최근 국가 연구개발 활동에 있어서 연구개발 성과의 측정 및 관리가 중요한 이슈가 되고 있다. 특히 기술의 사업화는 연구개발의 결과물을 최종 경제적 성과로 전환하는 것으로서, 연구개발 활동의 경제적 기여를 위해 필수적인 과정이다. 이 논문에서는 국가 R&D 정책에서 중요하게 다루어지고 있는 기술사업화의 현황 및 추세를 파악하기 위하여 국가 기술사업화와 관련된 다양한 정보들을 종합한 국가기술사업화지표를 개발하였다. 개발된 지표는 기술사업화 활동, 협력 및 네트워크, 기술사업화 성과 기술사업화 환경, 심리지수의 다섯 가지 부문으로 구성되어 있고 각 부문의 지수는 각각 다섯 개의 세부 지표로 구성되어 있다. 개발된 지표는 우리나라의 기술시장 및 사업화 정책 수립을 위한 유용한 기초 자료로서 기술사업화 현황 및 수준, 예측 등 다양한 정보를 제공할 것이다.
The railway has recently been expanded with the phase of the future transportation. Accordingly, using the new technologies such as smart devices and LTE-R, the needs for reducing operational costs and improving passenger services have emerged. To realize these needs, the government is pushing to build the dedicated wireless network for the railway systems. In this paper, the shunting route indicator was selected for this study because it has the best effect for the wireless system removed lots of wired cables. And the wireless shunting route indicator applied with LTE-R technology was developed to replace the current wired control system. The functional goal(the wireless control function applied LTE-R), the performance goal(less than 300ms for transferring the control information), and the reliability goal(over the 100,000 hours for MTBF) were set, and these goals were achieved and demonstrated through the test and validation.
In this study, an indicator and assessment system for evaluating the monthly hydrological cycle was prepared using simple factors such as the landuse status of the watershed and topographic characteristics to the dynamic water balance model (DWBM) based on the Budyko framework. The parameters a1 of DWBM are introduced as hydrologic cycle indicators. An indicator estimation regression model was developed using watershed characteristics data for the introduced indicator, and an assessment system was prepared through K-means cluster analysis. The hydrological cycle assessment system developed in this study can assess the hydrological cycle with simple data such as land use, CN, and watershed slope, so it can quickly assess changes in hydrological cycle factors in the past and present. Because of this advantage is expected that the developed assessment system can predict changes in the hydrological cycle and use an auxiliary tool for policymaking.
The genus-level biotic index of benthic macroinvertebrates (Benthic Macroinvertebrates Genus Index, BMGI) was developed and applicated based on the data collected from 13,347 sampling units of 814 sites from 2010 to 2021 in Korea. Tolerant values of 274 indicator taxa were established by analyzing the relationship between the relative frequency and abundance of indicator taxa and the water quality index considering biochemical oxygen demand (BOD5), total suspended solids (TSS), and total phosphorus (T-P). BMGI showed a slightly higher correlation with water quality than the species-level biotic index (Benthic Macroinvertebrates Index, BMI) that was developed and applied in Korea. Although the BMGI does not contain species-level information, the reason why BMGI shows higher applicability than BMI seems to be due to the increase in the number of indicator taxa and the decrease in the misidentification of immature aquatic insects. The coefficient of determination in multiple regression with BOD5, TSS, and TP for BMGI was 0.62 in the long-term averaged data of 814 sites, and the standardized coefficient of BOD5 was -0.46, TSS was -0.17 and T-P was -0.21, respectively. As a result of the evaluation by BMGI, of the 814 sites, 38% were in good, 25% in fair, and 37% in poor condition.
Saemangeum reclamation project was started in 1991 with the purpose of eco-friendly reclamation, but without clear definition of eco-friendliness. This study was carried out to find out the environmental indicators to define and evaluate the eco-friendliness of Saemangeum project. The methodology to identify the indicators included the analysis of similar reclamation projects, professional discussions, and Delphi survey. The eco-friendly indicators are theoretically based on the five elements of eco-friendliness; 1) resource consumption, 2) energy consumption, 3) pollution emission, 4) bio-diversity, 5) social amenity. The 69 indicators were explained in detail for the convenient use of the indicators by the potential users. The 69 indicators were classified into three categories such as pre-evaluation, process evaluation, and post-evaluation. In terms of spatial consideration, the 69 indicators were classified into two categories such as direct influence area and indirect influence area. Also the 69 indicators were classified into 7 categories: 1) sea, 2) lake, 3) agricultural land use, 4) industrial land use, 5) residential land use, 6) tourism land use, and 7) environmental land use. Twenty core indicators were selected from the 69 indicators by surveying the importance of each indicator. The core indicators are recommended in case of time and budget strain. When there are few quantitative data accumulated for the reclamation project, 5 macro indicators are recommended to be used. Macro indicators are qualitative in nature, and may be used in order to evaluate the overall eco-friendliness of a reclamation project.
