Improving R&D Management System through Researchers′ Satisfaction Analysis, with Special Reference to Industrial R&D Institutes (연구원 만족도 분석을 통한 연구개발 관리제도의 개선 - 산업계 연구기관을 중심으로 -)

  • This paper explores the possibility of improving R&D management system through researchers' satisfaction analysis. The relationship between job satisfaction and performance has traditionally been one of the engaging topics in organization psychology. However, the research results of the past showed the relatively low level of correlation between satisfaction and performance at the individual level. In contrast to these past research results, recent research results on this relationship at the organizational level revealed the higher correlation between these two factors, The present study extends this 'satisfaction and performance' hypothesis to the development and improvement of R&D management system. That is, we used the results of researchers' satisfaction analysis to devise appropriate criteria for the design and implementation of more effective R&D management systems. This paper seeks to show that we can make fruitful use of researchers' satisfaction analysis in order to choose a more effective one among alternative R&D management systems.

Development of Countermeasure for Improving the Power Quality using Coordinated Control of BESS on Electric Vehicle connected System (전기 자동차 계통 연계 시 BESS의 협조제어를 이용한 전력품질 향상 대책 개발)

  • Energy Storage Systems (ESSs) are essential in the future power systems because they can improve power usage efficiency. In this paper, we propose the countermeasure for improving the power quality using coordinated control of BESS(Battery Energy Storage System) on EV connected system. To verify the performance of proposed scheme, we simulate on the actual power system of KEPCO and compare the results of voltage variation, frequency variation, and load factor with those of uncoordinated control. From the simulation results, we confirm that frequency and voltage deviation are significantly reduced with proposed coordinated control of BESS.

  • This study focused on analyzing effects of transparency on the water system specifically and quantitatively. It was observed that transparency can give a water utility considerable motives for improving its performance and make the service price meet the production cost. System simulation made sure that these functions of transparency will eventually result in the better service for customers and the more favorable finance for a water utility. Results of this study can help some decision makers and utilities to sort out positive countermeasure for improving transparency.

  • Energy audit was started in 2006 that Korea Government Policy for Energy saving. Who used over 2,000toe/yr(tons of oil equivalent) energy consumption has to perform Energy audit program of obligation every five years with auditing company. HANMI C&E as a company authorized by Government has diagnosed various type building. It shows four case studies of HVAC system in office building through Energy audit. This studies present efficient recommendation method for improving system performance.

  • Many Korean companies are challenged to reduce logistics cost and meet environmental-friendly logistics. The textile companies in harsh competition are requested to make improvement on their logistics environment to cut down the total cost. However, they have reached the limit on improving the manufacturing process. We believe that the logistics department is the most improvable part at present. Improving logistics will be highly effective to cut down the total cost. In this study, we present Pad Pool System(PPS) as the solution to save their logistics cost. PPS, which means the shared use of Styrofoam pads, will enable the textile companies to cut down their cost and strengthen enterprise competitiveness. Also, PPS will be helpful reducing environmental disruption because the system reuses retrieved Styrofoam pads many times.

  • This paper presents an implementation of the adaptive ANC (Active Noise Control) system improving robustness. The system using the proposed algorithm shows a good performance of control, when the adaptive filter well does not work. We construct a real duct system and use DSP chip for experiment. Experimental results of the proposed algorithm prove the system to be superior than the conventional filtered-x LMS algorithm when the adaptive filter is out of order.

  • Ministry of Land, Transportation and Maritime Affairs has implemented Construction CALS project for improving informationization level of construction industry and for making construction production system efficient. Although an importance of evaluation on level and performance of construction informationziation projects has been emerged, Construction CALS hasn't been evaluated so far. In this study, the performance indicators of construction CALS as the most important base in creating a performance management system were deduced. For this aim, this study reviewed the former researches on system construction for managing performance, analyzed current status of Construction CALS, arranged the relationship between upper strategies and ISP, developed pools of performance indicators, and this study followed IT BSC methodology. As a result, this study developed performance indicators of Construction CALS through four strategies such as globalization and activation of Construction CALS standards, research & development for reaching to international level in construction informationization technology, stabilization of system operation and distribution by publicizing Construction CALS and improving its functions, and policy implementation for managing and coordinating Construction CALS projects. These indicators will be applied to build a system of performance management.

  • Each country has recently established and operated so called Aids to Navigation(AtoN) AIS system collecting and transferring information on the sea state and AtoN's position. Korea has also decided to introduce the system and been establishing it. And it has already installed and operated this system in Incheon and Daesan. For the purpose of giving the national standards of AtoN AIS, this paper is to investigate the present states of AtoN AIS systems in the above two area and to suggest the improvement to the operation of AtoN AIS system. To make it, the paper deals with the international regulations of related AtoN AIS and the cases of foreign's AtoN AIS system installed and also investigates the operation states of the system, in five modules such as system management, system composition, information, function and cooperation. The followings are concluded; improving the inconsistency of system management, reducing operator's confusion caused by excessive display of AtoN AIS system, improving the problem of receiving unnecessary information, improving the functional problems caused by AIS communication inability and improving AtoN AIS information which is presently not used on board.

Design of Congestion Standardization System Based on IoT (IoT를 접목한 지하철 객차 내 혼잡도 평준화 시스템 설계)

  • The Seoul Metropolitan Subway, which started operating in 1974, plays a major role in transporting 7,289 thousands passengers daily. This trend of a steadily increase in passengers from 2012 has increased the congestion rate because of the limited capacity and time. To solve this problem, Seoul city is consistently working on improving the subway facilities, such as the construction of a detour path. This project, however, has only a slight effect on improving the congestion rate and is too expensive to construct the facilities. Hence, this study suggests The Congestion Standardization System based on the IoT for improving the subway congestion rate. Based on the system, the expected effect analysis was performed, which resulted in a decrease in ride passengers from 34 to 20. In addition, this expected effect analysis shows that the number of subway vehicles can increase from 20 to 24. The suggested system will have a significant effect on the efficiency of the management system.

A Study on Performance Analyses of Korea's Bidding and Contract Systems for Public Construction Projects

  • Bidding and contract systems are used for public construction projects to select contractors following fair competition principles and to execute national budgets effectively. Many challenges have arisen due to a lack of transparency and fairness and because bidding practices have been luck-based. Few comprehensive or comparative analyses have been conducted on the performance and limitations of bidding and contract systems, and empirical analyses designed to improve policies on and the practice of such systems are lacking. This study empirically analyzed current bidding and contract systems to seek ways of improving them. The study proposes several alternatives to resolve the problems with and irrationalities of the current system: 1) improving bidding and selection systems by changing them from a luck-based price competition into a technical merit- and value-based competition; 2) improving the assessment criteria to meet the current market level of bid and winning prices; 3) adjusting contractual responsibilities and sharing structures to meet the current trend; and 4) strengthening the competitiveness and expanding the social responsibility-based procurement systems of construction companies.
