정보화발전과 함께 정보시스템의 투자규모가 확대되고 무분별한 점보시스템의 구축으로 인해 체계적인 정보화 투자 및 관리가 필요하게 되었다. 이로 인해 ITA의 도입 및 활용이 의무화되었다. 더불어 ITA의 지속적인 발전 및 고도화방향 설정을 할 수 있도록 하기 위한 도구로 성숙도 모델이 각각 정보통신부와 행정자치부에서 개발되었다. 2종의 상이한 성숙도 모델로 인해 개별기관에서 적용에 어려움을 겪고 있으며, 성숙도수준에 대한 서로 다른 측정결과가 도출되는 문제가 발생하였다. 본 논문에서는 2개의 상이한 모델의 장점을 통합하고 국내관점들 적극적으로 적용하는 등 문제점들 개선한 단일 성숙도모델인 범정부 ITA 성숙도모델을 제안한다. 또한 개별기관의 성숙도 수준들 단일 성숙도모델로 측정하여 ITA 수행 및 활용 능력을 파악하고 문제점을 사전에 발견하여 향후 범정부 차원의 지원방향을 결정하는 등 많은 효용성을 기대한다.

디지털 비디오의 발전이 가속됨에 따라, 비디오 샷 경계 검출은 비디오 분석 및 카타로깅 등 여러 분야에 있어 필수적인 요소가 되었다. 기존 샷 경계 검출 방법들은 잠음이나 카메라 혹은 물체의 이동, 그리고 색상의 급격한 변화 등에 민감한 성능을 보인다. 본 논문에서는 개선된 지역 방향 패턴 기반(eLDP) 검출 방법을 제안한다. 제안하는 방법은 RGB 색상의 일부와 eLDP의 특징을 결합해 더욱 강인한 샷 경계 검출 성능을 보였다. 또한, 셋톱박스 품질검사 시 필요한 채널 간 동기화의 신뢰성을 높였고, 실시간으로 검사하면서도 안정적인 샷 경계 검출이 가능함을 입증하였다.

Objectives: We investigated $L^*a^*b^*$ and $ITA^{\circ}$ value on the face to correlate the complexion of Korean female with aging theory of Neijing(內經) in Suwen-Shanggutianzhenlun(素問,上古天眞論). Methods: Three hundreds and thirty one Korean females, aged 22-64 years($39.36{\pm}9.71$ years) were participated in this study. We measured the skin properties of the face with Spectrophotometer CM2600d(Minolta, Japan). Trisimulus $L^*a^*b^*$ color and $ITA^{\circ}$ value divided on 7 years were and analyzed by regression analysis method. Results: $L^*$, ITA value decreased and $a^*$, $b^*$ increased as the age increases. Among these, we found out that ITA value is most related to aging. $L^*$ value decreased among the group of 28 to 35 years old. ITA value decreased among the group of 35 to 42 years old. $a^*$ value decreased among the group of 42 to 49 years old. Conclusions: Unique aging pattern by 7 years of female in Oriental medicine is reflected to complexion.

We developed poly (3,4-ethylene dioxylene thiophene):poly (styrene sulfonic acid) (PEDOT:PSS)-free organic solar cells (OSCs) using buffer and anode combined Ta doped $In_2O_3$ (ITaO) electrodes. To optimize the ITaO electrodes, we investigated the effect of $Ta_2O_5$ doping power on the electrical, optical, and structural properties of the co-sputtered ITaO films. The optimized ITaO film doped with 20 W $Ta_2O_5$ radio frequency power showed sheet resistance of 17.11 Ohm/square, a transmittance of 93.45%, and a work function of 4.9 eV, all of which are comparable to the value of conventional ITO electrodes. The conventional bulk heterojunction OSC with ITaO anode showed a power conversion efficiency (PCE) of 3.348% similar to the OSCs (3.541%) with an ITO anode. In addition, OSCs fabricated on an ITaO electrode successfully operated without an acidic PEDOT:PSS buffer layer and showed a PCE of 2.634%, which was much higher than the comparable no buffer OSC with an ITO anode. Therefore, co-sputtered ITaO electrodes simultaneously acting as a buffer and an anode layer can be considered promising transparent electrodes for cost-efficient and reliable OSCs because they can eliminate the use of an acidic PEDOT:PSS buffer layer.

Proliferation of IT applications and developments lead to many useful yet diverse information systems being used in an organization. Users of information system have been satisfied with useful functions and prompt outputs, however they have become realized the problem of incompatibility of diverse systems and asked for more compatible systems in which more data and software can be shared among users. Information technology architecture (ITA) is suggested as one way of avoiding such problem by many researchers. This paper ananlyzes and introduces the ITA approach used primarily in US governments and in many other organizations. In Korea, many researchers view ITA as a technical concept that deal with interperability and standards. However, ITA is more managerial oriented concept than technical, because it allows us to achieve managerial objective, for example alignment of IT to strategic objectives, with ease and more confidence. This paper proposes the necessity of ITA in IT management and clarifies the relationships of managerial focus with technical focus of ITA.

