효과적인 중소기업 생산정보화를 위하여 시스템 개발 과정을 표준화하고 단계별 주요 활동에 관한 연구, 프로젝트 범위 일정 비용 인적자원 관리를 위한 WBS 작성, 시스템의 신뢰성 품질 생산성 향상을 위한 관리 항목 설정, 중소기업 IT업체 감리업체 등 참여기업간의 의사소통, 그리고 구축된 생산정보화의 유지보수를 포함한 운영지원 등 보다 체계적이고 효율적인 시스템 구축을 위해 중소기업 생산정보화에 적합한 시스템 개발 방법론(PSDM : Production System Development Methodology)에 관하여 연구 개발한다. 이 PSDM의 연구로 생산정보화를 구축하고자 참여하는 많은 중소기업 및 IT업체들이 표준화된 방법론을 이용하여 시스템 구축을 보다 효과적으로 수행할 수 있으며, 보다 높은 신뢰성을 가진 시스템을 구축할 수 있다.

The employment effect of innovation-certified SMEs (venture certification, inno-biz certification and main-biz certification) and general SMEs was compared and analyzed. Through propensity score matching, general SMEs with similar tendencies to SMEs for each innovation certification were selected. The employment effect was approached from two perspectives: the absolute employment effect, the employment growth rate, and the relative employment effect, the sales-employment coefficient. As a result of the analysis, it was confirmed that venture certified SMEs and inno-biz certified SMEs, which are technology innovation-type certifications, have an advantage in absolute employment effect. In addition, it was concluded that innovation-certified SMEs have more room for employment than general SMEs by achieving sales growth that exceeds employment growth. Therefore, there is a possibility to enhance the employment effect of innovation-certified SMEs by strengthening employment-related incentives for innovation-certified SMEs.

Recently, concerns are growing over small and medium-sized companies holding out on debt as domestic loan interest rates have risen sharply due to the prolonged impact of COVID-19 and soaring raw material prices. In addition, loans from small and medium-sized enterprises, which are difficult in the business environment, are increasingly being rejected due to high loan interest rates and excessive submission documents and financial statements-oriented screening of loans by the financial sector. Therefore, since it is necessary to discuss ways to promote financing and investment by SMEs, this study intends to suggest ways to promote investment through the use of SMEs' ESG systems. The purpose of this study is to suggest that the use of ESG evaluation indicators used as non-financial indicators helps predict the corporate value of SMEs and the importance of SMEs actively participating in ESG information disclosure. This study suggests the necessity of introducing and practicing ESG by SMEs where financing is important, and aims to analyze as an empirical result that the use of non-financial indicators helps predict corporate value. As a result of the study, the ESG performance and corporate value of SMEs showed a positive (+) relationship. It can be seen that both the grades and corporate value of SMEs by ESG sector have a positive (+) influence relationship. The total ESG rating was confirmed to have a positive effect on corporate value, and it was confirmed that SMEs with higher ESG environment, social, and governance ratings were evaluated higher. According to the research results, it is suggested that SMEs also need to use ESG evaluation indicators, and in order to promote the growth of SMEs, it is suggested that research on ways to re-examine the corporate value of SMEs is necessary. Therefore, this study suggests that the use of ESG should be actively recommended and implemented as a way to establish a management strategy for SMEs, and that efforts to disclose ESG information can soon help SMEs solve information asymmetry. In addition, SMEs want to understand the investment mechanism that the introduction and practice of ESG can lead to the improvement of the value of SMEs and suggest the necessity of SME-type ESG policies in the future.

대기업에 비하여 한정적인 인적, 물적 자산을 보유한 중소기업은 정보화를 통하여 단순한 경영환경의 변화가 아니라 생산성 향상과 거래비용 절감을 통한 기업 경쟁력를 확보하고 있다. 그러나 중소기업의 핵심정보가 IT융합 환경속에서 정보화됨으로써 경쟁기업이나 해외로 유출되고 있으며, 그 규모는 매해 증가하고 있다. 중소기업들이 보유하고 있는 핵심기술을 보호하고 지속가능한 성장을 보장하기 위해서는 중소기업의 규모와 정보화 수준을 고려하여 전략적으로 정보보호 체계를 구축할 필요성이 있다. 따라서 본고에서는 중소기업 특성을 고려한 전략적 정보보호 체계구축 방향을 제시하고자 하였다. 세부적으로 중소기업의 정보화 및 정보보호 현황을 분석하고, 이에 부합되는 적정 수준의 중소기업 정보보호 수행체계를 설계하였다.

