A Study on the Countermeasures Taken By the Korean Healthcare and Life Sciences Industry Regarding U.S. Import Refusals: Focus on the Analysis of FDA Violation Codes (한국 바이오헬스 산업의 미국 수입거부 대응 방안 연구 : FDA 위반코드 분석을 중심으로)

  • The purpose of this study was to find a countermeasure to the U.S. import refusals for the Korean healthcare and life sciences industry. To this end, an analysis of trends during the pandemic was conducted using the KITA Border Rejection Database, which includes information on items and types of import refusals. The reason for rejection was also analyzed according to the FDA violation codes. The degree of countermeasure for import refusals was identified by measuring the unit rejection rate (URR). The results of the analysis showed that the major U.S. import refusals for the Korean healthcare and life sciences industry had expanded from contact lenses to COVID-19 diagnostic kits and drugs after the pandemic broke out. The major reasons for import refusals were non-compliance with the Predicate Device and Drugs Act and non-approval by the FDA for products and facilities. On the other hand, the unit rejection rate (URR) of major items in the Korean healthcare and life sciences industry was measured higher than the industry average. The results therefore showed a low level of response to U.S. import refusals. The results of the analysis of reasons for import refusals by item according to FDA violation codes were as follows. First of all, the main violation for contact lenses and COVID-19 diagnostic kits corresponded to misbranding. This was often due to the fact that Korean companies did not provide the relevant notices and information required by the FDA. Many cases also failed to demonstrate a substantial equivalency compared to predicate devices already on the market. On the other hand, applications for new unapproved drugs were not accepted as they had yet to pass relevant regulations that would prove their safety and efficacy. In conclusion, import refusals for the Korean healthcare and life sciences industry were found to be closely related to technical barriers to trade (TBT).

The Problem of Fisheries Economics Arising from the Liberalization of korean Economy (개방화시대의 수산경제학의 과제)

  • In this paper, fishery economics is reviewed to extend a basic opportunity for developing new fishery economics and to evaluate the effects of the import liberalization on the fish trade structure of Korea. The principle outline of extensions emphasis to realize the modern fishery problems based on fishery economics and develop the practical methodology in order to analyze the impacts of the import liberalization on the fishery and fishermen welfare. During the process of export - oriented industrilization, the role and position of fishery in the economy is changed dynamically. When faced with the imperative of the role and position of fishery in the economy, fishery economists and domestic policy makers must decide how to organize themselves for solving fishery problems under the new regime in the import liberalization on the fish trade. Fishery problems impacted by the new regime can not be solved by fishery itself but be solved by the centralized efforts of all contributors in national views. Therefore the new systematic analytical methodology must be develop and the traditional fishery economics must be related to the regional development strategy and fishery sociology as subsidiary theories specialized. Due to the impacts of the import liberalization on the fish trade structure, fishery economists face with radical changes in the domestic fishery : a place of the resources harvest to place of the combination resource harvest and its demand, a fishing as a resource exploitation to a fishing as a resource management, a traditional small scale costal fishing to a modernized and scaled fishing, fishery using the given natural resource itself to fishery as technology intensive industry, and a food supply industry to a welfare indusry based on the regional and economic resource and social environment. As these changes, fishery and its community's regional and economic resource and social environments as multiple roles of the regional economic development are emphasized in fishery economics under the new regime in the import liberalization on the fish trade. Furthermore, domestic policy makers and administrators in a public sector must realize the above radical changing trends in fishery and understand a social and economic environment in fishery and develop a new fishery structure focusing on the fishing system and the fishery laws. As this point, they make efforts to improve and develop fishery as a food supply industry. Japan, for example, has a non - governmental organization to conflict the problem of international fishery such as a movement of a civil environmental protection. Also fishermen in Japan already realized conservation and pollution problems in fishing as fundamental issues of human being.

A Study on the Market trends Analysis of Companion Animal Food and Products in Korea (국내 반려동물 식품 및 용품 시장현황 분석 연구)

  • The companion animal related businesses are rapidly growing as the pet population increases in Korea. In this study, we analyzed the market trends of companion animal food and products to offer basic information that can be used in related policies and industries. The data were collected using Nielsen Korea's wholesale/retail distribution channels. As a result, in the case of companion dog food, PB products of domestic companies showed the highest market share with 24.6%, and the ratio of domestic companies(54.8%) was higher than that of import companies(45.2%). Domestic PB products also had the highest market share(16.5%) in companion cat food, however, the ratio of import companies(71.6%) was higher than that of domestic companies(28.4%). In the case of the market share of the companion animal products(toys, oral and bath supplies), Nosework mats from domestic companies were top ranked in the toy category(28.0%). Oral products(62.5%) and bath products(59.5%) from domestic companies were also having a higher market share than import companies. Our research may help domestic companion animal product companies to steadily increase market share and the amount of their export.

Input-output Analysis for Pulp, Paper and Paper Product Industries (펄프, 종이 및 종이제품의 국민경제 기여도 분석)

  • In order to investigate the structures and growth patterns of pulp and paper industries of Korea, the input-output tables of the year 1995, 2000, 2005 and 2007 were analyzed in this papers. The production inducement coefficients of these industries have grown during the designated period. In 2007, the value of production induced by pulp industry was estimated to be 343,8 billion won. Paper and paper product industries were estimated to induce the production of other industries by 7,281,6 and 8,515.9 billion won, respectively. The import inducement effect of pulp industry was estimated to be larger than that of paper and paper product industries. Analysis on the forward linkage effects indicated that paper and paper product industries were more sensitive to the change in demand of other industries than pulp industry.

