신제국주의, 미국의 신안보전략, 그리고 동아시아의 미래 (The New Imperialism, New Security Strategy of the U.S., and the Future of East Asia)

  • 이 논문에서, 우리는 우선 제국주의의 개념을 하비(Harvey)가 제안한 바와 같이 '권력의 영토적 논리와 자본주의적 논리 간의 변증법적 관계'로 이해하고, 그 역사를 3단계로 구분하여 마지막 단계가 바로 신제국주의 단계로 정의한다. 두 번째로 우리는 '미국의 신안보전략'을 신보수주의적 부시 행정부의 신제국주의를 반영한 것으로 이해하고. 아프카니스탄과 이라크의 전쟁을 이러한 신제국주의의 수행으로 설명하고자 한다. 그리고 우리는 부시 행정부의 신제국주의적 해외정책이라는 점에서 동아시아. 특히 북한과 남한, 일본 그리고 중국의 현재적 지정학적 상황에 대해 살펴보고자 한다. 끝으로 우리는 미국의 이러한 신제국주의가 내재하고 있는 한계들과 전지구적으로 부상하고 있는 반제국주의 운동의 의의를 고찰한다.

미제와 승냥이 - '조국해방전쟁'기의 반미관에 대한 연구 (American imperialism and Korean wolf - A Study on the Anti-American Viewpoint in the Period of 'the Homeland Liberation War')

  • The negative symbol of 'American imperialism', which was reinterpreted superimposed on the symbol imposed on Japanese imperialism in the 1945 Liberation of Korea, was more amplified added by the experiences of the bombing and massacre by US troops during the Korean War. In other words, the symbol of the extreme 'American imperialism' in the liberation in which even the role of America contributing to the liberation of Josun had been denied had continued for a long time adhered to and amplified through the war. Thus, unlike the current emphasis laid by North Josun, the assertion in the form of 'American imperialism=Korean wolf' is an idea made from the mixture of fact and fiction combined with the theory of imperialism rediscovered in the liberation and the experience of massacre during the Korean War. And this superimposed symbol for American imperialism naturally causes the problem of being superimposed also on the symbol of North Josun. And the extreme formalization for 'good' and 'bad' sides was based on the dichotomous compositions of beauty and ugliness, good and evil. The ground for saying that an act by a good side is 'unconditionally' legitimate is nowhere found. The anti-American viewpoint rediscovered in such an extreme form results in one aspect of criticism and resemblance as a result of being locked up in the same violence which one has rejected by oneself. The anti-American viewpoint going on in the form of anti-imperialist nationalism leaves nothing except another terrible retaliation for terrible brutality. It is self-evident that one can never get out of the enchanting power of imperialism which North Josun has continuously criticized in a ring of violence and vengeance, the familiar grammar commanded by North Josun literature.

반제국주의 속의 어둠 -『암흑의 핵심』에 나타난 인종주의 (Darkness at the Heart of Anti-Imperialism: Racism in Conrad's Heart of Darkness)

  • This paper aims to reexamine the issue of racism in Conrad's Heart of Darkness, especially in the light of Chinua Achebe's critique of the novella as a racist text entrenched with European prejudices of Africa and its people in his 1975 speech at the University of Massachusetts titled "An Image of Africa." While the novella's indictment of imperial exploitation has been noted from an early stage of its critical reception, its racism had hardly been discussed until Chinua Achebe posed it. Achebe offers the canonized status of the text as a modernist classic, "the most commonly prescribed novel in twentieth-century literature courses," as one reason for its obvious manifestations of racism being glossed over. One may add that Conrad's militant denunciation of imperialist enterprises as "a sordid farce," his seemingly radical stance against imperialism, serves as ideological constraints upon his readers, blinding them to its immanent racism. A closer look at the novella's attack on imperialism turns out to be contradictory, for it also shows such liberal-humanist ideas as the civilizing mission, the work ethic, and the superiority of civilized man, all of which served to prop up European imperialism at the end of the nineteenth century. This ideological contradiction also accounts for Conrad's racist attitude, which is betrayed in his portrayal of Africans as obscure, primitive. Euro-American imperialism has frequently justified itself by recourse to racism, but racism has not always been allied with imperialism. Some staunch racists such as Robert Knox and Arthur de Gobineau went against imperialism, and Conrad proves one of such cases whose critique of imperialism is voiced in ways that can be characterized as racist.