많은 중소기업들은 정보시스템 적용과 운용에 있어서 정보기술의 전략적, 운영적 차원의 사용보다는 당면한 기업조직의 현문제와 기존의 시스템의 적절한 유지와 보수문제를 어떻게 해야 하는가 하는 문제에 더욱 집중되어 있다. 그러나 정보기술은 기업의 전략적 무기로 인식하여 경쟁우위를 점할 수 있는 가장 큰 수단으로 인식되어 져야 한다. 본 연구는 대기업중심의 아웃소싱관련 선행연구를 통해 우리나라 중소기업의 정보시스템 아웃소싱 상황에 맞는 모형연구가 필요하다는 것을 알게 되었다. 선행연구에서는 파트너십에 대한 문제와 기술적, 통제적, 경제적에 대한 성공요인에 대한 검토되었는데 한편 우리나라 중소기업 상황에서는 자금 회사규모 문제 40.3%, 시스템 운영인력 부족 24.1%, 임직원 활용능력 부족 8.9% 등이 문제로 나타났다 이처럼 대기업과 위험요인과 중소기업의 요인을 비교하였다 그리고 지금까지 나타난 대기업 아웃소싱 문제점과 함께 지난 2년간 정부주도하의 중소기업 정보화 지원사업을 연구하여 중소기업 정보화 아웃소싱 성공요인들을 도출하여 성공적인 중소기업 정보시스템 아웃소싱 모형 만들 수가 있을 것이다.

This research suggests the security countermeasures for solving technology outflow of small-medium companies in New IT Environment through level comparison of security cognition and security management between small-medium companies and major big companies. According to analysis results, it is poor for small-medium companies' level of security cognition and security management compared with major big companies. Small-medium companies need to manage technology outflow to major big companies' level in New IT Environment. Small-medium companies has started to build New IT Environment recently and it must build the appropriate security system for small-medium companies at the same time. Small-medium company has more problem with budget and proffessionals to maintain the security of technology outflow. Therefore government has to support systematic management for the security of technology outflow to Small-medium companies

The government is carrying out information security consulting support projects to solve the difficulties of SME information protection activities. Since the information security consulting methodology applied to SMEs does not apply the proven methodology such as the critical information and communication infrastructure(CIIP), ISMS, ISO27001, etc. It applies various methods for each consulting provider. It is difficult to respond appropriately depending on the organizational situation such as the type and size of SMEs. In order to improve such problems of SME information security consulting and to improve more effective, effective and standard methodology, the information security consulting methodology applied in the current system was compared and analyzed. Through the improvement plan for SME information security consulting method suggested in this study, it is possible to provide information security consulting suitable for all enterprises regardless of SME size or business type.

최근 경기침체에 다른 여파로 중소기업의 경기동향은 나날이 악화되고 있는 추세이다. 소비심리 위축과 수출 여건 악화로 부도율이 높아지고, 향후 경기전망도 불투명해 기업경영에 이 중고를 겪고 있다. 그러나 전반적으로 중소기업의 경기동향이 좋지 않은 상황에서 정보화 수준에 따라 업종별로 가동률, 생산지수를 비교한 결과 정보화 수준이 높은 업종이 여타 업종에 비해 상대적으로 경기침체의 영향을 적게 받은 것으로 나타났다. 실제로 정보화 수준이 중소기업의 경영성과에 어떤 영향을 미치는지를 알아보기 위해 3가지 실증분석 모형을 통해 분석해본 결과, 1인당 매출액, 총매출액, 개인업무개선, 기업업무개선, 조직의 유연성, 대외환경 적응력 등 기업 내외부 전반에 걸쳐 유의적으로 긍정적인 영향을 미치는 것으로 나타났다. 즉, 정보화 수준 향상이 기업 경쟁력에 미치는 효과가 크므로 생산성 향상을 통해 경기침체기를 극복하기 위해서라도 경기 호황기는 물론 불황기에도 정보화 투자에 소홀히 하면 안된다는 것을 보여준다.

우리 경제는 지난해에 그동안의 어려웠던 대 ${\cdot}$ 내외적 경영여건이 호전되고 내수경기의 회복및 수출증가세의 확대되는 등 경기회복속도가 빨라진 모습을 보여주었다. 경기가 나아지고 경기전망이 나아짐에 따라 한국경제가 혁신주도형 경제로 빠르게 전환되고 있으며, 그 중심에 정보화는 기업 및 국가경쟁력 강화를 위한 핵심전략수단으로 입지를 굳혀나가고 있다. 그러나 자금, 인력, 정보, 등의 측면에서 열세인 중소기업의 경우 벤치마킹의 자료나 검증된 성공 ${\cdot}$ 실패 사례의 부족으로 정보시스템 도입과 투자를 망설이고 있는 듯 하다. 그러므로 국내 중소기업의 정보시스템의 도입과 투자를 통한 정보화 촉진을 위해 현재 중소기업에서 실제 운용되고 있는 정보시스템의 투자현황과 수요를 살펴보고, 이를 통해 필요한 정보시스템의 범위와 적용의 기대효과를 예상하여 전반적인 국내 중소기업의 정보화 투자현황의 개선 방향을 제시해보고자 한다.

The main objective of this study is to identify and analyze the factors affecting technology innovation of the innovative IT SMEs. A research model is established based on the previous studies on the technology innovation of SMEs. The model consists of independent variables (Adhocracy culture, R&D capability, IT capability, Leadership, and Appraisal & Reward), an intermediate variable (Knowledge management), and dependent variables (product/service innovation and process innovation). Major research results can be summarized as follows: IT SMEs pursuing technology innovation should: (1) pay attention to innovation oriented culture, IT capability, and evaluation & compensation systems of the company; (2) recognize that knowledge management is an essential activity performed by the company; (3) strengthen the R&D capabilities of the company by not only exerting internal efforts but establishing cooperative network with various parties; and (4) resolve the decoupling problem of the evaluation & compensation system.
