Analysis of the Status and Limitation of the Biotope Area Ratio on Strategic Environmental Impact Assessment and Environmental Impact Assessment (전략환경영향평가 및 환경영향평가 사업에서의 생태면적률 적용 현황 및 한계점 분석)

  • To improve the ecological function of urban areas, the guideline for applying the Biotope Area Ratio to the Environmental Impact Assessment (EIA) was developed in 2005 and modified in the July, 2017. This study investigates whether the guideline has been actually practiced in the real world by searching reports including 648 cases of the Strategic Environmental Impact Assessment (SEIA) and 471 cases of the EIA. The results show that the 38% of SEIA and the 43% of EIA include sections about Biotope Area Ratio, and the 15% of SEIA and the 25 % of EIA are satisfied the threshold of the Biotope Area Ratio suggested by the guideline. The statistical analysis results show that this low level of practice was not improved through the modification of the guideline in 2017. This is because the guideline is forcibleness, its explanation is unclear, and stockholders' understanding of it lacks. In addition, lack of tracking management on SEIA and EIA also contributes to the low level of practice of the guideline. To promote the practice, the efforts to legislate and publicize the guideline are required.

Improvement of EIA Associated with Greenhouse Gases Subject Matter for the Preparedness of Post-2020 (Post-2020에 연계한 온실가스 항목의 환경영향평가 개선 방안)

  • In orderto cope with the post-2020 in accordance with the Paris Agreement, greenhouse gas (GHG)reduction in Environmental Impact Assessment (EIA) and its contributions to post-2020 were discussed. The 26 Environmental Impact Statement (EIS) administered by Geum-River Basin Environmental Office from 2010 to 2019 were analyzed for reviewing GHG mitigation measures. From the case study, it was found that the assessment of GHG emissions reduction and climate change adaptation were not appropriately performed. In this study, the following measures are proposed to improve the inappropriate assessment of 'GHG subject matter' associated with EIA according to post-2020, 1) allotment of enforced charge on GHG emission during the EIA process, 2) addition of the 'GHG subject matter' in 'establishing permissible discharge standards' which is based on "Act on the Integrated Control of Pollutant-discharging Facilities", and 3) the participation of stakeholders in early EIA stage for governance. A Study on the Quantitative Evaluation Method of Small-Scale Environmental Impact Assessment

  • Purpose: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Research design, data and methodology: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Results: As a result of the analysis of qualitative and quantitative factors, the arithmetic sum of the qualitative factors of the total six projects is 160, accounting for 80% of the total number of reduction measures, and the quantitative factors are 40, accounting for 20%. Among them, the number of qualitative reduction measures reached 97.4% for animal and plant items, and more than 90% for air quality, noise and vibration, and eco-friendly resource circulation items. Conclusions: Therefore, it is necessary to avoid establishing qualitative reduction measures and set quantitative measures as the basis, but to specify the specifications, size, and installation location related to the reduction measures, and to calculate the numerical reduction efficiency.

  • The object of this study is to suggest some alternatives for environmental management towards sustainable urban development of Chongju city in Korea. This study analyses urban environmental indicators (population density, land use, road, park, car, etc.), level of air and water pollution and solids waste generation by comparing Chongju city and other large cities. Some alternatives towards sustainable development in Chongju city would be summerized and suggested as higher concentrated land use(compact city), mixed land use, supply of mass transit, establishment of regional environmental standards, total emission regulation of air and water pollutants, the preparation of Local Agenda21 of Chongju, and the introduction of strategic environmental assessment(SEA) into environmental impact assessment.

A Study of Institutionalization Process of Korean Environmental Impact Assessment System and Policy Suggestions (환경영향평가의 제도화에 관한 연구 및 개선방안)

  • This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.

Exposure limits of Magnetic fields of High Voltage Transmission lines for Evaluation of Environmental Impact (고압선로 환경영향평가의 자기장 노출범위설정에 관한 연구)

  • Recently, concerns about health risks exposed to electromagnetic fields have been brought in the safety of electric power lines. A number of governmental and international organizations have advised to avoid the magnetic field exposure to the schools and residential areas. Some epidemiologic studies showed that electromagnetic fields should not exceed the exposure limits of 2-3mG to the people living near high-voltage transmission lines. In this study, the principles, ranges and survey methods of the assessment for powerfrequency electromagnetic fields were reviewed from the relevant research papers and documents. The ranges of electromagnetic fields were determined from 50m to 100m and have been defined according to the properties of each electric power lines and a new methodology was suggested in this study. It would be necessary to develop and improve specific assessment methods for various high-voltage transmission lines projects.

Climate Data Qualification for Water Quality Impact Assessment (수질영향평가의 신뢰수준 향상을 위한 기상자료의 검정)

  • This study is focused on a climate data integrity to improve water quality assessment due to the social development projects. The study is in an attempt to calculate both extreme ranges of weather data measurements and partly provide means to assess qualification of data which fall within the extremes at the 23 meteorological weather stations. Generally speaking, maximum temperature, minimum temperature, relative humidity, dew point temperature are in the range of reasonable accuracy. However, there found some outliers of the brightness sunshine hours in Cheonan station. Also some years in Gwangju, Seoul, Wonju, Busan, and Jeju never reach to their upper limit and perhaps the calibration of the equipment is doubtful. The users need to take cautions in using the brightness sunshine hour data in preparation of water resources planning and management by estimating evapotranspiration and river discharge, and/or growth rate of the algae (phytoplankton).

Strategic Environmental Assessment for the Master Plan of Tonkin Gulf Coastal Economic Belt Development: Lesson Learnt

  • Methodology and application of Strategic Environmental Assessment (SEA) for policies, plans, and programs are still new approach in Vietnam. With a support from Vietnam-Swedish Project (SEMLA) and Ministry of Natural Resources and Environment (MONRE), SEA for the Tonkin Gulf Coastal Economic Belt Development Plan was conducted in 2008. Lessons obtained from this SEA may contribute to improving methods and practicing SEAs for regional development. The main lessons summarized in this paper are: (i) close cooperation between the planning and environmental teams from the beginning phase of a master plan; (ii) SEA should focus not only on impacts to the natural environment but also on main issues of socio-economic aspects; (iii) approaches and methods used in SEA should be appropriate to properly predict the impacts at regional-levels and cumulative impacts; (iv) a good SEA study may be achieved when detailed data on the environment and socio-economy of the study area are available and have active engagement of stakeholders, including project affected sectors, ecologists, planners, policy makers, etc. This paper is useful for whom, those work in SEA in regional development.

Suggestion of assessment height for noise measurement according to the vertical radiation characteristics of railway noise (철도소음의 높이별 방사특성을 고려한 수음 평가 위치 제안)

  • Exact and precise noise measurement is the basis for the reduction measure R&D, impact assessment and prediction modeling for railway noise. In this study, research trend as well as national and international noise measurement standard are investigated. For the estimation of vertical radiation characteristics of railway noise, specially devised zig was used. From the noise measurement and analysis, exact noise height radiated from the railway was characterized. The obtained results will be used for the suggestion of the height of microphone position of railway noise measurements.

  • The study is to analyze the contents of Environmental Impact Statement(EIS) and supplementary EIS prepared from 1981 to 1992. The contents are project area, project cost, EIS volume, project term, assessment term, EIS preparation cost, land use plan, and kinds of predictive model concerning air quality, water quality, noise and vibration etc. by project type. Data are collected with EIS analysis checklist and analyzed by $SPSS/PC^+$.
