An impact localization for a carbon fiber reinforced plastic (CFRP) composite plate was performed using the multiplexed fiber bragg grating (FBG) sensors and the error-outlier based impact localization algorithm. We found that the optimal impact localization with the maximum error of 31.82 mm and the averaged error of 6.31 mm are obtained when the error threshold (ET) and constant level (CL) are 0.3 nm and 110, respectively. Moreover, the detailed process of impact localization under certain optimal parameters and the relevant results were thoroughly investigated. We conclude that the multiplexed FBG sensors and the error-outlier based impact localization algorithm are suitable for an impact localization on composite structures, and expect that they can be utilized for various structural health monitoring (SHM) in the future.

The purpose of this study is to examine an immoral effectiveness decrease by information access monitoring between ethical dilemma and unethical information-sharing behavior. Firms are raising the demand of confidential information management and are highlighting the ethical awareness of organizational members. The individuals in organization are concerned information sharing for future-oriented social networking. To prevent their immoral behavior, Firms should consider investing the information access monitoring. This system is aiming at log verification of movement, storage and deletion on information and will reduce an ethical conflict and unethical behavior on employees. I used the structural equation methodology for this empirical study. The research model constructs the voluntary and involuntary dilemma of information sharing on the two independent-variables, the unethical information behavior and the improper networking reinforcement on the two dependent-variables and the information access monitoring the one mediating-variables. This model tests the power effect of direct path, indirect path and total path. According to the study, the two ethical dilemma of information sharing provided a high influence to the unethical sharing action and to the inappropriate social networking strengthens. However, the mediating role of information access monitoring shows the effect weakens of independent and dependent variables. Thus, the mediating variables appeared to be important for the controlling role of an unethical behavior and improper social networking. Ultimately, The firms will need to invest the information access monitoring for a compulsory ethics behavior of organizational members. In addition, this can hinder networking enhancements for future opportunistic behaviors.

Climate change adaptation must be prepared, because the pattern of climate change in Korea is higher than the global average. In particular, it is estimated that Korea's economic loss due to climate change will reach 2,800 trillion won, and at least 300 trillion won will be needed for adaptation to climate change(KEI, 2011). Accurate climate change forecasts and impact forecasts are essential for efficient use of enormous climate change adaptation costs. For this climate change prediction and impact analysis, it is necessary to grasp not only the global average concentration but also the inhomogeneity of the greenhouse gas concentration which appears in each region. In this study, we analyze the feasibility of developing a greenhouse gas observation satellite, which is a cause of climate change, and present a development plan for a low orbit environmental satellite by examining the current status of the operation of the greenhouse gas observation satellite. The GHG monitoring satellite is expected to expand the scope of environmental monitoring by water/soil/ecology in addition to climate change, along with weather/agriculture/soil observation satellites.

The forecasting, mitigation and preparedness of the natural disaster impacts require relevant information regarding the disaster desirable in real time. In the meantime it is requiring the rapid and continuous data and information generation or gathering for possible prediction and monitoring of the natural disaster. Since disasters that cause huge social and economic disruptions normally affect large areas or territories and are linked to global change. The use of traditional and conventional methods for management of the natural disaster impact can not be effectively implemented for intial data col1ection with the further processing. The space technology or remote sensing tools offer excellent possibilities of collecting vital data. The main reason is capability of this technology of collecting data at global and regional scales rapidly and repetitively. This is unchallenged advantage of the space methods and technology. The satellite or remote sensing techniques can be used to monitor the current situation, the situation before based on the data in sight. as well as after disaster occurred. They can be used to provide baseline data against which future changes can be compared while the GIS techniques provide a suitable framework for integrating and analyzing the many types of data sources required for disaster monitoring. Developed GIS is an excellent instrument for definition of the social impact status of the natural disaster which can be undertaken in the future database developments. This methodology is a good source for analysis and dynamic change studies of the natural disaster impacts.
International concern over the environmental pollution is ever increasing, and diversified countermeasures must be devised in Korea also. Global trend, damages, problems and countermeasures with respect to issues mentioned in the Rio Declaration, such as prevention of ozone layer destruction, reduction of migratory atmospheric pollution between neighboring countries, and prevention of global greenhouse effect, were discussed in this report. Conclusion of the report is summarized as follows : A. Measurement, Planning and Monitoring (1) Development and implementation of a global network for measurement and monitoring from the global aspects such factors as related to acid rain(Pioneer substances, pH, sulfate, nitrate), effect of global temperature(Air temperature, $CO_2$, $CH_4$, CFC, $N_2O$) and destruction of ozone layer($CFC_S$). (2) Establishment of network system via satellite monitoring movement of regional air mass, damage on the ozone layer and ground temperature distribution. B. Elucidation of Present State (1) Improvement and development of devices for carbon circulation capable of accurately forecasting input and output of carbon. (2) Developmental research on chemical reactions of greenhouse gas in the air. (3) Improvement and development of global circulation model(GCM) C. Impact Assessment Impact assessment on ecosystem, human body, agriculture, floodgate, land use, coastal ecology, industries, etc. D. Preventive Measures and Technology Development (1) Development and consumption of new energy (2) Development of new technology for removal of pioneer substances (3) Development of substitute matter for $CFC_S$ (4) Improvement of agriculture and forestry means to prevent the destruction of ozone layer and the greenhouse effect of the globe (5) Improvement of housing to prevent the destruction of ozone layer and the greenhouse effect of the globe (6) Development of new technology for probing underground water (7) Preservation of forest (8) Biomass 5. The National Ecosystem Survey in Korea provides information to policy makers for preservation of natural environment and implementation of international agreement. The 1st and 2nd National Ecosystem Survey were carried out between 1986 and 1990, and between 1997 and 2005, respectively. The 3rd National Ecosystem Survey began in 2006 and ended in 2012. In 2013 the pilot survey for the 4th National Ecosystem Survey is ongoing. The 4th National Ecosystem Survey due to the revision of the Natural Environment Conservation Act which has been done every 10 years would change into every five years. It is planned to be conducted from 2014 to 2018. The survey method of the 4th National Ecosystem Survey has been modified to obtain more accurate data for many taxa. The survey for a nocturnal animals will be introduced. In addition, monitoring by setting the grid will get quantitative data seasonally. The vegetation survey will be conducted with a mobile device contained files of aerial image maps including classified vegetation map. National Ecosystem Survey will be improved as follows. First, each survey methods suitable for the purpose should be developed. Second, monitoring methods for obtaining quantitative data should be developed. Finally, the research using the data should be developed in the field of not only ecosystem and biological diversity but also habitat assessment.

