  • Recently advanced nations utilize evaluation system about LCC, and KOREA begin to introduce the system to reduce construction expense. And Introducing "Technical proposal type bid" that is new government construction order mode made needs for valuation of price to evaluate facilities LCC. These days LCC is evaluated by BTL and turnkey project in KOREA, but it is suffering from difficulty in evaluation. because evaluation element and standard are indefinite. In addition LCC evaluation of public construction business except BTL and turnkey is not consisting. Therefore, in this research we present LCC evaluation Index for systematic and objective evaluation.

  • Purpose: The EDIN scale (${\acute{E}}chelle$ Douleur Inconfort Nouveau-$N{\acute{e}}$, neonatal pain and discomfort scale) and heart rate variability has been used for the evaluation of prolonged pain. The aim of our study was to assess the value of the newborn infant parasympathetic evaluation (NIPE) index and EDIN scale for the evaluation of prolonged pain in preterm infants with chest tube placement due to pneumothorax. Methods: This prospective observational study assessed prolonged pain in preterm infants with a gestational age between 33 and 35 weeks undergoing installation of chest tubes. Prolonged pain was assessed using the EDIN scale and NIPE index. Results: There was a significant correlation between the EDIN scale and NIPE index (r=-0.590, P=0.003). Prolonged pain is significantly more severe in the first 6 hours following chest tube installation (NIPE index: 60 [50-86] vs. 68 [45-89], P<0.002; EDIN score: 8 [7-11] vs. 6 [4-8], P<0.001). Conclusion: Prolonged pain can be accurately assessed with the EDIN scale and NIPE index. However, evaluation with the EDIN scale is time-consuming. The NIPE index can provide instantaneous assessment of prolonged and continuous pain.

  • Supposing that somatotype evaluation results would have significant differences between the public group with less amounts of exercises and the special group with intensive exercises for three to four times a day, this study aimed at comparing the mutual consistency between the results determined by somatotype evaluation tools such as visually calculated index(VCI), R$\ddot{o}$hrer's Index(RI) and Body Mass Index(BMI). The public, taekwondo players and judo players groups were composed of fifty persons, taekwondo players and judo players passed through VCI determination, respectively. Their height and weight were examined and analyzed with somatotype evaluation tools. Comparison of somatotype dispersion of RI and VCI showed that most women were determined by VCI as lean type but were determined by RI as normal type. And that women were determined by VCI as fat type but were determined by RI as normal type. Therefore both men and women showed significant differences in VCI and RI. Comparison of somatotype dispersion of VCI and BMI showed that both men and women were overestimated or underestimated by VCI rather than by BMI. Comparison of somatotype dispersion of RI and BMI showed that men were less determined by BMI as lean type compared with women; both men and women less determined by BMI rather than by RI as normal type; and both men and women, in particular, were more determined by BMI as fat type but men were more determined by BMI rather than by RI as fat type. Total somatotype consistency by tools showed that VCI has the greatest possibility of determining the public group, compared with other groups as lean type and that the consistency of the three tools were relatively higher for the taekwondo players and judo players groups, compared with the public.

  • Through the research on the design evaluation index of parent-child interactive game furniture, it is convenient for designers to quantitatively analyze the design advantages and disadvantages of related products, which is of positive help to control and improve the design quality. Combined with AHP and TOPSIS, this study proposes the evaluation model of three design criteria and 26 design indexes. After expert scoring, calculation, and consistency test of each index, the weight value of each design index is obtained, and the index is classified according to the importance of each index. Finally, eight essential indicators, eleven secondary indicators, and seven general indicators are classified. A case study was conducted with TOPSIS, and the design samples of three parent-child climbing game furniture were analyzed. Finally, the three samples' relative proximity was 0.505, 0281, and 0.640, respectively. The research shows that the AHP-TOPSIS method can scientifically and effectively sort and screen the advantages and disadvantages of design schemes and provide a reference for the research and development of related products.

  • This paper proposes the assessment method for objective quality-evaluation-index of mosaic images. Quality assessment was evaluated using seam-line method and similarity and contrast of adjacent images. The evaluation measure was calculated based on selected evaluation criteria and compared with human visual inspection. It was found that quantitative quality evaluation measure showed that the evaluation results were similar to human visual check. Conclusively experimental results proved that proposed evaluation measure could be used for quantitative and objective quality assessment of mosaic images.

  • As a sense of practical field, most researchers emphasize the importance of safety management to prevent marine accidents. The purpose of this paper is to develope a new safety evaluation method using Safety Index (SI) which is to measure the emotional feeling of navigation officer by traffic situations. In this study, the questionnaires with SI are used to investigate the degree of sensing levels of navigation officers according to the navigation situations. In addition, the traffic data obtained from AIS (Automatic Identification System) data are used to give actual situations in the questionnaire investigation. As results of questionaries investigations based upon the AIS data, it is shown that the Safety Index can be used as a criterion to determine the safety levels of ship navigating in a coastal areas.

  • The purpose of this study was to investigate the possibility of using the buffer index curve as a criterion of silage quality evaluation. The buffer index (or buffer capacity, $\beta$) value is the amount of 0.1N NaOH consumed in titrating from the beginning to the end of the chosen pH step. This value equals the slope of the titration curve at the chosen pH range (${\beta}={\Delta}NaOH/{\Delta}pH$). There were two patterns of buffer index curve. Poorly preserved silages had a peak at pH 5.0, whereas with well preserved silages the peaks tended to rise to the pH 3.75 or 4.00. Well preserved, wilted silages with high pH also appeared to have peak values at pH 3.75 or 4.00. There was a high positive correlationship between the concentration of lactic acid and peak value of good quality silage (r = 0.994, p < 0.01). Also a high positive correlationship (r = 0.899, p < 0.001) was found between the sums of concentration of acetic and butyric acids and the peak values of poor quality silages. The results of these experiments verified the value of the buffer index method as a criterion of silage quality evaluation.

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is coneluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index.

  • This study was conducted to demonstrate the practical use of the buffer index curve as a criterion of silage quality evaluation, Forty five samples of the ensiled Italian ryegrass were collected from farms in Okayama, Japan. Silages were devided into 4 groups by the pattern of buffer index curve. Heavy wilting silages (A group) showed no peak on buffer index curve and Flieg's score of 95.6. However, moderate or weak wilting silages (B group) with moisture content of 63.3 showed a peak at pH 4.0 and a Flieg's score of 67.8. Both of A and B groups were regarded as a good quality silage. Silages (C group) with a peak at pH 4.5 were of a medium quality with Flieg's score of 45.3. Poorly preserved silages (D group) with Flieg's score of 12.0 had a peak at pH 5.0. There was a high positive correlationship (p<0.01) between the peak value of buffer index curve and the organic acid content.
