건설사업 수행성과평가에 대한 분석 고도화 연구 (A Study on Advanced Analysis of Construction Project Performance Evaluation)

  • The performance of the construction project is to be evaluated within 60 days of completion, according to relevant laws. It evaluates cost, construction period, design change, re-construction, safety, etc. for each project stage. And the project owners are inputting the evaluation results of the construction work into the construction project information system(CALS). The post-evaluation result information entered in this way can be referred to in the basic design of the construction project by referring to the related contents if there is a similar construction in the future. And It can also be used to predict and respond to the required period and cost by analyzing the accumulated data. In this study, in order to provide reference data that can be used in similar projects in the future, the latest analysis methods are reviewed and the possibility of future application is considered. Accordingly, this study intends to focus on the construction cost part among the indicators such as construction cost, construction period, design change, and re-construction that are currently being dealt with in post evaluation.

공급자 관점에서 정보시스템 개발 프로젝트의 범위관리활동이 프로세스성과와 결과물성과에 미치는 영향에 대한 연구 (The Effects of Scope Management on Process Performance and Output Performance in the Information System Development Project : An Analysis from Project Supplier's Perspective)

  • Even though the success of the information system (IS) protect becomes a critical issue to an enterprise and there has been a lot of research about finding critical success factors of IS projects, the scope management for the success of IS protect has received little attention in the literature. The purpose of this research is to investigate the effects of the project scope management activities defined by PMI (Project Management Institute) on the performance of the information system project. The focus of this paper is on the project supplier's point of view. This study shows the priority of the scope management activities during the IS Project. The results show the different results depending on the types of the project clients and the project scale. This research reveals that the scope verification is important for the project supplier from the project process view, and that the scope planning/definition is important for the protect client from the project result view. It also shows different results comparing to the conventional recognition about project success. The research results show that the positive relationships between the project scale and the importance of scope management activities, and between the familiarity of suppliers and clients and the importance of the scope management activities. Through this research, we expect that the importance of the scope management in a project will be considered as an important issue, and that this research will lead to various detailed research about this issue.

PMO의 역량과 조직공정성이 IT 프로젝트 성과에 미치는 영향에 관한 연구 (A Study on the Effect of PMO Capability and Organization Justice on IT Project Performance)

  • 본 연구는 PMO(Project Management Office)가 도입된 IT 프로젝트 경험자를 대상으로, 내 외부 PMO의 역량과 프로젝트 성과 간의 관계에 있어 조직공정성을 매개변수로 하여 영향 관계를 파악한 연구이다. 연구결과, 내부 PMO 역량은 절차공정성과 분배공정성뿐만 아니라 프로젝트 성과와도 직접적 관련이 있는 것으로 나타났다. 반면 외부 PMO 역량은 절차공정성에만 관련이 있고, 프로젝트 성과와는 관련이 없는 것으로 분석되었다. 또한 절차공정성과 분배공정성은 모두 프로젝트 성과와 관련이 있는 것으로 확인됐다. 일반적으로 조직 내부에서는 프로젝트 관리역량을 충분히 갖추고 있음에도 불구하고, 프로젝트 관리의 공정성 객관성을 위해 외부 전문 컨설팅 기관의 역량을 도입한다. 그러나 절차공정성에 대한 검정통계량값의 경우, 내부 PMO 역량이 외부 PMO 역량에 비해 상대적으로 높고 유의성이 있는 것으로 드러났다. 또한 내부 PMO 역량만이 분배공정성과 프로젝트 성과에 직접적 상관성을 가지는 것으로 나타났다. 본 연구는 내 외부 PMO 활동 수행에 필요한 인적 역량을 도출하는데 그 지표가 될 것이며, 내 외부 PMO 도입을 통한 프로젝트 관리 전략을 세우는데 기반을 마련했다는데 의의가 있다.

해군에서 수행하는 국방 실험사업 발전방안을 위한 탐색적 연구 (An Exploratory Study for the Development Plan of the National Defense Experiment Project Conducted by the Navy)

  • Since 2012, the Navy has been conducting a defense experiment project to evaluate the possibility of military application by introducing new technologies related to excellent private informatization in the defense field. There are many projects that have spread because they are suitable for military use, but some have ended as experimental projects themselves because they do not meet the military's required performance. Continuous development is required as increasing the spread rate by successfully carrying out defense experiment projects is the basis for defense reform. This study analyzed the performance of major projects carried out by the Navy and presented considerations for the development of defense experiment projects to be carried out by the Navy in the future. The main achievements were derived in various ways in terms of project performance and system operation, and the considerations can be summarized in the field of raising business requirements, securing resources for system operation, determining the size of companies for project execution, and security measures. The research results can be used as data to determine the required defense experiment project and efficiently carry out the project.

