A Study on the Analysis and Efficiency of Police Budget (경찰의 예산분석 및 효율화 방안에 관한 연구)

  • This study is aimed to analyze problems of police budgetary execution and to suggest better ways for establishing effective budget implementation as well as legitimacy of securing budget in the field of police work. For this purpose, this paper analyzed the annual reports on police budgetary execution, from 2009 to 2012, conducted by National Assembly Budget Office. In result, most parts of the police budgetary execution were not satisfied with the audit standard, and especially in terms of management of budgetary execution, it showed 40% in inappropriateness. In addition, excessive and underestimate appropriation in the police budgetary execution, which happened frequently in other offices, was recorded on the second place. 10% of the amount of budget was executed for ordinance violence. Given results analyzed from each division, Transportation Division occupied 40% of the amount of related problems and all of types in the field did not meet the audit standard, thus it is required to manage budgetary execution effectively. In terms of Public Safety Division, the problem was related to budgetary allocation prior to execution, such as overlap in other works, excessive and underestimate appropriation, and inappropriate business plans. Director General for Planning and Coordination did not meet the standard of law system maintenance, Given the light of the result of analyzing programs, traffic safety and securing communication was the most problematic and support for police administration, crime prevention and protecting the disadvantaged, educating professional police officers, and establishment of policing infrastructure were required to be reformed in sequence. In order to resolve these problems, it is demanded to check budgetary execution and the process in business plans on a regular basis. Additionally, in case of using budget in inappropriate parts, tough penality including reduction of budget in related to the local police should be implemented to increase the importance of budgetary execution. Moreover, because of the fact that a part of problem of budgetary execution was originally caused by the budgetary allocation, it is advised to allocate police budget using the budget proposal of National Finance Act and Ministry of Strategy and Finance.

Emergy Evaluation of the Estuarine Areas of Yeongsan River, Seomjin River, and Han River in Korea (영산강, 섬진강, 한강 하구역의 에머지 평가)

  • An emergy concept was used to evaluate the environment and economy of the estuarine areas of Yeongsan River, Seomjin River, and Han River in Korea. The emergy evaluations clearly showed ecological and socioeconomic characteristics of the estuarine areas that act as ecological and economic centers of surrounding areas. River, tide, and rain provided most of the renewable emergy inputs to the estuarine areas with their contribution to the total emergy input less than 8%. The estuarine areas mostly relied for their operation on the purchased emergy which accounted for $92{\sim}98%$ of the total emergy input to the systems. Emergy indices such as emergy use per unit area, population carrying capacity, environmental loading ratio, and emergy sustainability index revealed that the estuarine areas of Yeongsan River, Seomjin River, and Han River are not sustainable at the current level of economic activities in the areas. The ecological economic values of the environment of the areas were in the range of $7.29{\sim}22.06$ million Em\/ha/yr. They are more than twice that for the whole country, indicating the ecological and economic importance of the eatuarine areas. It is, therefore, urgent to establish and implement estuarine management policies to protect and restore the ecological and economic potentials of the estuarine areas of Yeongsan River, Seomjin River, and Han River. Management plans for the estuarine areas should include both demand-side measures such as reduction of population and economic concentration and consideration of ecological carrying capacity in planning stages for utilization and development of the areas, and supply-side ones such as restoration of degraded ecosystems and construction of new productive ecosystems.

Analysis and the Standardization Plan of the Terms Used by Seafarers on Small Vessel (소형선박 종사자 사용용어 실태 분석 및 표준화 방안)

  • As of August 2019, there were 3,823 vessels under 30 tons that could be included in the category of small vessels; these account for 42.5 % of the 9,001 registered vessels in Korea. The problem is that many small vessel seafarers face many problems such as an board communication disconnection, difficulties in communication in maritime license interviews, or education related to maritime training using a large number of nonstandard terms, which are derived from foreign languages; this is leading to a decline the job skills of small vessel seafarers. Therefore, in this study, we closely analyzed the terminology of small vessel seafarers and proposed a standardization plan. In the terminology analysis, the preliminary terms of the maritime license interview and the high-frequency terms of the small vessel educational textbook were identified and the corresponding nonstandard terms were examined. Based on a survey, an expert meeting was held and incorrect Japanese notation, English notation, and the standard language for key terms were presented to analyze which questionnaire was most familiar. The ratio of the use of standard words is relatively high in the case of nautical terms, however, the wrong Japanese notation is used more for engine terms; the analysis results by age and tonnage also generally use the Japanese notation and the use frequency of English notation was determined to be low. Based on this, short- and long-term plans for the use of standard words by small vessel seafarers were proposed, including the production of a standard language dictionary for terms used by these seafarers, a promotion of the importance of using standard terms, active education through educational institutions, and the systematic preparation and implementation of Korean-language education for foreign sailors.

