The Improvement Measures of the Legal System Related with Library Activity for Integrated Management of the Knowledge Resources in University (대학도서관의 교내지식자원 통합관리를 위한 법제 개선방안)

  • In domestic university libraries, the difference between the knowledge resource collection activities on campus is depending on the size of the university, and their collection is concentrated on some types of digital resources. In recent years, the main universities in developed countries has developed actively in social openness and share activities of their knowledge resources, through the OA-based institutional repository, for the purpose of image improvement and competitiveness as a knowledge production base. This study examined ways to improve the relevant regulations in order to effectively collect and systematically manage the knowledge resources from graduate school, research institutes, center for teaching and learning, e-learning center, museum, press, a variety of campus organizations, so as to enhance the role of the library as the right manager of knowledge resources on campus. To this end, this study, considering the improvement of relevant regulations, investigates the operating situation of the library regulations of 176 universities and suggests necessary improvement methods in order to facilitate the digital legal deposit and expand its scope.

  • Unpreparedness of the maintenance regulations is regarded as the main reason for the short life span of the multi-owned commercial residential buildings. This study suggests that the followings should be prepared for the effective maintenance and life prolongation of the multi-owned commercial residential buildings : 1) Standard maintenance regulations for those buildings should be set up, 2) Building maintenance works should be performed by the specialists, like licensed building manager, mechanical and electrical engineers, etc., 3) Long-range repair expenses should be laid by on the monthly base according to the long-range repair plan, 4) Regulations concerning the defect repair should be provided properly.

  • With the emergence of environment-friendly paradigms, many countries around the world have enacted various laws to take care of environmental pollution-related problems. The goal of these environmental laws and regulations was to properly respond to rapid environmental pollution. Because of the simultaneous enactment of these laws on diverse pollution sources, however, a variety of problems, including an unclear correlation among these laws, have occurred. As a result, workers have found it hard to collect and use the related laws and regulations. Therefore, this study proposes a metadata-based information retrieval method for the efficient search of environment-friendly laws and regulations. The laws and regulations were structured using metadata from users, business stage, topic and department. These were obtained through semantic analysis on environment-friendly laws and regulations, and then an intelligent retrieval approach was utilized. To verify the retrieval plan, a test case was conducted, and improvement in retrieval accuracy against the conventional system was confirmed. It appears that the proposed plan will improve productivity in the construction industry by improving accuracy in retrieving environment-friendly laws and regulations.

  • The purpose of this study was to suggest improvements to the related regulations of community facilities for community activation by analyzing the current situations and problems of the related regulations of community facilities in apartment housing complexes. To provide the improvement, we took contents analysis about community facilities for activation of the community. We interviewed a national civil servant, a local civil servant and an employee at Daiwa house in Japan, and conducted a field survey of community facilities in Japan during July 20-23, 2010. The main findings of this study were as following; there were problems that the related regulations of community facilities didn't reflect the characteristics of residents and community. Therefore, it was necessary to improve the related regulations to reflect the characteristics of residents and community. So the current standards were revised by local government ordinance. Community centers were not installed in each housing complex, but were installed to share with several housing complexes. Regional community centers are needed for activation of regional communities as with the Baycore Civil center.

  • In this paper, we survey recent trends of International Global Navigation Satellite System (GNSS) organizations such as the International Committee on GNSS (ICG), International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and International Telecommunication Union (ITU), and investigate their impact on the maritime and aviation sectors. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. ICG develops a variety of satellite navigation enhancement systems. ICAO establishes international aviation regulations and standards to enhance aviation safety and security. IMO establishes international shipping conventions and rules to protect and regulate the shipping environment. Lastly, ITU establishes international communication regulations and standards. Investigation of such international organizations plays an important role in increasing the efficiency and reliability of GNSS systems. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. In the future, interoperability and compatibility with new satellite navigation systems and other GNSS and satellite navigation enhancement systems must be secured, so and thus investigation of international organizations must be conducted first.

