Science and Technology Human Resource Capacity for Economic Growth: The Case of Korea

  • This paper presents the policies Korea adopted to educate and train scientists/researchers and technicians/skilled workers. The Korean policies for the increase of human resources in science and technology that stimulated an upgrading of skills in industry and adapted to technical advancements are identified. An important factor is that the supply and demand mechanism created a virtuous circle so that the science and technology education and training policies were responsive to economic demands. In addition, policies to foster a human resource capacity have enhanced the contribution of human resources in science and technology for innovation and economic growth.

A Study on the Projected Manpower of Hospice and Palliative Care Nurses & APNs in Korea (호스피스 간호사 및 호스피스 전문간호사 수요추계에 관한 연구)

  • Purpose: The purpose of this study was to suggest the projected manpower of hospice and palliative care nurses & APNs(advanced practice nurses)needed in the future. Method: Need model, ratio model and expert opinion were used for projecting the number of hospice and palliative care nurses & APNs. Result: 1. The number of Korean hospice facilities was 64 in 2002. The number of hospice nurses in 2001 was 194 and that of beds was 407. 2. The number of hospice target patients was estimated at a minimum of 16,415 to a maximum of 25,254 in 2002, 12,366 to 26,389 in 2005, and 14,057 to 30,000 in 2020. 3. The number of hospice and palliative nurses needed to meet the demands in 2002, 2005 and 2020 was estimated at a minimum of 1,136 to maximum of 1,748, 1,187 to 1,826, and 1,349 to 2,076, respectively. 4. The number of hospice & palliative care APNs needed to meet the demands in 2002, 2005 and 2020 was estimated at 232, 242, and 274, respectively. Conclusion: The legalization of hospice is expected to increase demands for hospice nurses and advanced practice hospice and palliative care nurses in the future.

Educational Policy Proposals through Analysis of the Perception of Bigdata for University Students (학부생의 빅데이터 인식 분석을 통한 교육정책 제언)

  • In Korea, despite the increase in demand for Bigdata manpower, institutions and universities to educate and train Bigdata manpower are not yet much. Therefore, this study investigated the status regarding the recognition on Bigdata of universities students and presented a direction for educating Bigdata manpower at the university. In order to accomplish this purpose, this study surveyed and analyzed the students' understanding of Bigdata, the awareness of the students about the social impact of Bigdata, the learning intention of the students on Bigdata and presented Implications for Bigdata workforce development. As a result, despite of the somewhat difference in understanding for the Bigdata, it was found that their awareness about the impact of Bigdata is very positive. And this study showed the need of universities' and government' political effort for Bigdata workforce development, because it was investigated that students' intentions of learning for Bigdata is proportional to students' understanding levels and learning experience for Bigdata.

  • This paper presents FMC prototypes developed to propagate manufacuting automation for small and medium sized enterprises in Korea. The system consists of two cells used to machine oil pump drive gears, turing cell and hobbing cell. Characteristics and processes of the fears are anaylzed for the cell design. The system configuration and functions of individual component machines are described. Furthermore, the developed system is compared with the current manual system in terms of manpower and cost reduction and productivity increase.

  • Hydrological survey measurement technology has improved due to the introduction of high-tech equipment and advances in technology, but hydrological survey still requires a lot of manpower and time, and the manpower invested is very limited compared to the size and scope of work. In addition, although automatic flow measurement facilities are in operation, it is difficult to expand them nationwide due to limited field conditions. Therefore, it is necessary to improve the operating infrastructure and environment rather than the measurement technology itself for hydrological investigation. In addition, in terms of flow investigation, it is necessary to schedule an investigation using real-time water level information in order to inventory the accuracy of the water-flow relationship equation and improve work efficiency. Therefore, in this paper, research related to domestic hydrological surveys was analyzed and a hydrological survey scheduling system using real- time water level information based on Open API was implemented to increase the economic and efficiency of hydrological surveys.

Development of Autonomous Surface Robot for Marine Fire Safety (해양 소방 안전을 위한 자율수상로봇 개발)

  • The marine industry is rapidly developing as a result of the increase in various needs in the marine environment. In addition, accidents involving ship fires and explosions and the resulting casualties are increasing. Generally, manpower and safety problems exist in fire fighting. A fire fighter in the form of an autonomous surface robot would be ideal for marine fire safety, because it has no manpower and safety problems. Therefore, an autonomous surface robot with the abilities of fire recognition and tracking, nozzle selection, position and attitude control, and fire fighting was developed and is discussed in this paper. The test and evaluation results of this robot showed the possibility of real-size applications and the need for additional studies.