The intensive habitats loss of natural organisms as a consequence of anthropogenic activities has lead to the use of alternative habitats for species conservation. We reviewed the current status of alternative habitats and suggest the improvement of alternative habitats. Most of alternative habitats regarded in this study are not following the pre-arranged consultation at environmental impact assessment. These alternative habitats are rendered useless due to the insufficient consideration of ecological characteristics of species and lack of detailed plans. A number of alternative habitats are influenced by disturbance such as environmental pollution and construction. Post-monitoring of alternative habitats are needed to estimate immigration rate of species. Post management is also needed to assess the status of population stability. Overall, low effectiveness of alternative habitats is presented in this study. According to the status survey, methods for improvement of alternative habitats are required such as detailed guidelines, establishment of post-monitoring system, improvement of habitat restoration techniques, and guidelines for management and operation of alternative habitats.
It is needed for one to design the better models estimating emission and then with the real time data, make the monitoring system simulating emission rate because of having built the basement of accepting real-time traffic information in ITS projects. The objective of the study is to develop the monitoring system visualizing air pollution to a certain place. It is based on the estimated emission from the patterns of individual vehicles and the changes of traffic flow. For constructing simulator, we loaded referring algorithm in actuality program and simulates the traffic flow movement in a microscopic viewpoint. The simulator is able to express not only the movement of each car but also to visualize processing the emission and diffusion of the air pollutant by computer program. Not only expresses the simulation process the angle of vision but it also cutting down environment expenses and improving the traffic impact assessment and the traffic impact assessment.

As livestock manure treatment is becoming a problem, manure application in forest plantation is recommended as an alternative. In this study, to investigate the impact due to liquid manure application in forest plantation, soil, soil water and shallow groundwater quality had been monitored in poplar experimental site where the liquid manure (LM) was applied. Water samples were collected weekly during growing season (April to October) from 2008 to 2011. From the monitoring results, phosphorus concentration in the soil and soil water had no significant difference between LM and control plots. $NO_3$-N concentration of soil water in LM, however, showed higher concentration (13.6 mg/l at 40 cm, 35.1 mg/l at 80 cm) than control plot (1.5 mg/l at 40 cm, 0.5 mg/l at 80 cm). In case of shallow groundwater quality, pH, heavy metal, etc. were satisfied to the national agricultural water quality standard of groundwater and there were no significant difference between upstream and downstream. The $NO_3$-N concentration of shallow groundwater was also not exceeded the national drinking water standard. However, $NO_3$-N concentration in soil water and downstream of shallow groundwater had increased in 2011 when non-composted LM was applied mostly in non-growing season of tree (September). From the results, it is important to control nitrogen source, application time and decomposed or not when LM is applied. In addition, to investigate nitrate source, further long-term monitoring and modelling could be necessary.

An Environmental Specimen Bank (ESB) is an archive for samples that can be used to document and assess the quality of the environment in which we live. An ESB program looks at changes in the concentration of human and environmental specimens over long periods of time through retrospective analysis of archived samples of a particular area collected at regular intervals. The idea of ESB was first proposed by German and American scientists in the early 1970s and has been established since 1979 in Germany, USA, and Japan. Korea plans to establish a National Environmental Specimen Bank (NESB) in 2010. The NESB will be able to assess and improve the quality of analytical measurements as well as to compare the past and current environmental quality as a time capsule. The concept and design for the NESB facility was developed and its Standard Operation Procedures (SOPs) are being developed based on an evaluation of ESBs and SOPs of Germany, USA, and Japan. Environmental specimens proposed for banking are based on typical representatives of every level of the food chain from each type of ecosystem that are widely distributed thus enabling comparisons between different sampling areas. Through retrospective analysis of environmental specimens, the NESB will improve the reliability of environmental monitoring, ecological risk assessment, and health impact assessment.