However, recent studies with data preprocessing mentioned only as a means to achieve a result. Therefore, in this study, we aimed to write in detail about the data processing pipeline, include preprocessing data. In particular, we shares the context and domain knowledge to aid fluent understand of the research.

The Effect of the Food Service Industry up on the National Economy of Korea (산업연관분석을 적용한 국내 외식산업의 경제적 파급효과 분석)

  • The food-service industry in Korea has experienced remarkable growth during the past few decades. The objectives of this study were to analyze the influence of the food-service industry upon the national economy by using an input-output analysis and to find the industrial position of the food service industry. This paper analysed the economic effect of the food-service industry using 168 items arranged in a transaction table based on producer's prices in the 1995 input-output tables. The results of this study showed that the food-service industry had a major influence on the national economy of Korea. Based on the calculation of the following five coefficients; Korea's production inducement coefficient ranked as 50, its import inducement coefficient ranked as 28, its value added inducement coefficient ranked as 32, its worker inducement coefficient ranked as 2 and its employee inducement coefficient per final demand ranked as 5 in a total of 168 industries.

Can Auto-ID make Trade Stable between Korea and China?

  • As increasing trade through the world, especially in food, asymmetry of information can make the trade shrink. With the industrial development, Korea's agriculture had shrunk dramatically. By the result of the nation's industrial restructuring, over than 3/4 of Korea food consumption comes from abroad. And China is an important source of agricultural product to Korea. Increasing family income and increasing importing food consumption, Korean consumers have been interested in food safety. Especially. after experiencing several cases like struggle for safety of GMO food, poultry influenza, lead contained Chinese fish import, mad cow disease, cheating origin, etc. Obviously, those unreliable cases will hinder the increase of world free trade as well as the trust of two countries. Furthermore, distrust will be a cause of adverse selection. So, it need to find a way to solve the distrust which caused by asymmetry of information. And automatic identification procedures can help mitigate asymmetry of information in trade. And it will make Korean consumers can avoid adverse selection. This paper suggests adoption of Auto ID to encourage agricultural trade between Korea and China.

The Study on the Change of Food Supply and Demand in According to Population Growth (인구 증가에 따른 식품 수급 추이에 관한 연구-일제시대부터 1980년대까지-)

  • The purpose of this study was aimed to investigate the historical tends of population growth which has reflected direct effect of the ratio of food self sufficiency in Korea between the year of 1910 and 1980. Author divided the whole years between 1910 and 1980 into five different periods ; colonial period from 1910 to 1945, post colonial period from 1945 to 1950, Korean war period from 1950 to 1955, post Korean war period from 1955 to 1960, fast economic growing period 1960~1980. The ratio of national food self sufficiency has been profoundlly affected by dual factors ; rate of population group and increment of GNP which reflect the national economic development. Total food production never reached the level of population growth ratio in Korea. As a result food demand and supply has shown imbalaced condition which leads to import foods from outside contury to compensate food shortage. The increment of GNP sharply cut down the cereal consumption. The consumption of fish, milk, eggs and meat reflected to increase since 1970.

Crop Science Approaches to Alleviate the Food Security Concerns in Korea

  • Unstable crop production and distribution affected by climate change and COVID-19 pandemic has raised the food security concerns worldwide. In particular, Russia's invasion to Ukraine has blocked the grain trade such as wheat and com to importing countries, which has aggravated the situation. Korea has relied on foreign imports for about 80% of domestic grain demand, raising great concerns on food security. Considering situations related to Korea's food security, some points in view of a crop scientist are suggested and discussed as follows; 1) Domestic production of major grain crops should be increased through encouraging farmers by appropriate governmental subsidy programs 2) International corporation should be strengthened and diversified for sustainable overseas agricultural development and for stable import even in case of food crisis and emergency. 3) Self-sufficiency target should be specified by law so that more budget investments could be put to alleviate the food security concerns. 4) Technologies for climate smart agriculture and for competitive agricultural products should be developed aided by social and governmental support.

An Economic Perspective on Food Security

  • The concept of food security has gained increasing attention during the food crisis period between 2006 and 2011. According to the FAO, food security is defined as an access by all people at all times to the food needed for healthy and active life. Achieving food security means that sufficient food is available, food supply is relatively stable, and those in need of food can afford food at a reasonable cost. After a short period of stable food prices the world is facing another food crisis due mainly to the COVID-19 pandemic and the Russian invasion over Ukraine. Food security has re-emerged as an urgent problem to the world. There have been two conflicting opinions about how to achieve food security. Agricultural exporting countries insist diversification of food sources and freer trade on the top of domestic self-reliance. On the other hand, food importing countries emphasize self-sufficiency of major food crops. This study investigates whether domestic agricultural production contributes to strengthening food security. The panel data analysis shows that the increase in food self-sufficiency raises the Global Food Security Index and lessens the probability of food riots, while lower import tariffs (implying freer trade) do not. Some related issues are discussed accordingly.
