The discriminating power of journal evaluation criteria of Korean medical journals were measured. The study used the data of 76 medical journals, collected in the "Korean Medical Journal Evaluation" process conducted by the Korean Association of Medical Journal Editors (KAMJE) between 1997 and 1999. For each evaluation criterion, the distribution of the individual score vs the total score of a journal received was plotted and their correlations were analyzed. It is found that the evaluation criteria with a high discriminating power are the ones associated with the peer review system and the journal editing. The evaluation criteria with a low discriminating power are the journal frequency and how often a chief editor is changed. Some evaluation criteria such as "Journal holding rates of medical libraries" and "year-end index" need modifications in the evaluation methods. Other evaluation criteria such as "Journal self-citation rate","SCI citation rate" and "SCI impact factor" need to modify the score ranges. In recent years, countries such as USA, United Kingdom and Australia have begun to implement national policies in order to systematically manage and share research data produced through publicly funded research. However, Korea as of yet does not have a coordinated research data policy. The lack of infrastructure that supports the sharing and preserving research data results in the poor management and loss of valuable data produced from significant national R&D investments. The need for research data collection, management and sharing goes beyond the outcome assessment of national research: it facilitates the diffusion of research impact and economic development. There is a growing recognition that data sharing is an essential element of research ethics. This research investigates the relevant research data policies and methods of governance at the national level using a case study analysis. United Kingdom was selected as a case study target as it shows a wide variety of policy examples and instruments. In particular, this research focuses on the UK's national legal framework for research data sharing, analyzes the RCUK (Research Councils UK)'s data policies, activities at the seven research councils under RCUK as well as several supporting institutions. Based on the analyses, this research offers a national roadmap for better managing and sharing of research data in Korea.
Although smallpox was eradicated in 1980, it is still considered a potential agent of biowarfare and bioterrorism. Smallpox has the potential for high mortality rates along with a major public health impact, eventually causing public panic and social disruption. Passive administration of neutralizing monoclonal antibodies (mAbs) is an effective intervention for various adverse reactions caused by vaccination and the unpredictable nature of emerging and bioterrorist-related infections. Currently, vaccinia immune globulin (VIG) is manufactured from vaccinia vaccine-boosted plasma; however, this production method is not ideal because of its limited availability, low specific activity, and risk of contamination with blood-borne infectious agents. To overcome the limitations of VIG production from human plasma, we isolated two human single-chain variable fragments (scFvs), (SC34 and SC212), bound to vaccinia virus (VACV), from a scFv phage library constructed from the B cells of VACV vaccine-boosted volunteers. The scFvs were converted to human IgG1 (VC34 and VC212). These two anti-VACV mAbs were produced in Chinese Hamster Ovary (CHO) DG44 cells. The binding affinities of VC34 and VC212 were estimated by competition ELISA to $IC_{50}$ values of $2{\mu}g/ml$ (13.33 nM) and $22{\mu}g/ml$ (146.67 nM), respectively. Only the VC212 mAb was proven to neutralize the VACV, as evidenced by the plaque reduction neutralization test (PRNT) result with a $PRNT_{50}$ of ~0.16 mg/ml (${\sim}1.07{\mu}M$). This VC212 could serve as a valuable starting material for further development of VACV-neutralizing human immunoglobulin for a prophylactic measure against post-vaccination complications and for post-exposure treatment against smallpox.

This article is devoted to the problem of national and patriotic education of young students by means of digital technologies in the conditions of distance learning environment. It is emphasized that national and patriotic education is a powerful means of strengthening the unity and integrity of Ukraine. It is proved that national and patriotic education will be effective under the condition of systematic and purposeful activity on formation of patriotic consciousness in youth, sense of national dignity, necessity of service of ideals and values of the country. Various forms of educational work of national and patriotic orientation at Pavlo Tychyna Uman State Pedagogical University, which were conducted by digital technologies: online thematic lectures, educational classes, round tables, workshops, guest online meetings with famous researchers of historical heritage of Ukraine, online tours of historical places, virtual exhibitions of art, participation in the national-patriotic student camp "Diia" (Action) and etc. The activity of the University Library and V. O. Sukhomlinsky State Scientific and Pedagogical Library of Ukraine of the National Academy of Pedagogical Sciences of Ukraine, which has a significant impact on the formation of national consciousness and social and political activity of students by modern means of information and communication technologies. It is determined that the project "Inclusive 3D map" helps to broaden the horizons and deepen the knowledge of young students, education of a true citizen, the formation of cognitive interest in the subjects studied, motivation to study, raising awareness of Ukrainians on historical and cultural heritage. The study showed that young students take an active social attitude: they speak Ukrainian, want to live and work in Ukraine, respect their homeland, its traditions, cultural and historical past, love to travel and they are tolerant of people with special needs. Promising areas of educational work with students based on the use of a wide range of information and communication technologies, namely 3D games, TV tandems, podcasts, social networks, video resources in national and patriotic education of youth.