문화, 제국, 민족 -비판적 전유를 위한 에드워드 사이드의 『문화와 제국주의』 읽기 (Culture, Empire, and Nation: A Critical Appropriation of Edward Said's Culture and Imperialism)

  • This essay examines Edward Said's Culture and Imperialism focusing on the concepts of 'culture,' 'empire,' and 'nation'. The approach is critical, theoretical, and historical rather than explicatory. Consequently, the range of the essay is not limited to Said's own explanation and argument about Western imperialism and its culture presented in the book. In doing this, this essay finally purposes to be a discursive resistance to the current global empire, the United States, via a critical reading of Said's work. Said's notion of culture is set upon to disclose the function of culture as an apparatus of ideological consent of the dominated to the dominant. When applied to imperial practice, Western culture functions to subject the colonized to the colonizer. Said's geographical approach to imperialism complements the historical understanding of imperialism. Imperialism is not only the practice of Western-centered historicism but also the spatially mutual interaction between the West and the rest of the world. Along with European imperialism, Said poses the current global empire of the United States as his main target of criticism. Said's problem is that he takes the United States as a nation-state. When examined, the United States is not a nation-state, but today's empire. The empire in the appearance of the nation-state United States does not work for the interest of the American nation, that is, the American people. The empire is the transnational and postnational political and economic institution that works for the interest of global capital. In order to resist the current global empire, this essay suggests that the building or restoration of nation-states with its basic principle of people's sovereignty is in need.

포도주, 광기 그리고 나쁜 피 -『제인 에어』 속 제국주의 다시 읽기 (Wine, Madness and Bad Blood: Re-Reading Imperialism in Jane Eyre)

  • Charlotte $Bront{\ddot{e}}^{\prime}s$ novel Jane Eyre has long been doted on as one of the canonized texts of British literature since its publication. Seemingly, this romantic novel has nothing to do with plantation based on slave trade. However, paying a keen attention to the fact that Jane's enormous inheritance results from wine plantation at a colony, this essay re-interprets Bertha's drinking and madness as evidence of imperialism. For the porter/jin Bertha and Grace Poole enjoy might have some suspicious connection with wine, the very root of Jane's great expectations. Jean Ryes' Wide Sargasso Sea, writing Jane Eyre back, records Bertha as "a white resident of the West Indies, a colonizer of European descent" (326). However, Jane Eyre, in my interpretation, describes Bertha pretty much as a black Creole. At any rate, the view that the white West Indians are tainted by miscegenation proves contemporary racism and is reflected in the text through Bertha and her mother's intemperate drinking and madness. Drinking and madness are stigmatized as the evidence of the so-called "bad blood"; embodying the stereotypes of drinking, madness, and sexual corruption, Creoles, the very inescapable product of imperialism, provide a convenient excuse for justifying imperialism for purity, civilization, and moral cleanness. In this way, Jane Eyre needs to be re-interpreted politically and historically in the context of colonialism. British imperialism pursues a tremendous amount of profits through grape plantation and wine trades; however, it cleverly leaves in the colony the associated images such as intemperate drinking and madness. Bertha, transferred from Jamaica to Britain, takes in these negative images of "savageness." Transcending the narrow confines of feminist criticism obsessed with doubling between Bertha and Jane, this essay, accordingly, reads Bertha the prisoner in the attic as the captive for perpetuating imperialism. This reading hinges upon interpreting Rochester and St John as colonizers bearing the so-called "white men's burden" to cultivate and civilize savages much like crops such as grapes and sugarcane in the colonial plantation.

  • 전 세계에 걸쳐 경영활동을 벌이는 다국적기업은 상당수 시장에서는 제품, 서비스의 선택폭을 넓힌다는 측면에서 소비자들로부터 환영을 받는다. 그러나 일부 시장으로부터는 같은 방식으로 경영을 하는데도 문화제국주의라는 부정적인 의미로 받아들여진다. 대부분 기존의 연구가 이러한 소비자들의 반응에 대하여 관심을 기울이지 않은 가운데 본 연구는 다국적기업의 행태에 따라 어떻게 소비자들이 문화적 제국주의 개념을 형성하는가를 고찰한다.

Indirect measure of shear strength parameters of fiber-reinforced sandy soil using laboratory tests and intelligent systems

  • In this paper, practical predictive models for soil shear strength parameters are proposed. As cohesion and internal friction angle are of essential shear strength parameters in any geotechnical studies, we try to predict them via artificial neural network (ANN) and neuro-imperialism approaches. The proposed models was based on the result of a series of consolidated undrained triaxial tests were conducted on reinforced sandy soil. The experimental program surveys the increase in internal friction angle of sandy soil due to addition of polypropylene fibers with different lengths and percentages. According to the result of the experimental study, the most important parameters impact on internal friction angle i.e., fiber percentage, fiber length, deviator stress, and pore water pressure were selected as predictive model inputs. The inputs were used to construct several ANN and neuro-imperialism models and a series of statistical indices were calculated to evaluate the prediction accuracy of the developed models. Both simulation results and the values of computed indices confirm that the newly-proposed neuro-imperialism model performs noticeably better comparing to the proposed ANN model. While neuro-imperialism model has training and test error values of 0.068 and 0.094, respectively, ANN model give error values of 0.083 for training sets and 0.26 for testing sets. Therefore, the neuro-imperialism can provide a new applicable model to effectively predict the internal friction angle of fiber-reinforced sandy soil.

