The Rio Grande Compact Commission, in collaboration with local water management entities, water users and universities established a three state Rio Grande The Rio Grande Compact Commission, in collaboration with local water management entities, water users and universities established a three state Rio Grande Salinity Management Program. The objectives of the Rio Grande Project Salinity Management Program are to reduce salinity concentrations, loading, and salinity impacts in the Rio Grande basin for the 270 mile river reach from San Acacia, New Mexico to Fort Quitman, Texasto increase usable water supplies for agricultural, urban, and environmental purposes. The focus of this first phase of the program is the development of baseline salinity and hydrologic information and a preliminary assessment of the economic impacts of salinity. An assessment of the economic impacts of salinity in this region was conducted by scientists at Texas A&M University's AgriLife Research Center at El Paso and New Mexico State University. Economic damages attributable to high salinity of Rio Grandewater were estimated for residential, agricultural, municipal, and industrial uses. The major impact issues addressed were: who is being affected the types of economic impacts the magnitude of economic damages overall and by user category and identification of threshold-effect levels for different types of water use. Salinity concentrations in this 270 mile reach of the river typically range from 480 ppm to 1,200 ppm, but can exceed 3,000 ppm in the lower section of this reach. Economic impacts include reductions in agricultural yields, reduced water appliance life, equipment replacement costs, and increased water supply costs. This preliminary economic assessment indicates annual damages of $10.5 million from increased water salinity. Under current water uses, municipal and industrial uses account for 75% of the total estimated impacts. However, agricultural impacts are based on current crop pattern yield reductions and, salinity leaching requirements and do not account for the impacts of reduced revenue from having to grow salinity tolerant, lower value crops. Actual damages are anticipated to be significantly higher with the inclusion of these additional agricultural impacts plus the future impacts from the growing population in the region. A more comprehensive economic analysis is planned for the second phase of this program. Results of the economic analysis are being used to determine the feasiblity of salinity control alternatives and what salinity reduction control measures will be pursued.
This study examines the use of medical care by the poor through analysing KNHANES III databases, and the focus of the study is on under-satisfaction of medical needs and the impact of the medicare system. The results of analysis are summerized as follows; the poor had generally suffered from poor health condition, and did not have economic resoure to satisfy the medical needs. But, the beneficiaries of the medicare used much more medical care than non-poor. The result of logistic regression suggest that the medicare affected significantly on increase of uses. Consquently, the medicare system effectively made up the lack of economic resoure of the poor. However, the Medicare did not sufficient to satisfy all the medical needs of the poor. Over 20% of the poor had experinced the abandonment of meical care uses, "the lack of econmic resource" was most important reason. The result of logistic regression suggest that all the poor such as Medicare I and Medicare II beneficiaries, and near-poor class had much more probabilities of giving up the use of medical care than non-poor. It is necessary to raise up the benefit level of the current medicare system such as the reduction of non-secured medical cost, the alleviation of user's burden etc.
Crime prevention strategies are introduced to reduce the loss caused by crimes, and Target hardening against domestic burglary attacks is broadly accepted as one of such physical security strategies. In terms of business and home security, target hardening is one of the suite of protective measures that are included in crime prevention through environmental design(CPTED). This can include ensuring all doors and windows are sourced and fitted in such a way that they can resist forcible and surreptitious from the attack of intruder. Target hardening with certified security doors, security windows and secure locks are revealed to be much more effective to deter burglary attacks than other security devices, such as CCTV, lightings and alarms which have largely psychological and indirect impact. A pilot program of target hardening utilizing certified security window and locks was carried out in Ansan city, South Korea in 2016. This study is based on the quasi-experimental design of this program for a residential area. The researchers tried to verify the crime displacement effect of the target hardening program and the diffusion effects of crime prevention benefits by analysing the crime statistics. The evaluation utilized WDQ(Weighted Displacement Quotient) technique to analyze whether the crime displacement occurred, compared the crime statistics of the experimental area with that of buffer zone and controlled areas. The result showed that the target hardening program was significantly effective in crime prevention. The number of burglary in the experimental site with target hardening intervention reduced by 100%, although the areas without the intervention showed reduction in the burglary. The crime displacement was not found at all, and the number of burlary at the buffer zone also reduced significantly.
This study analyzed the effects of labor aging on labor productivity using panel statistics of 16 local governments from 1995 to 2017. The aging of the labor force, defined as the proportion of workers aged 60 or older in total employment, in the results of the panel regression analysis considering regional fixed effects and various adjustment variables, has a very consistent and significant negative effect on labor productivity. For every 1% increase in aging, labor productivity decreases by about 0.14 ~ 0.20%. In addition, the per capita capital stock and human capital considered as adjustment variables contributed to the increase of labor productivity, and the unemployment rate, which is a proxy variable of the economic fluctuation, has a significant negative effect on labor productivity as expected. The coefficient of the industrial structure, which represents the share of the service industry in the whole industry, was positive, but is not significant. The results of this study suggest that the design and construction of economic and educational policies that can maintain and expand human capital are necessary to curb the reduction in labor productivity expected by the aging workforce.