지식 상호보완성과 PMO수행체계가 IT 프로젝트 성과에 미치는 영향 (The Effect of Knowledge Complementarity and PMO Implementation System on Performance of IT Project)

  • PMO(Project Management Office)는 IT 프로젝트의 성공적인 운영을 위한 보편적 접근방법으로 여겨지고 있다. PMO에 관한 선행연구는 PMO의 규범적 역할과 기능을 규명하는 데 집중하는 경향이 있다. 반면 실제 현장에서는 PMO가 발주기업과 전문PMO로 구성되는 조직간 협력체로서 운영되고 있기 때문에 적절한 협력체 (PMO 수행체계)의 수립은 프로젝트 성과에 의미있는 영향을 미칠 것으로 보인다. 본 연구에서는 발주기업과 외부 전문PMO의 역량이 PMO 수행체계의 수립을 통해 프로젝트 성과에 어떠한 영향을 미치는지 살펴보았다. 더불어, 발주자와 전문PMO 간의 지식 상호보완 정도에 따라 각각의 역량이 수행체계에 미치는 영향에 변화가 있는지도 살펴보았다. 연구결과, 발주기업과 외부 전문PMO의 역량이 PMO수행체계의 수립에 긍정적인 영향을 미치며 추진조직과 역할 및 책임에 대한 명확한 정의와 표준화된 프로세스의 확립 등이 IT 프로젝트의 성과에 중요한 요인임이 밝혀졌다. 또한, 발주기업과 전문PMO가 공통지식 기반을 갖고 지식 상호보완성을 확보했을 때 PMO가 더욱 효과적으로 기능을 발휘하는 것으로 밝혀졌다. 종합하면, IT 프로젝트의 성공을 위해서는 PMO 수행체계수립에서 거버넌스 관점의 접근이 중요하며 발주기업과 외부 전문 PMO 간의 지식 상호보완성의 확보가 도움이 되는 것으로 볼 수 있다.

커뮤니케이션매체 특성과 교수행위 특성이 협력적 상호작용과 프로젝트 성과에 미치는 영향 (The Impact of Characteristics of Communication Media and Instruction Behavior on Collaborative Interaction and Project Performance)

  • In the new web based learning environment which has recently emerged, a variety of new learning objectives and teaching methods suited to this learning environment have been adopted. Recently, web based project-based learning methods have received a great deal of attention from those wishing to improve learning performance. The objective of this study is to identify the impact of characteristics of communication media and instruction behavior on collaborative interaction and project performance through web based group projects. The characteristics of communication media were divided into richness, flexibility, and ease of use, and the characteristics of instruction behavior were divided into support and expression, which are independent variables. Collaborative interaction as a mediate variable, was divided into information sharing and negotiation. Project performance was the dependent variable. To verify the proposed research model empirically, an experiment was conducted in which learners participated in on-line and off-line courses with group projects. The group project was conducted virtual product development(VPD), and designed a web-site about the VPD. At the end of the project, a survey was conducted. Of the 270 students, 239 responded. The students were assigned to groups of 3 or 4 members, and represented different genders and levels of computer competence. The reliability, validity, and correlation of research variables were analyzed using SPSS 14.0, and the measurement model and the structural goodness-of-fit of the research model were verified through SEM analysis using Lisrel 8.54. We found important results as follows; First, richness and ease of use has positive impacts on each of sharing information and negotiation. This suggests that richness and ease of use are useful in sharing information which is related to the task and agreeing in opinions among group members. However, flexibility has not positive impacts on sharing information and negotiation. This implies that there is no great difference in performance of PC and information literacy of user. Second, support and expression of instructor have positive impacts on sharing information and negotiation. This indicates that instructors play an important role in encouraging learners to participate in the project and communicating with them, sharing information related to the project, making a resonable decision and finally leading them to improve a project performance. Third, collaborative interaction has a positive impact on project performance. This result shows that if the ability to share information and negotiate among students was improved then a project performance would be improved as well. Recently, in the state of revitalized web based learning, it is opportune that web-based group project is practically conducted, and the impact of characteristics of communication media and characteristics of instruction behavior on sharing information, negotiating among group members and improving a project performance is verified. On the basis of these results, we propose that forms of learning, such as web based project, could be one of solution which is to enforce interaction among learners, and ultimately improve learning performance. Moreover web-based group project is able to make up for a weakness which makes it difficult to make interpersonal relations or friendship among learners in computer mediated communication or web based learning.

