systems we can find functional restrictions. In this paper we propose a RTE system offering interactive self control mode based education so as to provide customized education for each individual by realtime feedback of the level of the student's comprehension we expect that this system provides customized education environment considering student's achievement level and maximizes their motivation.

The aim of this study was to evaluate the effect of exercise-based cardiac rehabilitation on pro- and anti-inflammatory markers in patients with acute coronary syndrome (ACS). ACS patients who underwent percutaneous coronary intervention (PCI) and took medicine during phase II of rehabilitation were recruited for study. Subjects were divided into two groups; exercise group (EX, n=21) and a non-exercise group (non-EX, n=13). Supervised exercise program in hospital consisted of treadmill and bicycle exercise was performed three times per week for 6 weeks. Patients of EX received individual counseling, including knowledge of heart disease, risk factor modification, and physical training. Cardiopulmonary fitness, body composition, and biochemical blood factors were analyzed before and after experiment. There was no significant difference in serum levels of hs-CRP and TGF-${\beta}1$ between groups, and between time intervals. But there was a significant decrease in serum levels of IL-18 (P<.001). And there was a significant increase in ratio of IL-18 to IL-10 (P<.01) and serum levels of IL-10 (P<.001). After cardiac rehabilitation, there was significant increase in exercise duration (P<.001), maximal oxygen uptake ($VO_{2peak}$; P<.001) and decrease in submaximal rate-pressure product (sRPP; P<.05) in EX. In conclusion, exercise-based cardiac rehabilitation during phase II in patients with ACS after PCI decreased serum IL-18 (pro-inflammatory) content and ratio of IL-18 to IL-10 in serum (highly related with disease recurrence), and increased serum IL-10 (anti-inflammatory) content. In addition, it led to improved cardiopulmonary fitness.
