These days, according as the role and function of science and technology become a important solving means of various national and social problems caused in knowledge information society as well as the development of national economy, the national target and mission of science and technology have been newly illuminated. The task of science and technology has embodied into national policies, and these policies acquired institutional foundation through the legal system related to science and technology. Recently, the discussions about the operating system of present science and technology legislation are often happened, if or not the legal system is optimal and appropriate itself under the changed environment. In special, some issues are raised continuously, for example, about the improvement of coordination system on S&T policies, and the governance system on national R&D programs, etc. This paper aims to research and suggest the reorganization method of science and technology law. For this purpose, the development and existing state of S&T legislation was investigated, the government role and policy driving direction were reviewed under the recent changed environment, and the problems of S&T law in structure and content were analyzed in variety of perspectives. On this basis, the reorganization methods of science and technology law are suggested.
This thesis, which mainly focuses on judicial supervision of commercial arbitration in China, will deal with the developing process of arbitration system and analyze the actual condition of judicial supervision in commercial arbitration. And it also focuses on the underlying problems attributed to the excessive judicial intervention and an effort that the related academic world, arbitration industry and legal circles in China start to make in order to improve the system, resolving them. About the time China became a member of the WTO and about the 10th anniversary of the enforcement of Arbitration Law, powerful demands to solve the problems started to exist intensively. Academic field in China integrated these demands into the form of "proposed amendment of arbitration law", which enhanced the independence of arbitration and the autonomy of the involved parties drastically, as it accepted major contents of UNCITRAL Model Law while preserving of original tool of Chinese arbitration system. Separately from the movement in academic field, Supreme People's Court starts to exert itself for the, improvement of arbitration system, by announcing a series of proposed judicial interpretation so that it could collect the public opinion continuously and reflect the gathered opinion in judicial interpretation efficiently. Notwithstanding, there still remains to be ameliorated that the Arbitration Law of the PRC won't be able to overcome original limit when valuating judicial intervention on arbitration in some ways.

The temporary tax deduction on investment cutting the corporate income tax within 10% of the amount of investment is aimed at stimulating the investment for economic activity. 25 business sectors are applied to this tax law and in tourism, the accommodation registered by tour promotion law and international convention plan business belong to it. I'd like to mention the problem of the temporary tax deduction on investment amount for hotels and suggest better solutions. This tax law is so temporary applied that we shouldn't get tax deduction after June 30, 2002. So, we can't get income tax deduction on the investment out of the available period. And further more this tax law has a rule not real investment but solely new project investment for hotels. There are numbers of difference between real investment and new project investment. The amount of investment is based on an object of acquisition taxation. And also there are numbers of difference between real investment and an object of acquisition taxation. For example, landscape construction is a great part of hotel construction but it's not an object of acquisition taxation. For running hotel business, we also need lots of equipments such as linens utensils for restaurant and decorations for hotel interior. But these are also excluded from this tax law. As you know, these equipments can be regarded as product equipments in manufacture industry. Therefore we should take the specificity of hotel investment into consideration and expand the role of the temporary income tax deduction on investment amount for hotels.
As the impact of S&T on daily life increases, efforts to predict and anticipate the adverse effects of S&T development on human society and the natural environments are reinforced. In addition, public character of S&T demands wider participation of various stakeholders in R&D process. In response to these demands, Technology Assessment (TA) was introduced in the process of S&T policy formation. The Korean TA exercises were carried out 5 times since 2003 through 2008 by Korea Institute of S&T Evaluation and Planning (KISTEP), the necessity of which was incorporated in the S&T basic law. TA in Korea has been continuously upgraded in terms of organizational structure and procedure, but still in progress to take into account of problems exposed so far. In this paper, problems of TA in Korea are examined in terms of law, sponsor, management, and utilization. Suggestions for its improvement such as sophistication of methods and linking to national S&T planning are proposed.
Recently open data has been spread rapidly in the world include Korea. Accordingly in international trade field open data and using it became a key point to get competitiveness. In this study, the author make an attempt to suggest the way for quality improvement of international trade information by looking for some problems with crating and using the information. Thus, the problems of using information are can be point out as follows. Firstly the range of open data is narrow. Secondly the management of the open data is not conducted properly. Thirdly the suppliers of the open data didn't prepare some investigation system for their data's usability for user. Expansion of the organizations who open data is one way to solve quantitative problem. There are four suggestions to solve qualitative problems. Firstly the guidelines should be established and operated in each organizations respectively. Secondly the criterion of expenses for open data should be arranged among the concerned parties. Thirdly the ability of the manpower and organization who charged in the quality improvement of information should be reinforced both quantitatively and qualitatively. Lastly the system for data usability for user should be equipped in early stages. Finally the author emphasize the establishment of total management system for using open data in international trade is not needed only the efforts of the specific parties but also all parties led by Ministry of Industry, Trade and Energy in order to carry out above suggestions successfully.
Stone column is the method that replace soft ground such as weak clay and loose sand with gravel or crushed stone which has relatively high stiffness and low compressive. Stone column increases bearing capacity of the soft ground, reduces settlement, produces ground improvement effect by consolidation drain, and is effective to prevent soil liquefaction in sandy ground during an earthquake. Stone column has been used in many civil works, and has recorded quite a lot of construction achievement internationally, but there is no standardized settlement calculation method yet. Therefore, in this study, the applicability of the existing theoretical equations were evaluated through comparison and analysis to predict a reasonable settlement of the Stone column. Consequently, Hook's law formula was verified to be the most close to numerical analysis.

