Development of Real-Time Decision Support System for the Efficient Berth Operation of Inchon Port (인천항의 효율적 선석운영을 위한 실시간 의사결정지원시스템 구축)

  • The purpose of this paper is to develop a knowledge-based real-time decision support system to support decision makers for efficient berth operation of Inchon Port. In these days, the efficient berth operation has been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural, geographical and operational environment of port. In Inchon Port, the ship's entrance into port and departure from port is extremely affected by the status of dock and berth because of capacity restriction. First, we analyzed the specific characteristics of Inchon Port such as dock based on the data of 1997. And then, we construct the database of experts knowledge for berth utilization. Finally, we build the real-time decision support system for the efficient berth operation of Inchon Port to make the better berth allocation in case of not only regular scheduling but also dynamic scheduling such as delay in berth operation and exchange of ship between berths. The DSS is developed with graphic user interface(GUI) concept to help the user determining user interactive updating of the port status. Then this DSS will be provide decision maker with an efficient and fast way to berth allocation, and reduce wastes of time, space, and manpower in Inchon Port operation.

  • Many Countries have made efforts to assist ships navigate accurately , safely and expeditiously for the safety control against increasing marine traffic , in their coastal waters. However, they are exposed in spite of these efforts,to risks of casulaties and marine polluation caused by traffic congestion when ships are navigating through waterways approaches to ports or harbors and in narrow fairways. Therefore, efficient control of VTS in Port is necessary nowadays to provide ships with necessary service , which interacts with shipping and organize the flow of traffic so as to maximize the efficiency of the port or harbor while minimizing the risk of accident and environmental pollution. Even though the navigation condition of ships is very inferior compared to other ports in Korea, such as the big difference between the ebb and flood tide, the frequent fog, the narrow fairway , the density of navigation traffic in Inchon Port is high and transportation quantity of dangerous cargoe increases gradually. In cosideration of the characteristics of natural circumstance and traffic circumstance the VTS established newly in Inchon port have to operate efficiently. The purpose of this study is to help efficient operation of VTS in Inchon port by accomplishing both the literature research and questionnaire survey. Questionnaire survey was read to the VTS personnel in Inchon Port and customer familiar to Inchon Port such as ship navigators, pilots, shipping companies and so on. Most of ship navigators who occupy half of the respondents are Korean Officer who had responded while they were calling at Inchon port. The conclusions and recommendations includes ; First, the service area should be extended over Designated area to provide the vessel with navigational assistance service regarding the information of traffic congestion area, fishing boat and small ship's activities. Second, the types of information service to be offered are ship's movement and weather condition inthe vicinity of the port and state of fairway in the approaching channel to thte fairway. Third, VTS personnel should be upgraded by the on-the-job training and continuous simulation training as well as supplement of the qualified personnel for VTS operation. Fourth , the Harbor Master System to be introduced for safe navigation and efficient port operation.

Tidal Changes of Kyonggi-Bay Region After the Large Reclamations in the Inchon Coastal Area (인천 연안해역의 대규모 매립사업에 따른 경기만 일대의 조석특성 변화)

  • The changes of tidal characteristics of Kyonggi-Bay Region after the Large Reclamations in the Inchon Coastal Area have been studied by the numerical modelling. The constructions of Inchon International Airport and Sihwa Seadike were considered as the main reclaimation projects in this region. A two dimensional hydrodynamic model was used for this study, and it was composed in relatively high resolution with curvilinear orthogonal coordinate. As the results, at the Inchon harbor and Palmido, where a deep channel is developed, the semi tidal ranges(Z$_0$) were decreased in 8 cm after the two reclamations. However, the Z$_0$ values in the outside of the deep channel were decreased only in 2~4 cm, so that the tidal changes in the deep channel were greater than in the outside of it. After the reclamations, the maxmum velocity was increased 17% at the Inchon harbor, however it was decreased from 1. 55 m/s to 1.10 m/s at the Palmido. This is because the available area in which the stream may spread out was largely reduced after the reclamations. An Asan-bay region, the Z$_0$ was decreased in 5 cm at the Punyang-man and Asan-man stations located after the reclamations in Inchon coastal area. However the changes of Z$_0$ were very little at the outside of Asan-bay. In Asan-bay, the current velocity and direction were little influenced by the reclamations in Inchon coastal area.

  • The modern ports have become multi-functionalized and network-centralized over time. Recently the development of industry in the land behind the port area has become very important for port itself. Furthermore, the port functions as a finance center and an integrated function of the main bank of the world. It will be necessary for Inchon port to pursue the policy for building itself as a hub center for logistics integration and building network in the region of Northern-East Asia and Seoul Capital City area in order for Inchon port to support and develop various industries through utilizing each aspect of the industrial complex in these areas. By doing this, it will act as a policy for strengthening competiveness for Inchon port. The sharp increase of cargo movement from rapidly developing Industries in China will become a good opportunity for strengthening the competitiveness of Inchon port. However, considering the characteristics of the ports competitiveness, this policy must quickly overcome the difficulties of Inchon port.

  • In this paper, the design of PID controller using Neural networks for the control of non-linear system is presented. First, non-linear system is identified using BPN(Backpropagation Network) algorithm. This identified model is connected to the PID controller and the parameters of PID controller are updated to the direction of reducing the difference between the identified model output and model reference output in arbitrary input signal. Therefore, identified model output tracks the model reference output in an acceptable error range and the parameters of controller are updated adaptively. The output of the system has a good performance in case of both noisy and noiseless model reference and we can control the system stable in off-line when the dynamics of the system is changed.

  • This paper describes the unified reliability evaluation with partial loss of continuity for complex distribution system. To evaluate reliability considering line limitation of the system, PLOC technique is employed. And reliability indices calculation method is used. Finally, Analytic network process method is employed. As a result, calculating accurate reliability, finding weak points, and expansion scheduling of the system is possible.

  • 본 논문은 현재 사용되는 라우팅 프로토콜을 이용하여 MPLS망에서 다중 LSP를 설정할 수 있도록 CLSR을 정의하고, CLSR을 이용하여 트래픽을 분산시킬 수 있는 방안을 제안했다. 이 방식을 통하여 MPLS망의 전체 Throughput을 향상시킬 수 있으며, fast rerouting에서 재 라우팅 되는 플로우가 입구 LSR을 거쳐야 하는 단점을 보완함으로써 기존의 fast rerouting 방식에 비해 평균 재전송 시간을 단축시킴으로써 성능을 향상시켰다.