프로젝트 팀 리더의 역할과 팀성과 (Project Team Leader's Roles and Team Performance)

  • This Study has empirically examined the relationship between the role of R & D project leaders and their team performance using data from 87 project teams in 6 R & d organizations. The results reveal that : 1) R & D project leaders play five different roles for performing their jobs-strategic plannar, team builder, gatekeeper, expert and champion : 2) all but the champion role of leaders are positively associated with project team performance unless they have too short team tenure to materialize their role efforts : 3) However, the relationship between the role of leaders and project team performance varies according to characteristics of their team and project tasks. More specifically, it becomes more important for leaders to focus on gatekeeping and championing roles as their team gats older. Team building role of leaders is more important for higher performance of relatively certain R & D projects, while for uncertain R & D projects gatekeeping role appears to be more important.

금융권 핵심 PMO 기능과 운영형태에 관한 연구 (A Research on the core PMO function and operation type for the IT project of financial industry in Korea)

  • The IS project is getting more and more complicated and large-scaled. Many researchers and practitioners are interested in the IS development methodologies, automated tools and techniques, TQM to decrease project failure, and to increase IS performance. But, in spite of such various efforts, the latest Standish Group's research indicates that the project scale is bulkier than $1{\sim}2$ year ago and IS development project's batting average falls from 34% to 28% at the same time, proceeded project is increased, and project discharged arrives to $15%{\sim}18%$. According to a research, success possibility increased by 37% after a year of PMO introduction, and increased sharply by 62% after 2 years and by 65% after S years. This research has a goal to survey how the PMO function and operation type affect the IS project performance in the financial industry. I determine nine independent variables and three dependent variables from previous researches. The results of this study are that the four core functions of PMO have relationship with project performance. But, technical support function does not relate with organization performance. Among the four core PMO operation types, three types have an effect on the IS project performance except the perfectionist type.

  • 프로젝트 성과에 중요한 영향을 미치는 관리방식과 프로젝트 성과간의 관계에 대해서는 지금까지 지속적으로 연구가 진행되고 있다. 최근의 연구들은 프로젝트의 특성에 따라 프로젝트 관리 방식이 달라져야 하며, 프로젝트 관리방식과 프로젝트 성과간의 관계도 프로젝트 특성에 따라 상이할 수 있음을 주장한다. 그럼에도 불구하고 프로젝트 특성이 프로젝트 관리방식과 프로젝트 성과간의 관계에 어떠한 영향을 미치는가에 대한 연구는 부족한 편이다. 본 연구에서는 프로젝트 관리방식들(팀 자율성, 내부/외부 커뮤니케이션, 개인주의 지향성)이 프로젝트 특성인 프로젝트의 신규성 정도에 따라 프로젝트 성과에 미치는 효과를 분석하였다. 실증분석은 과학기술계 정부출연연구소에 속한 78개 R&D 프로젝트팀을 대상으로 하였다. 분석결과 프로젝트의 신규성 정도가 높을수록 팀 자율성은 프로젝트 성과에 더욱 긍정적인 관계를 보였다. 또한 프로젝트의 신규성 정도가 높을수록 내부 커뮤니케이션은 성과에 더욱 긍정적이지만 외부 커뮤니케이션은 더욱 부정적으로 나타났다.

프로젝트 조직자원이 경영성과에 미치는 영향 (The Effects of Project-Based Organizational Resources on the Business Performance)

  • The purpose of this study is to examine the effect of project-based organizational resources on the business performance in the resource-based view (RBV) and dynamic capability one and analyze their relationship through an integrated model. The RBV argues that firms get competitive advantages when they have VRIN characterized resources but dynamic capability view argues that RBV has its limitation under volatility so it enables them to obtain competitive advantages in ever changing environments. This study analyzes data collected from 270 survey questionnaires on the project management related staff at the project-based organization among major companies in Korea. The result demonstrates that two project organizational resources on strategic and executional management with VRIN characteristics are found to bring positive effects on the organizational dynamic capabilities and also the dynamic capabilities such as integration & reconfiguration, organizational learning are verified to bring meaningful positive effects on the business performance. On the other hand, unlike previous studies, ambidexterity has quite a weak effect on the business performance. Therefore, we expect that the resources of the project-based organization with VRIN lead to strengthen the firm's business performance through organizational dynamic capabilities and produce high performance through the integrated model of RBV and dynamic capability one. The study has academic meanings that widely confirm the effects and characteristics of main elements of VRIN project organizational resources on the business performance of competitive advantage through the dynamic capabilities of the organization by the regression on the precedent studies regarding the project management resources and their relationship with the VRIO characteristics. The practical implication is that it is preferentially necessary for the organization to obtain VRIN resources and organizational dynamic capabilities, especially organizational learning to have sustainable competitive advantages.
