스마트도로 안전성 향상 효과의 정량화 연구 (Quantitative Analysis of Safety Improvement on Smart Roads)

  • 첨단도로 안전시설물, 첨단교통관리기법 등을 기반으로 하는 다양한 첨단 교통서비스는 교통사고 등의 돌발상황을 감소시킬 것으로 예상되며, 이에 따라 도로의 지 정체 역시 감소될 것이다. 따라서 안전성 향상에 따른 지 정체 감소효과를 편익항목에 포함시킬 수 있다. 그러나 현재 우리나라의 투자평가지침에서는 이를 편익으로 계상하지 않고 있다. 스마트도로에서 제공하는 첨단 교통서비스는 인프라의 초기 투자비용을 상승시키지만 새로운 서비스로 인한 편익이 계상되지 않아 비용/편익 분석 시에 경제성을 확보하지 못하는 문제점을 가지게 된다. 따라서 본 연구는 과거 3년간의 고속도로 사고 자료를 이용하여 평균 차로차단시간을 추정하고, 미시적 시뮬레이션을 이용하여 구축된 자료와 회귀분석기법을 통해 지체시간 추정모형을 개발하였다. 또한 개발된 모형이 투자평가기법에 적용될 수 있도록 계량화에 필요한 원단위(평균용량감소비율 등)를 제시하였다. 개발된 방법론을 스마트하이웨이사업 사례에 적용 결과, 스마트 안전시설로 인한 사고감소율을 10%로 가정하였을 경우, 30년 동안 총 안전성 향상 편익은 1,392억 원에 이르는 것으로 분석되었다.

Innovative Writing Assignments in Engineering to Enhance Learning, Thinking and Motivation

  • Three benefits of incorporating writing in engineering curricula are presented. The first benefit is in improving the communication skills which are essential for engineers and are attained through practice. The second benefit is in enhancing learning and is achieved by utilizing the complex process of writing to heighten the level of understanding. The third benefit, though difficult to recognize and even more difficult to promote in a society (and educational institutes) steeped in the behaviorist tradition, is in promoting meaningful learning by cultivating motivation internal to students themselves. The boundaries of writing activities are broadened to include that of stating a paragraph or even one complete sentence such that it may be incorporated in engineering without undue strain. A two-year trial of incorporating four types of writing assignments in six different courses (a total of 12 classes) at Michigan Technological University shows that writing assignments can be designed to achieve different degrees of the three aforementioned benefits. It is found that different types of writing activities need to be assigned depending on the status of course (elective vs. required) and on the composition of the students taking the course (upper division vs. lower division; majors vs. non-majors).

  • Railway is superior to the other land transportation systems in aspects of environmental problems. Environmental problems are not considered during a preliminary feasibility study. Investment for railway is low because of low B/C(benefit/cost)ratio in the economical efficiency analysis during the preliminary feasibility study. The body of this paper studies the railway noise which can reflect environmental problems an assessment of environmental impact. The body of this paper studies the presumption of The Benefit Cost of railroad noise arresting it will be able to reflect the evaluation environmental matter of the effect which it gives to an environment.

  • With the increasing prevalence of e-learning courses in human resource development of Enterprise, it is important to investigate which courses are better economic performance. In this study, we proposed the framework for the cost-benefit analysis of e-learning, and attempted to identify cost and benefits factors. In order to achieve the research goal, we firstly tries to analyze the current IT adoption performance framework and e-learning staged performance model. The methodology adopted in the research was mainly that relevant materials, literatures were collected and analyzed to draw a comprehensive picture of the current situation and problems.

Comparison of (s, S) and (R, T) Policies in a Serial Supply Chain with Information Sharing

  • It has been studied that retailer's using a suboptimal (R, T) policy is often more desirable to make the best use of information flows than the locally optimal (s, S) policy in a two-stage serial supply chain. In this paper, by performing an extensive computational study, we tabulate the benefit of the retailer's using (R, T) policy instead of (s, S) policy in a supply chain with information sharing, and compare it to a maximum possible benefit that could be achieved in a centralized supply chain. We can understand the mechanisms of how the cost parameters and demand variance affect the benefit of the retailer's using (R, T) policy instead of (s, S) policy, by comparing decentralized and centralized systems.