The Act on the Punishment of Serious Accidents to Prevent Large-scale Disasters, including Ferry Sewol and Taean Thermal Power Plant, passed the National Assembly on January 8, 2021, and has been in effect since January 27, 2022. However, the law, in which the representative of the headquarters is unlimitedly responsible for each worker's accident, is somewhat unreasonable at a time when a company owns dozens to hundreds of construction sites due to the nature of the construction industry. I agree with the purpose of enacting the law to reduce chronic serious accidents at construction sites, but it is necessary to carefully reconsider the implementation of the law in that punishment alone cannot achieve industrial safety. Previous studies focused on revising the Occupational Safety and Health Act, but there are few studies on the impact on the construction industry after the implementation of the Serious Accident Act. Therefore, this study attempts to derive problems related to the application of the Serious Accident Act and present improvement measures. To this end, after analyzing previous studies, SWOT analysis was performed by applying the Delphi method to derive strengths, weaknesses, opportunities, and threats. In addition, the results of two surveys of safety experts such as public institutions, academia, and companies were reflected, and its countermeasures were presented as follows. S/O strategy: establishing on-site execution capabilities of health and safety management system; W/O strategy: expanding legal and system execution checks; S/T strategy: establishing a risk response system; W/T strategy: expanding consulting by external specialized institutions
Objectives: This study aims to investigate the married female immigrants' experience on Korean dietary life adaptation, especially identifying the symbolic meaning and nature of experiences. Methods: This study was conducted with six married female immigrants through an analysis of the qualitative materials which consisted of in-depth interviews, field notes and materials. Data was analyzed using Giorgi's phenomenological research methods. Results: The results were deduced as 116 significant statements, 17 formulated meanings (sub-theme), and 6 theme clusters. Six theme clusters comprised of lack of preliminary knowledge and information, conflict and support in relationships, Korean food culture which is different from homeland, adaptation attitudes of Korean food culture according to situation, sharing of homeland food culture, and practical difficulty and expectative service. The participants started Korean life in the dark about Korea and Korean food culture, so they were subjected to trial and error. The conflict between Korean mother-in-law and foreign daughter-in-law came from lack of consideration of daughter-in-law's cultural background. Some participants were hurt because of misunderstanding and nitpicking. They were learning about cooking method, ingredient, seasoning, table setting and manner. Some participants integrated Korean food culture and their homeland food culture. Some of them assimilated with Korean food culture. One of them maintained homeland food culture. The participants who adapted Korean food culture well could share homeland food amicably. They sometimes didn't apply the services which were offered by the government, because the services did not fit their needs. Some of them didn't know the usage route of the services or information. They had resistance about home teaching and it showed that outreach service was not always effective. Conclusions: This study suggested that it is necessary to develop a practical support plan which covers married female immigrants' real needs and system improvement measures.
On March 11, 2011, the Korea National Assembly finally passed the bill on the Damage Relief on the Medical Malpractice and Mediation for Medical Dispute. One of the features of this Act is including "The Subrogation Payment System for Damage (abbreviated SPSD)". This System is that 'Korean Medical Dispute Mediation-Arbitration Board' pays the damages, instead of the health care provider, for the patient who isn't paid damages by the health care provider despite of the Mediation or ruling. The purpose of this study is to search the problems and make improvement on SPSD. This System was introduced extreamly to the patients in order to induce them to the mediation. However,there remains several problems. In this articles, I have examined thoroughly the legal issues on SPSD. There are legal issues about the methods and ratio of the financial burden. In this connection, wide discretionary authority has been granted to administrative agencies specifically. On this account, this System clearly contains elements of a violation against the Constitutional Law. Moreover, this System can be broadly applied to the case of court ruling or the Korea Consumer Agency's mediation. But these measures go against the aim of legislation that the medical dispute can be resolved through the mediation or arbitration by this Act. In the end, these problems must be revised through the additional discussion.

Modern versions of supersonic jet fighter aircraft have several different weapon loading configuration to support air-to-air combat and air-to-ground delivery of weapon modes. These various aircraft loading conditions could result in asymmetric configurations to the aircraft once delivered. These asymmetric configurations could result in decreased handling qualities for the pilot maneuvering, stability, control issues and aerodynamic performance of the aircraft. In order to eliminate or decrease these adverse impacts on the pilot's ability, development of T-50 flight control law attempts to control the aircraft in both longitudinal and lateral-directional axes. Especially, the design of the lateral-directional roll axis control laws, utilizing a simple roll rate feedback structure and gains such as F-16, is developed for the T-50 aircraft to meet the aircraft's design requirements. Consequently, it is found that the improved control law decreases the roll-off phenomenon in lateral axes during pitch maneuver.
