The startup, which is a common noun to start a small business, has been recently one of main targets for policymakers due to its important role for job creation and considerable potential for sustainability of an economy. However, technological entrepreneurship decreased by 5.0% p from 2013 to 2016. The revitalization of entrepreneurial investment promoted by the government is mainly supported in fruitable venture companies at grow stage or 2~3 years before IPO through venture capital firms and angel funds. It is far from an investment at start-up. It is therefore necessary to motivate private investment to be active in the private start-up sector. In addition, the start-up investment requires institutional support and government support to meet the expectations of investors about the possibility of payback and profitability of private investment invested in the founding period. As a small entrepreneur at a comparably early stage in the lifecycle of business, investments for the startup are generally made by informal investors such as family, friends and fools, and their decision making processes are relatively non-programmed compared with ones for listed corporales such as venture capital and angel fund agency. This study focuses on analyzing decision making factors in investment, and verifying an impact of such factors, specifically the possibility of investment payback and investment profitability, in a decision-making process for the startup especially at the very early stage.

This study is about what effect the proverb of the stock has on the investment behavior by the stock investors. It confirmed if the investors knew the stock proverb that had been used in the stock market for a long time, examined the stock investors applied this content to the real investment process, analyzed if the application influenced the investment result. For this, this study selected total 29 stock proverbs about the investment principle, diversified investment, item selection, time of buying and selling, and value tendency which were being used in the stock market and frequently quoted in the stock-related literature to conduct a questionnaire targeting 191 stock investors and analyze the result. As a result of the analysis, it was confirmed the investors of 14% applied the stock proverb to invest and created the profit through it. It is expected the stock investors and the stock market used the analyzed stock proverb statistics through these helpful study and results to apply to the stock investment.

The R&D investment of power industry has significant influences on the social welfare as well as national economy. It is necessary to analyze how efficient the R&D investment has been performed. The objective of this study is to verify the efficiency of the R&D investment in the domestic power industry. A formula was introduced to by calculate the appropriate amount of R&D investment of monopolistic industry under the regulations which are determined by the proportion of R&D elasticity and price elasticity. It has resulted that there would be no economy of scale as the sales of electricity increases at the same rate of the increasing cost. The R&D investment in the present electricity industry has been performed inefficiently by showing the negative impact on price-cost margin of the intensity of R&D investment, which is the extent of R&D investment to reinforce economy of scale.

국가정보화사업 투자효율성 향상을 위해 투자관리 체계구축의 필요성이 증가하고 있다. 세계 경제상황 악화와 새 정부의 IT 패러다임 변화도 이런 요인의 하나로 작용하고 있다. 제한된 예산 범위 내에서 다양한 정보화 수요를 적절하게 충족시키기 위해서는 성과관리를 기반으로 한 미래지향적 정보화 투자가 요구된다. 공공부문 정보화 추진 시에 예산 사업 평가관리가 일체화 되지 못해 투자관리가 효율적이지 못한 면도 있다. 본고에서는 이러한 상황을 고려해 미국의 정보화투자관리체계(CPIC) 등 국내 외의 현황을 분석해 보고 한국의 실정에 맞는 투자관리 체계를 제시하고자 한다. 아울러 국가정보화사업의 현황분석을 통해서 현장의 업무 절차를 기초로 한 투자관리 프레임워크를 제시하고자 한다. 이 프레임워크를 활용하기 위해 필요한 제도개선 등 향후과제도 살피고자 한다. 이 결과는 공공부문에서 최적화된 정보화 재원 배분을 통해 정보화 효율성 및 투자 성과 제고를 지원하기 위한 틀로 활용될 수 있다. 국가 정보화 계획 집행 평가의 전 과정을 연계하는 추진체계 및 제도 확충으로 정보화사업의 유기적 성과관리 실현에도 기여할 것으로 기대한다.

Traditional financial approaches have been failed to satisfy the firms in evaluating the payoffs from information technology(IT) investment. This research developed a processed-oriented model to evaluate the impacts of IT on the primary business activities within the value chain. The model proposed in this research incorporates corporate goals for IT and strategic alignment as key measurements of IT impacts. We found that corporate goals for IT can be classified into one of four categories: unfocused, operations focus, market focus, and dual focus(operations and market focus), using survey data collected from 137 corporate executives in Korea. The empirical analysis confirms that corporate goals for IT are useful indicators of impacts from IT in that executives in firms with more focused goals for IT perceive higher payoffs from IT in the value chain. We also found that strategic alignment contributes to higher perceived levels of IT payoffs.

