  • This paper reviews 2019 new arbitration rules of Japan Commercial Arbitration Association (JCAA). JCAA has amended its Commercial Arbitration Rules, and its Administrative Rules for UNCITRAL Arbitration. Also, it has introduced a new Interactive Arbitrations Rules. These new rules take effect from 1 January 2019. First, principal amendments of JCAA Commercial Arbitration Rules are such as arbitrator impartiality, tribunal secretaries, no dissenting opinions, expedited proceedings, arbitrator fees, administrative fees. Second, JCAA's new Interactive Arbitration Rules compel communication from the arbitral tribunal to the Parties and introduce a system of fixed compensation for arbitrators. Third, JCAA's Administrative Rules for UNCITRAL Arbitration are designed to provide the minimum essentials to allow the UNCITRAL Rules to be overseen by an institution. The only significant updates focus on arbitrator remuneration. This paper presents the intent and some implications of JACC's 2019 new rules for Korean Commercial Arbitration Board (KCAB) arbitration rules. Also, it seeks to provide a meaningful discussion and improvement on the facilitating of arbitration system in Korea.

  • The paper proposes a hybrid fire fighting control intelligent system(H-FFIS) using rules and cases to detect fire in Integrated Platform Management System. By far most conventional systems have been based on rule-based system in which expert knowledges are expressed with production rules. It is hard to express the knowledges to detect fire with production rules only. The knowledges of fire detection are often based on previously encountered situations of fires. For improvement of system capability renewing and adding of rules is needed in an already build-up system and such adding and renewing procedures could hinder users from fluent utilization of the system. We design and implement H-FFIS. Compared with rule-based FFIS(Fire Fighting control Intelligent System), H-FFIS extended with case-based reasoning shows that the system proposed here can lead to an improvement in fire detection rate.

  • The purpose of this study is to propose improved apartment management rules so that the inhabitants of apartment houses can manage their apartment in efficient and transparent manners. This study points out several problems of current management system and propose improved apartment management rules by analyzing misconducts of management office, related laws and regulations, standard apartment management rules, these and judicial decisions. Therefore, the inhabitants may refer to this study in establishment or amendment of their apartment management rules.

Investigation of Dental Hygienists' Practice about Rules on Dental Disputes Prevention

  • Background: This study analyzed the practice of dental medical dispute prevention rules of dental hygienists to present an improvement plan for improving perceived importance and practice and provide data for the development of effective medical dispute prevention programs. Methods: A self-administered questionnaire survey was conducted targeting dental hygienists who were providing assistance at dental hospitals and dental clinics in Seoul and Gyeonggi-do regions from March 22 to April 28, 2022. The questionnaire collected from 273 dental hygienists consisted of eight questions on general characteristics, 30 questions on medical dispute experience, and 14 questions on medical dispute prevention. Results: Complaints showed a high experience rate in 'Consultation & reservation', medical disputes in 'Patient handling (unkind) related', and 'Prosthesis installation and cement removal'. In both the importance and practice of medical dispute prevention rules, 'Preservation of medical records and other medical-related data' was high, and 'Management of patients on standby for a long time' was low in terms of practice. 'Lack of time' and 'Lack of manpower' were cited as reasons for not resolving dental treatment disputes. The importance of dental dispute prevention rules was found to be significant according to age and position, and it was also found to affect the level of practice. Conclusion: Seventy-six-point six percent of the respondents said that education on the prevention of medical disputes was necessary, although they lacked recognition of prevention rules compared to their perceptions and experiences. This study suggested specifying prevention rules in dental hygiene subjects and expanding education, improvement of dental treatment system, revise the law on the range of work to improve the recognition and practice of prevention rules.

  • The accurate national trade statistics can show the real nation's trade situation, and contribute to setting up the national's trade plans and corporate's strategies. This study researches the differences between trade statistics and actual trade record among the national and international statistics and suggests improvement plans to solve the problems. There are 4 types' differences among the trade statistics as follows; First, a statistical differences between Korea Customs Service and Bank of Korea by yearly US$9.6billions because of standard and boundary of trade statistics. Second, a statistical differences between Ministry of Trade, Industry and Energy and Korea Customs Service because of the time and purpose of trade statistics release. Third, a statistical differences between Korea and counterpart countries because of standard of trade statistics, intermediate countries and rules of origin. Lastly, a statistical differences between nation's statistics and corporate record because of typing errors and indirect export record. The fundamental improvement plans are Korea statistics rules like Korea Foreign Trade Rules and Korea Custom Rules, need to coincide with the international rules like IMTS, MSITS, BPM6 etc. Especially the rules of statistics related to intermediary trade, processing trade and transit trade have to revise with new BPM6 rules. In addition, a reasonable care of trade statistics from accumulation to utilization of trade information is more important than statistical regulation or system, so all persons concerned including exporters, importers, government official pay attention the statistics and cooperate together.

A Study on forest landscape improvement in rural area (농촌의 산림경관 유지를 위한 개선방안 연구)

  • The purpose of this study is to find a way to improve damaged forest in rural area in terms of both landscape . quality and regulation. Mountain and forest cover 65% of total land in Korea, and the shortage of areas for developing housing, road and facilities made us to use forest area for above purposes. This led various types of damages on the sensitive rural landscape visually and ecologically. There are rules and regulations for decreasing damaging effect by constructions on forest area, but it was not so effective because theses rules focused on quantitative issues only. This study will consist of three phases, 1. analyse landscape damage types by development tendencies in forest area 2. find diminution plan on each damage types 3. set improvement on rules and regulations both qualitatively and quantitatively. This study will meet the goal of improving and managing rural and forest landscape by providing objective standards, rational procedure and amelioration plan.

