  • Electric power consumption is highly increasing as the social trend requiring comfortable life, the population in a big city and the industrial development. Therefore it has become to be very important to supply the stable high-quality power. As these trend, the underground power transmission facility is highly increasing in the center of a city. As the proportion to increase facility in tunnel, the fire prevention measures of the underground transmission line become very important.

Procedural Improvements to the Comprehensive Impact Assessment of IMO GHG Reduction Measures

  • The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) may adopt actions after completing impact assessments and reviewing results in accordance with the original strategy and impact assessment procedure (MEPC.1/Circ.885). The assessment of the impact of greenhouse gas (GHG) reduction measures is an important step in determining whether to implement GHG regulations. This study identifies and proposes improvements in the impact assessment procedure for future mid- and long-term measures. Improvements for future measures should start with a review of "the procedure for assessing impacts on states of candidate measures" and "the actual process of the comprehensive impact assessment for short-term measures in 2021." The procedural improvements were largely derived from the order and period of task performance, the clear definition of terms, and the review of task results through lessons learned, analysis, and expert workshops. The impact assessment of future mid- and long-term measures should be procedurally improved to ensure uniformity and consistency, which will provide objective results for Member States and industries to help smooth the adoption of measures.

  • The enforcement of international arbitration raises a variety of procedural and related issues in national and international arbitral laws. In addition to the problems it is not easy to understand the rights and enforcement of interim measures by arbitral tribunal. Many countries and international rules allow the arbitral tribunal to submit the interim measures applied by a dispute party. However, interim measures are not recognised and enforced by itself in international commercial arbitration. It has not been completed in the rules of arbitration nationally and internationally. This is the reason why the confirmation of international and national laws is important to effect interim measures practically. In the case of Korean arbitral laws do not include articles of enforcement of interim measures even permit rights of decision of interim measures by arbitral tribunal in the national arbitral laws improperly and unreliably. This paper discuses the deficits of enforcement of interim measures which is submitted the type of award by the arbitral tribunal. The paper also points out and refers the revised model law of arbitration by UNCITRAL in 2006 which was changed to allow the interim award and should be imposed its enforcement of any types of interim measures by the arbitral tribunal in international commercial arbitration.

  • The patient-reported outcome measures (PROMs) are important in assessing the patient's overall health, lesion-specific outcomes, and condition-specific outcomes. PROMs are also known as "scoring systems" and are usually in questionnaires. There are almost a hundred different PROMs available in foot and ankle surgery. Each PROM has its merits, demerits, and validity. Selecting an appropriate PROM is important for adequately evaluating a patient's health status. This article summarizes the most frequently used PROMs in the literature on foot and ankle surgery and presents the authors' recommendations.

Similarity Classifier based on Schweizer & Sklars t-norms

  • In this article we have applied Schweizer & Sklars t-norm based similarity measures to classification task. We will compare results to fuzzy similarity measure based classification and show that sometimes better results can be found by using these measures than fuzzy similarity measure. We will also show that classification results are not so sensitive to p values with Schweizer & Sklars measures than when fuzzy similarity is used. This is quite important when one does not have luxury of tuning these kind of parameters but needs good classification results fast.

Decision process for right association rule generation (올바른 연관성 규칙 생성을 위한 의사결정과정의 제안)

  • Data mining is the process of sorting through large amounts of data and picking out useful information. An important goal of data mining is to discover, define and determine the relationship between several variables. Association rule mining is an important research topic in data mining. An association rule technique finds the relation among each items in massive volume database. Association rule technique consists of two steps: finding frequent itemsets and then extracting interesting rules from the frequent itemsets. Some interestingness measures have been developed in association rule mining. Interestingness measures are useful in that it shows the causes for pruning uninteresting rules statistically or logically. This paper explores some problems for two interestingness measures, confidence and net confidence, and then propose a decision process for right association rule generation using these interestingness measures.