The purpose of this study is to identify the characteristics of entrepreneurs and organizations related to the initial investment stage of IT-based entrepreneurs. Specifically, we examine the effects of founder-related characteristics such as background and experience of founders on the initial investment stage and explore how the organizational characteristics such as finance, human, and technology resources affect initial investment of start-up enterprise. To accomplish this study purpose, a questionnaire survey was conducted on entrepreneurs who were actually invested by government, angel, and VC. A total of 295 data were used for hypothesis testing, and the hypothesis was tested by hierarchical regression analysis. As a result of the study, it was found that founders who had experience of investment before or experienced in technology development had a significant influence on initial investment stage. In addition, it was confirmed that factors such as financial, human, and technology resources had significant positive effects on the initial investment stage. The results of this study make it possible to identify the competencies and characteristics required to attract investment to potential founders preparing for start-up in the future. It also provides information on how to formulate an effective human resource composition plan. Also, these results can be used as a basis for investment decision-making by providing investors with guidelines on investment selection criteria.

Business expects that IT investment would maximize the effects, like availability, timeliness, rapidity of information, by practical using of information technology for a strategic goal. However, it is not clear yet that IT investment would increase business productivity and could create profitability in the end-the linkage between IT investment and business KPI(Key Performance Indicator). In this case study(only provides post-evaluation case), we suggested integrated IT ROI(Return On Investment) methodology with a consistent and integrated view, on the base of practical implementation at Korean financial company. Especially, we evaluated connection between IT and business strategy, made business-related IT KPI development methodology, suggested framework for sustainable IT evaluation and management.

실물옵션은 전통적인 경제성 평가기준의 하나인 순현재가치 분석법이 의사결정 과정에서 경영의 유연성을 무시함으로써 투자 혹은 자산의 가치를 낮게 평가하는 단점을 제거하고 이를 평가에 적절히 포함시킬 수 있다고 여겨지고 있어 새로운 평가방법으로 주목을 받고 있다. 특히, 정보기술(IT) 분야에서는 다음과 같은 이유 때문에 전통적인 현금흐름할인 방법이 효과적이지 못할 수 있다. (1) 우선, 정보통신 분야에서 대부분의 정보기술 기반 투자 프로젝트는 막대한 자본이 소요되기 때문에 기업들은 이를 피하기 위하여 단계적인 투자계획을 세우는 경우가 많다. (2) 또한, 초기 기반에 대한 투자의 주요한 혜택이 대부분 그 이후 단계의 투자에서 구현되기 때문에 성급한 초기투자에 대한 경제성 평가는 이후의 혜택을 무시할 가능성이 많아진다. (3) 마지막으로 초기의 투자 프로젝트에 참여하지 못하면, 이 후의 프로젝트에 참여하기 어렵기 때문에 미래의 혜택을 얻을 수 없게 된다. 이러한 여러 가지 이유로 이를 적절히 평가할 수 있는 실물옵션 평가방법이 선호된다. 본 연구에서는 정보통신 분야의 투자와 같은 대규모 프로젝트의 특징을 평가방법의 입장에서 살펴보고, 실물옵션 개념을 응용하여 이러한 투자 형태의 평가를 위한 모델을 개발하고 적용방법을 생각해본다.

This paper investigates the impact of the government R&D expenditure on the IT industry in Korea. The analysis of such impact can be used to derive the policy implications for the IT industry. The contribution of government R&D to the IT industry was analyzed based on the input-output table of the year 1990-1995-2000. The results show that the amount of the government R&D expenditure induced the IT industry to book twice greater production than it would have been in the absence of such government R&D expenditure during the period under investigation. It is also shown that job creation was strongly encouraged in the broadcasting equipment, software and computer-related services. During the period under the study, the composition of the workers in the IT hardware industry remained unchanged while the production increased significantly, which confirms the jobless growth in the IT hardware industry. The results of this study suggest that the government R&D should focus on improving the competitiveness of the intermediate good and parts industry.

정보기술(IT) 인프라가 기업의 핵심 인프라로 자리 잡으면서 기업은 고객에게 다양하고 유용한 서비스 및 재화를 제공하기 위하여 개인정보에 대한 의존도 및 활용도를 높이고 있다. 더불어 개인정보를 보호하기 위한 투자 요구도 높아지고 있으며, 이를 위해서 조직은 개인정보의 보호에 대한 측정 및 평가 방법을 수립하는 것이 필요하다. 본 연구에서 다양한 정보보호 투자의 성과측정 방법 및 IT 성과측정 방법의 기존 연구를 고찰하여 개인정보보호 투자에 따른 성과측정에 가장 적절한 방안으로 경제효율성평가(WiBe) 프레임워크를 선정하고, 그 타당성을 제시한다.