This study examines the economic use value of Discover, an access service of research papers and a subsystem of the National Open Access Platform (AccessON). Based on previous literature on scholarly communications and in-depth interviews with 14 academic and industrial researchers, the service value of Discover was identified as the value of time savings. Administering a survey with 1,313 researchers, the following empirical data required for estimation were obtained: for an average Korean researcher, s/he publishes 2.84 papers per year and takes 30.13 minutes in searching and using one relevant research paper. Discover was found to save 5.64 minutes per paper, saving a total of 225 minutes and KRW 99,384 per researcher per year. Finally, a total economic value of Discover was estimated as KRW 82 billion for the entire 8-year business period. An additional value of KRW 11.3 billion was estimated with the legalization of mandatory deposit of OA research papers. The study demonstrates a sufficient economic value of the national OA platform project, and positive economic impact of the OA legalization, futher offering important domestic data for future research on economic value of scholarly communications.
The impact of the combination of changes in temperature and rainfall due to climate change on surface water resources is important in hydro-meteorological research. In this study, 4 hydro-meteorological (HM) models from the Rainfall Runoff Library in the Catchment Modeling Toolkit were used to model the impact of climate change on runoff in streams for 5 river basins in the Republic of Korea. Future projections from 2021 to 2040 (2030s), 2051 to 2070 (2060s) and 2081 to 2099 (2090s), were derived from 12 General Circulation Models (GCMs) and 3 representative concentration pathways (RCPs). GCM outputs were statistically adjusted and downscaled using Long-Ashton Research Station Weather Generator (LARS-WG) and the HM models were well calibrated and verified for the period from 1999 to 2009. The study showed that there is substantial spatial, temporal and HM uncertainty in the future runoff shown by the interquartile range, range and coefficient of variation. In summary, the aggregated runoff will increase in the future by 10~24%, 7~30% and 11~30% of the respective baseline runoff for the RCP2.6, RCP4.5 and RCP8.5, respectively. This study presents a method to model future stream-flow taking into account the HM model and climate based uncertainty.

Despite the widespread use, critics claim that citation analysis has serious limitations in evaluating the research performance of scholars. First, conventional citation analysis methods yield one-dimensional and sometimes misleading evaluation as a result of not taking into account differences in citation quality, not filtering out citation noise such as self-citations, and not considering non-numeric aspects of citations such as language, culture, and time. Second, the citation database coverage of today is disjoint and incomplete, which can result in conflicting quality assessment outcomes across different data sources. This paper discuss the findings from a citation analysis study that measured the impact of scholarly publications based on the data mined from Web of Science, Scopus, and Google Scholar, and briefly describes a work-in-progress prototype system called CiteSearch, which is designed to overcome the weaknesses of existing citation analysis methods with a robust citation-based quality assessment approach.

This study explores the characteristics of centrality measures for analyzing researchers' impact and structural positions in research collaboration networks. We investigate four binary network centrality measures (degree centrality, closeness centrality, betweenness centrality, and PageRank), and seven existing weighted network centrality measures (triangle betweenness centrality, mean association, weighted PageRank, collaboration h-index, collaboration hs-index, complex degree centrality, and c-index) for research collaboration networks. And we propose SSR, which is a new weighted centrality measure for collaboration networks. Using research collaboration data from three different research domains including architecture, library and information science, and marketing, the above twelve centrality measures are calculated and compared each other. Results indicate that the weighted network centrality measures are needed to consider collaboration strength as well as collaboration range in research collaboration networks. We also recommend that when considering both collaboration strength and range, it is appropriate to apply triangle betweenness centrality and SSR to investigate global centrality and local centrality in collaboration networks.

Ki-67 has been widely used as an indicator of cell proliferation in gliomas. However, the role of Ki-67 as a prognostic marker is still undefined. Thus, we conducted a meta-analysis of the published literatures in order to clarify the impact of Ki-67 on survival in glioma cases. Eligible studies were identified in PubMed, EMBASE, ISI Web of Science, Cochrane Central Register of Controlled Trials, Science Direct and Wiley Online Library with the last search updated on August 31, 2014. The clinical characteristics, overall survival (OS) and progression-free survival (PFS) together with Ki-67 expression at different time points were extracted. A total of 51 studies, covering 4,307 patients, were included in the current meta-analysis. The results showed that overexpression of Ki-67 can predict poor OS (HR=1.66, 95%CI: 1.53-1.80; Z=11.87; p=0.000) and poor PFS (HR=1.67, 95%CI: 1.47-1.91; Z=7.67; p=0.000) in gliomas. Moreover, subgroup analyses also indicated that high level of Ki-67 expression was related to poor OS and PFS in glioma patients regardless of region, pathology type, cut-off value and statistical method. In conclusion, the current meta-analysis revealed that Ki-67 expression might be a predicative factor for poor prognosis of glioma patients, emphasizing its importance as a predictor.
Recently, the International Commission on Radiological Protection (ICRP) has developed the Mesh-type Reference Computational Phantoms (MRCPs) for adult male and female to overcome the limitations of the current Voxel-type Reference Computational Phantoms (VRCPs) described in ICRP Publication 110 due to the limited voxel resolutions and the nature of voxel geometry. In our previous study, the MRCPs were used to calculate the dose coefficients (DCs) for idealized external exposures of photons and electrons. The present study is an extension of the previous study to include three additional particles (i.e., neutrons, protons, and helium ions) into the DC library by conducting Monte Carlo radiation transport simulations with the Geant4 code. The calculated MRCP DCs were compared with the reference DCs of ICRP Publication 116 which are based on the VRCPs, to appreciate the impact of the new reference phantoms on the DC values. We found that the MRCP DCs of organ/tissue doses and effective doses were generally similar to the ICRP-116 DCs for neutrons, whereas there were significant DC differences up to several orders of magnitude for protons and helium ions due mainly to the improved representation of the detailed anatomical structures in the MRCPs over the VRCPs.