뱁시 시드와의 『인도의 분단』에 나타난 영국 제국주의 비판: 민족, 종교, 여성 (A Critique of British Imperialism in Bapsi Sidhwa's Cracking India: Nation, Religion, and Women)

  • The purpose of this paper is to critique British imperialism in Bapsi Sidhwa's Cracking India (1991) by analyzing the partition of India from the perspective of nation, religion, and women. Dubbed "Punjabi-Parsi-Indian-Pakistani," Sidhwa is in a position where she can view the partition from an objective and neutralized stance. Rather than focusing on the lives of nationally well-known political figures such as Gandhi, Nehru, or Jinnah, Sidhwa delves deep into the miserable lives of the lower classes before and after the partition. First, I analyze the process of the partition, as it is performed through the manipulation of British imperialism. By adopting the viewpoint of an 8-year-old Lenny, who is the daughter of a Parsi family, Sidhwa is able to critique both British imperialism as well as the male-dominated Indian society where the treatment of women is unthinkably harsh. Second, I focus on the tragedy of the confrontation of three religions, Hindu, Muslim, and Sikh. Religious people fight each other while they were forced to move from South to North or from North to South. I argue that the religious conflicts have much to do with political issues. Third, I want to argue that women are the major victims of the partition. Ayah, Hamida, and Papoo are victims of male-dominated India during the partition. They symbolize the feminized India, which is exploited and victimized by British Imperialism. Even though Ayah is shattered by Ice-candy-man while working as a prostitute and dancer, she decides to return to her home in India, which shows her challenge against male-dominated India as well as against British colonialism. In conclusion, Sidhwa tries to heal the suffering of the Indian women who fell victim to male-dominated Indian society by criticizing the problems of British imperialism. In addition, by dealing with the lives of silenced people, Sidhwa asks readers not to forget the historical tragedy and not to repeat the tragedy again.

문화제국주의의 비판적 고찰 - 단선적 문화제국주의에서 역동적인 국제적 문화 유동으로 (Critical Analysis of Cultural Imperialism - From Simplistic Imperialism to Dynamic Cultural Fluid)

  • 본 연구는 지난 몇 십 년 동안의 문화제국주의 논쟁에서 가장 큰 쟁점들을 정리하고 평가 분석 해석하는데 중점을 두었다. 이들 쟁점의 하나는 국제적 문화 유동(교류)의 성격에 관한 것이었다. 이 교류에 대한 해석을 두고 문화제국주의가 끝났느냐 아니면 계속되고 있느냐 하는 이른바 ‘문화제국주의의 역전 현상’으로 이어졌다. 또 하나의 논쟁은 이러한 유동이 세계화의 연속이냐 아니면 지역화의 일환이냐, 또는 이 유동이 동질화를 불러일으키느냐 아니면 혼성으로 이어지느냐에 관한 것이었다. 대체적인 견해는 예전의 문화제국주의, 주로 1960년대와 1970${\sim}$1980년대식의 일방적인 문화제국주의는 존재하지 않지만, 여전히 초국적 미디어 기업에 의한 세계적 지배는 형태를 달리할 뿐 여전히 존재하고 있다는 것이다. 따라서 문화(미디어) 제국주의 논쟁에서는 국가 간의 문화교류를 어떻게 바라보고 있는가? 문화제국주의는 존재하고 있는가? 세계화는 어떻게 바라보아야 하는가? 세계화는 또 다른 이름의 제국주의인가? 결론적으로 국제적 문화 유동은 그렇게 간단한 것이 아니다. 자연 현상이나 인류의 진보도 마찬가지이지만, 어느 한 현상은 하나의 요소나 관계만으로 이루어지는 것이 아니다. 문화유동도 다양한 여러 현상과 관계 등이 관계하여 이루어지는 복합적인 것이다. 이는 외부와 내부의 모순, 문화 유동과 관계된 국가와 사회의 내부 외부 관계, 계급, 사회적 문화적 상황 등과 관련이 있다. 최근의 문화(미디어)제국주의 논쟁에서도 특정한 나라의 편성과 장르에서 지역화와 세계화가 맞물려 복합적으로 나타난다는 연구 결과가 나오고, 특정 프로그램과 문화에 대한 문화 해석이 그 나라의 문화와 양식에 맞게 변형되기도 한다는 연구 결과가 나오고 있다. 문화의 유동은 양면성이 있다. 어떤 시기나 어느 국가에서는 그것이 이롭거나 긍정적으로 작용하기도 하고 어떤 경우에는 해롭거나 부정적으로 작용하기도 한다. 국제적 문화 유동에서는 제국주의적인 요소와 세계화, 지역화, 동질화, 혼성이 동시에 작동하고 있다. 문화제국주의론이나 문화제국주의를 비판하는 양측 모두 동전의 한 면만을 보고 있다. 따라서 지금 이 시점에서 문화제국주의 현상이 끝났다고 결론 내리기는 어렵다. 왜냐하면 국제적 문화 유동에서 미국과 초국적 미디어 기업의 지배(영향력)는 계속되고 있기 때문이다. 다만 그 원인을 외부의 적으로만 돌려버리는 단선적인 문화제국주의가 아니라 복잡한 국제적 문화 유동의 과정을 밝혀 지배적 관계들(또는 과단한 영향력)을 밝혀내는 것이 중요하다.

