Determination of Incentive Level of Direct Load Control using Probabilistic Technique with Variance Reduction Technique (확률적 기법을 통한 직접부하제어의 제어지원금 산정)

  • This paper presents a new approach for determining an accurate incentive levels of Direct Load Control (DLC) program using probabilistic techniques. The economic analysis of DLC resources needs to identify the hourly-by-hourly expected energy-not-served resulting from the random outage characteristics of generators as well as to reflect the availability and duration of DLC resources, which results the computational explosion. Therefore, the conventional methods are based on the scenario approaches to reduce the computation time as well as to avoid the complexity of economic studies. In this paper, we have developed a new technique based on the sequential Monte Carlo simulation to evaluate the required expected load control amount in each hour and to decide the incentive level satisfying the economic constraints. In addition, we have applied the variance reduction technique to enhance the efficiency of the simulation. To show the efficiency and effectiveness of the suggested method, the numerical studies have been performed for the modified IEEE 24-bus reliability test system.

  • This paper proposes Direct Load Control(DLC) operation scheme using a bidding system and the methodology to value proper quantity decided by the DLC program, which is a kind of resources for stabilization of electricity market price during peak times by managing consumer electricity demand. Since DLC program in Korea is based on the contract with the customers participating in this program, it is difficult to anticipate voluntary participation. That is, incentive for participants in DLC program is insufficient. To cope with this point, it is necessary to develop a new market mechanism and market compatible operation scheme for DLC programs. DLC market mechanism is deemed to be equipped with iterative bidding system, independent operation from energy market, and interactive with bidding information on energy market. With this market mechanism, it is important to find the optimal operation point of DLC allowing for the factors of stabilizing the electricity market price and compensating DLC implementation. This paper focuses on the mathematical approaches for the bid-based DLC operation scheme and examines several scenarios for the following technical justifications: 1) stabilization of electricity market price during peak times, 2) elasticity of demand.

Analysis of Current Status and Drug Expenditure of Drug Shortage Prevention Program (퇴장방지의약품관리제도의 운영 현황과 약품비 분석)

  • This study investigated the current status and drug expenditure of the drug shortage prevention program in Korea. National health insurance claims data from 2001 to 2005 were analyzed for the drugs with inadequate supply, which were designated as shortage prevention drugs (SPDs). Drug use of SPDs have increased every year, but the average increase rate of drug expenditure for SPDs, 13.5% was lower than that for all the reimbursed drugs, 18.6%. Drugs with price increase based on production cost were more actively used than drugs with prescription incentives for doctors.

The Effect of a Clinic Based Incentive Program on Medication Adherence among Patients with Hypertension or Diabetes Mellitus in Incheon (인천광역시 의원기반 건강포인트제도가 고혈압·당뇨병 환자의 지속치료에 미치는 영향)

  • Background: This study was conducted to evaluate the factors affecting adherence in patients with hypertension and type 2 diabetes mellitus before and after a clinic based patient incentive program in Incheon. Methods: An observational follow-up study was done for 28,355 patients in one registered group and 245,598 patients in a non-registered group from March 16th 2009 to December 31th 2010 in Incheon. The registration, mandatory laboratory tests and number of clinic visits were collected by merging the Incheon Chronic Disease Management System data and the National Health Insurance Corporation (NHIC) data. As a measure of patient adherence, we used a variable of prescription days from the NHIC and defined above 80% of average prescription days as an appropriate patient adherence. Repeated measures analysis of variance and logistic regression were used to analyze the differences in patient adherence and factors affecting adherence. Results: The changes in prescription days for the registered group are larger than for the non-registered group. In the logistic regression model, including the variables with sex, age, income status and number of clinic visits, the registered group exhibited a higher Odds ratio in the patient adherence. Conclusion: This study revealed the association between registration and appropriate patient adherence in patients with hypertension or type 2 diabetes mellitus.

Development and Evaluation of the Elderly Health Mileage Program to Promote Exercise

  • Purpose: The purpose of this study was to develop a Health Mileage Program (EHMP) to promote exercise amongst the elderly and assess the feasibility of the program. Methods: A literature review to identify the effects of exercise in the elderly was conducted. Relevant cases were investigated and in-depth interviews with exercise instructors were conducted, after which the EHMP was developed based on the assessment and tested in three regions. The outcome was evaluated using indicators such as attendance rate, number of participants, proportion of participants who received health education, and proportion of participants who measured their physical and mental status. Results: Based on assessment, we developed an EHMP composed of four steps. Following application of the EHMP in three regions, ${\geq}80%$ of the participants received incentives. Additionally, ${\geq}85%$ of participants underwent measurement of their physical and mental status. The proportion of participants who received health education differed among regions. Conclusion: The EHMP program increased participation and interest in exercise programs for the elderly. However, there is concern regarding availability due to regional differences in resources related to elderly exercise; therefore, it will be necessary to invest in infrastructure, including facilities, and knowledgeable instructors.

