  • The objective of this study is to revise the related regulations and laws of intelligent transport systems performance tests and methods. This study improves the reliability of present traffic information, reduce public discontent by systematic reforms and reduce national and social costs through the analysis of intelligent transport system performance tests'current status and problems. This study will maximize the investment profits and efficiency of ITS system as the reliability of transportation information which is created through the maintenance of ITS equipment and center, systemization of work responsibility through close analysis of ITS performance test and overall evaluation of role of ITS performance assessment organization will improve and new level of service will be born.

A Study on the Information Gathering Function of Research and Development Laboratories Established within Industrial Firms (산업체 부설연구소의 정보기능에 관한 연구)

  • This dissertation is presented in two major parts. The first part presented in Chapter 3 attempts to verify the major hypothesis of the present study that the research and development laboratories(hereafter referred to R&D laboratories), establishd withine industrial firms to develop new technologies needed for their own industrial activities, may have another but very important functions to bring information on the externally generated technologies to attention of their respective management decision makers, eventually resulting in the transfer of technology; and such information functions of the R&D laboratories may be better performed by well-organised laboratories than by poorly-organised ones. The second part presented in Chapters 4, 5, 6 and 7 discusses, after the preceding hypotheses has been verified, some desirable situations of the R&D laboratories in facilitating the flow of information on new technologies developed in the world into their industrial firms, centering on the organisational positions and the major fields of interest of the person in charge of the R&D centers, services of the library and technological information office supporting the R&D laboratories, and frequencies of direct contacts of research and development workers with experts in the world and of participation in various conferences, seminars, workshops, exhibitions, etc. Now that there is no recognised instrument and method available for direct measurement of volume of technological information transfered into a particular industrial firm, the number of technologies introduced into a given firm is employed in the present study as an analogous parametre indicating volume of technological information transfered into the firm during a particular period of time. A logical attempt to justify the use of the indirect paramentre is made in Chapter two. vidences needed to verify the hypotheses of the present study are collected through the various publications of the Korea Industrial Research Institutes and other agencies and institutions related to industrial research activities, and through responses to the questionnaire posted to a sample of the 66 R&D laboratories on 6 May 1987 and returned by 30 August of the same year. Some findings and conclusions made in the study are summarised as follows: (1) More information on externally developed technologies flows into the industrial firm with a R&D laboratory of its own than into the industrial firm without one, and naturally, more chances of transfer of technologies are given to the former than to the latter (see 3. 2) (2) After establishing an R&D laboratory, more technological information flows into the industrial firm than before establishing one (see 3. 3) (3) More technological information flows into the industrial firm with a well-organised R&D laboraory than into the firm with a poorly-organised one (see 3. 4) (4) More technological information flows into the ndustrial firm where the director of its R&D laboratory has status qualified to participate in the highest managerial decision making processes of the firm than into the industrial firm where the director does not have such status (see 4. 2) (5) More technological information flows into the industrial firm where the director of R&D laboratory does not hold other positions within the firm than into the industrial firm where the director holds other positions (see 4.3) (6) There is evidence showing that quantities of technological information transfered into industriali firms vary with the case that the major background of the director of the R&D laboratory is the same as the main field of R&D activities of his or her laboratery, the case that the director's background is partly related to the field of R&D activities of the laboratory, and the case that the director's major background is different from the field of R&D activities of the laboratory (see 4.4) (7) More technological information flows into the industrial firm with the director of its R&D laboratory appointed from among professional research and development workers than into the industrial firm with the director of its R&D laboratory appointed from among general managers (see 4.5) (8) More technological information flows into the industrial firm with its R&D laboratory which has established a library service unit within its own jurisdiction than into the industrial firm with its R&D laboratory which has established a library service unit within its own jurisdiction than into the industrial firm with its R&D laboratory which uses a library within the firm but outside the laboratory (see 5. 1) (9) More echnological information flows into the industrial firm with a technological information office of its own than into the industrial firm without such an office (see 5. 2) (10) More technological information flows into the industrial firm with a large research and development staff in its R&D laboratory than into the industrial firm with a small staff in its R&D laboratory (see 5. 2) (11) More technological information flows into the industrial firm with its R&D laboratory whose staff members more frequently contact experts in the conferences, seminars, symposiums, and workshops held in foreign countries and novelties in the world's major exhibitions than into the industrial firm with its R&D laboratory whose staff members less frequently contact such experts and novelties (see 6. 2 ; 6. 3)

Philosophical Foundations of Information Services and its Attributes (정보봉사의 속성과 철학적 기반)

  • The purpose of this paper is deriving philosophical foundations of information services by clarifying its concepts and attributes. Clarifying its concepts and attributes is based on the origin of the term information services, definitions and contents, historical and social perspectives. The theory of information services was reorganized by logically demonstrating that the term "information services" is most suitable name to represent its essence, attributes, and activities. The philosophy of information services has the key elements as instruction, information, guidance, and service in humanistic aspects which have been shown consistently in the origin of the term, definitions, historical and social perspectives. This paper tried to establish philosophical basis for information services that is focused on these elements.