광복이후 한국 공공도서관사 연구 -일제하 공공도서관제도의 영향을 중심으로- (A Study of the History of Korean Public Library after the Korean Liberation Day - An Emphasis on the influence of public Libraries System under the Japanese Imperialism-)

  • The study has tried to analize and appraise how did public library system under the Japanese imperialism affect the establishment and managemant of Korean public libraries. To achieve the purpose of the above-mentioned study, the contents of $\ulcorner$Japanese library statute$\lrcorner$ under Japanese imperialism and the current $\ulcorner$Korean library law$\lrcorner$ have been mutually compared, at the same time, the vestiage of Japanese imperialism in view of the establishment, personnel administration and reading systems have been concretely investigated, analyzed and compared. The conclusions obtained from the above are as followings. 1. In those days of the Korean Liberation, the situation of Korean public libraries was such as it under the Japanese rule and so, their names were only changed. However, as a part of its independent activities, the national library have once carried out the various programs such as the training of professional librarians, the establishment of the new classification schedule and the chief Librarian and deputy Librarian from the professional librarians in the office regulations, and they were well worth being the good examples for today's Korean library circle. Though the Goverment of the Republic of Korea had been formally established, the situation of the library circle was very dull owing to the Korean war for a long time. In 1963, $\ulcorner$The Korean library law$\lrcorner$ was promulgated, but the establishment of public libraries did not give satisfactory results because of the institutional fragility. In the 1980's the importance of library was embossed from the viewpoint of life-long education and the number of libraries was increased. However, there were still the remaining vestiges of Japanese library system in the practical library services. 2. After the Korean Liberation, the influnces of public library system under the Japanese imperialism showed in the office regulation of national library and the Korea library Law were also in the legal mechanism. In particular, the regulations of $\ulcorner$The staff-member of public library$\lrcorner$ and $\ulcorner$Admission fee of public library$\lrcorner$ including the chief librarian have referred to the library system under the Japanese imperialism since the liberation day to date. 3. At that time of the Korean Liberation, the U.S.Military Government Office had decided that the public library administration should be attached to the administration of local and internal affairs in accordance with the Japanese administative system. As a result, the public libraries had been forced to be indirectly affected by public library system under the Japanese imperialism for twenty years since the Liberation. 4. Since the Liberation, the personnel adminstration of public library has been so far on the steps of model under the Japanese imperialism. As the result of the field survey, the position standards of local chief librarians, non-professional character, the extra post system and the preponderant appointment of non-professional offices have analyzed by the influence of Public library system under the Japanese imperialism. Therefore, the Government authorities-concerned must readjust the standards of qualification and the divided duties corresponding to the position of public library staff members and to stipulate expressly in the revised library law. In addition, the regulation of the admission fee should be also actively detected for the free adminssion of library users. 5. Since the Liberation Day, the reading methods of public library have been so far similar to reading method under the Japaness imperialism. For example, the admission fee levied, the complicated procedures of using books including entrance and exit of a library, no-admission system, the limited lending books, the deposit system of outdoor lending books and the surety liable jointly and severally are originally caused by bureaucracy of under the Japanese imperialism. Therefore, the public libraries should make an offer space and opportunities which can enjoy freedom to the gull in future. The procedures and standards of library users will be simplified, if possible. As the above-mentioned, the actual conditions of Korean public libraries have been examined and analyzed. As the result of it, there are still the remaining vestiges of public library system under the Japanese imperialism in the establishment and management of the nation-wide public libraries. Such the remnants are an obstacle to the democratic development of public libraries and so, the authorities-concerned should take the proper-measures as soon as possible.