Analysis and Evaluation of Local Agenda 21 of Daegu City (대구광역시 지방의제 21의 분석과 평가)

  • The main purpose of this study was to comprehensively evaluate the local agenda 21 of Daegu City based on the evaluation model and propose important measures to solve its problems and improve the limitations. As a whole, the evaluation result of the local agenda 21 of Daegu City showed very low score, only 151 points out of 500 points and revealed it was below the level in all three domains of making process, designed content, and evaluation of implementation. The making process got only score below the half in all large indicators of under-standing, driving, and rationality. This unsystematic and irrational process inevitably resulted in ambiguous and proclamatory content mainly expressing willingness to do. This fact means that the local agenda 21 of Daegu City has not served as the comprehensive local environmental plan containing visions, policies, ends and means. It did not suggest evaluation system and institutionalization of evaluation. These results of evaluation suggested that the existing local agenda 21 of Daegu City was neither useful nor effective and thus the totally new local agenda 21 should be prepared. Finally, important measures in making process, designed content and evaluation of implementation were proposed for the remaking.

On the Use of Legal Measures to entice Participation in Online Dispute Resolution System (ODR 시스템으로의 사용자 참여유인을 위한 법적 장치의 활용)

  • The number of participants in an online dispute resolution(ODR) system is crucial to its survival. Securing participation is nonetheless difficult. Clearly, it is important to offer a system that is fair, transparent and offers an efficient service at low cost. These factors are fundamental to ensure trust and to build a returning customer base to the system, but are not what attracts a party to submit a dispute for settlement. This paper describes and discusses four main categories of legal measures found in the online dispute resolution services offered by SquareTrade and WIPO. In spite of shortcomings in the offered, the legal measures have contributed to attract large numbers of participants. Large participation secures the long-term economic viability of an online dispute resolution system. The four categories of legal measures described and discussed in this paper need to be part of the specifications and the design and development of future ODR system.

The Development of Relative Interestingness Measure for Comparing with Degrees of Association

  • Data mining is the technique to find useful information in huge databases. One of the well-studied problems in data mining is exploration for association rules. An association rule technique finds the relation among each items in massive volume databases by several interestingness measures. An important and useful classification scheme of interestingness measures may be based on user-involvement. This results in two categories - objective and subjective measures. This paper present some relative interestingess measures to compare with degrees of association for two groups. A comparative study with some relative interestingness measures is shown by numerical example. The results show that the relative net confidence is the best relative interestingness measure.

BSC Analysis of Performance Measurement Systems of Government S&T Research Institutes (BSC 관점을 활용한 출연연구기관 평가제도의 수용성 연구)

  • This research examines performance evaluatees' opinions regarding the institutional performance evaluation systems of Government S&T Research Institutes (GRI). Research methodology is as follows: first, four perspectives of Kaplan & Norton (1992) Balanced Scorecard Model are revised into six perspectives suitable to GRI's characteristics. Second, experts classify current performance evaluation measures into the six perspectives. This enables different evaluation systems of three GRI evaluation groups to be compared under the same evaluation measures. Third, GRI's evaluatees are asked to allocate ideal weights on the performance measures. The evaluatees' weights are compared with the weights of current performance measures, and the characteristics of evaluatees' opinions about current performance evaluation systems are analyzed. Results are as follows; first, six perspectives for Korean GRIs are financial, long-term outcome, short-term outcome, strategic direction, project management, human resources perspectives. second, GRI evaluation systems put the most weights on the long- and short-term outcome perspectives and the least weights on the financial perspective. This result complies with theoretical model: in performance evaluation of GRIs, the customer perspective is the most important one while the financial perspective is the least important one. Third, evaluatees think that the long-term outcome perspective of the Basic-technology GRI group and the short-term outcome perspective of the Applied-technology GRI Group needs more weight. Fourth, it is found that the current systems have more weights on the project management and strategic direction perspectives than evaluatees think. The possible explanation of this result would be that since the measures of these perspectives are relatively easier to set up than those of other perspectives, the current systems contains larger number of measures and, accordingly more weights.