There have been increasing concerns about decreasing crop productivity due to salt accumulation in greenhouse soils. The objective of the study was to investigate the impact of rice straw and woodchip application to a salt accumulated greenhouse soil on crop productivity and soil quality. The application of rice straw (RS) and woodchip (W) increased tomato yield and decreased blossom-end rot, and increased yield of Chinese cabbage compared with standard recommended fertilization ($204-103-122kg\;ha^{-1}\;N-P_2O_5-K_2O$ for tomato and $222-64-110kg\;ha^{-1}\;N-P_2O_5-K_2O$ for Chinese cabbage), while less soil residual nitrate, phosphatephosphorus, and potassium. In addition to the organic material application, fertilization reduction based on soil testing may also contribute to relatively low level of soil residual nutrients. Application of the organic material reduced soil bulk density presumably because of improved soil aggregation and structure, and increased biomass C and dehydrogenase activity. In comparison to rice straw, woodchip application resulted in higher crop yield, less amount of soil residual nitrate and lower soil EC, and greater biomass and dehydrogenase activity. The results obtained in this study indicateshowed that woodchip amendment along with reduced fertilization based on soil testing can be one of essential management practices for salt accumulated greenhouse soils.

The frequency by water disaster in urban areas are increasing continuously due to climate change and urbanization. Countermeasures are being conducted to reduce the damage caused by water disasters. An analysis based on permeability, one of the parameters that affect runoff, is needed to predict quantitative runoff in urban watersheds and study runoff reduction. In this study, the SWAT model was simulated for the oncheon stream basin, a representative urban stream in Busan. The permeability map was prepared by calculating the CN values for each hydrologic response unit. Based on the permeability map prepared, EPA SWMM analyzed the effect of LID technology application on the water cycle in the basin for short-term rainfall events. The LID element technology applied to the oncheon stream basin was rooftop greening in the residential complex, and waterproof packaging was installed on the road. The land cover status of the land selected based on the permeability map and the application of LID technology reduced the outflow rate, peak flow rate, and outflow rate and increased the infiltration. Hence, LID technology has a positive effect on the water cycle in an urban basin.
This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.

Objectives: This study was conducted to examine the subjects' oral health status and changes in the oral environment after mouthwash with effervescent Vitamin C and its intake and to understand the impact on changes in the number of bacteria causing periodontal diseases in the oral cavity based on the oral health status and oral environmental condition. Methods: After obtaining approval from the Institutional Review Board of D-University, 45 people (24 in an experimental group and 21 in a control group) who participated in the oral health program were selected, among visitors of the Clinical Dental Hygienics Laboratory of D. University in B. Results: Based on the subjects' periodontal health status, the number of bacteria causing periodontal diseases in the oral cavity decreased in both experimental and control groups before and after the experiment. However, in the experimental group, it was significant when the Bleeding on Probing(BOP) level was below average, and Calculus index(CAL) was above average, in Aggregatibacter actinomycetemcomitans and the red complex. It was also significant when CAL was above average in the orange complex in the control group. Regarding bacterial changes in periodontal diseases based on the subjects' oral environmental condition, there was a significant change in the Adenosine Tri Phosphate (ATP : intraoral contaminants test) test in the oral cavity in A. actinomycetemcomitans and the red complex in the experimental group and in the O'Leary index in the control group. Further, there was a significant change in the orange complex in the ATP test in the experimental group. Conclusions: A comprehensive analysis of the results revealed that the oral health care program for dental hygiene decreased the number of bacteria causing periodontal diseases in the oral cavity in both experimental and control groups.
Although smallpox was eradicated in 1980, it is still considered a potential agent of biowarfare and bioterrorism. Smallpox has the potential for high mortality rates along with a major public health impact, eventually causing public panic and social disruption. Passive administration of neutralizing monoclonal antibodies (mAbs) is an effective intervention for various adverse reactions caused by vaccination and the unpredictable nature of emerging and bioterrorist-related infections. Currently, vaccinia immune globulin (VIG) is manufactured from vaccinia vaccine-boosted plasma; however, this production method is not ideal because of its limited availability, low specific activity, and risk of contamination with blood-borne infectious agents. To overcome the limitations of VIG production from human plasma, we isolated two human single-chain variable fragments (scFvs), (SC34 and SC212), bound to vaccinia virus (VACV), from a scFv phage library constructed from the B cells of VACV vaccine-boosted volunteers. The scFvs were converted to human IgG1 (VC34 and VC212). These two anti-VACV mAbs were produced in Chinese Hamster Ovary (CHO) DG44 cells. The binding affinities of VC34 and VC212 were estimated by competition ELISA to $IC_{50}$ values of $2{\mu}g/ml$ (13.33 nM) and $22{\mu}g/ml$ (146.67 nM), respectively. Only the VC212 mAb was proven to neutralize the VACV, as evidenced by the plaque reduction neutralization test (PRNT) result with a $PRNT_{50}$ of ~0.16 mg/ml (${\sim}1.07{\mu}M$). This VC212 could serve as a valuable starting material for further development of VACV-neutralizing human immunoglobulin for a prophylactic measure against post-vaccination complications and for post-exposure treatment against smallpox.

This study is to develop a GSTM (Green infrastructure Surface Temperature Measurment) equipment for reducing the surface temperature of GI by using LID Method. The tests were conducted including GI products such as Greening block, Pervious Block, Soil Block and so on. The GSTM equipment developed by considering the literature surveys are characterized as follows. The non-contact infrared temperature sensor was used to measure the surface temperature, and it was improved to measure the overall average temperature including the center and the corner temperature of the specimen. The developed GSTM equipment was used to compare performance of asphalt and GI products. As a result, the Greening Block show a high difference of $18.4^{\circ}C$ and it contributes to the decrease of surface temperature.