  • This study presents a decision making process for installation of wind barrier which is used to reduce the wind speed applied to running vehicles on expressway. To determine whether it is needed to install wind barrier or not, cost and benefit from wind barrier are calculated during lifetime. In obtaining car accidental risk, probabilistic distribution of wind speed, daily traffic volume, mixture ratio in the volume, and duration time for wind speed range are considered. It is recommended to install wind barrier if benefit from the barrier installation exceed construction cost. In the numerical examples, case studies were shown for risk and benefit calculation and main risky regions on Korean highway were all evaluated to identify the number of installation sites.

Economic Analysis of an Internet Portal, 'NANOIN'

  • In this research, economic analysis of Integrated Information System for Nano-convergence Industy (hereafter 'NANOIN'), which was developed and has been in operation by Organization of Nano-convergence Industrial Cooperation, is conducted. For this purpose, the research has been carried out in the following order. First, NANOIN user's maximum willingness-to-pay is estimated using contingent valuation method, the number for NANOIN users is estimated using Bass Diffusion Model, and annual benefit from NANOIN is estimated. Next, annual cost from NANOIN is estimated using annual budget for NANOIN related planned activities. Finally, economic value of NANOIN is evaluated using economic analysis applied to the estimated annual NANOIN benefit and cost. From the economic analysis, it is found that NANOIN has some economic value. It is expected that the procedures suggested in this research can help to systematically evaluate economic value for public goods which have not only uncertain benefit from user's side but also uncertain demand just like NANOIN.

  • This study aimed to provide the basic data of the establishment of marketing strategies by dividing consumer groups in accordance with the pursuit of clothing benefit, and then understanding the importance of clothing selection criteria in those groups, whether there are any differences in it between groups, and whether there are any differences in preference of clothing color depending on the mood state of those groups. The scale of this study was comprised of the pursuit of clothing benefit factors, clothing selection criteria factors, and the factors related to preference of clothing color by each mood state. In the results of the analysis, the factor most considered when male and female consumers in 20s~30s purchase clothing was fitting, and followed by convenience, stable shape, condition, design, and others' reaction in order. However, those 'design', 'convenience', 'others' reaction' and 'condition' factors were significantly different between groups. Therefore, the significance of this study is that fashion brands could develop new positioning maps for marketing and promotional strategies based on the pursuit of clothing benefit shown in this study.

건강보험 기본급여의 우선순위 (Priority-setting in Expanding the Basic Benefit Package in Korean Health Insurance Scheme)

  • Universal health insurance normally requires a basic benefit package, whose design intersects with almost all other aspects of the health insurance debate. Despite its central importance, basic benefit package has not received the analysis it deserves in Korea. The issue of how to decide which health services should be delivered and to whom has been a matter for consistent policy debate. Many industrialized countries observed in this study have been dealing explicitly or implicitly with the basic benefit package. The methods vary from having a specific positive list of services (Bismarkian countries) to the use of guidelines (Beveridgian countries). The purpose of this paper is to form the underlying principles and process for determining what is included or left out by getting accurate and representative responses from health-related personnel. Mail survey is used. Economic burden for treatment, seriousness of disease and urgency of treatment are ranked at the first three priorities. Services that had been suspended because of financial crisis in health insurance scheme in 2001 were selected as items which should firstly be expanded into coverage. Diagnostic test against heart disease and vaccination were also selected as items which should additionally belong to the list of covered services.

  • This study looks for the service factors influencing to conversion among the domestic telecommunication companies and finds out the effect which the switching benefit affect the customer satisfaction and the switching intention. Eight service factors of the telecommunication company such as usability, call quality, terminal quality, auxiliary service, rates, after service, application and brand image are selected and verified using the structural equation model. Auxiliary service, rates and brand image give positive (+) effects to the customer's satisfaction, but the application gives negative (-) effects to the customer's satisfaction. Switching benefit affects significantly to the switching intention, but not to the customer satisfaction. The customer satisfaction gives a positive effect to the switching intention. The telecommunication service factors influence to customer satisfaction and switching intention, and switching benefit also influences to switching intention. It was analyzed that the significant influencing service factors were a little different among the telecommunication companies.
