A Study on Mercury Emission Factor for Environmental Impact Assessment of Municipal Waste Incinerator (소각장 환경영향평가시 수은 배출 계수에 관한 연구)

  • The amount of mercury emitted from an incinerator depends on the properties of waste, combustion condition, and control devices. Mercury concentration in air proportionates to the increase of incinerator installation. The purpose of this study is to provide a method for determination of mercury emission factor which can predict the amount of mercury emitted from each incinerator specifically. Case study was performed for N municipal waste incinerator. Based on the method presented in this paper, we obtained mercury emission factor as 1.85~1.95 g Hg/t at N Municipal Waste Incinerator and this result was regarded as reasonable when compared with existing mercury emission factor in reference cases. Fluorescent lamps turned out to be the most important source(44.4%) of mercury in municipal waste and its amount will tend to increase, while batteries become less significant. In addition, medical waste is one of the major source of mercury.

  • 인도네시아 정부의 아젠다21은 지속가능한 환경을 유지하기 위한 노력을 지원하는 정부-기업-시민 3자 시스템이다. 국가의 경제개발과 환경적 조화를 이루는 것이 중요하다는 것을 보여주는 국가의 의지이다. 인도네시아는 대기질 관리가 매우 중요하며 도시대기질관리전략은 1992년 대도시환경개성프로그램으로 채택되었다. 도시대기질프로그램(UAQP)는 '푸른하늘'을 목표로 하며 UAQP는 각 전략단계에 대기오염의 원인을 찾아내고 실행전략으로 유도한다. 아젠다21을 대기질 유지를 위해 수행하는 좋은 예이며 푸른하늘전략은 지속가능한 환경을 유지하기 위한 중요한 프로그램이다.

The Assessment of Water Pollution Accident on Dam Watershed using GIS (GIS에 의한 댐 유역 수질오염사고 평가)

  • The water pollution such as oil spill from stream and river because of car accidents have been frequent cases in the watershed of Dam. However we don't have any simulation methods about flow modeling on the watershed and stream tree. In this study aims to analyze water pollution accidents area on impact range for ANDONG-Dam. The focused watershed and the risk range of path analysis model was designed by GIS database. The frequency of transportation accidents which may occur from road accidents in the level of quantitative and qualitative analysis to map flow analysis using ArcHydro Model and Open Geospatial Consortium(OGC) API. and the path way from the accident point to the reservoir stayed on the path was simulated. The area of risk accessment index was displayed with cell and grid of dam area.

  • This paper analyzes the environmental impact and economic effect of introducing the Renewable Portfolio Standard (RPS) into the Korean electricity market using the DECADES (Database and Methodologies for Comparative Assessment of Different Energy Sources for Electricity Generation) model, a comparative assessment tool developed by IAEA. A bottom up approach is adopted for the evaluation of air pollutant emission and its impact of several RPS scenarios. The environmental damage costs of RPS scenarios are evaluated based on the Extern-E results and the Thailand externality study carried out by EGAT. The results of this study can be applied in determining or analyzing the national electricity policy and energy policy.

  • Promulgation of the Environment Preservation Act of 1977 has tried to conserve the environment encroached by the development projects. Since 1983, this act has included tourism development in EIA project and public participation as a part of EIA process since 1991. Still, there are many problems in applying the gathered opinions of local residents in such development plans. Therefore, it is necessary to develop a new system in whole project process as well as EIA to reflect these opinions. This study aims to investigate the problems in the process of the public participation and to suggest more effective solutions from the developer's point of view. Studies include theories of public participation developed in the planning process and the opinion survey of developers.

  • This study was Performed to grasp of the problem and improvement in traffic noise environmental impact assessment(EIA). National institute of environmental research(NIER) traffic noise prediction model is in general use in internal EIA. In this study, NIER noise prediction model need to improve in that the predicted results lower than the measured results. The other predict model(KLC KEI) is more accurate. Also the volume and speed of traffic is need to standardize in traffic noise prediction.

  • Mitigation measures in EIS are the important factors in the effectiveness of EIS. This paper analyzed the content of mitigation measures described in the 30 EISs selected, using 7 analysis items in order to discover the degree of effectiveness of mitigation measures. 30 EISs used in this study were selected through variance maximization strategy, and the 7 analysis items were; 1) thoroughness of mitigation content, 2) quantification of mitigation content, 3) explicit description of mitigation effect, 4) likelihood of mitigation effect, 5) impacted area of mitigation effect, 6) time frame of mitigation effect, and 7) environmental impact of mitigation measures. The results showed that the effectiveness of mitigation measures in the analyzed EISs was relatively low both in the appropriateness and in the specificity. It was suggested that in order to improve the appropriateness of EIS as a decision making tool, the effect of mitigation measures, as well as the mitigation measures themselves, should be studied and described more thoroughly and specifically.

  • In this paper, a method of modeling seat belts on crew seat during dynamic seat testing was studied. The body segments of the occupant were modeled with joints. The joints consisted with various stiffnesses, dampings, and frictions. Three types of seat belt restraint systems were investigated. The analysis for on the injury assessment of helicopter's crew under drop impact was conducted. The effectiveness of the seat belt system for crashworthiness and safety was evaluated. As the results of impact analysis, head, neck and spine of the crew can be easily damaged in the vertical direction more than the longitudinal direction. Based on the verified model, behavior of human body was studied with three-point restraint systems. The displacement and injury level of the 12-point restraint system was the smallest.

  • Before the EIA was established in the Federal Republic of Germany, the impact mitigation principle - a planning instrument, which has its legal foundation in the German nature conservation legislation already had {and still has} the function to valuate environmental impacts. The valuation principles and methods which have been developed in correlation to this instrument are now also used in the EIA. Particularly for the valuation of alternating effects on the different ecological landscape functions and for the valuation of ecological mitigation and compensation measures this valuation methods are used. These methods base on a special kind of modelling nature and environment Following the aim of the nature conservation act, which is to save the capacity of the landscape to perform its essential functions, not the ecological factors (soil, water, air etc.) itselfs are evaluated but the ecological functions of the landscape, which are based on the ecological factors.

  • This study intends to analysis problems and propose of EIA(Environmental Impact Assessment) and PER(Pre-Environmental Review) especially on division of landscape impacts. The problems of EIA and PER are first, on analysis of existing conditions side, insufficiency of the list of landscape elements and their descriptions and presentations, and the number of viewpoints and each validity second, on estimation of landscape impacts, the methods and techniques of estimation and simulation, and the process of impact estimation, third, on suggestion of reduction plans, reduction devices covering impacts, the lack of influence reduction forecasting devices, the deficiency of execution power of reduction plans, finally, the systematic connection of impact estimation with existing conditions analysis and reduction plans. Therefore, on each step from existing condition analysis to reduction plan suggestion, the solutions to each problem are proposed.
