The elderly in the Joseon Dynasty consistently attracted attention from the national herb as objects of social respect. Based on the Confucian ideology, the old man was considered to be a receiving body, since he was a person with complete character as a man. The elderly, who have the character of being a slave, transcended their status, and both the souls and the people were transcended beyond their identities and attributes and became objects of respect. The perception of the elderly is divided by age. The persons who are 50 years old and start to be in physical decline were regarded as senior citizens. However, this was just mentioned as an inflection point between the prime of manhood and senior citizens and was not defined as the elderly. As a public duty called a national work ends when they are 60 years old, the age is truly the lowest limit of senior citizens who are applicable to all the social beings. However, because their public duties end when they are 60 years old and they were regarded as general members of society, special benefits were not granted to them. In the caste system and bureaucratic society, senior citizens' treatment were differently done by age. For the senior citizens who are 70 years old, various benefits were just granted to high government officials. Bokho(復戶) and Seojeong were first given to them. And the retirement age of government officials was not specially set. It was done in the way to treat Jonno with exceptional respect by Chisa(致仕: regular retirement). It is the most respectful treatment given to high government officials and ministers. For the senior citizens who are 80 years old, Yangnoyeon(養老宴) was held for both of Yangmin and Cheonmin as an measure to treat them considerately. In addition, official ranks(官品) with social value were allowed by giving them Noinjik (老人職). Official ranks given to Seoin and Cheonin were the best Jonno(尊老) policy. However, the Jonno policy related to senior citizens was different according to position and official ranks as follows: Kings were subjected to social treatment when they were 60 years old. High government officials and royal relatives of the senior grade of the second court rank were subjected to social treatment when they were 70 years old. And general Seoin and slaves were subjected to social treatment when they were respectively 80 and 90 years old. Senior citizens were individually supported. However, social value was granted because the nation supervised it. As Bokho and Sijeong were assigned according to position and official ranks and kinds of things were different, the social limit was clearly shown. Social order was put above the ideology called Jonno thought. However, Jonno acts by age and position did not stay at the individual level and the nation took care of the senior citizens who are the members of society in various ways based on Jonno thought. Society tried to take care of the senior citizens who had difficulties in their activities because of being in physical decline. The nation increased the existence value of the senior citizens by giving things(賜物) including chairs, rice, meat, and ice economically, exoneration(免罪), the reduction system, and wergild legally, and Noinjik called Gaja(加資) socially to them and changing them to the members of society. Yangnoyeon and Gaja held targeting people of every class by transcending position and official ranks make the point that the senior citizens who are more than 80 years old are subject to social jonno clear. That is, the senior citizens were subject to respect for the elderly as the persons who were socially respected transcending their position when they got to be 80 years old.

Current volume tables might underestimate or overestimate the volumes of individual trees in a specific region because the tables were made using the data from broad regions within South Korea. Therefore, to solve this problem, this study was conducted to develop local stem volume tables reflecting the local growth pattern and properties using stem taper equations in the regions of Hongcheon and Yeongju. We developed the local stem volume table for Pinus densiflora, which is the widely planted species in South Korea. To derive the most suitable taper equation for estimating the stem volume of region, three models of Max & Burkhart, Kozak and Parresol et al. were applied and their fitness were statistically analyzed by using the Fitness Index, Bias, and Standard Error of Bias. The result showed that there is a significant difference among the three models, and the Fitness Index of the Kozak model was highest compared to the other models. Therefore, the Kozak model was chosen for generating stem taper equation and stem volume tables for P. densiflora. The result from the developed stem volume tables of each region was compared to the current stem volume tables with driven by the data of tree growth obtained throughout the nation. The result showed that there is a significant difference (0.000< ${\alpha}=0.05$) in two regions, Hongcheon and Yeongju, and also there is a significant difference (0.000< ${\alpha}=0.05$) between the two regions.