A Study on Mycotoxin Contamination in Nuts and Seeds and Their Processed Foods (견과종실류 및 그 가공품 중 곰팡이독소 오염도 조사 연구)

  • A total of 106 samples (nuts, nut products, oilseeds, oilseed products, seed for beverage products) were simultaneously analyzed with LC/MS/MS method. The tested mycotoxins were aflatoxin (B1, B2, G1, G2), ochratoxin A, fumonisin (B1, B2), and zearalenone. Mycotoxins were detected in 37 of 106 samples (35%), and two or more mycotoxins were simultaneously detected in 9 of 106 samples (8.5%). Aflatoxin, ochratoxin A, fumonisin and zearalenone were detected at the range of 0.08-1.45 ㎍/kg, 17.29 ㎍/kg, 1.16-14.89 ㎍/kg and 0.12-12.69 ㎍/kg, respectively. The results revealed that the most frequently detected mycotoxin was zearalenone (23%), followed by aflatoxin (13%), fumonisin (8%) and ochratoxin A (1%). Detection rates of nuts and oilseeds were 35% and 33%, respectively, and detection rates of their processed foods were 44% and 46%, respectively. The detection rate of mycotoxins was 10% higher in processed foods than in nuts and oilseeds. Mycotoxins are physicochemically stable and can persist during food processing and cooking, making management of mycotoxins in raw materials a concern of high importance.

A Study on the Design of Standard Code for Hazardous and Noxious Substance Accidents at Sea (해상 HNS 사고 표준코드 설계에 관한 연구)

  • As the quantity of HNS sea trasport and the number of HNS accidents at sea are increasing recently, the importance of HNS management is emphasized so that we try to develop marine accident case standard code for making HNS accidents at sea databased systemically in this study. First and foremost, we draw the related requisites of essential accident reports along with internal and external decrees and established statistics of classified items for conducting study, and we referred to analogous standard codes obtained from developed countries in order to research code design. Code design is set like 'Accident occurrence ${\rightarrow}$ The initial accident information ${\rightarrow}$ Accident response ${\rightarrow}$ Accident investigation' in accordance with the general flow of marine HNS accidents of in which the accident information is input and queried. We classified initial accident information into the items of five categories and constructed "Preliminary Information Code(P.I.C.)". In addition we constructed accident response in two categories and accident investigation in three categories that get possible after the accident occurrence as called "Full Information(F.I.C.)", including the P.I.C. It is represented in 3 kinds of steps on each topic by departmentalizing the classified majority as classified middle class and classified minority. As a result of coding marine HNS accident and of the code to a typical example of marine HNS accident, HNS accident was ascertained to be represented sufficiently well. We expect that it is feasible to predict possible trouble or accident henceforward by applying code, and also consider that it is valuable to the preparedness, response and restoration in relation to HNS accidents at sea by managing systemically the data of marine HNS accidents which will occur in the future.

Reviews of Radiation Protection and Shielding for Computed Tomography in Foreign Countries (외국의 컴퓨터 단층촬영 장치의 방어시설 문헌 조사)

  • A computed tomography (CT) is a powerful system for the effectively fast and accurate diagnosis. The CT system, therefore, has used substantially and developed for improving the performance over the past decade, resulting in growing concerns over the radiation dose from the CT. Advanced CT techniques, such as a multidetector row CT scanner and dual energy or dual source CT, have led to new clinical applications that could result in further increases of radiation does for both patients and workers. The objective of this study was to review the international guidelines of the shielding requirements for a CT facility required for a new installation or when modifying an existing one. We used Google Search Engine to search the following keywords: computed tomography, CT regulation or shield or protection, dual energy or dual source CT, multidetector CT, CT radiation protection, and regulatory or legislation or regulation CT. In addition, we searched some special websites, that were provided for sources of radiation protection, shielding, and regulation, RSNA, AAPM, FDA, NIH, RCR, ICRP, IRPA, ICRP, IAEA, WHO (See in Table 1 for full explanations of the abbreviations). We finally summarized results of the investigated materials for each country. The shielding requirement of the CT room design was very well documented in the countries of Canada, United States of America, and United Kingdom. The wall thickness of the CT room could be obtained by the iso-exposure contour or the point source method. Most of documents provided by international organizations were explained in importance of radiation reduction in patients and workers. However, there were no directly-related documents of shielding and patient exposure dose for the dual energy CT system. Based international guidelines, the guideline of the CT room shielding and radiation reduction in patients and workers should be specified for all kinds of CT systems, included in the dual energy CT. We proposed some possible strategies in this paper.