A Novel Approach for Integrating Security in Business Rules Modeling Using Agents and an Encryption Algorithm

  • Our approach permits to capitalize the expert's knowledge as business rules by using an agent-based platform. The objective of our approach is to allow experts to manage the daily evolutions of business domains without having to use a technician, and to allow them to be implied, and to participate in the development of the application to accomplish the daily tasks of their work. Therefore, the manipulation of an expert's knowledge generates the need for information security and other associated technologies. The notion of cryptography has emerged as a basic concept in business rules modeling. The purpose of this paper is to present a cryptographic algorithm based approach to integrate the security aspect in business rules modeling. We propose integrating an agent-based approach in the framework. This solution utilizes a security agent with domain ontology. This agent applies an encryption/decryption algorithm to allow for the confidentiality, authenticity, and integrity of the most important rules. To increase the security of these rules, we used hybrid cryptography in order to take advantage of symmetric and asymmetric algorithms. We performed some experiments to find the best encryption algorithm, which provides improvement in terms of response time, space memory, and security.

  • Government's R & D Subsidy system is difference to the agency of R & D performance. Ministry of Science and Technology(MOST), Ministry of Information and Communication(MIC) have a similarity rules to grants programs by the President's order. Name is 'The Rules of the National R & D Program Management'. But this rules established for the national institute, university and big enterprise., Then, This Rules difference for the Snail and Medium Enterprise(SME's). Some article is not allowed for the SME's. So, Suggestion for this question should improvement.

Efficient Application of Westgard Multi-Rules and Quality Control Implementation Improvement (Westgard Multi-Rules의 효율적 적용과 조치사항의 개선)

  • Purpose Westgard multi-rules application based on test quality improvement and commercialized international standard has been widely used in quality control. However, it is difficult to applicate the Westgard multi-rules in nuclear medicine in vitro tests due to the larger sample sizes and the simultaneous measurement of quality control material and patient sample. This study investigated the usefulness of Westgard multi-rules application in nuclear medicine in vitro tests. Materials and Methods A total of 282 systematic error multi-rules (22s, 101s) recorded in the samsung medical center computer system from January 2013 to June 2016 along with 117 cases of corrective measure record was analyzed. The Quality control implementation is recorded in Hospital information system were divided into 4 high-level areas including quality control material error, experimental procedural error, Kit lot number management error, and others. To prevent quality control material error, the existing method that each staff used their own method was changed. The staff who in charge of managing the quality control material was designated and daily consumption amount of every test was strictly controlled by one person. To prevent other errors, every test step was standardized so that the entire test procedures are identically implemented. Results The total quality control implementation was 117 cases; As a result, 62 quality control material errors were 62 cases, experimental process errors were 24 cases, Kit lot number control errors were 18 cases, and other errors were 13 cases. The quality control material error was corrected and could be used fresh materials within 2 days after thawing. The cases of systemic error were decreased to causes as quality control material error. The quality control materials were reduced above 10 vials to a monthly average. In addition, these errors of experimental processing and Kit lot number were improved by test standardization. Consequently, the cases of 101s and 22s in systematic error rules decreased at least 2 cases to a monthly average. Conclusion To confirm of systematic error through multi-rules application quickly, it is necessary to base on management of the QC material, target values and standard deviation. Moreover, in the event of a systematic error, it was found important to record measures based on test cause analysis. The experiment results are expected to contribute to internal quality control improvement and prompt and accurate result reporting through error recording and causal analysis based on Westgard multi-rules analysis.

Identifying Implicit Rules in Social Work Agencies for the Exploration of Measures to Promote Efficiency of Social Work Practice (사회복지실천의 효율성 증대방안 모색을 위한 사회복지기관의 '숨은 규칙' (implicit rules) 찾기)

  • This discovery-oriented study explored 31 social workers' perceptions of discrepancies between explicit and implicit rules in their work places that are supposed to affect the quality of social work services, and identified eight categories of dilemmas: (a) confused accountability or purpose, (b) ambiguous principle, (c) improper authority, (d) confused role of social workers, (e) conflict between ideal and reality, (f) confused work ethics, (g) confused boundary of workers' rights, and (h) binds. These eight categories revealed the real philosophy and purposes of social work agencies, work ethics and values prevalent among social work agencies, agencies' orientation toward clients, and the conditions of social support from the society in large. Instead of searching for discrete variables as separately responsible for inefficient social work services, this approach probed malfunctioning implicit rules in a holistic context to see if inefficient or ineffective provision of social work services is a logical response to a much larger and deeper nexus. Insight into discrepant rules does not solely ensure the improvement of social work practice in the field, particularly if their identification is simply used as another opportunity to blame and avoid self-responsibility. However, such discrepancies between implicit and explicit rules are real enough to the staff workers and agency administrators that they may want to begin the dialogue of contradictory rules as a way of sanctioning discussion of previously forbidden topics. This study provided the ground-work for the dialogue.