The welfare system and the direction of the welfare policy have been unable to escape greatly from the frame of the past against the facts that the external environments of the national economy of the world including Korea have been changing in quick and rapid speed. Such results have caused the issues related with the welfare, economy and society ended in the ideological collision in connection with the goals of the policy, the right agreement between the policies lacked, and the intervention and conflict between the interest group concerning the policy continued. Social policy of Korea in the past had the level of complementing the parts which could not be solved through the growth. Employment creation had been achieved continuously backed up by the high rate of growth. And the low aging level, the young population structure, and the high rate of childbirth had been the structures that made such achievement possible. New economic, social and welfare environment at home and abroad has been requesting new change in welfare policy. Goal of the economic and social policy is to construct the safe economic and social system. And what has been requested has been the formation of the economic and social policy orienting the welfare nation in form of social investment and welfare expansion. Also the direction in strengthening the welfare system of Korea shall have the balance between the protection and activation strength with the necessity of converting to the prevention welfare from the post welfare. Also the public part, market, the 3rd sector and the share of the role of an individual shall be achieved. And what is needed is the achievement of the transfer from the paradigm of residual welfare to the universal welfare. And such improvements of the welfare system will be able to elevate the possible continuity of the system in long term basis through the improvement of the welfare system.
Rapid advancement of technology in today's society has allowed for easy access and use of data, promoting the process of informationization. Along with the merits of such development, unintended consequences of security risks involving wiretapping have been increasing as well. The security threats posed by wiretapping technology must be addressed by every organization and individual, as it could be used to leak confidential information about the nation's security, military and diplomatic strategies, industrial technologies, and personal information. Despite increasing threats stemming from the surrounding nations using advanced wiretapping technology, there is a lack of awareness at the government level, and the existing security measures for detecting and counteracting the wiretapping equipment are ineffective. In this research, the authors offered technical suggestions for improving the security strategies against the threats of wiretapping and information leakage by conducting a content analysis. The authors suggested the units of an agency be assigned a security grade based on its importance, and that adequate security equipment should be operated according to the grade. For instance, around-the-clock surveillance is recommended for grade-1 facilities, and portable wiretapping equipment detectors should be used to protect conference rooms and other key sites.
IT advances rapidly and is widely used both in for-profit and non-profit organizations. Academic institutions are no exception in the adoption of new IT such as e-libraries, e-blackboards, as well as Web 2.0 services. However, administrative information systems in colleges and universities often lag relatively behind. One of the reasons of this is that academic institutions tend to focus only on the implementation of IT, while neglecting the mindfulness needed for post-implementation. This study develops a new perspective for the sustainability of academic information systems through the lens of mindfulness. The results from administrating a nation-wide survey of universities and colleges provide the variations of a ranking of the critical success factors between implementation and post-implementation. The findings imply that both individual and collective mindfulness are needed to implement and, especially, sustain administrative IS successfully in academic institutions.

The providers of meteorological information want to know the level of satisfaction of forecast users with their services. To provide better service, meteorological communities of each nation are administering a survey on satisfaction of forecast users. However, most researchers provided these users with simple questionnaires and the respondents had to choose one answer among different satisfaction levels. So, the results of this kind of survey have low explanation power and are difficult to use in developing strategy of forecast service. In this study, instead of cost-loss concept, we applied satisfaction-dissatisfaction concept to the $2{\times}2$ contingency table, which is a useful tool to evaluate value of forecast, and estimated satisfaction value of 24h precipitation forecasts in Shanghai, China and Seoul, Korea. Moreover, not only the individual satisfaction value of forecast but the user group's satisfaction value was evaluated. As for the result, it is effective to enhance forecast accuracy to improve the satisfaction value of deterministic forecast user group, but in the case of probabilistic forecast, it is important to know the level of dissatisfaction of user group and distribution of probability threshold of forecast users. These results can help meteorological communities to search for a solution which can provide better satisfaction value to forecast users.

