With the recent rapid development of deep learning technology, the demand for analyzing huge text documents in the national R&D field from various perspectives is rapidly increasing. In particular, interest in the application of a BERT(Bidirectional Encoder Representations from Transformers) language model that has pre-trained a large corpus is growing. However, the terminology used frequently in highly specialized fields such as national R&D are often not sufficiently learned in basic BERT. This is pointed out as a limitation of understanding documents in specialized fields through BERT. Therefore, this study proposes a method to build an R&D KoBERT language model that transfers national R&D field knowledge to basic BERT using further pre-training. In addition, in order to evaluate the performance of the proposed model, we performed classification analysis on about 116,000 R&D reports in the health care and information and communication fields. Experimental results showed that our proposed model showed higher performance in terms of accuracy compared to the pure KoBERT model.

u-헬스케어 분야의 한 부분을 차지하는 u-피트니스 시스템은 IT/BT기술이 이용된 대표적인 분야중 하나이다. 이 분야에 상용화된 몇 가지 u-피트니스 시스템의 제품을 소개하고, 사용된 기술의 동작 방법을 구현된 고령자 운동 가이던스 시스템을 예를 들어 설명함으로서 이 분야 연구에 더욱 발전을 기대해보며 연구 방향에 대해 전망해 보고자 한다.

Recently, major activities for the transfer and commercialize of the innovatory IT techniques are revitalized with the active study and development of the IT technologies. Nowadays, the primary concern for the systematic technology valuation gets the great attention in order to transfer or trade innovatory IT techniques easily. It is because the accurate appraisal for the technology is the most important step to get its proper utility value in the transfer and commercialize of the techniques. In this paper, we survey the general technology valuation methods for the transfer and commercialize of the techniques and also examine the special technology appraisal method for the innovatory IT techniques, which have relatively short technical life cycle and can create high added values, in order to transfer innovative IT techniques satisfactorily.

This Study analyzes effects of establishment and dis-establishment of Ministry of Information and Communication(MIC) to provide a recommendation to the next government. This study compares its background, accomplishments and failures between a MIC establishment by the Civilian Government and a MIC dis-establishment by the current Government. Results of the analysis indicate MIC dis-establishment had negative effects: plunge of IT national competition due to the absence of IT control tower and organizational inefficiency due to poor communication and duplicate investment among inter-governments. This study is significant in that it recommends "Ministry of IT and Media Smart Convergence" establishment to be totally governing IT control tower and cultural content as a new trend for the next government.

In the era of the fourth industrial revolution, IT workers' use of creativity has become more important than workers' in other fields in that they should apply new digital technologies to their companies for organizational innovation. In this regard, this study is to verify the effect of managerial coaching behavior on the creativity of employees in the IT field and identify the mediating effect of unlearning and the moderating effect of creative self-efficacy. A survey was conducted on IT workers in Seoul and the metropolitan area and a total of 439 copies of the questionnaire survey were used for confirmatory factor analysis on SPSS 25.0 and AMOS 25.0 and for mediating and moderating effect analysis on SPSS Process Macro 3.0. The results suggested that managerial coaching behavior has a positive effect on the creativity and unlearning ability of employees. They also showed that unlearning has a significant effect on one's creativity, mediating the relationship between managerial coaching behavior and the creativity of employees. Also, they identified that creative self-efficacy moderates the relationship between managerial coaching behavior and unlearning. This study has theoretical and practical significance in that it makes a timely contribution to expand the research area for coaching effect and identifies the influential mechanism behind managerial coaching by verifying the direct effects of managerial coaching behavior on the creativity of the IT sector workers and finding indirect influential factors.

Library and information science(LIS) research, as reflected in its own disciplinary and professional history, has been ignorant of the transitions and developments of other humanities and social science disciplines. For instance, the positivistic perspectives in research have been maintained in the field while other disciplines have been experimenting wide variety of research methods and aspects. This paper attempts to articulate that LIS research should play an appropriate role in analyzing and investigating various key-words in modern knowledge society. In this regard it scrutinizes the applicability and implications of discourse analysis. It specifically surveys the historical background of the development of LIS research; then it explains the dimensions of discourse analysis and some principles; and, finally it shows some examples of research projects that emp1oy these perspectives.

In this paper, it predicts green technology in the future with "Co-word" which is patent analysis, "technology road-map, life cycle graph of patent activation and trend analysis. Analysis result shows that it would help environment preservation because development of ITS green technology makes carbon emission effectiveness and ITS green technology is especially expected to develop in fuel saving field. In addition, fuel saving field is predicted to be advance more practically technology field with convergence with IT.
