중·소형 건설공사를 위한 기술제안입찰 평가기준 개선 (Improvement of Technical Proposal Tendering Evaluation Criteria for Small and Medium sized Construction Projects)

  • 정부는 상징성, 창의성, 예술성과 고난이도의 기술이 요구되는 건설사업에 대하여 건설업체들 간의 기술 경쟁을 촉진하기 위한 방안으로 2007년 9월부터 새로운 발주방식인 기술제안입찰제도를 도입하였다. 그러나 지금까지 발주 및 수행된 기술 제안입찰 사례를 살펴보면, 모두 300억 원 이상의 대형공사를 중심으로 적용되고 있는 실정이다. 왜냐하면 300억 미만인 중 소형 건설공사에 기술제안입찰을 적용하기에는 평가항목이 복잡하고 고도의 기술제안이 요구되며 과다한 제출서류와 중 소형 건설공사 특징을 반영하기 어렵기 때문이다. 따라서 본 연구에서는 대부분 대형 건설공사에 적용되고 있는 현행 기술제안입찰제도를 중 소형 건설공사에 적합한 기술제안입찰제도의 평가항목 및 평가요소, 배점에 대한 개선안을 제시하였다. 본 연구에서 제시한 기술제안서 평가기준은 기존 대형공사 위주로 진행되었던 기술제안입찰제도를 중 소형 건설공사에 적용하고자 하는데 의의가 있고, 중 소형 건설공사의 기술제안입찰 도입 및 정착에 기여할 것으로 기대된다.

와류격자법에 의한 프로펠러 성능추정 향상을 위한 제안 (Proposal for Improvement in Prediction of Marine Propeller Performance Using Vortex Lattice Method)

  • Current trends in propeller design have led to the need for extremely complex blade shapes, which place great demands on the accuracy of design and analysis methods. This paper presents a new proposal for improving the prediction of propeller performance with a vortex lattice method using the lifting surface theory. The paper presents a review of the theory and a description of the numerical methods employed. For 8 different propellers, the open water characteristics are calculated and compared with experimental data. The results are in good agreement in the region of a high advanced velocity, but there are differences in the other case. We have corrected the parameters for the trailing wake modeling in this paper, and repeated the calculation. The new calculation results are more in agreement with the experimental data.

  • After restructuring electricity industry, national long term electricity plans moved to "Basic plan of electricity supply and demand" from "Long term power development plan". The main point is a change of path from plan of power development at national level to plan of electricity supply and demand at company level. A proposal by generation company is surveyed and reflected to the basic plan of electricity supply and demand. The second plan shows over 40% reserves in result of the proposals. It is the time to evaluating the proposal which covers market function in the basic plan of electricity supply and demand at the stage of market change. This research presents the need of evaluation of proposals and the methods of evaluation. Also it presents the alternative planning procedure to reflecting the evaluation methods.

  • 본 논문에서는 디지틀 무선 전송장치의 공간 다이버시티 기술에 필수적인 IF 대역의 최대진폭 전력 결합기에 관한 이론적인 분석과 성능개선을 위한 방법을 다룬다. 결합기의 성능저하를 유발하는 위상검출기의 전압오차를 줄이는 방안으로 간단하고 특성이 우수한 위상 검출부의 검출전압에 대한 정규화를 제안하였다. 따라서 간단한 회로구성으로 노치(notch) 깊이 30dB 의 심각한 주파수 선택적 페이딩에 대해서도 결합기의 안정된 동작 및 성능개선을 확보할 수 있었다. 제안된 방법을 검증하기 위해 수치해석 및 64-QAM 변조방식의 디지틀 무선 전송장치와 연동한 signature 시험 결과를 제시 및 분석한다.

The regulatory system for imported-cargo radiation monitoring in Korea and a proposal for its improvement

  • To protect people and the environment from environmental radiation, the Act on Protective Action Guidelines against Radiation in the Natural Environment was formulated in Korea in 2011. This law regulates matters related to radiation safety that can be encountered in life. In accordance with this law, radiation monitoring equipment is operated at major airports and ports across the country, ensuring radiation monitoring of imported cargo. Currently, six ministries conduct radiation monitoring of imported cargo: the Nuclear Safety and Security Commission; the Korea Customs Service; the Ministry of Food and Drug Safety; the Ministry of Environment; the Ministry of Agriculture, Food and Rural Affairs; and the Korea Forest Service. Each ministry designates the relevant cargo items for radiation monitoring. The objective of this study was to comprehensively review the Korean radiation monitoring system for imported cargo and identify the areas and scopes of improvement. This paper also proposes a new law and an integrated supervision plan, which involves establishing a dedicated department to enhance the efficiency and professionalism of the national radiation monitoring system for imported cargo. The review will contribute to the development of a more sophisticated national radiation monitoring system for imported cargo.

  • The object of this paper is to Study the work measurement which is one of the principal technique in work study for the improvement of Productivity in the foundry industry. Most of domestic mechanical enterprise using the expensive foreign machinerise is inoufficient for the standardization of the operation method and time. Therefore, the improvement of operation and productivity through the introduction of the work measurement is an urgent task. Therefore, this paper is contribute to the improvement of operation and to reduce the loss time through the application of the work measurement based on the case study conducted at W-Foundry Corporation. The summary of this study is follows; 1. The measurement of operation efficiency can be accomplished by the standard time. 2. The detailed causes and counter-proposal of loss time can be established, 3. More than 50% of loss time is attributed to c/p.

Proposal of Image Noise Improvement Algorithm for Implementing Hand Gestures

  • The image noise improvement algorithm proposed in this paper extracts the boundary line by using the window of the binarized image to detect the gesture motion. Boundary line blurring is prevented by improving Gaussian noise generated during video output. To improve gesture recognition in low-light environments, an image noise enhancement algorithm has been designed to provide an output image close to the base image. Analyzing the experimental results, we found almost 10% improvement in the results compared to the results of the existing Median filter.

  • This paper deals with the improvement of defense codification system for the items of defense supplies. We review other country's codification systems, their concept and trend of the systems for development, and then apply the ideas to our defense codification system. The proposal for improvement of defense codification system consists of three parts. The first one is the aspect of policy, the second one is the aspect of organization, and the last one is the aspect of operation. This paper will be contributed to the development of national codification system, and defense logistics management.

Proposal of improvement measures according to the limiting factors of the use of drone technology : Cases in the construction field

  • This research explored methods for improvements to be made within the field of drone usage within the construction industry based on an investigation of factors which limit their efficiency and productivity. Limiting factors and improvement measures were presented in terms of technology, service, law and policy for employing drones at construction sites. Our first suggestion is, from a technical point of view, that companies need to expand professional manpower and infrastructure for systematic management. Second, in terms of service expansion, it is necessary to have management capabilities for operation such as the use of drones with enhanced safety and reinforced on-site education and personal information management. Third, in terms of legal and institutional support measures, it is necessary to prepare a plan for reforming the legal system for revitalization and to expand the training of professional manpower. This study may contribute not only to the development of drone technology, but also to effectively respond to various problems that appear at construction sites.

  • Various successful TQM procedures have contributed to solve the problems in actual business, but recently it is required to more speedily perform the improvement activity and to challenge solving foreseen latent engineering problems in addition to existing ones. This paper proposes a new scientific methodology which enables us to perform the requirements and to improve the principle of TQM. The performance of the proposed method is illustrated through same practical studies.