본 연구에서는 조직에서 ITA/EA가 기여하는 기능이 무엇인지 그에 관한 측정항목들을 도출하였다. 또한 조직의 IT거버넌스가 왜 구축되고, 구축효과는 무엇으로 평가할 수 있는지 측정항목을 탐색적으로 도출하였다. 그리고 설문조사를 바탕으로 상호간의 영향관계를 통계적으로 검증하였다. 분석 결과, IT거버넌스 영역중 IT자원 및 성과관리와 IT프로세스 관리에는 ITA/EA의 업무프로세스 지원과 투자효율화 요인이 유의한 영향을 미치는 것으로 나타났으며, 마찬가지로 IT서비스관리에는 업무프로세스 지원, 투자효율화, 인프라체계화 요인이 영향을 미치는 것으로 나타났다.

조직에서 IT에 투자함으로써 납득할만한 가치를 얻고 있는가에 대한 물음에 많은 경영진과 의사결정권자들은 확신을 하지 못하고 있는 상황이다. 또한 조직의 IT 역량이 조직의 경쟁력 향상에 기여하고 있는가에 대한 부분도 크게 다르지 않다. IT프로젝트는 의뢰 IT부서가 담당하고 있으며, IT 투자 또한 전사 차원의 전략인 관점보다는 전술적 수준의 이니셔티브로 인해 적지 않은 자원을 낭비하고 있는 실정이다. 이러한 상황에서 IT 거버넌스에 대한 필요성과 개념에 대한 올바른 인식이 필요하게 되었으며, 그 접근 방법으로써 ITA를 비롯하여 많은 방법론들이 대두되고 있는 상황이다. 이에 우리는 정부부처 및 공공기관을 대상으로 ITA를 기반으로 정보자원을 관리하고 있는 조직들을 대상으로 IT 부분에 있어 어떠한 의사결정 형태를 갖고 있는지 연구하였으며, 본 연구에 관한 자세한 내용은 다음과 같이 논의 하였다.

The Harmonized System comprises about 5,000 commodity groups; each identified by a six digit code, arranged in a legal and logical structure and is supported by well-defined rules to achieve uniform classification. This study reviews the appropriateness of Korea Customs Service and Tax Tribunal's customs classification decisions concerning the interpretation and application of the Harmonized System for certain ITA goods. Korea Customs Service had classified arbitrary and had not applied in dubio pro reo principle. This paper finds that 57% of Korea Customs Service's classification decisions have erred. Korea government need to take measures to secure uniform interpretation of the HS and its periodic updating in light of developments in technology and changes in trade patterns. This paper suggest to amend customs law and regulation concerning classification committee.

Background: When internal thoracic artery (ITA) and saphenous vein graft are anastomosed to the same coronary artery, the patency rate of the internal thoracic artery graft with relatively narrow diameter may be decreased owing to competition of pressure and flow rate. We evaluate the clinical outcome and the patency of the ITA graft in patients undergoing dual grafting to the same coronary artery. Material and Method: In 14 patients with the ITA graft having relatively low flow, the ITA and saphenous vein graft were anastomosed to the same coronary artery. During the mean follow-up period of 33.5 months, coronary angiography was performed in 6 patients who complained of recurrent angina, needed confirmation of graft flow, or showed postoperative Q wave. Result: In all 6 patients, the ITA and saphenous vein grafts were patent without stenosis or obstruction. Two patients showed good flow in both grafts, 2 showed competitive flow in the ITA graft, and the remaining 2 showed poor flow in the ITA graft. Conclusion: Early operative closure When saphenous vein grafting was added to the same coronary artery that the internal thoracic artery was anastomosed to, the perfusion to the coronary artery was satisfied and the dual grafting did not affect the short-term and mid-term patency rate of the ITA.

Objectives : Intelligent thermo-acupuncture system (ITA-system) is invented for the convenient operation of thermo-acupuncture therapy. The aim of this study is to investigate the safety of 100 ㎑ electromagnetic field (EMF) made by ITA-system. Methods : We analysed the influence of this EMF on animals. In order to do experiment in the influence of EMF, male ICR mice were exposed to EMF at different distances from the ITA-system. And we examined weight, diet, behavior, organ and hematological changes. Results & Conclusions : According to the animal studies with mice about EMF influence, there was no significant difference between the control group and the exposed groups about them. In conclusion, the safety of 100 ㎑ EMF made from ITA-system through this animal research was checked.