  • This paper presents a methodology of estimating incomplete information in electricity markets for analyzing the gaming behavior of Generating Companies (GENCOs). Each GENCO needs to model its opponents' unknown information of strategic biddings and cost functions. In electricity markets with complete information, each GENCO knows its rivals' payoff functions and tries to maximize its own profit at Nash equilibriurnl Nli) by acknowledging the rivals' cost function. On the other hand, in the incomplete information markets, each GENCO lacks information about its rivals. Load patterns can change continuously due to many factors such as weather, price, contingency, etc. In this paper, we propose the method of the estimation of the opponents' cost function using market price, transaction quantities. and customer load patterns. A numerical example with two GENCOs is illustrated to show the basic idea and effectiveness of the proposed methodology.

  • Currently, when the military performs military operations in wartime and peace time, it is important for him to obtain repeatedly updated traffic information for security of the military supply support. The purpose of this study is to present an acquisition way of the repeatedly updated traffic information which the military is available. To achieve this Purpose, firstly, this paper finded types of traffic information which the military demanded and limitations caused by an connection of traffic information network between the military and associated government agencies. Also. grasped ITS(Intelligent Transportation systems) equipment operation by associated government agencies (Ministry Construction & Transportation, Korea Highway Corporation, Seoul Metropolitan Government, National Police Agency, Korea Institute of Construction Technology) and connection situations of traffic information network among associated government agencies. On the basis of these materials, this study presented the most efficient connection method in the field of the space and the contents of traffic information between the military and associated government agencies and ITS connection system between the military and associated government agencies was contrived. Throughout the upper processes, this paper showed a method which is available for acquiring ITS traffic information of associated government agencies. In addition to the connection method of ITS traffic information network, resolutions for the problems caused by connection of ITS network were come up with. But the more deep study for this matter is needed since resolutions for the problems of the ITS network connection, which this paper presented, were very restricted.

Context Aware Services using Multi-Environmental Sensors and Its application for Ubiquitous Home Networks

  • As we go about our daily lives, people often collect surrounding information and adapt to the situation. Computer development trends show that one wants computers to work like human beings, i.e. computers can sense its context and adapt corresponding to context changes. To implement this expectation, a context aware service layer is needed. In this layer, sensors capture its environment and send this information to the service center. Considering received information as its context, the service center seeks the suitable operation according to the context. Tills paper presents a context aware service which is applied in controlling air-conditioner. The air-conditioner includes sensors which are installed at some special positions in a room. Each of these sensors gathers comfort-influenced information like temperature, humidity and sends them to air-conditioner. The air-conditioner adapts its operation to the environment according to the sensed information. To control the air-conditioner effectively, we use a genetic algorithm which is suitable in adaptation issues. The simulation shows that the room condition can be maintained at a comfortable level by using context-aware services in the operation of the air-conditioning system.

Quality of Health Information on the Internet

  • The article reviews the quality of information on the Internet in general and health information in particular, where the accumulation and steady increase of information available on the Internet, without concern for its quality or importance, and regardless of the target audience, in addition to the lack of evidence of its credibility such as the availability of the name of the editor and references, and the availability of the name of an academic or research body responsible for that information. Add to this the lack of bibliographic data that can help infer the novelty of the information, and verify the element of trust in it . The problem is exacerbated with regard to the health information available on the Internet, due to its danger resulting from the presence of false health information that may cause danger to human health if relied upon. Through this article, the researcher proposes criteria that can help users search for information to measure the degree of quality, trust, and credibility of information in general and health information available on the Internet in particular.

A Study on Integration of Communication Networks for ITS (ITS 통신망 연동방안 연구)

  • The purpose of this study is to develop a method of integrating diverse communication networks for effectively providing ITS(Intelligent Transport System) services. In this paper, in oder to integrate communication networks, we have defined ITS services, its requirements and functions of communications. Also, we have analyzed the six important ITS services in the National ITS Architecture along with the characteristics of wireless communications. Based on the ITS service scenarios, we have derived the communication methods for ITS services.