  • The Yellow Sea is extremely important to the economy and to the health and well-being of surrounding countries, Korea and China. Recently, the Yellow Sea is under constantly increasing threat of degradation due to the increase of environmental pollution and over-fishing. The governments of Korea and China have been aware of the importance of the Yellow Sea and reached an Environmental Agreement between Korea and China at the governmental level(November, 1993) According to this environmental agreement the Yellow Sea Environmental Cooperative Research between Korea and China has been undertaken since 1997. The joint cruise had been conducted once a year at 33 stations in the 4 lines of the Yellow Sea where the 9 stations of the D line was newly added in the 7th cruise in 2003. The samples were analyzed by scientists of both countries at the WSFRI, Korea and the OEMNC of the SEPA, China in turn, the annual report has been published every year during 1998-2008. The scientific efforts to fix the cruise time in October and to extend research frequency, as twice a year, should be considered, and this requires the governmental supports such as research funds and other related administrational assistance on both sides. Finally, scientists should also pay a concentrated attention to standardize the analytical methods including quality control and to improve this Yellow Sea research as one of the most representative international projects in the Yellow Sea where sharing additional informations available, if exist of dumping sites and material content, and of the freshwater quality will be of great help to broaden the output of this joint research project.

Comparison between Different Industrial GDPs to Understand the Importance of the Industry: Focusing on the Food, Medical & Drug Industry (산업별 GDP 중요도 비교 분석: 식의약 산업 부문 GDP를 중심으로)

  • Gross Domestic Product(GDP) is affected by the economic power of each industry. Therefore, using statistical data related to the food and drug industry, we tried to determine the proportion of GDP and analyzed the impact of the food, medical & drug industry on the domestic economy through comparison with other industries. The food, medical & drug industry has a wide range of industries among domestic industries and is closely related to the lives of the people. In addition, human lifespan is increasing, and recently, due to the spread of an infectious disease called COVID-19, the bio sector belonging to the food, medical & drug industry is in the spotlight. Attention is needed to the industry as the competitiveness of the food, medical & drug industry is expected to increase. The Ministry of Food and Drug Safety provides statistics on the food, medical & drug industry, but does not provide a systematic share of GDP. Since it is difficult to determine how influential the industry is compared to other industries, this study attempts to obtain the share of GDP in the food, medical & drug industry and compare it with other industries. In the process of obtaining GDP in the food, medical & drug industry sector, there was a difficulty in that the figures in statistical data were not unified by time point. In order to overcome the limitations, statistical data as a standard are determined. The GDP of the Food, Medical & Drug Industry was estimated using total added value, production, sales, and added value by industry. Compared to other industries, the Food, Medical & Drug Industry's GDP ranked second after the GDP of the manufacturing industry. As a result, it suggests that the food, medical & drug industry has a great influence on the national economic power among domestic industries.

Purchase Behavior of Environment-Friendly Agricultural Products by Housewives in Seoul Area (서울지역 주부들의 친환경농산물 구매행동)

  • This study was conducted to investigate the purchase behavior of environment-friendly agricultural products (EFATs) and to provide necessary information for planning and executing effective marketing strategies for producers and distributors. The subjects of this study were 306 housewives in the Seoul area over the age of 20. The result of this study showed that once a month topped with 38.9% in the frequency of purchase, vegetables were the highest with 83.3% in the percentage of purchase and the place of purchase most frequented by consumers discount stores (45.8%), but purchases from farmers were the lowest with 3.6%. TV/radio topped the list of information resource with 3.42, followed by family/relatives/friends (3.33) and newspaper/ magazine (3.31). Those surveyed listed sanitary condition/freshness (4.43), safety (4.20), nutrition (4.05), and taste (3.99) as major evaluative criteria for choosing organic food, in order of importance. Finally, consumers seem to be satisfied with the nutrition (3.75), safety (3.71), and freshness (3.70) of the products and they were dissatisfied with the price of the products.

Betweenness Centrality-based Evacuation Vulnerability Analysis for Subway Stations: Case Study on Gwanggyo Central Station (매개 중심성 기반 지하철 역사 재난 대피 취약성 분석: 광교중앙역 사례연구)

  • Over the past 20 years, there has been a rapid increase in the number and size of subway stations and underground structures worldwide, and the importance of safety for subway users has also continuously grown. Subway stations, due to their structural characteristics, have limited visibility and escape routes in disaster situations, posing a high risk of human casualties and economic losses. Therefore, an analysis of disaster vulnerabilities is essential not only for existing subway systems but also for deep underground facilities like GTX. This paper presents a case study applying a betweenness centrality-based disaster vulnerability analysis framework to the case of Gwanggyo Central Station. The analysis of Gwanggyo Central Station's base model and various disaster scenarios revealed that the betweenness centrality distribution is symmetrical, following the symmetrical spatial structure of the station, with high centrality concentrated in the central areas of basement levels one and two. These areas exhibited values more than 220% above the average, indicating a high likelihood of bottleneck phenomena during evacuation in disaster situations. To mitigate this vulnerability, scenarios were proposed to distribute evacuation flows concentrated in the central areas, enhancing the usability of peripheral areas as evacuation routes by connecting staircases continuously. This modification, when considered, showed a decrease in centrality concentration, confirming that the proposed addition of evacuation paths could effectively contribute to dispersing the flow of evacuation in Gwanggyo Central Station. This case study demonstrates the effectiveness of the proposed framework for assessing evacuation vulnerability in enhancing subway station user safety and can be effectively applied in disaster response and management plans for major underground facilities.
