This article studied French case, German case, and England case of rail reform in terms of the relationship between rail infrastructure operator and train operator. Among these three cases there are tie relationship between two different operators backed up by laws. In France the relation between RFF, infrastructure operator, and SNCF, train operator is set up by laws. In Germany the infrastructure operator and train operator form a Konzern and two different operators work with close cooperation. In England SRA, a government authority, plans both infrastructure development and rolling stock demand. From these case studies a conclusion results that there should be a institutional device to maintain close relationship between infrastructure operator and train operator.

Korean government has developed and implemented a five-year master plan in order to enhance construction technology competitiveness and its level of development. However, without detailed assessment of past plans it is not likely to retain feasibility and sustainability of a new five-year plan, This study analyses adequacy of the 4th five-year master plan in terms of evaluation strategies such as indicators, methods, targeted performance through benchmarking various construction policies utilized by developed countries. In addition, this manuscript provides the basis structure and critical factors for establishing future construction policies or plans.

Purpose - This study aims to suggest appropriate policies and performance indicators for financial aid recipients. It analyzes the existing regular government policy funds support project, especially its propriety and reasonability. Research design, data, and methodology - When financial aid is effective, it should be able to predict small enterprise business results. Additionally, there should be an evaluation, checking before and after performance rates so that the rate of achievement and outcome can be measured. This study's contribution for small enterprises is in researching the best way to improve this support system. Results - The Small Enterprise and Market Service (SEMAS), currently designated as a support organization for implementing the government financial aid project, has assessment indicators. However, these focus mainly on quantitative indicators and survey results. Conclusions - In the future, there is some need to draw up measures, setting the right direction for developing policies for the small enterprise fund loans and improving the management of the plans. Eventually, this effort will dispel concerns about the present support policy, which is considered to be weakening small enterprises.

The purpose of this paper is to find an policy vision and action plans for the growth of the Korean cultural contents industry as a new growth power in the 21th century. For this purpose, I referred to sundry records to analyze the characteristics, industrial situation and the prospects of the cultural contents industry. I also made an analysis on the outcome of the cultural contents policy with the help of the official concerned in the Ministry of Culture and Tourism, which made it possible for me to draw a few urgent problems of Korean cultural contents industry. With these preceding analyses, I proposed the strategy and action plans of the government policy for the Korean cultural contents industry as follows : strengthening the creative power of the cultural contents industry, systemizing the healthy circulation of the cultural contents, and improvement of the cultural welfare on the basis of contents.

The purpose of this study were to develop family welfare service program on interrelationship improvements of children. For this purpose, programs related to children that is performed by social welfare agency and that is based on group psychotherapy were included. The results were as follows. First. programs related to children that is performed by social welfare agency are insufficient to evaluations of plans, performance and outputs. In particular, speciality of social worker in perform on programs in related to children is absent. Second, programs of interrelationship improvements of children based on group pychotherapy were specialized in evaluations of plans, performance and output. Through out this analysis, the program of interrelationship improvements of children is developed. This program is based on group psychotherapy, include art therapy, sociodrama.

The government have plans to improve the railway transport capacity and transport hub for the sustainable national transport and logistics system. Specially, there are much efforts to improve transportation capacity such as high speed transportation of rail freight, enlargement of BT train, development of double stack train, etc. between railway transport hubs. If the transport capacity between railway logistics hubs is increased as planned, we must increase the handling capacity of railway hub terminals. But there are limits to enlarge the terminal infrastructure because of investment scale, location circumstances and urban development plans. To ensure the capacity, with the minimum required enlargement of infrastructure, it is necessary to extremely increase the efficiency of terminal operations. For improving the efficiency, we have to introduce the efficient terminal operation systems based on u-IT and operation optimize technologies. In this paper, we analyse the issues and problems of railway terminals(including ICD) and suggest the concept of intelligent railway terminal and the construction components of technology.

SCM means that production companies set up schedules for the purchase, manufacture and sales of production parts, go on smoothly the flow of products (added value and material flow) by systematically arranging the demand plans of customers and the distribution situation, thereby executing the management of them in an effective way. This article aims at analyzing the external flow between government and companies and presenting the problems and the improvement plans, which can make clear all the information flow of supply networks including the internal integration.

This study evaluates how activation plans presented by previous research are perceived by employees in the ship supply industry by sample surveys. Another objective of this study is to also assist in the selection of effective activation plans. It is becoming more and more difficult for the Port of Busan to strengthen its competitiveness in the ship supply industry by maintaining the status quo. Much research extending the scope of research subjects in the port logistics industry indicates that the development of the port logistics industry is very important for creating new value for the Port of Busan. The results shows that improvement in the retail structure and government support had a significantly positive correlation between the importance and necessity of the ship supply industry activation.

Flood control and river improvement works are carried out every year for the defense of the flood disaster, it is impossible to avoid the damage when there is a flood exceeding the capacity of hydraulic structures. Therefore, nonstructural counter plans such as the establishment of flood hazard maps, the flood warning systems are essential with structural counter plans. In this study, analysis of the internal inundation effect using rainfall runoff model such as PC-SWMM was applied to Woo Ee experimental stream basin. Also, the design frequency analysis for effects of the external inundation was accomplished by main parameter estimation for conclusive hydraulic routing using HEC-RAS model. Finally, inundated areas for flood hazard map were estimated at Woo Ee downstream basin according to flood frequency using HEC-GeoRAS model linked by Arc View GIS.

With drastic change in the market and technology of medical devices, a comparative analysis is necessary in advanced systems internationally in order to prepare domestically applicable plans for improvement in classification and differential grade management for items of medical devices. This research examines and analyzes the differences of definition and legal systems of medical devices among Korea, United States, EU, Japan and China, and investigates classification and grading system of each country to identify disadvantages of classification and grading structures for medical device in Korea. This research suggests ways to supplement the disadvantages of domestic classification and grading system of medical devices, and elicits differential management plans for medical devices.