Analysis of the Hospital Pharmacists Turnover after the Separation of Prescribing and Dispensing Practice (의약분업 후 종합병원 약사의 이직요인분석)

  • The aim of this study was to examine the current turnover status of hospital pharmacists and to analyze the factors which affected the turnover of them after the separation of prescribing and dispensing practice. We surveyed 19 managers of hospital pharmacies and 154 hospital pharmacists. Results are as follows. Pharmacist manpower of hospital pharmacies was only $63.99\%$ in tertiary hospitals and $76.78\%$ in general hospitals respectively of the number of pharmacists before the separation of prescription and dispensing practice. The ratio of those who left hospital pharmacies during the period of January 2000 and October 2001 was $80.23\%$ for tertiary hospitals, and $100.84\%$ for general hospitals. Decrease in the number of pharmacists brought the increase of work load and night duty. Major factors which affected the turnover of hospital pharmacists were found as following: income gap between hospital pharmacists and community pharmacists, increasing workload especially at night and on holidays, infrequent chance for the promotion, and low chance to provide clinical pharmacy services after the separation of prescribing and dispensing practice. Adequate manpower is the basic factor for providing hospital pharmacy services and improving clinical pharmacy services. The study suggested that proper number of hospital pharmacists is to be ensured through strengthening the legal requirement for the hospital pharmacists and improving health insurance reimbursement rate for the pharmaceutical services at hospital.

A Study on the Causes of the Lack of Opticians in the Ophthalmology Clinic (안과의원에서의 안경사 부족 원인에 대한 연구)

  • The purpose of this study is to analyze, medical institutions wanted to investigate what caused the shortage of opticians' manpower and suggest solutions. This study was conducted on 31 opticians (11 male and 20 female) working at medical institutions through a self-reporting method survey. Through the survey, basic information of the subjects and the information and satisfaction level of the medical institution on duty were investigated and analyzed. There were many people who had a license for optometrist but did not do optometrist work, and the married people were less satisfied with their work and the proportion of people who did not do optometrist work was higher. The cause of these problems was salary. Opticians who needed higher salaries for marriage and other reasons were able to increase their salaries by adding other tasks in their own areas. This unsatisfactory salary at medical institutions has led to a shortage of optometrists at ophthalmic clinics.

  • Nowadays, automobile manufacturers are faced with increasing global competition which is required low cost as well as high quality. To reduce shipping and handling cost and delivery time, lots of automobile manufactures tried to build their new factory in the neighborhood of market. Simultaneously, many factories are under construction in developing countries to make efficient use of low-wage workers. However, because systems are installed in developing countries as the same type of domestic facilities, systems have lots of problems such as high installation cost and inefficient use of manpower. To find core problems and generate optimal solution of these problems, thinking process of TOC(Theory Of Constrains) is used. In case of transmission gear machining system, semi-auto system is proposed as the best solution to increase manpower efficiency and system utilization. Semi-auto system consists of automatic machining process and manual transporting process. The system layout is generated based on semi-auto process concept. And, 3D simulation method using QUEST is used to verify production volume of generated system.

Appropriate Adjustment according to the Supply and Demand Status and Trend of Doctors (의사 인력의 수급 현황과 추세에 따른 적정 조정)

  • Background: This study aims to contribute to the adjustment of the appropriate doctor manpower by analyzing the distribution, supply and demand, and estimation of the doctor manpower. Methods: This study utilized the medical personnel data of the Ministry of Health and Welfare, population trend data of the National Statistical Office, and health insurance benefit performance data of the National Health Insurance Service. Based on 2021, we compared the number of doctors in actual supply and the number of doctors in demand according to the amount of medical use by gender and age for 250 regions. Logistic regression analysis and scenario analysis were performed to estimate the future medical workforce by considering the demand for doctors according to the future demographic structure, the size of the quota in medical schools, and the retirement rate. Results: There were 186 regions in which the supply of doctors was below average, and the average ratio of the number of doctors in supply to demand in the region was 62.1%. Conclusion: In order to increase the number of active doctors nationwide to at least 80%, 7,756 people must be allocated. The number of doctors in demand is estimated to decrease after increasing to 1.492 times in 2059. The future projected number of doctors is expected to increase to 1.349 times in 2050 and then decrease taking into account the doctor quota and the retirement rate.