There are approximately 25,724 shelters to which people can be quickly evacuated for safety in case of emergency across the nation, and Seoul has about 3,870 shelters. Those nationwide shelters are located at a point within a five-minute radius for quick evacuation. Seoul's shelter capacity can hold 285% of its population. The problem is, however, that there is no knowing how many shelters are reachable within five minutes when considering walking speed according to individual differences in age, height, health state, and physical condition. In addition, available service areas become different according to the spatial allocation and distribution of shelters with possible vulnerable points. This study thus defined the pedestrian walking speed at 1m/s, 1.3m/s, and 2m/s by reviewing previous studies and conducted network analysis of the Location Allocation Model with the designated shelters and road networks in Seoul. The results identified the shelter service and vulnerable areas in each administrative district of Seoul according to walking speeds. It was analyzed that the vulnerable areas in which the elderly could not reach a shelter were more than twice as big as those of adult men and women with a fast walking speed.
Recently China's science and technology development is accelerating, and some technologies have the world's best technology. With the rapid development of science and technology, China has been deeply aware of the importance of science and technology, and many efforts are being made to legislate security regulations to protect their technologies. Korea and other countries are also interested in research security, and research and development cooperation with China is also on the rise. In this paper, we derived some implications by comparing and analyzing China's science and technology security regulation and Korea's national R&D project management regulations. China is also enacting science and technology security regulations as a subordinate to the laws and regulations of science and technology. However, it should be reflected in future legislation that the difference from Korea is composed of separate independent regulations. In particular, the fact that the science and technology security regulations have been enacted separately may be a hint that can be reflected in the nation's future legislation processes. In this paper, major contents of the science and technology security regulations, points to division of knowledge property into scientific and technological cooperation or security tasks, designation of regulations on the characteristics of research security guidelines, and operation of individual national security agencies In addition, in the event that the contents of the related statutes, confidentiality provisions, and import and import control are recorded in this paper, and the results of the joint R&D project are not utilized, or the technology transfer is not carried out.

The Contracting Parties of these agreements set up their own EEZs, which extend certain ranges from their baselines, Fishing in the other party's EEZ is done based on mutual agreements, which take into account traditional fishing activity in the zones. Seperate fishries management systems, in accordance with the relevant legal status of the waters, are applied to individual overlapping areas: Middle Zone in the Bast Sea and the waters south of jeju Island, Interim Measure Zone in the Yellow Sea and East China Sea, and the Transitional Zone in the Yellow Sea. They decided to conclude fisheries agreements as the provisional agreement under Article 74(3) of the UN Convention before the delimitations of the EEZs to avoid the territorial disputes. China and Japan concluded the Fishries Agreement in the November 1997, allowing each coastal State 52 mile EEZ. it was followed by Korea and Japan in September 1998, reaching a final compromise. And also Korea and China came to a satisfactary settlement in November 1998. Fisheries agreements have been established between the three North-east Asian States, the agreement are all bilateral. That implies inefficient resource management on the overlapping waters of the three states, especially on the East China Sea. The Korea-Japan Fisheries Agreement and the China-Japan Fishery Agreement worked as governing rules in the North-east Asian seas before the establishment of EEZs (Exclusive Economic Zones). However the conclusion of the bilateral fishery agreements, Korea China and Japan have developed EEZs, and these three countries have competed for the exploitation of fisheries resources. Therefore, the issue of fisheries resource management was no longer a single countries' problem and emerged as a common issue facing these three countries. In recognition of the above-mentioned problem, it is needed for the construction of cooperative System fishery management in the North-east Asian seas. Therefore, cooperative measures should be establishied. The final goal of the construction of fisheries management cooperative system is to establish sustainable fisheries in the North-east Asian seas. However, there is a big difference in fisheries management tools, fishing gear, exploitation rate of species, etc. This implies that a careful approach should be taken in order to achieve the cooperative fisheries management among Korea, China and Japan. conclusionly, the Governments of Korea, China and Japan should complement three bilateral agreemens, and which they prepares to 'Fisheries Resource Restore Program' Between Korea, China and Japan in the adjacent waters south of Jeju Island.
