The full extent of damage depend greatly on the quick and rational decision making by the incident commander soon after the disaster. The decision that everybody should wait by the captain, not to enter into the ship by the first dispatched incident commander, broadcasting failure have brought about a huge loss of life at Sewol cruise ship incident. Thus this study reviews the training and education system supporting the rational crisis decision making performed by the incident commander to cut off the expansion of disaster which is caused by the failure of the incident situation awareness and the decision making described above.

The manual was proposed for individual role, according to the stages of forest fire suppression at forest fire occurrence site, for forest fire crew who has a responsibility of national forest office. The scopes of this manual are (1) apply to initial attack before arriving helicopter, (2) apply to ground fire fighting support with air attack, (3) apply to mop-up after withdraw air attack, (4) apply to night suppression when air attack is impossible. This manual is arranged for incident commander or ground fire fighter duties from the 1st stage of acceptance of forest fire to the 10th stage of withdraw of helicopter. This was developed for the purpose of every awareness of the crews and therefore of fire reduction of damage of lives, properties and forest through systematic and rapid response to forest fire.

The purpose of this study is to clarify the problems and causes of OSC system of the KCG. In the disaster of sea, the possibility that could expect a reasonable decision making is low. The study has carried out for the different point of view of the problems. The problems have been revealed through the theory and analysis of structural and non-structural aspects for the OSC system, such as inefficient organization system, failure of reasonable decision making, lack of communication with the field. The conclusions of the study have been proposed such as an advanced On-Scene Command system, efficient organization, the training of professional staff, the creating of open organizational culture.

On-Scene Commander's quickly discernment is very important in Catastrophic Oil Spill. The Korea carring out multiagency to catastrophic oil spill. but It cannot communication to other agency and happened to operation empty and duplications. The United State enforced Incident Command System/Unified Command (ICS/US) on National Incident Management System in 2008. The Korea Government must be preparation Unified Command System include Non-Government and an oil refining company.