Improvement Plan for Prevention Regulations to Improve Hazardous Material Safety Management

  • The purpose of this study is to suggest improvement plans for prevention regulations by reflecting the toxicity, fire and explosion effects of hazardous materials factories and surrounding areas using an off-site consequence assessment program. Regarding the effects of the hydrogen cyanide leak accident, which is the 1st petroleum of the 4th class flammable liquid, Areal Locations of Hazardous Atmospheres (ALOHA) program was used to compare and analyze the extent of damage effects for toxicity, overpressure, and radiation. As a result, the toxicity was analyzed to exceed 5km in the area with Acute exposure guideline level (AEGL)-2 concentration or higher, the overpressure was 103m in the range of 1 psi or more, and the radiant heat was analyzed to be 724m in the range of 2kw/m2 or more. Toxicity and radiation affected the area outside the hazardous material storage area, but the overpressure was limited to the inside of the hazardous material storage area. Therefore, we propose to improve the safety management of hazardous materials by conducting a risk assessment for hazardous materials and reflecting the results in internal and external emergency response plans to prepare prevention regulations.

  • This paper describes the development of THC reduction technologies compliant with SULEV regulations. Technologies embodied by the developmental work include improvement of fuel spray atomization, quick warm-up through coolant control shut of, and acceleration of fuel atomization for the fast rise of cylinder head temp inside the water jacket as well as the improvement of combustion state. The technologies likewise entail reduced HC while operating in lean A/F condition during engine warm-up with the cold lean burn technology, individual cylinder A/F control for improvement of catalytic converting efficiency, after-treatment such as thin-wall catalyst, HC-adsorber and EHC and etc, through vehicle application evaluation in cold start. We carried out an experimental as well as a practical study against SULEV regulations, and the feasibility of adopting these items in vehicle was likewise investigated.

  • The main purpose of this paper is to suggest opportunities for reducing $CO_2$ emission in energy conversion of a vehicle, focused on auxiliary energy improvement in the automotive field. As part of worldwide efforts to curb global warming and to protect the domestic industry as trade barriers, many countries have set goals to regulate greenhouse gas emissions. As an example, new $CO_2$ emission regulation in EU was expected to go into effect strictly in 2020. Therefore, global car-makers need to establish strategic responsiveness of the regulations. This paper shows $CO_2$ economic value by using the correct interpretation of the relevant laws and regulations. The $CO_2$ value analyzed using quantitative figures leads to the possibility of auxiliary(accessories, HVAC, electric apparatus etc.) technology for improving fuel economy. As a result, this study generalizes the meaning of electric power saving for each driving mode by auxiliary energy improvement.

  • The purpose of this study is to suggest amendments for the effective operation of safety and health regulations that stipulate safety standards for the prevention of industrial accidents in blasting and tunneling works. Because the regulations on Occupational Safety and Health Standards have not been revised for a long time, the regulations do not meet the requirements in site, and it is reported that it is difficult to implement the regulations at workplaces due to various deficiencies. Therefore, this study aims to abolish or improve unreasonable regulations that do not fit reality due to changes in the technology environment, or to modify low-operability regulations considering domestic conditions in blasting and tunneling workplaces. By comparing domestic laws and standards related to blasting and tunneling works with foreign ones, the improvement measures were suggested.

A Case Study on the Status and Problems of Regulations of Land Use in Gyeonggi-do (경기도 토지이용규제 현황과 문제점 고찰)

  • Purpose: Laws and regulations of land use are enormous, and the appliance of regulations is overlapped redundantly. Therefore, there are many problems such as time consuming in the process, limiting individual property rights, and interrupting enterprises' economic activities. This study will discuss problems of redundant regulations of land use and its improvement by figuring out current regulations of land use in Gyeonggi-do, one of provinces which applies the most various regulations of land use. Method: This study reviews laws on national land-use planning system and characteristics of land-use regulation in Korea. The extent of the review is limited to "framework act on the regulation of land use" with categories of national land, urban planing, architecture, etc. Through case studies in Gyeonggi-do, the status and problems of redundant regulations of land use are defined. For example, it is overlapped in "Seoul Metropolitan Area Readjustment Planning Act", Development Restriction Zone, Paldang Special District, and so on. It is mainly referred to 2015 Gyeonggi-do land-use restriction map. Result: First, Gyeonggi-do confronts many problems related to the development restrictions and the financial increasement for environmental management by redundant regulations. The development restrictions include supplying additional land for industrial use, relocating colleges, and height limitation relating to military facilities. Second, in order to organize redundant regulations, it is required to combine similar regulations and adjust through communication system among other departments. Third, regulations should consider unique local condition of each district. Lastly, efficient application of regulations is necessary so as to maximize the function of land, protect individual property rights, and stimulate local development.