Work Incentive Provisions in Benefit Structure of Social Assistance Program (공공부조 급여구조가 수급자의 근로동기에 미치는 효과)

  • This paper examined the impacts of the welfare reform program, California Work Pays Demonstration Program(CWPDP), implemented in 1992. CWPDP was designed to move welfare recipients into the labor market by reducing the amount of AFDC grants and one-third earned income disregard. The evaluation of the policy impacts on the welfare recipients was conducted in two areas: employment and earnings. This study used a subset of a database created by the California Department of Social Services, and University of California Data Archive and Technical Assistance. The subset is composed of 3,936 AFDC-FG cases selected in LA County: 1,311 control cases and 2,625 experimental cases. The control group was kept on the AFDC rules as of September 1992, while the experimental group was subject to AFDC rule changes implemented under CWPDP. The analyses of the employment and earnings using the random effects probit model and the random effects regression model, respectively, indicated that CWPDP did not effectively encourage female heads to participate in the labor market. It also revealed that CWPDP did not significantly increase the earnings of female heads. The findings imply that the disincentive structure of the public assistance program is not the main barrier preventing female heads from getting jobs and leaving the welfare rolls. Rather, participation in the labor market and exit from welfare is mainly determined by their own demographic characteristics and the economic cycle. Based on the findings, policy implications are suggested on the National Minimum Protection Program in Korea. Those include a flexible exemption rate for the earned income of beneficiaries, affordable child care services, and guaranteed public jobs.

The Consumer Rationality Assumption in Incentive Based Demand Response Program via Reduction Bidding

  • Because of the burgeoning demand of the energy, the countries are finding sustainable solutions for these emerging challenges. Demand Side Management is playing a significant role in managing the demand with an aim to support the electrical grid during the peak hours. However, advancement in controls and communication technologies, the aggregators are appearing as a third party entity in implementing demand response program. In this paper, a detailed mathematical framework is discussed in which the aggregator acts as an energy service provider between the utility and the consumers, and facilitate the consumers to actively participate in demand side management by introducing the new concept of demand reduction bidding (DRB) under constrained direct load control. Paper also presented an algorithm for the proposed framework and demonstrated the efficacy of the algorithm by considering few case studies and concluded with simulation results and discussions.

  • One important objective of the electricity market is to decrease the price by ensuring stability in the market operation. Interconnected to this is another objective; namely, to realize sustainable consumption of electricity by equitably distributing the effects and benefits of participating in the market among all participants of the industry. One method that can help achieve these objectives is the ^{(R)}$demand-response program, - which allows for active adjustment of the loadage from the demand side in response to the price. The demand-response program requires a customer baseline load (CBL), a criterion of calculating the success of decreases in demand. This study was conducted in order to calculate undistorted CBL by analyzing the correlations between such external or seasonal factors as temperature, humidity, and discomfort indices and the amounts of electricity consumed. The method and findings of this study are accordingly explicated.

A Study on the Perception about the Job Competency of Engineering graduates (공학계열 졸업생의 직무역량에 관한 인식 연구)

  • This study was implemented for the purpose of analyzing the Job Competency level of accredited and non-accredited program's graduates. And we were seeking way to manage realistic and effective way of Accreditation of Engineering education. In order to achieve the purpose of this study, survey and FGI were done. The study was: accredited program's graduates thought more positively than non-accredited program's graduates, and graduates felt that 11 Job Competencies Level of Work Performance were lower than the needs of job performance. The conclusions of this study were summarized as follows: First, between accredited and non-accredited program's graduates, we could see significant recognition difference about the perception of the needs of job performance. This was because Design curriculum were reinforced and accredited program's graduates had attended design program at accredited program. Second, accredited program's graduates felt higher than non-accredited program's graduates about the perception of level of work performance. This was because the efforts for curriculum reorganizing and teaching methods improvement were done. Third, we could not find significant recognition difference about the perception of the needs for job performance and work level. That was because accredited and non-accredited program were not dealed seperately. The conclusions of this study are summarized as follows: First, The efforts for analyzing job competence of industry and reflecting the program curriculum are needed on the accredited program for engineering education. Second, Government should make the incentive policy about the companies which give some merits to the accreditation graduates, and monitor constantly their real working. Third, in order that the accreditation results can be trustful on staff recruiting or school choosing, accreditation should make outcome-based-evaluation which guarantees competence of graduates.

Effectiveness of Deep Breathing Exercise for Postoperative Pulmonary Complications Prevention: A Systematic Review (수술 후 폐 합병증 예방을 위한 심호흡 운동의 효과에 대한 체계적 고찰)

  • Purpose: This study was done to evaluate effectiveness of deep breathing exercise as a postoperative intervention to prevent pulmonary complications. Methods: A search of databases from 1990 to 2012 was done including MEDLINE, EMBASE, CINAHL, Cochrane Library and eight Korean databases. Ten studies met eligibility criteria. Researchers trained in systematic review, independently assessed the methodological quality of selected studies using the Cochrane's risk of bias tool. Data were analyzed using RevMan 5.2 program. Results: Among ten RCTs in four studies, deep breathing exercise was compared with an instrument using interventions such as incentive spirometry, in the other four studies deep breathing exercise was compared with non-intervention, and in last two studies bundles of interventions including coughing and early ambulation were assessed. A significant difference was found between deep breathing exercise group and non-intervention group. The odds ratio (OR) of occurrence of pulmonary complications for deep breathing exercise versus non-intervention was 0.30. However, there was no significant difference between deep breathing exercise group and incentive spirometry group (OR=1.22). Conclusion: Deep breathing exercise is vital to improving cost-effectiveness and efficiency of patient care in preventing postoperative pulmonary complications. For evidence-based nursing, standardized guidelines for deep breathing in postoperative care should be further studied.