IFLA의 UN 2030 Agenda, 도서관정보정책위원회의 제3차 도서관발전종합계획(2019-2023)에서 사회적 포용을 실천하는 도서관의 역할을 강조함에 따라 최근 국내외를 막론하고 정보불평등을 해소하기 위한 공공서비스기관으로서 도서관이 새롭게 조명되고 있다. 이에 본 연구에서는 도서관에 적합한 정보불평등 측정지표를 개발하였으며, 이를 위해 전문가 집단의 검증단계로서 FGI 및 델파이기법을 실시하였다. 그 결과, 최종지표는 총 3개의 평가영역, 총 12개의 평가항목, 총 30개의 평가지표로 도출되었다. 구체적으로 첫째, 접근 평가영역에서는 3개의 평가항목, 8개의 평가지표가 도출되었으며, 둘째, 역량 평가영역에서는 5개의 평가항목, 12개의 평가지표가 도출되었고, 셋째, 활용 평가영역에서는 4개의 평가항목, 10개의 평가지표가 도출되었다. 본 연구는 현재 범지구적으로 도서관에 적용 가능한 정보불평등 측정지표가 전무한 상황에서 개발되었다는 점에서 무엇보다 그 의미와 가치가 클 것으로 사료된다.
Objective: The objective of this research is to study preceding literature on safety culture surveying tools and indicators used in aviation organizations to help the further understanding of aviation safety culture by presenting Korea-Safety Culture Survey Indicator (K-SCSI) as a relevant case. Background: The aviation field puts a great deal of effort in preventive safety management through the application of Safety Management System (SMS), which was co-developed by international aviation organizations such as ICAO and FAA. To successfully operate safety management system, safety culture factors such as the organization member's level of consciousness, attitude and faith regarding safety must be put together. However, the aviation field currently lacks programs to promote safety culture and the exact understanding of some safety culture concepts. Method: This research inquired into the definition of safety culture in the aviation field and the surveying tools used to measure it. It then described the development and application process of the Korea-Safety Culture Survey Indicator (K-SCSI) mainly focusing on case studies. Results: In this research are presented safety culture promoting programs that can be applied to subordinate indicators of K-SCSI such as organization commitment, management involvement, rationality of reward system, employee empowerment and reporting system. Conclusion: For a mature safety culture to settle successfully, it is essential that safety culture survey indicators are developed and applied in a way that fits the organization's features. Also, behavior measuring indicators are required to develop a more objective indicator and thus must be standardized. Application: Cases that deal with the development and application of safety culture measuring tools within the aviation field can be studied and applied in other domains to spread safety culture.
본 논문에서는 전기자동차에서 사용할 수 있는 모델 기반 잔존용량계(model based battery indicator)를 개발했다. 제안된 방법을 이용하면 잔존용량을 측정하는 데 전지의 전압과 전류만 측정하면 되고, 초기 잔존용량값의 영향을 받지 않으며, 전기자동차와 같이 부하가 급변하는 상태에서도 정확하게 계측할 수 있을 뿐 아니라, 그에 따라 주행 가능 거리를 계산하여 예측할 수 있다. 전지의 방전 특성 데이터를 이용해 수학적인 모델링을 한 후, 전압과 전류를 검출하여 이를 모델링한 식에 대입하면, 추정된 전지 전압을 얻을 수 있다. 이 추정 전압과 측정 전압의 차이가 최소가 되도록 하는 잔존용량의 반화량을 이용히여 잔존용량을 추정한다. 실험에서는 제작한 충방전장치와 PC를 이용하여 전지의 전압과 전류를 계측하여 수학적으로 모델링을 하고, 실제의 전기자동차에 탑재 가능한 스탠드 얼론(stand alone)타입의 마이크로 콘트롤러에 모델식 및 알고리즘을 장착하여 모델 기반 잔존용량계를 실제 검증하여 그 유용성을 입증하였다.
This study was conducted to develop the evaluation model which can analyse local agenda 21 comprehensively and systematically from the making process to the designed contents. The evaluation model was devised through the theoretical review of local agenda 21 and designing the evaluation system composed of evaluation domains, related indicators and scales. The evaluation system was carefully constructed based on planning theories and the discussion and agreement of specialists regarding local agenda 21. This model has three evaluation domains of process, content, and evaluation of implementation with different weighting values. Each domain contains large indicators, medium indicators and small indicators. Each indicator has different weighting value according to its importance. Basically, each small indicator was scored by 3 or 5 point scale. This evaluation system can not only analyse local agenda 21 quantitatively, but also find out good points, problems, and limits of various phases of planning and implementing local agenda 21.
The Steel Industry has made a significant contribution to the increase of energy use in Korea. This paper presents a method for development energy efficiency indicator in the steel industry based on the decomposing approach. This paper develops a logically consistent method for decomposing a change in energy consumption into the effects of three factors structural change, energy intensity and output level. Numerical illustration of the method is given using 1992~2001 data for energy consumption in a virtual works. The most dominant factor is revealed to be the output effect. The energy intensity for the steel industry has increased and the effect of such a growth was relatively strongly reflected in the decomposition analysis. The structural effect turned out to be also important during the periods.
